Message from the Mayor

We are living in unusual times. The Coronavirus pandemic has affected every one of us. I believe that the community response has been excellent. I am in awe of the heroic work of our health and care workers, alongside the wonderful key workers of our town. They have made sacrifices that go far

beyond their normal duties. We are indebted to them all. We must continue to support them even as we come out of this awful period, to ensure that we have the safety of our loved ones and our wider community at the heart of everything we do.

Again we are indebted to our excellent team at the Town Council, led by the Town Clerk and the Council Members. Their commitment to working for the wellbeing and the future of our town has been magnificent. I have been required to continue as Mayor of this wonderful historic town for a further twelve months, as we are not able to hold formal public meetings to allow an election to take place. I am very proud to be able to carry this role forward with even more enthusiasm with this fabulous team beside me.

Of course our town is most famous for another event: Flora Day. The committee who organise this ancient event, The Flora Day Association, had the very difficult decision to cancel this year’s event. There were some lovely street parties that popped up all over the town on May 8th to try and compensate for this on the day. The Helston Town Band managed to spread out across the town to create a little bit of the traditional festivities at a safe distance. The Celebration of 75 years since Victory in Europe was also evident throughout the town. We will make a special effort next year to compensate for this year’s cancellation. I am counting down the days.

Emergency Plan & Covid-19

An emergency plan was already in place in Helston before the Covid-19 lockdown in March. The only thing that was needed to complete the programme was community involvement. As soon as limitations were placed upon us by Westminster, we immediately set up a volunteer recruitment drive. Within a few days we had nearly 100 volunteers on our database. There are now 350, with a ‘response’ team, consisting of council members and community leaders, coordinating enquiries from Helston and the surrounding area.

This response team has a duty rota that means phone and email coverage seven days a week between 9am and 5pm. This magnificent group of volunteers has served those that need help during this unusual and worrying time. They have offered help with things like shopping, prescription delivery and even lifts to hospital. But most of all they have given the town a sense of strength, of community, and have engendered a spirit that I hope will continue well passed this pandemic. Neighbours are helping the needy in their locality and are building a wonderful support network, all operating within government guidelines.

New Freemen

On 4th February 2020, we were extremely proud and pleased to award the honour of Freeman of Helston to two of our town’s most respected individuals. Mr John Eddy and Dr Ken Whittle received their awards at the ceremony that morning. I was quite humbled by the many achievements both gentlemen have made supporting our community over the years. They both received a magnificent, hand drawn scroll during the event and both their speeches were met with warm applause, and I believe with a few moist eyes as they spoke of memories past.

The Discover Helston marketing team in the CIC and the Town Council took a great step forward with the launch of the website in the new year. With colourful branding and easy-to-use format, it

takes us into the next decade with energy and clarity. We have also seen the digital launch of the next Discover Helston Magazine for the 2020/21 season. With a fresh layout, excellent editorial and colourful advertisements, it promotes our town in a great light and sets the scene for the coming year. The CIC are still active in pursuing projects that will improve our town. I must praise their enthusiasm as they continue to work with the Town Council and with energy and commitment towards a secure future for our families and businesses, as we battle with this pandemic.

Maintenance Team taking on grass verges from 1st April

The Town Council has now taken on the responsibility to maintain our grass verges, and our Maintenance Team has already made an impact on the look of the town. Even during the weeks of the lockdown they have been looking after the grass verges as much as they can while maintaining safe distancing. The intention is to continue looking after our green spaces and work with Helston Climate Action Group to explore alternatives including wild flower planting and tree planting where possible.

Leats & kennels

A comprehensive programme of research and maintenance is required to manage our leats and kennels. Working in conjunction with Cornwall Council, South West Water, landowners, businesses and Wendron Parish, a working party, chaired by Councillor Mike Thomas, is making great strides. As part of this programme, they intend to put on an exhibition promoting the history of these waterways and to explain the future management of the system.

Working with HCAG Green Spaces on planting project for Wellmoor

Last March the Town Council declared a Climate Emergency. As a result the Helston Climate Action Group was formed as a collaboration between Helston Town Council and members of the Helston community. It was formed to work with Helston Town Council to achieve its climate goals, set when it declared a climate emergency in March 2019. There are ten pledges that we signed up to try and achieve, leading to carbon neutrality in 2030. These are detailed on our website. This enthusiastic and energetic group has been very active over the twelve months. With growing support, together we have managed to coordinate several important projects including a programme of tree planting, a Repair Café, Incredible Edible as well as a strategy to manage our green spaces. Wellmoor at Cades Park has been considered as an area where the Green Spaces sub group can begin to apply a planting scheme, supporting insects and wildlife. Plans are well advanced, but we are waiting for a time when we can safely continue work there.

Other HCAG collaborations

There are other exciting projects in which the Town Council is actively engaged, but await the passing of the pandemic to fully put into practice, particularly the plans for Transport and Energy, Health and Wellbeing, Commercial Business and Communication and Education. An Action Plan was developed and approved in September 2019. This 62 page document, available on the Town Council website, sets out the intention of the Group and the Town Council. We would encourage more people in our community to take part. As we emerge from this lockdown we will publicise events and projects to advance our climate emergency targets.

St Michaels Churchyard continues to improve

The regular voluntary maintenance of St Michaels churchyard began last year, fully supported by our Maintenance Team, has made great strides in making the churchyard a much more pleasant

space, whilst still allowing for natural growth and wild flowers and encouraging insect life. They have opened the space up in places to allow the light to permeate across the yard and enhance the wonderful setting of our church.

Community Governance Review

There is currently a review of town and parish boundaries. This government requirement follows on from the changes in Cornwall Council electoral division boundaries activating from May 2021, which reduces the number of divisions across Cornwall from 123 to 87. This means that the current seven Cornwall Councillors in our Helston and South Kerrier Community Network will reduce to five. Our Town Council has requested a change of town boundary in the east of the town, so that we can include the new large Helston Extension housing development, currently being constructed on the edge of our town in neighbouring Wendron parish. This proposal is widely supported, but we await a final confirmation from Cornwall Council.

We continue to recognise the voluntary work of Helston in Bloom who have safely made and tended flower beds, despite the lockdown. And what a difference they have made! We should all look forward to the time when we can enjoy their hard work.

I must take the opportunity to thank the South Kerrier Alliance for their excellent work at the Coronation Lake and Park. In particular I’d like to thank David Turnbull and the team whose energy and commitment has resulted in a project that is now on view for all to see. I must encourage you all to use and support this excellent facility and to please look after this wonderful resource. It has no doubt restored a huge amount of pride and community spirit, and will be a wonderful therapeutic experience as we emerge from these emergency measures.

It is a shame that we will not be able to show our support for our friends at RNAS Culdrose with the

Freedom Parade this summer. But I will ensure that our strong bond continues.

Unfortunately the activities and social clubs that support our elderly have had to stay shut. But there is still a group of willing volunteers ready and waiting to reinstate these groups as soon as they are able to safely do so.

Our new Helston Community College building is now functioning very well and, along with our primary schools is offering excellent support to our key workers by continuing to deliver a first class education. We must offer them every support as they work tirelessly to re-establish their teaching practices while working to stringent safety guidelines.

The Helston Business Park is expanding with additional units now being constructed attracting business and new jobs for Helston. We as councillors have worked hard to encourage this, and the town is now reaping the rewards of a hard campaign.

We look forward to next year when we can enjoy all our traditional events with double the enthusiasm - Flora Day, Helstonbury, The Freedom Parade, Hellys International Guitar Festival, The Harvest Fair and Carnival, Helston Makes It, Christmas Lights and many more.

If every resident were to purchase something in the town worth 10 pounds every week it would generate up to 3 million pounds for our economy each year and contribute to securing the future of the town centre. The whole of the town has been

preparing for the time when we can return to a state of some sort of ‘normality’. I would like to think that we have evolved to appreciate that we cannot return to where we were. A new ‘normal’ should be the target and intention of everyone, with the well being of our residents, businesses, visitors and nature restoration at the forefront.

Helston Town Council was formed in 1974 and consists of 12 elected Councillors (5 Councillors represent the North Ward, 5 Councillors represent the South Ward and 2 Councillors represent the West Ward).

A list of current Councillors can be found on page 14. Elections are held every four years with the next in May 2021.

In February 2017 the Town Council was awarded Quality Gold status in the Local Council Award Scheme by the National Association of Local Councils. To date, Helston is the only council in Cornwall to receive this accolade and one of just 43 nationally. NALC states that Quality Gold ‘demonstrates that a council is at the forefront of best practice and achieves excellence in governance, community leadership and council development’.

Meetings of the Full Council are held at the Guildhall, Helston on the third Thursday of every month (no meeting in August). In addition to the Full Council meetings, the Council has three committees to facilitate the effective management of its business:

There is public participation at the monthly Full Council meeting to enable members of the public to make comments or to raise local issues. There is also public participation during committee meetings during which comments can be made regarding items on the agenda. A Calendar of Meetings for the 2020/21 civic year can be found on the Council’s website www.helston-tc.gov.uk. Agendas and Minutes are also published on the website.

Items of news and forthcoming events are regularly posted onto the Town Council’s Facebook page https://www.facebook.com/helstontc/ and Twitter.

Councillors do not receive payment or any allowance for attending meetings or for carrying out Council business. A record of meetings attended during 2019/20 is included in this report on page 11.

During Full Council meetings there is an agenda item for the Cornwall Council Divisional Members to give reports.

The Amenities Committee was Chaired by Cllr Mrs Boase and met on five occasions during the 2019/20 civic year. The Committee is responsible for the Council’s property including the Guildhall and several play areas and open spaces. The Committee also oversees the maintenance of these areas as well as the roundabouts within town and provides bus shelters, benches and litter bins.

Once again I would like to thank the Members of the Amenities Committee for electing me as Chair for the past year.

We have achieved some excellent results this year. Volunteers have continued to work with our Grounds Team in St Michaels churchyard, which has been enhanced this spring with the bulbs planted in the autumn. Thanks again to Ian, the Grounds Team Supervisor, for overseeing this project.

Ian and the Grounds Team (Dan and Mark) were joined this April by a seasonal team member Ian. As well as planting and maintaining our hanging baskets they will also be watering the baskets on behalf of Helston in Bloom. They completed the planting of the roundabout on the Redruth Road which was sponsored by PFS Helston Ltd and Helston Rotary. Trevena Cross Nurseries has agreed to provide plants for the two remaining roundabouts for when we are able to return to normal working. The Grounds Team is really going to be busy as our Town Clerk Chris has negotiated a Service Level Agreement with Cornwall Council to cut the highways verges (as

of 1st April 2020). We are also working with Helston Climate Action Group (HCAG) on the aesthetics of the Wellmoor play area.

To reduce our carbon footprint the council switched to Good Energy a green electricity supplier. The council is also reducing its use of single-use plastic and balloons have been banned from Flora Day and council property.

The Emergency Plan, drafted by the Amenities Committee, was completed and adopted by the Policy, Finance and Resources Committee in March, and put into action soon afterwards due to the Covid-19 lockdown.

These are just some of the things that the Amenities Committee has been involved with this year.

The Planning Committee, currently consisting of six Members, meets on the first and third Thursday of every month and has delegated authority to consider all planning applications and to make recommendations to Cornwall Council - the Planning Authority. All Applications are categorised into those that are non-contentious (Category I) and those that require more in-depth consideration (Category II). Each Category II application is allocated to a Committee member who visits the site and contacts neighbours to establish a balanced view and to make a presentation and a recommendation at the Planning Committee meeting. If a near neighbour of the application site cannot be contacted a letter is left giving the application details and how to contact the Committee Member. The public are welcome to attend the meeting and again have the

opportunity to express their opinions to the Members.

From June 2019 to March 2020, 44 Category I and 29 Category II planning applications were considered. Unfortunately the Covid-19 pandemic which prevented all Council meetings required a temporary change in our procedures with planning applications being advertised on our website and Facebook page for public comment for a period of approximately one week. After this period details of the applications together with any public comments were circulated to Members for their consideration with the delegated decision based on their opinions being made by the Chair and Vice-Chair of the Committee. 13 planning applications were considered in this way during April and May 2020.

The Policy, Finance and Resources Committee, consisting of eight Members, Chaired by Councillor Grattan-Kane, met on seven occasions during the year with meetings held on the second Tuesday of the month.

The Committee’s functions include reviewing existing Council policies and risk assessments and the consideration of new policies. With regard to finance, the Committee regularly monitors the budget and considers reports of the independent internal auditor and the external auditor. Two members of the Committee regularly conduct audits of internal controls.

The Committee agrees a draft forward budget and determines the Precept for recommendation to Full Council each year.

I believe the services that Helston Town Council provides its residents are good value for money. Out of the 23 town councils in Cornwall we have the 17th lowest charge which is only 43% of the highest charging council in the county. Council

Tax band A households paid less than £100 during 2019/20 and 75% of all households pay less than the full Band D level.

Helston Town Council supports many local organisations through the allocation of grants with

£20,000 being allocated in September and February each year. The council also allocates annual grants to The Museum of Cornish life (Helston Museum), Helston Christmas Lights and the Furry Youth Cafe.

Since declaring a climate emergency a year ago the council has worked with the Helston Climate Action Group and to reduce its carbon footprint and that of the town as a whole. All council policies take into consideration the environmental impact of council activities.

The Council adopted our Community Emergency Plan shortly before the Covid-19 emergency broke. We established a wonderful team of 375 volunteers who have been supporting the vulnerable in our community. The Town Council managed to facilitate technological solutions enabling council Members to work from home to help coordinate the emergency response. Thank you to all of those volunteers.

The Guildhall has been closed to the public since March with the administrative staff working from home to continue supporting our community. However, our Grounds Maintenance Team has been out working as usual.

The Policy, Finance & Resources Committee will continue to ensure that Helston Town Council operates in an efficient, effective and economic manner.

It has been a challenging end to the year for the Planning Committee of Helston Town Council. The Committee has continued to consider a variety of applications and in turn made recommendations from contentious ones including removal of garages for additional housing and changes in planting requests for a retail unit through to more non-contentions applications such as a small single storey extension. Since March all planning applications have been reviewed by committee members and their comments collected prior to a

decision being made by the Chair and Vice Chair of the Committee under delegated powers. Full committee meetings will be resuming from July using Zoom and access will be made for members of the public to participate in the meetings. As a committee we continue to ensure that the town’s

Conservation Area is recognised and that the heritage of the town is protected for both the present and future. We have given great emphasis on looking for applications that were recognising the impact on the environment and putting in place ways to reduce this. Where we can see opportunities which haven’t been included we make comment and recommendations accordingly. Again committee members have completed additional training and development for their role this year which, with the addition of one committee member also being a Cornwall Councillor on the West Sub-Area Planning Committee, has continued to further develop the expertise and experience of our Town committee.

It has been a very strange end to the 2019/20 civic year. This time last year who could have predicted my staff and I would be working from home and Flora Day cancelled. The Government passed emergency legislation in April to allow virtual council meetings so we have all had to get use to a new way of meeting and working.

On 10th March 2020 the Policy, Finance & Resources Committee adopted the Community Emergency Plan that had taken nearly two years to develop and test. Then the very next week it was activated and a fresh call-out for volunteers resulted in nearly 400 local residents stepping forward to assist those most vulnerable amongst us during the Government-imposed lockdown. The Community Emergency Response Team (CERT) ably managed the pairing up of volunteers to those requesting help. The CERT had to quickly adapt the Emergency Plan that focuses on bringing people together in an emergency such as flooding, not keeping people apart and social distancing.

The Covid-19 lockdown also resulted in the 2020 Mayor Choosing ceremony being cancelled so it was agreed that the current Mayor, Cllr John Martin, continue for a third term until May 2021.

Looking back over the year….

Cornwall Council has continued to consult on the Community Governance Review. The Town Council has suggested that the town’s boundary be amended to include the edge-of-town housing development known as HX1 (or Helston Extension 1) which technically lies in the

Wendron parish. The Town Council has also requested that its number of councillors be increased by 2 to 14 to compensate for the reduction of Cornwall Councillors serving the town. The outcomes of the Community Governance Review are scheduled to be announced ahead of the 2021 May elections.

The Town Council continues to work in partnership with local volunteer groups such as the Helston Climate Action Group (HCAG) and Helston CIC to name just two. Both these groups, supported by the Town Council, have a number of exciting projects for Helston but are temporarily on hold until the lockdown is lifted.

It was a sad day for Helston when news broke of the passing of Fred Angove. Fred took up the role of Macebearer in 1989 and in 2014 was awarded a Town Plaque by the Mayor Cllr Jonathan Radford-Gaby to mark Fred’s 25th year of service. As well as serving the Town Council, Fred volunteered for many local clubs and organisations and will be greatly missed.

In February this year the Town Council conferred the Freedom of the Town upon John Eddy and Doctor Ken Whittle. John Eddy received the honour ‘for his outstanding contribution to the town and community of Helston in particular his leading role with the Flora Day Association.’ Dr Ken Whittle was awarded his ‘for his outstanding contribution to the health and well-being of the Helston community particularly as a Practitioner and President of the League of Friends of Helston Community Hospital’. The Mayor presented Mr Eddy and Dr Whittle each with a scroll and lapel badge at a Special Full Council meeting on 4th February 2020 in front of close friends and family. Let’s hope the time comes soon when we can all once again meet up in person with those we hold dearest.
