AircraftOwnersandPilotsAssociation(AOPA)hasdonatedprizessuchasfreewebsitetrainingsessions,hats,andbooks.ExperimentalAircraftAssociation(EAA)hasdonatedintroductory lightsforchildrenages7-18throughanationalprogramcalledtheYoungEaglesProgram.Theintroductory lightsareawardedto irstplacewinnersineachcategory.Throughthecontest,DOTDfacilitatescommunicationbe-tweenthewinnersandthelocalpilotsofeachEAAchapterclosesttowherethewinnerlives.

DOTD Aviation announces Louisiana Aviation Career Education Camp Program

Airport Construction and Development Priority Program
ThepublichearingfortheAirportConstructionandDevelopmentPriorityProgramwasheldWednes-day,March13bytheJointTransportationCommittee.Nocommentsorissueswereraisedduringthehearing.Subsequently,theprogramwasapprovedbythecommitteeforfundingandinsertionintoHouseBill2onTuesday,April9.Thedepartmenthasrecommendedanotherrobustprogramthisyearwhichbreaksdownthefundinginthefollowingpriorityareas: 21%-Safety 42%-AirsidePreservation 26%-AirsideImprovements 11%-LandsideImprovementsOurgoalistoensureasafe,modernsystemofairportswhichprovidesconvenientandef icientaccessto thestate for tourism, commerce, industrial interests, andrecreationand tocontinuallymodernizethestate’spublicairportstomeetthechangingneedsoftheaviationcommunityandthegeneralpub-lic.TheactivitiesoftheaviationprogramaretoprovidemanagementoversightandfundingforcapitalimprovementsatLouisianaairports,andtoprovidemanagementoversight, fundingandtechnicalas-sistanceforsafetyandoperationalenhancementsatLouisianaairports.

Project Application Guidance for Airports for 2014-2015 Program
Inpreparingforthe2014-2015AirportConstructionandDevelopmentPriorityProgram,weareissuingadditionalguidancetoairportsponsorson ilingCapitalImprovementPlan(CIP)requestswiththede-partmentbyNovember1.Toensurethatthedepartmentproperlyprioritizesyourairport’sneeds,thedepartmentwillsendoutaletterJuly1,recommendingthatyousubmitanupdated“draft”CIPontheprojectsyouareseekingfundingforin2014-2015state iscalyear(July1,2014–June30,2015)byAugust1,2013.Inanefforttobetterserveyou,ourprogrammanagementteamwillbeabletoreviewthesedraftCIPsandcommunicatetoyoutheinformationneededtoproperlyprioritizetheprojectrequestintheAirportConstructionandDevelopmentPriorityProgram.Pleaserefertothetimelinebelow: July1–DOTDSendsGuidanceLettertoAirports August1–“DRAFT”CIPssubmittedtoDOTDforreview LateAugust–DOTDConductsRegionalPlanningSessions LateSeptember–DOTDConductsCIPWorkshop November1–ProjectApplicationswithResolutionsduetoDOTDProjectprioritizationisatwo-stepprocess.The irststepisforthedepartmenttodeterminewhethertheprojectshouldbeincludedinthepriorityprocess.Thesecondstepistodeterminewhetherthein-formationnecessaryforprioritizationisavailable.Supportdocumentationforprojectsrequestingfund-inginthe2014-2015programmustincludeaprojectresolutionfromtheairportsponsor,projectscopeandestimatedcost,projectjusti ication(demonstrationofimmediateneedfortheproject),andanyen-vironmentalclearancedocumentation(ifnecessary)inaccordancewithLouisianaR.S.§2:802andLoui-sianaAdministrativeCodeTitle70,PartIX§307.Iftheaboveinformationisnotreceivedbyourof icebyNovember1,theproposedproject(s)maynotbeallowedtocompeteforfundingforthat iscalyearbeingprioritized.Wheninsuf icientdataisprovided,arequestfromthedepartmentwillbemadefortheadditionalinformationneededtocompletetheas-sessmentofeligibilityandprioritization.

Super Bowl Debrief OnSunday,February3rd,theSuperBowltookplaceintheNewOrleansSuperDome.TheweekleadinguptotheSuperBowlandtheprecedingdaysweresomeofthebusiestforseveralairportsservicingclientsfortheSuperBowl.Afewhighlightsinclude: 1,481aircraftoperationsatLakefrontAirportwithover280,000gallonsofJetFuelpumped.Over600aircraftwerestationedattheairportatkickofftime. BatonRougeMetropolitanAirportreportedover95pri-vateandcorporatejetsincludingsomechartersthatoc-curredovertheSuperBowlweek.Additionalairlineca-pacityandloadfactorswentupabout20%fortheevent. LouisArmstrongNewOrleansInternationalAirportonMonday,February4th,sawthehighestnumberofpassen-gersinasingledaypassthroughitsfacilityinits67-yearhistorywith40,561passengers.Over135generalavia-tionaircraftalsodepartedfromtheairportonMonday,February4th.125aircraftwereparkedattheairportdur-inggametime. BetweenMSYandNEW,thetwoairportssawmorethan700generalaviationdeparturesinthe24hoursfollow-ingthegame’s inalwhistle. Slidell,Hammond,andothergeneralaviationairportsinSoutheastLouisianasawoperationsandfuelsalesin-creasebeforeandimmediatelyaftertheSuperBowlaswell.
