1.0 PURPOSE AND SCOPE OF WORK

Parker Hannifin Corporation (Parker) retained SECOR International Incorporated (SECOR)

to conduct a Phase II Limited Subsurface Investigation of the property located at 611 East

yth Street, Washington, Missouri (the Site). The Phase II was designed to determine if the

shallow soil and groundwater has been impacted by past Site operations.

In order to evaluate these potential impacts, an analytical suite of parameters consisting of

volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH), RCRA 8 Metals

plus antimony and zinc, (arsenic, barium, cadmium, chromium, lead, mercury, selenium,

and silver), and polychlorinated biphenyls (PCBs) was selected by Parker. The actual

analysis selected for each boring location was determined by past Site operations

occurring at or near each location. The investigation consisted of the advancement of nine

soil borings. Figure 1 contains a site location map and Figure 2 contains a soil boring

location map.

1.1 BORING LOCATIONS

On May 3, 2004, Mr. Rick Taylor of Parker provided a purchase order agreeing to

the boring location map depicting boring locations presented in the March 8, 2004

SECOR proposal detailing the scope of work for a limited phase II subsurface

investigation. The locations were based o·n the Previous Phase I Site Investigation

and prior site operations. Soil borings were completed on May 5, 2004.

1.2 SAMPLE COLLECTION AND HANDLING

provided a GeoProbe TM rig and operator to

advance the soil borings. The GeoProbe TM rig pushes a 2-inch diameter stainless

steel sampler, 4 feet in length to collect a minimally disturbed soil sample for sample

collection and lithology determination. A new acetate liner was used with each

sample run. SECOR collected continuous soil samples from ground surface to

boring termination, which ranged from 4 to 20 feet below ground surface (bgs). Soil

samples were recorded and described using the Unified Soil Classification System

(USCS). Soil boring logs are presented in Appendix A.

Disposable nitrile gloves were used for sample collection and changed between

sample intervals to prevent cross contamination. Soil samples were collected in

two~foot intervals, resulting in the collection of 37 soil samples. A small portion of

each soil sample was immediately placed in a plastic bag for field screening ofVOC

vapors using a Photovac 2020 photo ionization detector (PIO). The PIO was

calibrated on site to the manufacture's recommendations with a 100 part per million

lsobutylene in air mixture. Field screening results are presented on the boring logs

in Appendix A.

The remaining portion of the soil samples were collected and placed in laboratory

supplied jars equipped with Teflon lined lids for possible submittal to GeoAnalytical,

Inc. (GeoAnalytical) of Twinsburg, Ohio for laboratory analysis. One sample per

boring was submitted for actual laboratory analysis. The remaining samples were

held pending the results of the twelve samples analyzed. SECOR utilized the PIO

readings to identify the sample interval to be submitted for analysis. Sample

locations with the highest PIO reading were sent for laboratory analysis. Samples

selected for metal and PCB analysis were collected in the 2-4 foot range of the soil

boring.

All samples submitted for laboratory analysis were documented on chain-of-custody

forms and handled under chain-of-custody procedures. Complete laboratory reports

and chain-of-custody documentation are presented in Appendix B.

1.3 BORING ABANDONMENT

All borings were abandoned upon completion of soil sample collection. The borings

were backfilled to ground surface with bentonite pellets.

2.0 RESULTS OF INVESTIGATION

2.1 GEOLOGY

The overburden encountered beneath the Site consisted of moist, brown, silty clay

from ground surface to varying depth from 8 to 20 feet bgs. A white limestone

bedrock was encountered at approximately 8 to 20 feet bgs. The underlying

bedrock at the site appears to be plunging south to south-east across the site. No

samples were collected below 20 feet. Soil boring logs are presented in Appendix

A

2.2 SOIL RESULTS

Analytical results indicated that none of the ten soil samples analyzed by

GeoAnalytical contained concentrations of VOCs above Missouri Voluntary Clean

Up Levels (CALM) with the exception of SBM3 6M8. The soil leaching to groundwater

action level of 0.1 for Trichloroethene was exceeded in sample SB-3 6-8 (0.739

milligrams per kilogram (mg/Kg)). All three of the soil samples analyzed for Metals

(SB-5, SB-6, and SB-7) concentrations of arsenic, barium, chromium, lead, and zinc

below the CALM action levels, while SB-5 3.5-4 contained cadmium at a

concentration of 21.4 mg/Kg, which is above the CALM action level (Table 1 ).

Arsenic concentrations ranged from 7.5 to 8.55 mg/Kg; barium concentrations

ranged from 162 to 172 mg/Kg; chromium concentrations ranged from 13.2 to 20.1

mg/Kg; lead concentrations ranged from 6.23 to 13.3 mg/Kg; and zinc

concentrations ranged from 48.6 to 53.5 mg/Kg.

Analytical results indicated that the three samples analyzed for TPH ORO (SB-1,

SB-2 and SB-4) contained TPH ORO concentrations below CALM action levels. All

2.3 GROUNDWATER RESULTS

Groundwater was encountered in only one sample point (SB-2) at approximately 12

feet bgs. SECOR installed a temporary piezometer into SB-2 in order to collect a

groundwater sample for analysis of VOCs. SECOR utilized a peristaltic pump with

new Master-Flex and disposable tubing for the sample collected.

SB-2 exceeded the Missouri CALM value for Trichloroethane at 0.017 mg/L. . No

other groundwater actions levels were exceeded. Detected analytical results are

presented in Table 2 and Appendix B. '

3.0 DISCUSSION OF FINDINGS

SECOR conducted a subsurface investigation, which was limited to the installation of nine

soil borings to a depth of 16 to 24 feet bgs and the collection of 37 soil samples. A

temporary piezometer was installed into SB-2 in order to collect a groundwater sample for

laboratory analysis. Ten soil samples (one from each boring) and one groundwater

sample were analyzed for voes, PCBs, TPH ORO and Metals. Three Missouri Voluntary

CALM action level exceedances were noted across the Site. A11alytical results from the

soil sample collected at SB-3 Indicated a trlchloroethene value of 0. 739 mg/Kg; the SB-5

soil sample contained a cadmium concentration of 21.4 mg/Kg; and the groundwater

sample collected from SB-2 indicated a trichloroethene concentration of 0.017 mg/L.

Based upon the limited results from this investigation soil and groundwater beneath the

Site appear to have been impacted by historical site activities.
