Unveiling a new Incentive Fund, the British Horseracing Authority outlined the deal between the betting firms William Hill, Ladbrokes, Coral and Betfred and representatives of the Levy Board, BHA, Racecourse Association and the Horsemen=s Group. Total contributions are expected to reach just over ,80-million, including Betfair=s ,7.8-million contribution. A statement on behalf of William Hill, Ladbrokes, Coral and Betfred read, AWe are delighted to have reached an arrangement with racing, which will see the biggest four bookmakers in Britain inject an additional ,18-million into British racing over the next four years. This addition to our normal statutory Levy payments will ensure that the four companies underwrite a minimum ,52-million per year to the Levy Board. British racing is a core product in our betting offices and we want to see it grow and thrive. The ,18-million will be used to improve the competitiveness of the racing product, making it more appealing to both racegoers and betting office customers alike. BRIDGET OPPENHEIMER DIESBy James Trotter Bridget Oppenheimer, a leading Thoroughbred ownerand breeder in South Africa for over 40 years, haspassed away at the age of 92. Mrs. Oppenheimer wasone of the great icons of South African racing, and wasaffectionately referred to as "Queen" or "Queen Mum"of South African Racing. Bridget's late husband, HarryOppenheimer, was one of the world's wealthiest men,and was chairman of both De Beers and AngloAmerican Corporation for over a quarter of a century.Together Harry and Bridget shared a love of horseracing and bred horses since 1945 at theirMauritzfontein Stud, based near Kimberley in SouthAfrica. The couple owned a number of successfulracehorses and together won Africa's greatest race, theG1 Durban July, on four occasions, the first of these in1959 with Tiger Fish (SAf) and most recently withSpanish Galliard (SAf) in 1992. Since Harry's passing inAugust 2000, Bridget has gone on to win the DurbanJuly on a further two occasions, with Greys Inn andHunting Tower (SAf). Greys Inn would later representMrs. Oppenheimer in Grade I races in Dubai, Hong Kongand Australia, including a run in the G1 Melbourne Cup.The twilight years of Bridget Oppenheimer's racinginvolvement would arguably be her greatest,predominantly through the success of her stallion FortWood. Imported in 1994 from France, Fort Wood hassired three Horses of the Year and has been ChampionSire in South Africa on two occasions. His very firstrunner was Horse Chestnut (SAf), the best horse theOppenheimers would ever own, and arguably the besthorse in South African history. Horse Chestnut wouldwin the South African Triple Crown and the G1 J&BMet--the country=s second biggest race--by 8 lengths.He was shipped to the U.S. in 2000 where he won theGIII Broward H. by six lengths on his American debutbefore breaking down prepping for the GI Donn H. andG1 Dubai World Cup. Mrs. Oppenheimer's final year ofracing ended on a high with her filly Cherry on the Top(SAf) winning the Triple Tiara and being crowned SouthAfrican Champion 3-Year-Old Filly. Mrs. BridgetOppenheimer, together with her husband Harry, will godown as all time greats of the sport of horse racing.

Barry Irwin=s two-part Q and A with Louis Romanetand Jim Gagliano, et al. provides a welcome overviewof our progress (or rather our lack of progress)regarding the regulation of medications. For me, themost important question was asked by Mr. Romanet:AIt=s clear that a sport with [performance enhancing]medication today is unacceptable in any other sports federation around the world. Why should it not be thecase for horses?@ Regarding Lasix, we find ourselves at an impasse onregulating its use in America. The current situationshows that attempts to regulate Lasix have met withbureaucratic obstacles and intense resistance fromAmerican trainers. The Jockey Club has no power ofenforcement and the Breeders= Cup has waffled andcapitulated on previously announced restrictions.Basically, there is no real sheriff in Dodge. Perhaps,therefore, it is time to look for another approach. But,let=s first follow the money.

Trainers have a Arevenue dilemma.@ Generally, theywant to use Lasix because it benefits their revenuestream. Although their arguments for the necessity ofLasix are couched in terms of what is Agood for thehorse,@ it is obvious that it is also good for the trainer.Instead of time off for a known bleeder, they can givethe horse Lasix and continue charging the owner dailytraining fees and possibly collect another check fromracing the horse. By using Lasix in training and on raceday, the trainer=s revenue stream is rarely interruptedunless a significant injury requires a lay-up. Additionally,by using Lasix they are getting an edge over those whodo not use Lasix. Thus, the permissive use of Lasix also creates aAcompetitive dilemma@ for the vast majority of trainerswhen their horse is not a bleeder. Given theacknowledged performance enhancing benefit of Lasixand the fact that virtually all other horses in a race areon Lasix (whether or not they are true bleeders), atrainer has little choice but to use Lasix if they want tocompete on a level playing field. Even though they maybe setting up their horse up for fewer career starts due to the effects of chronic dehydration, they are at leaston equal footing in the race at hand if they too useLasix. From my perspective, the root problem to overcomeappears to be the economic impact for the trainer andthe owner. As attempts at regulation have largely failedthus far, let=s take a stab at an alternative approach andpossibly solve the revenue and competitive issuessurrounding the use of Lasix. Rather than continue seemingly futile attempts forcompulsory phase-out of race-day meds, one possiblyeffective approach would be to address the moneyissue directly and provide a form of revenue incentivesfor trainers and owners for not using Lasix.

Here are some initial suggestions for an interim perioduntil we can eliminate the inequities caused by use ofLasix. 1. For all races in America, including the Breeders=Cup, allow up to 10 pounds in weight allowance forhorses running without Lasix. The Jockey Club willdetermine the actual weight allowance which may varyby age, gender and race specifics. We already employthis approach in order to level the playing fieldregarding use of inexperienced jockeys and in havingvarious weight-for-age and gender race conditions. 2. For Breeders= Cup stallion nominations, deeplydiscount the nominating fee for any stallion that won orplaced in all of his graded stakes races without the useof Lasix. 3. For Breeders= Cup foal nominations, deeplydiscount the nominating fee for any foal that is sired bya stallion that won or placed in all of his graded stakesraces without the use of Lasix. While we wait for race-day meds to be finallyeliminated nationwide, these potential revenueincentives for trainers, owners and breeders will createheightened awareness of the issue and may have animmediate and positive impact on the over-use of Lasix.
