THE heart-rending sobs of ayoung man echoed amongshocked bystanders who
were at the murder scene in frontof Shrangri-La Flats in the duneson Warnadoone beach on Friday.
In the bush lay 18-year-oldShannon Roberts with stabwounds on her neck.
“There was an incident whereshe[victim]wasseenwalkingwithan unknown male. She was laterfound with stab wounds on herneck.
“The victim was identified byfriends from a tattoo on her neck.Daggaandemptydaggabagswerefoundat thescene.Wecannotcon-firm that it is related to the inci-dent,” said SAPS spokespersonCaptain Carlene van der Spuy.
Van der Spuy said the name ofthevictimwasreleasedas hernextofkinhadbeennotified.Policesaid
thegirl’sparentsarebelievedtobefrom Johannesburg.
Ayoungman,believedtobeherex-boyfriend, wept at the scene ofthe murder.

confirmed that the incident oc-curred at around 11.35am whenhe was alerted by workers.
“They heard a noise and ranaway, they told me. I found thebody. The person was alreadydead,” he adds.
At the timeof going to press theSAPS said a suspect had not been
arrested,butanarrestisimminentas theCrimeIntelligenceSystemislinking evidence to the case.

FOR the third month in a row,there has been a significantspike in overall crime within
the Scottburgh SAPS cluster com-pared with the equivalent periods ayear ago.
Increases in cases reported of34% in August, 41% in Septemberand now 51% in October over theequivalent months in 2013 haveshocked local law enforcement andpublic alike.
As was pointed out at the clusterneighbourhood watch meeting, thisis not exclusive to Scottburgh. Crime
across the country is at high levelsbut Scottburgh is taking no solace
from that, preferring to focus onwhat to do about it in its own yard.
Residential burglaries and houserobberiesaretheprioritycrimeissuebutthe41casesinOctoberagainst43in October 2013 emphasise that it isnotacrosstheboardwithsomeareasreporting zero.
Scottburgh and Amandawe re-main hot spots, but Pennington,which recorded a 38% spike and ac-counted for almost 45% of suchcrimes in the entire area, is the keyconcern.
High among the reasons offeredfor such figures is the steady releaseonparole or expiry of sentenceof ex-perienced criminals, constantly
learning to sharpen their trade. Po-lice make no secret of their concernat perceivedmild sentences but that“holy cow” is not allowed to be chal-lenged.
Other allegations are complicityand corruption among certain lawenforcement operatives and theamazinglycasualattitudeof thepub-lic towards their own safety. Alarmsare left off, doors left unlocked andtempting assets left unprotected.
However, effortsby local ratepay-ers’ associations toencouragemem-berstobetheeyesandearsof the lawarebearingfruit.Thepolicewarnthepublicthatmanyofthetransgressorshave dangerous weapons and thatattempting to apprehend them un-less you are accomplished andequippedtodosois foolhardy,rathercall for professional assistance.
A key concern is that the schooland festive holidays are yet to arrive— a period which energises crimi-nality.

SAPS success
A CASE of “theft of firearm” was registeredand investigated byAmanzimtoti detectivesaftera firearmwasstolen inWinklespruiton9 November.
Amanzimtoti Crime Prevention mem-bers received informationabout the suspectwho allegedly stole the firearm and that itwasallegedlysoldtoadrugdealerintheUm-gababa area.
Onfollowingupontheinformation,crimepreventionmembersrecovered the firearm,but the suspect fled.
“On11November theyreceived informa-tion on the whereabouts of the suspect andhewas traced and arrested,” said SAPS PROCaptain Charlene van der Spuy.
The suspect was charged for the theft ofa firearm and appeared in AmanzimtotiMagistrate’s Court on 13 November.
Amanzimtoti SAPSmembers also recov-ered twomotor vehicles stolen inAmanzim-toti.
In total 27 arrests were made by Aman-zimtoti SAPS from Tuesday, 4 November toTuesday, 11 November, including robbery,onearrest, shoplifting sevenarrests, theft ingeneral, fourarrests,possessionofallegedlystolen property, one arrest, possession ofcannabis (dagga), fourarrests,possessionofcounterfeit liquor, one arrest, dealing in li-quor, one arrest, drunken driving, one ar-rest,breachofpeace,onearrest,publicinde-cency one arrest and five traffic-related ar-rests. — Supplied.

THE Upper Coast Fever has been informed byreliable sources that theEmergencyMedical&RescueServices (EMRS) isbeing rendereddys-functional,mainlythroughallegedlackoffund-ing.
Thesourcesclaimthatpatients’ livesarebe-ing compromised by reductions in the numberof ambulances operating per shift. Allegedly,this is impactingonresponse timeswithdelaysofuptothreehoursormorebeingexperienced.
According to reports, lack of funding is theexcuse given bymanagement for the failure tocall out staff on an overtime basis to man thenumber of vehicles required to provide a rea-sonable service.
Staff morale is also claimed to be at an alltime low, auguring poorly for service perform-ance, especially with the busy festive seasonapproaching. According to comments, disen-chantedstaffwould like thepublic toknowthatthesituationhasbeencausedbya“lackofplan-
ning from senior management and govern-mentpoliciesthathaveimpactedonthesmoothrunning of a once very efficient and proud ser-vice”.
“We ask the public not to vent their frustra-tions onus for thedelays youmight experienceaswe are not to blame.We alsowant to informthose in charge that the situation at grass-rootlevelistenseandafull-blownstrikecouldresultif interventionisnotforthcomingsoon,”saidaninformant.

Cocaine — deadly white powder
COCAINE is one of the most dangerous drugs known.Once a person begins taking the drug, it has provenalmostimpossibletobecomefreeofitsgripphysicallyand mentally.
Physically it stimulates key receptors (nerve endings that sense changes in the body) within the brainthat, in turn, creates a euphoria to which users quicklydevelop a tolerance.
Only higher dosages and more frequent use canbring about the same effect.
Cocaine use can lead to death from respiratory(breathing) failure, stroke, cerebral hemorrhage(bleeding in the brain) or heart attack.
The shortterm effects of the drug are loss of ap
petite, increased heart rate, blood pressure, bodytemperature, contracted blood vessels, increasedrate of breathing, dilated pupils, disturbed sleep patterns, nausea, hyperstimulation, bizarre, erratic,sometimes violent behaviour, hallucinations, hyperexcitability, irritability, tactile hallucination that creates the illusion of bugs burrowing under the skin, intense euphoria, anxiety and paranoia, depression, intense drug craving, panic and psychosis andconvulsions, seizures and sudden death from highdoses (even one time).

THE wrangle between Scottburgh SAPSandUmdoniMunicipalityoverresponsi-bility for security and behaviour on the
region’s beaches is escalating and couldbeap-proaching a confrontation. Neither side hasshownanyinclinationtoconcede,butwhilethescrappingcontinues, thesituationisspreadingand deteriorating.
Faced by reports to that effect, Umdonicouncillors and officials agreed to press for ameeting between SAPS, the RTI (provincialtraffic police) andprotection services (Umdonilaw enforcement) to take place in November.
Discussionsaroundtheissueshowthatthemu-nicipality is adamant that their protection ser-vices department is responsible for little otherthan traffic offences.
However,atthesubsequentcommunityser-vices portfolio meeting, it was suggested thatthe municipal manager had commendedschemes for contributing towards designating20 reservists to assist in beach patrolling andthat theovertime limitationsonprotectionser-vicesbereviewed.ItwasalsonotedthatUmdo-ni contributes towards the “Bobbies on theBeat” initiative and that Umdoni should bemore insistent “in the delegation of their em-ployment towards beach and related munici-pal interest activities”.

We confirmed that variousenterprises did not make useof the commercial waste re-moval contracts availablefrom the eThekwini Munici-pality.
They are instead choosingto use private contractors thatoften results in additionalworkforthedepartmenttoen-sure compliance in line withmunicipal expectation.
In terms of the availablemunicipal contracts, com-mercial and business enter-prises can be serviced in line
with their respective require-ments, whether this be withthe green wheelie bins orskips. The municipality hasvehicles equipped to handlethese containers and ensure
disposal to the landfill sites.Seasonal contracts are alsoavailable.
While use of the green binsfor commercial purposes andin line with a contract is en-couraged, it is unsuitable fordomestic waste because thespecially equipped vehiclesare only used to remove do-mestic waste when not occu-pied within the commercialsector.
Whileitisunderstoodtherearechallengeswithbagsbeingrippedopenbymonkeys,dogsor vagrants, it is recommend-ed that residentsbuy thesameand/or similar containersfrom retail outlets.
Where equipped vehiclesareusedwithintheresidentialarea,thesebinswillbedecant-ed accordingly, but where thecaged or other transport isused, personnel will removebags.
It should be noted that thisextends toblackbagsonly.Re-cyclable orange bags and gar-den refuse must not be mixedin. Orange bags are collectedseparately and garden refusemust be taken to the school orNyalaRoadsites,or to thenewcentral landfill site at Vula-mahlo.

GRADE 12 pupils wrote Afrikaansliterature last Thursday.
Head of department, literature,Vino Moodley said the paper wasmore challenging than previousyears and was made up of severalgenres including novels, drama,short stories and poems.
“Previously pupils were tested onone short story, one contextual andone essay. For poetry they used tohaveachoiceoftwopoemsoutoffour.With the Caps syllabus [curriculumand assessment policy statement]pupilsaretestedontwostories,noes-say,nochoiceandnocontextualques-tions.Thesamegoesforpoems, thereare two allocated poems, no choice,”Moodley says.
Grade12pupil Abigail Rohde saidthe first Afrikaans paper was good.
“I was happy to see they selectedtwo stories that I knew well.”
NicoleStandersaid: “Itwasagood
paper and the level of Afrikaans wasunderstandable.
“The last poem in the paperwas abit trickyaswedidnotdoa lot of revi-sion on it, but we did a lot of revisionon the stories. I am looking forwardto Afrikaans paper three.”
Saiesh Surujbally found the papera bit difficult, but on thewhole betterthan expected.
“I am not someone who does well
with languages. I am really scared ofthe next Afrikaans paper, becauseoneneverknowswhat the topic is go-ing to be.”
“It was tougher than I thought,Afrikaans ismy third language, but itwas not so bad that I could not do it,”Naledi Kubheka remarked.
“I am hoping the third Afrikaanspaper will be okay and will levelthings out,” she says.

Every student took part and the youngest stu-dents took part in their first tournament.Whenthe students are training parents donot alwaysseewhattheyhavelearnt,butatthetournamentthese youngsters never ceased to amaze theparents and instructors.
There was a demonstration by Goju Kai —Njabulo Sensei (5th Dan) and Quito Sensei (3rdDan).Toperforminsuchaprofessionalmanneris something to aspire to as a student.
