ORwhatused tobehaphazardlybuilt in-
formal shacks with lines of illegally con-
nected electricity hanging low like mis-
tletoe, part of the Jika Joe informal settlement
has transformed to a home of comfort.
The newly built temporary structures in Ji-
ka Joe have provided relief to people who had
been accommodated at the uncomfortable
tents since last years fire disaster which en-
gulfed more than 100 shacks.
TheMsunduziMunicipality then took a de-
cision that itwould build 350 temporary hous-
ingunits at the Jika Joe informal settlement. In
total thisproject costsR20 millionand itsmain
aim is to decrease the number of shacks in this
informalsettlement.Eachtemporarystructure
costs R47 000.
The Echo reporter visited the temporary
structures and ablution facilities and showers
havealsobeen constructedandpacks ofwater
taps break the linear rows of these temporary
structures.
To avoid illegal connections, electric cables
have been carefully installed right at the top of
the structures out of arms reach.
Themba Nxele, whose shack burnt down
last yearAugust, said that hewas tired of stay-
ing inside the tents. Hemoved into his tempo-
rary structure room last year December.
The heat was too extreme and the rain
would flood inside the tents, said Nxele.

has left her lower body with limited mobility.
Whenhershackcaught fire inAugust fellowJi-
ka Joe residents had to carry her out of her
shack to a safer place away from the fire.

further.
Whenit rainedIcouldnotget thewaterout
because I cannot move my legs properly. I
would sleep on a dampmattress, wearing wet
clothes and this eventually caught upwithme.
I would cough for months nonstop and when
IwenttotheEastStreetClinic, theytoldmethat
I had multidrug-resistant tuberculosis (MDR-
TB), said Sibiya.

Firstly we are proud to see the project at the
stage it is in right now, especially because of the
challengeswhichalmost ledtotheprojectnotbe
ing realised, she said.
She said that the 350 emergency units come
with ablution facilities completed with 32 toilet
pans for females and 28 for males, 32 showers,
48wash basins, eight combined paraplegic toilet
and shower and four paraplegic toilets.
Mafumbatha mentioned achievements on
theprojectwhich she said includegettingaccept
ance of the project by the community members
who at one point were threatening to block the
highway. She said other achievements include
being able to overcome the financial difficulties
the project went under and being able to deliver.
Alsoprojectbeingdeclared theKZNPremierspri
orityassisted in fast tracking theproject.Wehave
completed 190 Structures and have allocated
themtobeneficiarieswhoareveryhappywiththe
product, said Mafumbatha.
She said that a balance of 160 units is to be
built and the project is due for completion by end
of March 2014.

However, there are people who are not
pleased at how the municipality has ap
proached staying arrangement at the tempo
rary structures.
I am sharing the oneroomwith my hus
band, our childrenandanothermarried.What
kind of nonsense is this? Last year December
they promised us that they would give us our
own accommodation in January and pleaded
that we stay with the other couple. So when
we approached themon thematter they said
that we did not qualify for a room, said one
womanwho preferred to remain anonymous.
The room which she shares with her hus
band, their children and the other couple has
been carefully subdivided with a peach and
brown silk bed spread..How am I supposed to
be intimate with my husband? she asked.
Claims have also surfaced from other Jika
Joe residents that there are rooms which are
empty but are reserved for other people.

OBANTU residents took to
thestreetsonMondaymorn-
ing demanding the removal
of ward councillor Thandi Mati-
wane and the area steering com-
mittee.
They protested outside the
councillor chamber which they
called a place of corruption
shouting out the name of Mati-
wane and those in the steering
committee.
All the residents were singing
the same tune about their issues
and concerns. They said they feel
neglected and being taken for
granted. They complained about
the system the ward 35 and com-
mitteeuseswhenhiringpeople for
tender execution in the Sobantu
area.
They claim thatMatiwane em-
ploy favouritism to hire people,
adding that her steering commit-
teealsoacceptsbribesinexchange
forjobs.However,whenMatiwane
respondedtotheEchonewspaper,
she said she has just learned to be
calm with the residents of Soban-
tu.
Thesamepeoplewhoprotest-
ed with the against Illovo recruit-
ment lastyearare thesamepeople
in this protest, she said.
Oneof the residents among the
protesterssaidthattheywantMat-
iwane and the steering committee
out of their positions.
We always have a problem
with the issue of employment in
ward 35 whenever there is a ten-
der recruitment. At the moment
there is a project of building tanks
byUMngeniWater. Matiwaneand
her steering committee recruited
thepeople in their favour. Wehave
people that are coming from out-
side who are being employed for
the project while the people from
Sobantuarebeingrefused thatop-
portunity, she said.
The community was not in-
cluded in the election of the ward
committee and the steering com-
mittee. She (Matiwane) doesnt
consult the community shemakes
decisions on her own. She doesnt
attend to our basic concerns.
When we report to her she boasts
about having her own people.
Someof thememberson thesteer-
ing committeeare rude, theydont
respect the elders, said another.
Matiwane said shewill not pay
attention to all the accusations.
She said she has worked so hard
for thepeopleof Sobantuand they
are never grateful.
The ongoing tender is headed
by UMngeniWater and I have dis-
tanced myself from the recruit-
ment process. There are people
from the ward who have been
hired and they are working as we
speak. I have the records of what
IhavedoneinSobantubuttheresi-
dents are forever complaining,
said Matiwane.
Steering committee secretary
BusiMbokazi saidnoone is taking
any bribes from anyone. She said
it is a blatant lie that they take
bribes and hire people from other
areas far away from Sobantu.
Wehavea listofall the97peo-
ple that have been hired on this
project. These people include the
people fromeMsikweni.Thereare
only three skilled people from
Sobantu who are part of the
project, said Mbokazi.

derstorms with hailstones are expect

termaritzburg campus onTuesday after
a groupof students engaged in an illegal
protest, complaining about the increase in
registration fees.
Chanting struggle songs, the students
started with a peaceful march outside the old
main building lawns before moving to other
faculties, where they sang outside lecture
rooms.
Speaking to Echo Student Representative
Council (SRC)presidentRichardMhlongosaid
theyareconcernedthatdespiteengagingwith
themanagement last year, the institution has
continued to increase registration fees by R1
000.
Registration fees have increased fromR3
000 - R37500. Residence fees have increased
from R2 500 to R2 750.
We engaged with the management last
year, but they opted not to assist.
Apart from the fees the residences are not
in good condition as some are leaking and
some have leaking taps.
We shall continue to protest because we
are not happy.
Everyone has a right to education, and
somestudentshavebeen financially excluded
as there is not enough financial aid, saidMh-
longo.
Executive Director of Corporate Relations
at UKZN Lesiba Seshoko confirmed that a
group of students from both PMB and Edge-
wood campuses engaged in an illegal protest,
disrupting lectures and said the protesters in-
timidated some students on Tuesday.
A case of intimidation has been opened
and SAPS are on standby on both these cam-
puses.
University management acknowledges
and respects the right to protestwhich should
beexercisedresponsiblyunder theapplicable
rules and regulations.
Managementhasengaged inconsultative
meetings with student representatives, and
discussionsarestill on-goingandstudentsare
urgedtoceaseanddesist fromengaginginille-
gal and destructive acts while dialogue is in
progress.

OLLOWING the recent bakkie
accident that claimed the lives
of seven school pupils last
week, parents from Edendale have
raised concerns about the safety of
their children.
Last week a Grade 4 pupil from
Nichols Primary School in Edendale
was injuredwhen an allegedly drunk
driver reversed intoher andknocked
her over.
Esihle Shelembe sustained
injuries to her rib cage and has since
returned to school.
Speaking to Echo, her mother
Slindile Shelembe said her daughter
was at a pedestrian crossing outside
the school when the incident
happened.
I was told that my daughter was
crossing the road, when a minibus
commuting school pupils reversed
intoher.Shewasrushedtohospitalby
one of the teachers.
Shelembe said she did not open a
caseafterbeing toldby teachers from
the school that the driver reported
himself at a police station.
A parent who did not want to be
identified said the driver of the
minibus is a former taxi driver who
was expelled because of his drinking
habits.
He said: It is very sad that aweek
after we buried pupils, an incident
like this happens.
We have spoken several times
that we are not happy with the way

cences until all outstanding fines have
been settled (28 January, 2015), Justice
ProjectSouthAfrica respondedviaTwitter
that the municipality cannot do this.
Msunduzis deputymunicipalmanager for
communityservicesBoniweZuluprevious
ly told the Executive Committee (Exco)
that no drivers licences will be issued to
people with outstanding fines. She was
quotedassaying, whenpeoplearecom
ing in to renew their drivers licences, the
system is connected to the electronic na
tional administration traffic information
system (eNatis). If you go and renew your
drivers licence and you have traffic fines
that are outstanding, they will be reflect
ed.Youwillbeunabletorenewyourdrivers
licence without paying the fines you are
owing to the municipality.
Justice Project South Africas national
chairman Howard Dembovsky said that
should the municipality go ahead with
such plans, it would be against the consti
tution. He said that there is no provision
in law for the municipality to withhold li
cences. Dembovsky said that according to
the National Road Traffic Act, 93 of 1996
andtheNationalRoadTrafficRegulations,
2000, a licence disc and other vehicle li
cencing transactions may be withheld in
termsofRegulation25(7)orRegulation59
thereof if there are outstanding licensing
fees, and, or penalties on those licensing
fees in existence against the ID number of
thepersonconcerned.Hesaidthesedonot
have to be for the vehicle the person is try
ing to licence. Under the sameact, he add
ed that the licence disc and other vehicle
licensing transactions may be withheld if
awarrantofarresthasbeen issuedagainst
the person concerned in relation to any
crime,butmorespecifically, ifonehasbeen
issued against a summons issued to that
personwheretheyfailedtoappearincourt.
The National Road Traffic Act and
Regulations makes no provision for with
holding driving licence transactions, re
newals or new applications, in the pres
enceof outstanding traffic fines. All traffic
fines issued in South Africa are issued in
terms of the Criminal Procedure Act, 51 of
1977, except where the Administrative Ad
judicationofRoadTrafficOffences(Aarto)
Act is in force. The Aarto Act does make
provision for withholding all licensing
transactions, including the renewal of a
drivinglicence, ifanEnforcementOrderhas
been issued in terms of Section 20 of that
Act. ItmustbenotedhoweverthattheAar
to Act is currently only in force in the juris
dictionsoftheJohannesburgandTshwane
Metropolitan Police Departments and no
where else in South Africa. The penalties
or fees in terms of the provisions of this
Act referred to in the National Road Traf
ficActRegulationsapplysolelytolicensing
transaction fees and penalties thereon,
Dembovsky explained.
Hesaidthatthemerefactthataperson
hasbeenchargedwithcontraveningapro
vision of the National Road Traffic Act,
and,or its regulations isnotapresumption
that they are guilty of that offence.

matric top achievers

FORthefirsttimeintheprovince,matrictopachievers
will have a matric graduation with effect from next
year. The graduation ceremonywhichwas launched
by Umvithi Youth Development at the city hall last
week is aimed at recognizing those pupils who have
excelled against all odds. It is also aimed at encour
aging those behind them towork hard from the be
ginning of the year.
Speaking at the launch Umvithi CEO Mthobisi
Mkhize said: We will select the top 10 from various
schools depending on the quantiles. They will wear
academic gowns and we will have motivational
speakers fromdifferent institutions.Wewant to en
courage a culture of learning, so that they envision
themselvesasgraduatesoftomorrow.Wealsowant
torecognizethosematricpupilswhopasswithflying
colours, but are never recognized.
Based on a research we conducted we discov
ered that while there are some schools with poor
pass rates, there are pupils who excel beyond all
odds. Mkhize said that the graduation which will
happen at the beginning of each year will also be
aimed at exposing pupils to available career choices.
Every year we have top achievers who cannot go to
tertiary institutions either because of financial con
straints, or they never applied at all.
This iscommonparticularly indisadvantagedare
as , and it is often because they lack knowledge.
Through exposing them to career opportunities and
available studyoptions,wewill prevent casesof long
queuesandprotestsat tertiary institutionsat thebe
ginning of the year, ended Mkhize.
Guest speaker Dr Francis Nzama encouraged pu
pils to work hard from the beginning of the year. He
said :Most of the pupils who excel have a good sup
port structure which is important for everyone who
is a pupil.
Internal motivation is more important than ex
ternalmotivation. It is imperative for our pupils to be
focused from the beginning of the year, particularly
in the fields of Mathematics and Physical Science,
which we are lacking in the province.

A LOCAL woman Dlamini has demanded the
Department of Home Affairs to reimburse her
for the R150 she paid months ago to apply for
her two childrens unabridged birth certifi-
cates but not have been issued todate.
Maria Dlamin told Echo that the depart-
ments bungling resulted in themdelaying the
issuingofthecertificatesshedesperatelyneed-
ed and her incurred unexpected expenses as
she had to enlist help of a private company to
get them.
Bothofherchildrensbirthcertificateswere
abridged as they did not reflect both names of
parents. Since her husbands death last year
January,Dlaminihasbattledtogetherlatehus-
bands insurance company to fund her chil-
drens schooling. She said that the insurance
company, which she preferred not to name,
stated that in order for them to pay, both of the
birth certificates had to be unabridged with
both parents names and details.
Myhusbands insurancecompanyrefused
to pay for my childrens school fees because
both of our names did not reflect on their birth
certificates. I applied for the unabridged birth
certificatesmonthsagobutthedepartmenthas
not issued themtome. Aftermonthsofwaiting
withoutanyresponse,Ienquiredattheiroffices
and they told me that I had to apply again be-
cause theHomeAffairs headofficehad lost the
docket. I contacted head office only to be told
that the local branch did not send the docu-
mentstotheheadoffice.Formonthsthisended
up being a blame game between the two offi-
ces, said Dlamini.
Thelast timeDlaminivisitedthelocalHome
Affairs branch was last year December.
Anxious to get her life sorted out she ap-
proached a private company to be a go-be-
tween and help her sort out the mess. Less
than two weeks ago she paid R1600 for the
application of the unabridged birth certifi-
cates and last week she went to collect
them from the private company.
IwantHomeAffairs to reimburseme
for the money I paid because they never
gave me the birth certificates. When will
Home Affairs ever stand up and take re-
sponsibilityfornotdoingtheirjob?Theprob-
lem starts with management. They should
overseeeverythingthathappenswithinHome
Affairs, said Dlamini.
In 2013 the national Department of Home
Affairs stated that it would issue unabridged
birth certificates only. During a press briefing
in 2013, formerHomeAffairsMinister Naledi
Pandor reportedly said that the abridged birth
certificates were easily produced illegally.
Department of Home Affairs (DHA) acting
provincial manager for KwaZulu-Natal, Nosi-
phoShandu, said that thePietermaritzburgof-
fice experienced service delivery challenges
duetothedepartmentsInformationTechnolo-
gy System having operational weaknesses.
Shandumentioned Eskoms load shedding
as one of the main causes of slow service.
The system becomes very slow after load
shedding and the departments regional infor-
mation technology officer is still working on it.
TheDHAsystemis integratedwith thesystems
of other government departments which re-
sults in the system being slow at times.
TheState InformationTechnologyAgency
(SITA) has also highlighted that there is slow
network connectivity in KwaZulu-Natal. This
results in processing of applications takingbe-
tween 15-20 minutes at times, explained
Shandu.
She said that the staff members at times
takes vacation leave, sick leave, study leave,
lunch,goontraining,dayoff,andthatthereare
three vacant posts that have to be filled.
The department opens six days a week
which implies that officials qualify for one day
off as working hoursmay not exceed 40 hours
per week per official. The management of the
Pietermaritzburgoffice isrestructuringtheop-
erations of the officewhichwill benefit the citi-
zens, said Shandu.

HE Msunduzi Municipality
has identified 34 new trading
sites in the Central Business
District (CBD) in order to ease the
congestion along Langalibalele
Street and Church Street, which are
hubs of informal trading in the Pie-
termaritzburg CBD.
The identification of new sites
comes after the municipalitys local
economic development business
unit carried out a survey on street
trading in the CBD.
According to the recent report
presented at the Executive Commit-
tee (Exco) from the economic devel-
opment business unit, the 15 newly
identified trading sites are between
Church Street and Pietermaritz
Street, and the 22 sites are between
Slatter and Boshoff Street.
Theallocationoftradingbayswill
be based on the fact that only bona
fide informal traders will be eligible
and not businesses that operate
from brick and mortar premises,
preference will be given to histori-
cally disadvantages individuals and
only one site will be allocated per
trader and per household.
Preference will be given to trad-
erswhodonotoperateinotherinfor-
mal markets within the CBD and
people who are unemployed. The
tradermustbeinpossessionofaval-
id South African identity document
orworkingpermitasper legislation.
Any person who is financially in
good standing will not be consid-
ered.
Thetradermustalsobeinposses-
sionof the requiredbusiness licence
and a certificate of acceptability.
Someof the challenges facing the
informal traders include the lack of
sanitationandablution facilities, in-
sufficient demarcated areas for in-
formal trading and the lack of over-
night storage facilities.
The municipality, together with
the informal trade chamber, will
meet to solve these issues.
In 2013, the municipality de-
clared that there will not be any in-
formal trading around national key
pointswhichare theLegislature, the
CityHall, theSupremeCourtand the
Premiers Office buildings.
Backedby thecitysbylawson in-
formal trading, all informal traders
must have permission to trade.
This ranges from hairdressers
and barbers, traditional medicine,
traditionalwearandbeadwork,pay
phones, shoes and shoe repairs
businesses, taxi drivers, photogra-
phers, cardboard collectors, panel
beaters, carwashandwastepickers
to informal second-hand clothing
traders.

THE police would like the public to report
any information related to illegal firearms,
as these firearms are used to commit seri
ous crimes in communities.
Police spokesperson Captain Zenzele
Ndlovu said that the police offer rewards
to those who supply them with informa
tion on illegal firearms.
Allpolicedailyoperationsincludetrac
ing and searching of illegal firearms. The
illegal firearms in circulation are mainly
used tocommit seriousandviolent crimes.
Thepolice informers are always sensi
tised about the importance of supplying
intelligence driven information about ille
gal firearms in the hands of criminal ele
ments. The police give rewards to those
people who give information about these
illegal firearms, said Ndlovu.
He said therearealsonongovernment
organisationsthatcontinuetofightthecir
culation of illegal firearms.
The disadvantages of having illegal
firearms are that there are more serious
crimeslikemurder, robberyandrapewithin
that community. The owner of an illegal
firearm doesnt report loss or theft of his
orher firearm,thusthefirearmiscirculated
toanumberofcriminalelements,saidNd
lovu.
In a statement recently Community
SafeyandLiaisonMecWilliesMchunusaid
that the department is concerned about
thenumberof illegal firearmsincirculation
in the province.
Our research has shown in no uncer
tain terms, that these illegal firearmswere
keydriversofheinouscrimesandcriminali
ty in the province.
We are therefore of the strong view
that police should be applauded for these
wonderful breakthroughs.
Furthermore, we cajole and urge our
communities toworkwiththepolicetoen
sure that these tools of murder and may
hem are removed from our society, Mc
hunu stated.

HE Cancer Association of South Africa
(Cansa) Midlands branch celebrated
World Cancer Day by doing their bit to
raise awareness about cancer.
Cansas regional manager Lisa Strydom
said that regular screening for the most com-
mon types of cancers is important for early de-
tection, so that if discovered the cancer can be
treated earlier.
The reality is that the incidence of cancer
isontherise, largelyduetofactors linkedtoour
lifestyles and environments. There are also
many things we can do as individuals to de-
crease our cancer risk, said Strydom.
She said that therearemanydifferent types
of cancers andmany factors that could lead to
the development of each one.
Tobacco,evenfromsomeoneelsessmoke,
is linked to the development of many cancers,
so should be avoided at all costs. This is why
Cansa supports all the legislation around to-
bacco use in public places.
Leading a balanced lifestyle also helps to
decrease your risk of getting cancer, including
eating lots of fresh fruit and vegetables, mini-
mising redmeat intake, limitingalcohol intake
andexercisingforatleast30minuteseveryday.
Being safe in the sun is also critical, as South
Africa has the second highest rate of skin can-
cer in the world, she said.
The World Health Organisation (WHO) re-
portedthat in2012,therewere8,2millioncan-
cer relateddeathsworldwideand that thenew
cases are expected to rise by70%over thenext
two decades.
The problemwith cancer is that the treat-
ment is so unpleasant and when it goes on for
alongtime, itoftencausessecondaryproblems
such as relationship strain and financial prob-
lems. It thereforeaffects thewhole family. It al-
so affects employers who try to balance the
needsoftheindividualfortimeoff,andpossibly
reduced workload, with the needs of the busi-
ness, said Strydom.
She said that Cansa has a lot of information
oncancerandthatpeoplecancontacttheiroffi-
ces for further information.

so offer a range of services.
We have an information booklet that ex-
plainswhat to expect during treatment aswell
as counselling and support groups for those
who are interested.

resulted in them wearing stoma bags, breast
prostheses for those who have had mastecto-
mies andwigs. For thosewhoneed equipment
like wheelchairs, bedpans or eggshell mat-
tresses to prevent bedsores, these can be rent-
ed from Cansa for a small fee, said Strydom.

HAIL as thick as big rocks that could
killanadultpeltedourhousesandve-
hicles, leaving homes with broken
windows on Friday of the 6th of Feb-
ruary 2015.
I have never seen hail coming
downonhumanity in that fashionbe-
fore. I dare say that was a first, or to
bemoreprecise, just thebeginningof
the start. Indeed we have been
warnedpreviously that globalwarm-
ing is creating weather conditions
that are extreme, hostile, and life
threatening.
I amused to vehicles being affect-
edbyhailasitcrackswindowsandas-
sault people in the streets.But the lat-
est experience actually felt life those
stones from the skywere actually go-
ing to go through the roof. My poor
home had seven widows practically
broken, leaving me vulnerable to
criminals. My neighbours suffered a
similar fate.But I suspect I couldhave
been one of the residents in the city
whowerehardest hit in termsof bro-
ken house windows.
Our yards resembled European
snow that we normally see in Holly-
wood movies as we witnessed in
amusement the incessant hailstorm
bombardment on innocent civilians
like the Nato forces destroying poor
old Saddam Hussein along with his
country.
But this time it was not Nato sol-
diers or Muslim militants attacking
their enemies. It was nature herself
belching out scorn at the earths in-
habitants for our greedy capitalist
system that is responsible for factory
and vehicle emissions which are dis-
torting our weather conditions on
earth.

It is not surprising that earthlings
are already preparing to invade an-

to get there and there areno fuel sup-
plies for a return trip over there. Ap-
parently that planet is said to be hav-
ing conditions that are similar to
earth, including an abundance of ice
that could be relied upon for water
supply.
It seems that inventions like elec-
tricity do benefit us at the cost of the
earthswelfare since coal that is used
togenerateit isresponsibleforsmoke
emissions that are destroying the
ozone layer.
As though the hailstorm bom-
bardmentwasnot enough,Eish-kom
(I beg your pardon, I mean Eskom)
wasnot to be outperformedas it add-
edinsult to injurybyimplementingits
so-called stage three load shedding
whilst were we were sill bleeding
from what has befallen us.
OurlatetriumphantZulumonarch
, King ShakaZulu,must be turning in
hisgrave.Hemustbedisappointedat
the celebrated modern world as it
plunges us to darkness that is no dif-
ferent to his times.
Are we too late to introduce envi-
ronment-friendly methods that will
stop the steadydyingof the earth and
its inhabitants?Arewereallyheaded
to another planet of uncertainty and
unpredictability because thedamage
wehave inflictedonplanetearthcan-
not be reversed? Can we then con-
cludethatcapitalismhasnotonlycre-
ated poverty, hunger, orphans and
hopelessness for many unemployed
people aswell as the so-called under-
class on whom it depends for cheap
labour, but it is now practically de-
stroying the earth?
Does the greatness of our civilisa-
tion amount to destroying the world
through hailstorms and thunder-
storms that kill and maim people,
livestock and destroy our property?
Myneighbourshumanwastepipe
which was slain by the Friday hail-
storm now has many holes that are
spoiling the breeze of this Saturday
evening as I write this article and its
thanks to global warming.

map again this year by being
among the nominees for the Metro
FMMusic Awards that will be taking
place in Durban on 28 February.

THE weekend will start early for party lovers
this week,with theopeningof twonewly reno-
vated night clubs on Thursday and Friday and
the launch of Basic Sundays at Basement on
Sunday.
Thursday, 12 February will see the official
opening of the newly renovated Exclusive
LoungeNightClub, formerlyknownasTiger ti-
ger.
Doors open at 8pmand the first 200 people

prayer which started off with a street parade opposite the Unisa building in Langalibalele
Street was aimed at praying against social ills affecting schools such as violence, crime, teen
age pregnancy, low pass rate, satanism, HIV and Aids and drug abuse.
