Foreword

Development of a sound information system is critical for successful monitoring and implementation of any programme, particularly in social sectors. Strengtheningthe school information system has, therefore, been accorded top priority from the very beginning of the Sarva Shiksha Abhiyan (SSA), as a result of which thecoverage of DISE was extended to all states and districts of the country, and its scope extended to the entire elementary stage of education.

In the light of the recommendations of the Expert Group on Creation of Unified System of Data Collection for School Education Statistics, efforts for a unified schooldata collection system have been made, covering elementary & secondary schools. I am confident that DISE will play an important role in monitoring the implementationof the Right of Children to Free and Compulsory Education Act, 2009 in years to come and also in formulating district plans under SSA and RMSA (RashtriyaMadhyamik Shiksha Abhiyan).

I am happy to note that DISE has become a regular source of information on all aspects of elementary education. NUEPA brings out annually a set of eightpublications including 'District and State Report Cards', web-enabled 'Elementary Education in Rural and Urban India', 'DISE Flash Stastics including EducationalDevelopment Index', and 'Elementary Education in India: Progress towards Universal Elementary Education (UEE), Analytical Reports & Tables', which data usersand researchers have found useful. Off late school-specific DISE raw data is also being made available to users and many of whom are extensively working on DISEdata.

I thank Prof. R. Govinda, Vice Chancellor, NUEPA, Dr. Arun C Mehta, Professor and Head, Department of EMIS and the entire DISE team, for bringing out thepresent publication.

The country has witnessed phenomenal expansion of school education system in recent years. Effective monitoring of such a vast system spread over diverseconditions that characterize different states and regions of the country demands comprehensive database. NUEPA has been pursuing the goal of creating a reliablesystem of statistics on school education during the last two decades through the District Information System for Education (DISE) which provides the basis forassessing the progress under SSA and on status of implementation of the Right to Education Act. The importance of this has further increased with efforts to extendthe policy of universal education to cover secondary education stage of schooling also. Keeping this in view DISE is making a concerted effort to provide a unifiedsystem of school education statistics for all levels of schooling from elementary to higher secondary education. Efforts have already been initiated in this directionand we hope to present such a unified system of database for policy makers, planners, administrators, researchers and other users beginning next year onwards.

It is, indeed, a great pleasure for me to present a summary data base on elementary education in India through present publication. Including this publication, NUEPAbrings out on annual basis eight publications exclusively based on DISE data under the following titles: (a) DISE Flash Statistics: Elementary Education in India,Progress towards UEE: (b) Elementary Education in India: Where Do We Stand; District & State Report Cards; (c) Analytical Report & Analytical Tables; and (d)Elementary Education in Rural & Urban India all of which are available at www.dise.in for the last eight years.

I take this opportunity to congratulate Prof. Arun C. Mehta and his team for their commitment and hard work in producing the various publications and sustaining thateffort over the years.

For the last several years, NUEPA has been actively involved in strengthening the Educational Management Information System (EMIS) in the country. The FlashStatistics: Elementary Education in India: Progress towards UEE is based on the data received from all the States & UTs of the country for the year 2011-12. Thepublication presents not only state-specific indicators but also brings in many new dimensions of elementary education into focus. It incorporates key indicators onall aspects of universalisation of elementary education in case of all the States & UTs of the country. The Flash Statistics: 2011-12 is based on the data received fromas many as 1.41 million schools spread over 644 districts across 35 States & UTs.

The study of this magnitude cannot be completed without the active involvement and participation of the EMIS professionals at the national and sub-national levels.I am extremely thankful to all the State Project Directors, the state level EMIS coordinators and district level programmers and data entry operators for timely supplyof data. Assumptions used in Computing EDI

An effort has been made by the National University of Educational Planning and Administration (NUEPA) and the Government of India (MHRD,Department of School Education and Literacy) to compute an Educational Development Index (EDI), separately for Primary and Upper Primarylevels of education and also a composite index for the entire Elementary education which is exclusively based on the DISE data for the year 2011-12. The first such attempt was made in 2005-06.

A set of 24 indicators have been used in computing EDI which are re-grouped into the four sub-groups, namely Access, Infrastructure, Teachersand Outcome indicators. The Indicators used for constructing EDI were pre-determined by a Working Group on EDI constituted by the MHRDduring 2005-06 of which NUEPA was also one of the institutional members.

In the present year, some indicators are newly introduced, some are deleted or modified. Percentage of habitations not served, percentage ofschools with less than 2 teachers (in schools with more than 15 students), percentage of schools with < 3 teachers (upper primary schools/sections), repetition rate and ratio of exit class over Class I Enrolment (primary stage) have been removed in the present year. Newly introducedindicators are density of schools per 10 sq. km., percentage of schools with classroom-teacher ratio 1:1, percentage of schools with ramp,percentage of schools with kitchen-shed (Government and Aided Schools), percentage of single-teacher schools, average number of instructionaldays, average working hours for teachers, percentage change in enrolment in Government schools over the previous year and participation ofMuslim children.

After data was cleaned, each indicator was normalised by using the following formula:

Upon receiving normalised values, Principal Component Analysis (PCA) was applied to decide the factor loading and weights. In case of a fewvariables, policy options were explored to identify the best values instead of based on the observed values. Some of these variables are: percentageof schools with pupil-teacher and students-classroom ratio above 30 and 35 (best value, zero), percentage of teachers without professionalqualification (best value, zero) etc.

Because of the changes as mentioned above, EDI in 2011-12 is not comparable with the same in the previous year.

It must be conceded that the DISE does represent a significant advancement over the earlier systems of data collection, compilation, analysis and publications. In terms of reduction of time-lag and improvement of quality, it represents a phenomenal stride over all the other systems.

DISE can be said to have emerged as a time-tested ‘model’ to serve educational statistics. It must become the only system and shall be upgraded to cover Secondary and Senior Secondary stages also.

DISE: Forthcoming Publications

Theunder one of its most prestigious projects, known as, District Information System for Education (DISE). Off late, MIS for Secondary level of education has also been developed which covers both Secondary and Higher Secondary schools/sections of all the districts of the country. What is more remarkable about DISE/SEMIS is that it has drastically reduced the time-lag in availability of educational statistics which is now down from 7-8 years to less than a year at the national and only a few months at the district and state levels.

The National University has successfully developed School Report Cards of more than 1.4 million schools imparting Elementary education and about 204 thousand Secondary and Higher Secondary schools. In addition to quantitative information, the Report Cards also provide qualitative information and a descriptive report about individual schools. And, all that can now be accessed with the click of a mouse. Even school-specific raw data has also been provided online to users.

The Report Cards are produced to provide users comprehensive information on all the vital parameters, be it student, teacher or school related variables, yet concise, accurate information about each school in a standard format which is easy to understand and allows meaningful comparisons to be made among schools. We hope that these reports are used in constructive conversations which lead to improved education for all children across the country.
