    Arroyos legacy:

    Php 91.54 billion in shortages

    The Arroyo administration left behind shortages of

    teachers, classrooms, and other critical education

    resources amounting to Php 91.54 billion.

    After nine years in office, the Arroyo government

    has utterly failed to eliminate shortages of teachers,classrooms, textbooks, sanitation facilities, and

    other critical resources in our public schools,

    10 things I will fix in Philippine Basic Education

    What we need to get us out of this mess is a President with a basic educationagenda willing to make the hard decisions. Let me lay out the ten most critical things

    I will focus on to fix this problem of basic education. These are policies that need to

    be put in place over the next six years to fix our basic education system if we are

    going to reform education in this country.

    12-Year Basic Education CycleUniversal pre-schooling for all

    Madaris Education as a sub-system within the Education system.

    Bring back technical vocational education to high school.

    Every Child a Reader by Grade 1

    Science and Math proficiencyAssistance to private schools as partners in basic education

    Increased debt burden

    The spending plan submitted by Pres. Noynoy

    Aquino to Congress even increased the debt

    burden and like his predecessors, effectively

    marginalized resources for the poor.

    More than 77.6 percent of the P104.4-

    billion increase in the 2011 budget came

    from the huge P80.99-billion rise in interestpayments for governments debt.

    Increased debt burdenWhile, personal services grew by P47.24 billion,

    maintenance and other operating expenses (MOOE) fellby P10.92 billion and capital outlays and net lending, by

    P12.8 billion.

    The said declines reflect the avowed policy of the

    Aquino administration of turning over to the privatesector vital functions of government, including the

    provision of services and undertaking infrastructure

    development.

    Public infrastructure, for instance, fell by P21.13 billion

    in the 2011 budget. This policy will ultimately take its toll

    on the poor and marginalized in the form of, among

    others, exorbitant user fees. See table on next page

    TUITION FEE INCREASE The average 10-percent increase in the tuition rates of 281

    private colleges and universities across the country was

    justified and unstoppable, an official of the Commission on

    Higher Education (CHEd) said Monday.

    281 of the 1,792 colleges and universities in the country, or 15percent will be raising their tuition this coming school year.

    69 of the private colleges and universities that have taken

    steps to increase their tuition are in Metro Manila.

    In a study conducted by the NUSP, the national averagetuition rate per unit increased by 94.72 percent from 2001 to

    2011. In the National Capital Region, where most universities

    and colleges are located, average tuition rate increased by

    102.7 percent.

    CONTRACTUALIZATION of

    TEACHERS Currently, there are 29,615 pre-school teachers

    in the country. From that number, only 2,299

    teachers hold permanent items and the rest are

    on contract of service status.

    27,000 positions for kindergarten teachers are

    being opened to meet the needs of 2.5 million

    students. Each teacher will handle one three-hour session of 45 students in the morning and

    another in the afternoon and will receive an

    honorarium of P 6,000 per month.

    pambansang badyet ang edukasyon

    ayon sa nakasaad sa Saligang Batas.

    Kailangang maglaan dito ng 6% ngGDP upang agad na mapuno ang

    mga kakulangan sa mga pasilidad,

    gamit, guro at mga kawani.

    Maaari itong magawa kungmagdedeklara lamang ng debt cap o

    moratorium sa pagababayad ng

    panlabas na utang ang pamahalaan

    b.Tiyakin na makatatapos ng elementaryaat hayskul ang lahat ng kabataan.

    Paglaanan ang mga ito ng sapat na pondo.

    Ipatupad ang regulasyon sa mga pribadong

    2. Isulong ang edukasyong pambansa at siyentipiko!

    a. Palakasin ang pagtuturo ng makabayang

    kasaysayan at kultura at paglilingkod sa

    sambayanan sa kurikulum.

    b. Itaguyod ang paggamit ng wikang Filipino

    at mga lokal na wika at isulong ang

    angkop na paraan ng pagtuturo

    Ibasura ang E.O. 210 (ESTABLISHING THE POLICY

    TO STRENGTHEN THE USE OF THE ENGLISH

    LANGUAGE AS A MEDIUM OF INSTRUCTION IN

    THE EDUCATIONAL SYSTEM).

    Suportahan ang lokal na produksyon ng mga

    libro, teksbuk, at iba pang babasahin sa Filipino

    at mga lokal na wika.

    sa siyentipikong pananaliksik at

    pagpapaunlad.

    Paunlarin ang edukasyong
