ICKERING is standing in
the way of three organi-
sations in the city getting
their shareof theR10million in
funcingbeingdistributedbythe
Motsepe foundation in the
Msunduzi Municipality.
Chairman of the Motsepe
Foundation, Patrice Motsepe,
visited the city last month and
investedR10million to be used
by city organisations in their
development programs.
He said that no funding
wouldbegiventoorganisations
without proper structures.
According to chairman of
the District Motsepe Founda-
tionFundingandDevelopment
Forum, Caleb Mbokazi, most
organisations have selected
their representatives except
youth, women and NGOs.
It was agreed that appli-
cants for the funding would be
given a funding document and
atwopagefundingcriteriadoc-
ument,butunfortunatelydueto
nonelected structures, no
progress has been made, he
said.
Mbokazi added that they
weregivenadeadlineof 30No-
vember where applicants
would be notified of the out-
come.
Since these organisations
are still undecided of who to
choose as theyhavenot elected
their representatives, funding
forms have not even been dis-
tributed, he said.
The funding sectors include
education, youth, women
(Small Medium Micro Enterp-
ise businesses and co-ops, reli-
gious or labour, traditional,
sports (Arts & culture), music,
NGOs and businesses.

HE Gay and Lesbian Network, and
Marshall musicmidlands have joined
forces to bring PMB Got Talent which
is to take place at the beginning of next
month.
Organisersarecalling forpotential talent
around KwaZuluNatal to enter the talent
competition scheduled for 4 October.
AccordingtoapressreleasefromtheGay
andLesbianNetwork,thetalentcompetition
is a preevent of the Pink Myanh festival
whichistotakeplacefromthe9to14Decem-
ber in Pietermaritzburg and would include
several events.
The focus of the talent competition is to
identify local talent who will then perform
andshowcase local talent at theannual Pink
Mynah festival in Pietermaritzburg, said
the release.
It added that the talent competition com-
prisesfivecategoriesinwhichpeoplecanen-
ter solo or as a group, and includes: dance,
singing, rapping,poetryandmusical instru-
ments.
The talent competition is open to all ag-
es, regardless of ones sexual orientation.
Pierre Buckley ,the current Mr PMB 2013,
will be entering the competition and will be
showingoffhis talentbyenteringthesinging
category, said the organisers.
Thosewhohave talentwouldneed toau-
ditionfirstandifsuccessful,wouldqualifyfor
the competition.
The auditions take place on Saturday, 28
September at 10am at Allan Wilson Shell-
hole, 5 Alan Paton Avenue, which is next to
the YMCA.

called Bodado, which focuses on
educating and entertaining chil-
dren, has made it to the finals of
the EcoLogic Awards.
The Eco-Logic Awards are
hosted by Enviropaedia, jointly
with SABC3, and theywill beheld
on23SeptemberatMorapengHo-
tel in Gauteng.
Theseawardsgiverecognition
to individuals, organisations,
products and services that are
making a difference in creating a
more sustainable world to live in.
Speaking to Echo, Bodado di-
rector SikhumbuzoKhumalo said
that the nomination is already a
huge success. He said this means
that they are being recognised for
the work that they do, despite the
project having no sponsorship.
Asked how they entered the
awardshesaiditwasanormalon
line competition entry.
I saw the competition online
and triedmy luckandentered.We
were the lucky ones to be chosen
out of the entries received nation-
wide. There were entries from
wellknown, small andbigorgan-
isationssuchas50/50,atelevision
show on SABC 3, said Khumalo.
He added that he is delighted
at beinga finalist in theYouthCat-
egory.
This clearly sends a message
to us to confirm that anything in
life is possible, as long as one has
faith, said Khumalo.
Hesaid that theyhavebeenop-
erating for five years and already
so much has been done and
achieved.
Thisisoursecondnomination
as we were awarded last year by
the local Indondo Community
Awards, said Khumalo.
He said they are looking for-
ward towinning the category and
thiswill be abreakthrough for the
company.

Zulu 200, in association with the
Airports Company of South Africa
(ACSA), on behalf of Zulu King
Goodwill Zwelithini kaBhekuzulu
will stage Umgidi Welembe 2013, a
culturalpageant inanticipationof the
Bicentenary of the Zulu Nation in
2016.
The year marks the 200th anni-
versary of the formation of the Zulu
Nation by King Shaka kaSenzanga-
khona. ConceivedanddrivenbyCEO
MandlaKaNozulu and chairmanDu-
ma Ndlovu, the Zulu 200 initiative
seeks to enhance awareness of the
multifaceted historic and cultural
landscapes that comprise the legacy
of the Zulu Kingdom and its people.

It will see the production of literary,
audioandfilmmaterials, toempower
and inspire citizens of KwaZuluNa-
tal through information, education
and connectivity.

Strikers not willing to budge on demands

INDICATIONS are that the ongoing
strike action by petrol attendants,
under theNationalMetalWorkersof
South Africa (Numsa), might take
longer than expected to be resolved.
Thousands of petrol attendants
embarkedonacountrywidestrike,
demanding a R30 per hour pay in-
crease, but employers are offering
7.5%.
Numsa spokesperson Castro
Ngobese said: The strike will con-
tinue until the employer gives us the
double digits increase instead of the
7.5% that is currently on offer. With
the increase in food, clothing and
transport, employees cannot keep
up with the current economic de-
mands.
Ngobese said that most of the
striking employees are breadwin-
ners.
The current offer will not make
anydifferencesincetheystillneedto
have a transport budget from the
amount, he said.
A female petrol attendant who
spoke to Echo anonymously, said
that they earnR670 aweekwhich is
not enough to cater formost of their
basic needs.
We only earn R760 if we have
worked fromMonday to Sunday.Al-
though I will not earn anything this
month, I fully support the strike and
we will continue until our demands
are met. If they could only increase
it to R1000 a week. With that small
amount I have to support five family
members, pay school fees, buy food,
pay water, electricity and clothing
bills and travel to and from Imbali
everyday, Sometimes you get unfair
customerswho fill uppetrol and run
away without paying. That amount
is deducted from the same peanuts
that we earn, she said.
She added that due to economic
demands, some have returned to
workandareriskingtheir livesinor-
der to support their families.
Ngobese discouraged those un-
ionmemberswhoareharassingand
threatening those who are not on
strike.
Workerswhoarevictimisedbe-
cause they are working should re-
port this so thatwe can investigate,
he said.

KWAZULUNATAL Health MEC,
Dr. Sibongiseni Dhlomo, has
urged newly qualified nurses in
the province to acquit themselves
professionally while on duty.
He said his department has
been dealingwith a litany of com-
plaints frommembers of the com-
munity due to a bad attitude dis-
played by some staff members at
hospitals.
Dhlomo was speaking at the
graduationceremonyof155nurs-
es at the Royal Showgrounds last
Thursday.
Atotalof173nursesgraduated
in Newcastle on the same day as
well.
All of thenurses are employed
by the KZN Department of Health
in different hospitals.
Dhlomo said that the province
ofKZNhasbeen found tobedoing
better when compared to other
provinces.
He said, however, that theonly
exception is the issue of bad staff
attitude.
This has seen the province
grappling with a meander of
medicolegal cases, bad press
coverage and a litany of com-
plaints frommembers of the com-
munity. My message to you is
you know your background, and
you know where you come from.
Weappreciate thatwhengivenan
opportunity to uplift yourself ca-
reerwise, you grabbed it with
both hands. Now it is the time to
put into practice what you have
been learning, he said.
Dhlomo said the nurses in the
province have been tasked with
the termMake Me Look like a
Hospital.
This entails making the hospi-
tals clean and reducing waiting
times both at outpatient depart-
ments (OPD) and dispensaries,
said the MEC.
Theywill alsomakemedicine
available, change staff attitude
and make hospitals safe for both
staff and patients, said Dhlomo.

Imbali unit 18 was among the
graduates.

HE Role of the ANCYL in the
Current Phase of the Struggle
AS a way concluding, the ANC
53rd Conference observed with
deep concern [that] the state of the
Youth League and its increasingly
antagonistic relationship with its
motherbody, seeminglydefining it-
self outside of the political frame-
work of the ANC.
It also noted the state of the NEC
with key acting positions, and the
emerging tendency in the League at
different levels torecallandsuspend
members without due process.
Thus it resolved that the incom-
ing NEC (National Executive Com-
mittee) should urgently intervene to
address the situation of the ANC
Youth League.
The incoming NECmust, among
other things, take all necessary
measures to ensure that the League
plays its proper role and acts within
the policy and the constitution.
The revival of the ANCYL is very
important, since it would mutually
reinforce the renewal of the ANC it-
self and would also mobilise the
scores of young people, most of
whomwill bevoting for the first time
in 2014.
The task teamsmustbeunderno
illusion that the majority of the pro-
spective firsttimeyouth voters
are coconuts, who either reside in
urban areas or come from wellto
dofamiliessincethe2011Censusre-
port cited above debunks the
myth that central to therevivalof the
ANCYL there must be an attempt to
Americanise the ANCYL.
Thereality is that theANCYLsre-
vivalprogrammustappealtothesig-
nificant majority of youth under 35
years of age who live in households
thatreceivelowincomes,asalready
alluded to in the preceding para-
graphs.
The ANCYL must continue to
push radical youth demands, which
are in anyway those of the society.
The Youth League must be nothing
else but the parliament of the young
people. We must see the society we
seek tobuildwithinus.Weneeduni-
ty in action for a better and prosper-
ing society for all the youth of our
country; Black, Indian, Coloured
andWhite.The futureofourcountry
belongs toall theyouthwho live in it,
irrespective of their colour.
This unity will never be built
throughfracturingordividingyoung
people on the basis of who they are
and what their colour is. Youth for-
mations, especially within the na-
tional progressive fold, have the re-
sponsibility of championing the his-
torical mandate of the ANC and the
Alliance,thatoftransformingourso-
ciety into a nonracial, nonsexist
and democratic society.
We hold, as the ANCYL, the re-
sponsibility of ensuring that the
youngpeopleareliberatedfromeco-
nomic and political bondage, espe-
ciallythosewhowerehistoricallyop-
pressed.
Lastly, central to the restoration
of the ANCYL is to give practical
meaning to the Decade of the Cadre
by deliberately ensuring that the
ANC values of selflessness; self-re-
spect; respect for the elders; revolu-
tionarydiscipline;constructivecriti-
cism; self-criticism are popularised
among the youth.
Thesevaluesaremoreimportant
if we are to produce young people
who are not suffering from the me-
firsteveryoneelseafter mentali-
ty. In other words, the revival of the
ANCYLisnotaboutbeingrelevant to
a minority of coconuts, but it is
about moving beyond resuscitating
Congress resolutions.
The ANCYLs revival program
must also be about reminding the
youththattheirdutyistolearn, learn
and learn as instructed by Lenin.
This learning must be coupled with
ideological clarity in terms of the
youths role towards achieving
theNationalDemocraticSoci-
ety through the National
Democratic Revolution.
The entitlement
mentalitymust also be
busted asunder and
be replaced with a
spirit of being a peo-
ples servants with
no interest except to
recognise that the
realreasonfortheex-
istenceoftheANCand
its leagues is to serve
our people

areas such as Snathing, Sweet-
waters, Mpumuza and Eland-
skop, the eyes are caught by classy homes
and onewould swear its a drive or awalk
around the Montrose or Hilton area.
Could it be that people are finding the
ruralareasasplacesofcomfortandpeace,
compared to the town environment and
suburban areas?
Dumezweni Zimu from Snathing and
Patrick Mbambo from Elandskop gave
some perspective on the issue.
Zimus house is just along Snathing
main road and it is a headturner.
Some of Zimus personal reasons for
buildinghis owncastle inSnathingare in-
vestment, house value, comfort, peace
and development, as he also looks at
things with the eye of a businessman.
At my age, I take so many things into
perspective when making a decision.
Buildingahouse isan investmentandthat
shouldbeaccompaniedbythevalueofthat
house.
I would start by saying that building
ahouse isabetter initiative thanbuying it.
With the house you have built, you decide
what to do. You decide what to add, what
sort of paint or ceiling board youwant. As
theowner,youare thedecisionmakerand
therefore you decide on everything, said
Zimu.
He said that the value of the houses in
town are completely different from the
ones in the rural areas.
A R1.5millionhousebuiltinSnathing
comparedto theonebuilt in townarevery
different. I have a huge site which could
still accommodate another ten houses,
said Zimu.
As a business driven person, he said,
hewould like to seepeoplenotbeingboth-
ered by having to take a taxi to town for
shopping.
Businessplansarealreadyinthepipe-
line and thatwouldhelp to create employ-
ment opportunities. I believe that we
should develop our own areas now, in-
stead of shopping in town, he said.
For Mbambo, his roots are in Eland-
skopanditswherehewouldliketobebur-
ied.
I grewup inElandskopand itswhere
my comfort is. I am free to domy ceremo-
nies without having anyone complaining
about the slaughtering of a cow or goat,
he said.
One other reason many people are
flocking back to rural areas to build big
houses, is thatdevelopmentsnowabound
in these areas.
Before 1994, there were no tarred
roads, no water and no electricity.

based awareness and domestic vio-
lence, is written and directed by
Wandile Nkala from Sweetwaters.
We are currently doing final
scenes, andweneedanyonewith tal-
ent fromtheagesof12to15yearsand
from18 to 45years to come and au-
dition. We want people who are pas-
sionate about acting, have fresh tal-
ent and have dreams of becoming
professional actors one day.
The film is about a businessman
who denies paternity of his daughter
Nhlalo because of her disability. His
daughter gets hold of his gun, which
hasbeen lyingaroundrecklessly, and
tries toendher life.Butunfortunately
asshepulls the trigger, sheshootsher
grandmother.
It is titled7pmbecause it tooksev-
en days to shoot it. The auditions be
held from 9am to 4pm. Entrance fee
is R25 for primary school pupils and
R50 for adults.

Thandanani Childrens Foundation coordinator, Bheki Madide, conducted a guid
ed tour of childheaded families for Epworth School pupils who volunteered
their services to paint a couple of classrooms, fix the play area and help with
vegetable gardening at Snathing LP School recently. This is part of Thandana
nis partnership program with business and schools to lend a hand in commu
nity development, including rebuilding the homes of some of the 360 families
that Thandanani is looking after, especially with regards to their welfare,
health, education and developmental needs. Thandanani supports over 1 000
orphaned and vulnerable children from six different communities in the
Vulindlela area.

Tenders are hereby invited from suitably qualified and experienced Service Providers
for the above works.
Tender documents shall be available from the Supply Chain Management Unit Offices,
5th Floor, A.S. Chetty Building, 333 Church Street, Pietermaritzburg, from 12h00 on
Monday, 9 September 2013. A non-refundable tender fee in the amount R380,76
(including VAT) per document shall be levied. Only cash or bank guaranteed cheques
will be accepted.

A compulsory Tender Briefing meeting will be held at 10h00 promptly on Friday,
20 September 2013, in the Supply Chain Management, 5th Floor, A.S. Chetty
Building, 333 Church Street, Pietermaritzburg. Only one Tender Briefing meeting
will be held. Tenderers arriving at the meeting after the stipulated starting time
will be disqualified. An official will chair the meeting and answer queries raised by
prospective Tenderers. Any amendment to the tender documentation arising from
such answers will be circulated in terms of the meetings attendance register.
Sealed tenders, endorsed on the envelope Specialised Contract No. SCM 20 of
13/14, must be placed in the Tender Box located in the Foyer, Ground Floor, City
Hall, 169 Chief Albert Luthuli Street (Commercial Road), Pietermaritzburg, not later
than 12h00 on Friday, 27 September 2013, when they will be opened in public.
Only tenders placed in the tender box shall be accepted. Under no circumstances
whatsoever will any extension of time be allowed for submission of tenders.
Tender Validity Period: Ninety (90) days commencing from the closing date of
tender.
Tender Evaluation Criteria: The tender shall be evaluated on a Two-Stage Evaluation
System. Stage 1 being Functionality and Stage 2 based on the 90/10 Preferential
Points System in accordance with the Preferential Procurement Regulations, 2011
issued in terms of Section 5 of the Preferential Procurement Policy Framework Act
