Policy reversal causes row >> Previously approved resolution to write off arrear debts due by poor occupiers of council homes had been effectively reversed SETON THOMPSON >>[email protected] A CLASH erupted in an Umdoni Council meeting when ANC Ward 6 Councillor Themba Ngcobo suddenly found out that a previously approved resolution to effectively write off arrear debts due by poor occupiers of council homes had been effectively reversed. Ngcobo argued that the policy switch flew in the face of established ANC policy and left him ex- posed for having assured the community that it would be invoked. The municipality has struggled at length over the years to get the lessee residents of their coun- cil homes to commit to taking ownership, with theconcomitantpay-offoftheirdebtsattransfer. Among the poorer elements of Umzinto’s popu- lation, the largely Indian residents of these homes at Ghandinagar and particularly River- side Park have hoped and been encouraged to believe that their debts would be written off. The latest example occurred when a recent Human Settlements committee meeting re- solved to recommend a total write-off of arrear debts for those earning under R3 500 a month. NgcobosaysthatthisisinsyncwiththeANCpoli- cy to provide free homes to those earning under R3 500 and he points out, that could include 99% of the Riverside residents. Entering a council finance meeting on Tues- day, 17 September, he learnt that his impression was wrong. The council’s executive committee had amended the recommendation and for- warded it to the council general meeting with a recommendation to enforce a title deed en- dorsement to the full value of the debt. Effectively, this means that the home cannot be transferred to any other owner without pay- ment of the debt. While the owner could live there without the debt being called up, it would become payable if and when the property is sold. Unaware of this dramatic flip-flop, Ngcobo is- sued a press release, published in a local news- paper, stating that the resolution had been adopted. Now that is shown to be incorrect, he is point- ing out that the decision directly repudiates ANC policy. However, a supporter of the amendment summed up the contrary view that “there has to be a cost to failing to repay a legitimate debt or else everybody will be doing it”.

No response from municipality after unfavourable water test resultsSONJA NELL>>[email protected]

THE water in the stream next to BernadotteStreet in Amanzimtoti was tested for the secondtime on Monday, 14 October by AfriForum afterit conducted the first batch of tests in August.

AfriForum sent a letter to the Department ofWaterAffairsinwhichthecivilrightsorganisationexpressed its concern regarding thequality of thewater in the stream. The organisation also ap-pealed to the department to intervene urgently.

Todate, theeThekwiniMunicipality,whowasinformedof theunfavourabletestresults,hasnotresponded.

“AfriForumwrote a letter to the citymanageron 19 September and to date had no responsefrom the eThekwini Municipality. AfriForumgave its legal team instructions to draft the docu-ments to bring a criminal complaint against thecity manager, Sbu Sithole,” Fourie said.

The series of collapses earlier this year in amaintrunkseweralongBernadotteStreet,whichcausedahorrendoussmellandcontaminatedthestream, has since been replaced, but the streamhas not been rehabilitated and has not fully re-covered.

Chris Fourie, spokesperson for AfriForum inKwaZulu-Natal did a secondbatch ofwater testswithDawnBesterofB N KirkLaboratories, afterthe first tests done on 28 August indicated thatthe E. coli and faecal coliforms unit counts wereextremely high.

“The latest test results showed that thewaterKingsway High School pumps from the stream

for the irrigationof theirsport fieldshasanE.colicount of 10 890 000 per 100 ml of water. TheSouth African Governing Standards of 2004 dis-charge limit into natural watercourse is 1 000units per 100ml ofwater,” Fourie told the Fever.

AfriForum and delegates of the eThekwiniWaterandSanitationDepartmenthadameetingwhere the water issues were discussed.

“We had what I thought was a very positivemeeting.The test resultspresented tous showedthatsomeportionsof theriver thatweresampledare in a good or excellent conditionwhereas twosampleswerepoor.Oneof thesampleswastakenshortly after a pump station failure, so it is to beexpected that the result was poor. The secondsampleofconcerncamefromanareanearatoiletblock at a taxi rank, where polluted runoff oftenoccurs because of the abuse of this facility andother reasons, such as sewer blockages.

“Neitherofthesepollutionincidentshaveany-thing todowith theworkwearedoing to replacethesewer inBernadottePlace thathascollapsed.We have a temporary solution in place to dealwith that problem,” said Neil Macleod, the headof eThekwini’s Water and Sanitation Depart-ment.

PERHAPSitwasthepoorturnoutat the protestmarch twoweeksago that induced the Umdoni

Municipality tobedismissive in itsre-sponse to theUmzintoTestingCentreAction committee (UTECA’s) memo-

randum, but it has succeeded inratcheting up the confrontation. In aseries of meetings last week, UTECAdemandedactionbe taken, summingup their attitudewith “wemeanbusi-ness”.

Several observers and analystshavetoldtheFeverthatthediverselistof demands was patently stitched to-gether todrawmaximumsupport forUTECA.

“The demand that all thoughts ofrelocating the testing centre be re-scindedremains thecore issue, espe-cially for the driving schools,” ex-

plained one commentator.“The demand for a taxi rank in

southern Umzinto is calculated to at-tract taxi operators plus some rele-vantbusiness leaders.Shelters for in-formal traders obviously interestedthe traders and their customers, theinformal settlement dwellers,” saidthe commentator.

“Aforensicauditof the2008disas-terrehabfundappeals toamuchwid-eraudienceof ratepayers,oppositionpoliticians and even the general pub-lic. Firing the municipal manager,whohascontrivedtoattractadiversi-

ty of critics, especially among the un-ions and municipal employees, addstothenumbers,”summedupthecom-mentator. The ANC core in councilandamongofficials hasbeen strivingtospreadoilontroubledwaters.Ithasbelatedly offered to put stakeholdersat thediscussionlevelandarelookingat keeping the Umzinto Test Centre“going in the short term”. They areasking for compelling evidence in re-gard to many of the allegations andareclaiming that since ithas takennofirm decisions yet, it is premature tochallenge the process.

However,anothercouncilstalwartclaims that Umdoni has spent a lot oftime and money in recent years on aproposal to establish a test centre op-posite the Umdoni prison.

“It is highly naive to suggest thatwewaitforthattohappenherebeforechallenging it,” said the commenta-tor.

Meanwhile, UTECA is mobilisingtowardsadisplayofstrengthandsup-port towards the end of the week ifcouncil does not get its message that“the most dangerous opponent is hewho has nothing to lose”.

THElatestoverall crime level in theScottburghpolice cluster area has again shown a declineover the 2012 equivalent, by about nine per-cent. This achievement was being boosted bya high rate of arrests and intensive patrolling.Burglary,bothresidentialandbusiness,armedrobbery and theft of motor vehicles remainedparticular concerns in total terms althoughthey were also mainly better on the month.Scottburgh, Park Rynie, Amandawe and Pen-nington remain areas of most concern.

Allmurder cases reported for the year havebeensolvedandofthetotaldocketssenttocourtinthepastmonth,over60%hadreturnedguiltyverdicts, just over eight percent not guilty andthebalancehadbeenwithdrawn.Copper theftcontinues to be a problem.

Crimeandmisbehaviouronthemainbeach

areaisanongoingissue.BothCouncillorEdwinBaptie, representing themunicipality, andsta-tion commissioner Lieutenant-Colonel Naick-er, reported that it had been agreed to hold ameetingofallbeachstakeholderstotryandfindways of resolving the problems there soon.

Priority events going aheadwill include thefestiveandEasterseasonsandthegeneralelec-tion period in April-May 2014 and prepara-tions for these are in hand.

In a number of beachfront communities,protecting holiday homes continues to absorba lot of effort from the police and security com-panies. In Bazley, for instance, the absence ofowners and control of the premises left in thehands of “caretakers” often results in unau-thorisedoccupationbyuninvitedpeople, someof them illegal immigrants. The police and se-curity companies are pushing for an ID systemforbothcaretakersandotherauthorisedoccu-pants to facilitate supervision.

MEMBERS of KwaDukuza cluster taskteam and the National InterventionUnitpouncedonthepremisesofasus-

pected drug dealer in Warner Beach, Aman-zimtoti at about 2.30pm on Monday, 14 Octo-ber. The task team, armed with a search war-rant, found in the premises 840 mandraxtabletswitha street valueofR42 000aswell asR55 000 in cash that supported evidence ofdrug dealing. Aman and twowomenwere ar-rested in the house.

A follow-up investigation was done whenthe owner of the property arrived which ledpolice to Unit 3 in Chatsworthwhere two bagswere discovered in a white BMW X5.

“These bags contained about 1.5 kg of co-

ployed and had amassed a huge amount ofwealth as a result of his illicit operations. Theaccused will be charged with dealing in drugsandareexpectedtoappear in theDurbanMag-istrate’s Court soon,” Naicker said.

The provincial commissioner for KwaZulu-Natal, Lieutenant General MmamonnyeNgobeni commended the police officers fortheir commitment to rid the streets of drugdealers.

“While we as [the] police continue to breakthebacksofdrugdealersweimploreotherrole-players in the community to address the rootcauses that lead to our youth turning to drugsat a young age,” she said.

partyandstateisademocraticprinciple that is being com-promised in Umdoni. It istherefore inevitable that serv-icedeliverywill fail,duetotwovery simple reasons:

• The maintenance of dis-cipline, productivity and ac-countability cannot be en-forced in an organisation thattakes directives from an out-side party.

• Priorities will be mis-placed and resources will bemisdirected towards partygoalsratherthansocialneeds.

The allegations comingfromtheunionsaresupportedby my own observations. Insimple termsUmdoni ishead-ingthesamewayUguwent,ascadre deployment takes rootandflourishes.ThecommentsI most frequently hearthroughout the length andbreathofUmdoniis:“Thetick-et toa job inUmdoni isanANCmembership card and the

ticket to a tender is through acommitment to the party.”

Last week the ANC’s Dur-banofficemademeabusinessoffer, as it has donewith otherlocal businesses. i.e. supportuswithadonationandwewillhelpyourbusinessgrow.Pres-ident Jacob Zuma made thesame statement on nationaltelevision. We recently wit-nessedUmdoni’smayorhold-inganANCevent on theScott-burgh beachfront withoutcouncil approval. The appli-cation for the event waslodgedbyanUmdoni employ-ee, during working hours onmunicipal stationery, andsubmitted irregularly. I re-cently received an invitationto anANCevent at theUmzin-toHall,withtheANC’slogo,onmunicipal stationary, deliv-ered by a municipal employ-ee, during working hours.Even the mayor’s secretarywas involved, she phonedmeto inform me that my invitewas a mistake. The Ward 3

branch of the ANC is chairedby a municipal employee andthe assistant town planner isfrequently engaged in cam-paignactivity.Thelistgoeson-as the lights go out.

Sowho is toblame for this?Itmustbethemunicipalcoun-cil whose job it is to exerciseoversight and demand ac-countability. Who appointsthe council? The citizens ofUmdoni do at the ballot box.Takeadrive throughUmzintoand ask yourself if the past 19years of political choices hasyielded good results. Look atthe condition of your roadsand ask the same question.Look at the municipality’sbudget andask again if the fo-cus is on “a better life for all”or “a better life for those whoare connected”. The rates wepay are used only to pay forsalaries and allowances. Ifthis does not motivate you toregister to vote, nothing will.

Has anyone, scientist or sharkor marine expert, done any re-search on what the implications of

these electrical barriers may haveon sharks, or for that matter,humans? If so I would be very in-terested to see the results.

I have not heard about Austral-ia switching to electrical barriersand being a First World country, ifthis was a safer and more human

way of keeping swimmers safe,then surely it would have done soyears ago.

If anyone has more informa-tion regarding these electrical bar-riers and their effects, I would liketo read about it.

“‘MasterChef’ was die mees fan-

Church members honour policeA GROUP of well-wishers from the Living RiversChurch dropped in on the Scottburgh SAPS recentlyhanding out packets of goodies for members to havewith their tea. These were accompanied by laminatedcards with a prayer, a biblical message and a list ofBible verses for ease of reference during times of need.

The group thanked the SAPS members for theirselfless commitment and contribution to keeping thecommunity safe and expressed their appreciation forthe services provided by the police.

Diesel gets excitingLinked to the front wheels via a six-

speed manual gearbox, the 1.5-litre com-mon rail turbocharged diesel engine in thenew Juke diesel produces 81 kW at4 000 rpm and a great whack of torque to

boot – 260 Nm from just 1 500 rpm. Theresult is a mix of great driving performanceand brilliant fuel economy – the new Juke1.5 dCi returns a combined cycle average fu-el consumption figure of just 4.2-litres per100 km, with carbon emissions of just 109g/km.

The Euro 5-compliant 1.5 dCi engine –which requires 50 ppm or low-sulphur die-sel – is now in its sixth iteration, the fruitsof constant development, refinement andemployment of new technology allowingfor endless advances in reducing fuel con-sumption, carbon dioxide emissions andNVH levels. The engine features a reduc-tion in combustion noises as well as new-generation start-stop technology, with

smart management technology which en-sures a quick restart procedure – the en-gine firing up again within 0.5 seconds ofthe clutch being engaged.

Other improvements can be attributedto the adoption of revised piezo-electricfuel injection nozzles — which reduce un-burnt fuel after the combustion process byas much as 15% thanks to a more precisespray pattern — and a low-inertia, variablegeometry turbocharger which makes useofamoredirectandefficientair intakeflowpath.

The adoption of a new closed-loop,low-pressure exhaust gas recycling system(EGR) is also a major contributor to the im-proved emissions and economy, at thesame time spearheading the 1.5 dCi enginewith forthcoming Euro 6 regulations. TheEGR system sees exhaust gases cooled andreintroduced to the intake system to capi-talise on unburnt fuel. The oil pump has al-so seen improvement, where a new ther-mostatically-controlled variable-dis-placement system reduces internal frictionby adapting to the engine’s needs and theoil’s viscosity automatically. — Supplied.

Hall started swimming at the age of six until theend of her schooling career, when she took part in the1993 World Championships in Barcelona, Spain. Dur-ingthistime,shetrained4-5kmaday,fivedaysaweekand the gym became her home during winter training.This, in turn, laid the foundation for her future loveand achievements in fitness and physique develop-ment.

Her achievements come with great influence fromher father Piet Botha. The 76-year-old is a formerWaterbuck and Northern Transvaal lifesaving coachand can still be found in the gym each morning.

Hall will be signing autographs, sharing informa-tion on nutrition and assisting Margate SwimmingClub chairman PJ Botha during the prize-giving func-tion at the Lake Eland Mile, which will take place atLake Eland Game Reserve on 3 November.

The event caters for swimmers between the agesof six and 76, families, schools, corporates and clubs,who’ll compete for their share of the R58 000 in cashand prizes that will be up for grabs. Spot prizesvalued over R7 000 will also be given away to specta-tors.
