Located immediately adjacent to the Flanders Elementary School, the facility shares an access drive from
Boston Post Road and a parking area with the Elementary School.
Overview:
The Central Office is located south of Flanders Elementary School and fronts directly onto Boston Post
Road. Parking for the facility in an extension of the elementary school’s parking lot and is accessed from
a shared entrance drive. A handicapped parking space has been delineated; however it is not compliant
with current State standards. Additionally, there are steps at the building entrances with no provisions for
handicapped access. Circulation on the site is difficult with vehicular and pedestrian cross circulation
patterns with limited directional signage. Site improvements, including walkways and paved surfaces are
in relatively poor condition as they are cracked and irregular.

Vehicular Circulation:
Entrance drive from Boston Post Road is shared with Flanders Elementary School.
Vehicular circulation routes are confusing as ones enter the elementary school parking area and bus loop.

Parking:
The parking area dedicated to the Central Office is not well defined and internal circulation is confusing.
Pedestrian Circulation:
Pedestrian circulation routes are limited to a concrete walkway along the front of the building with
connections to the parking area in the rear and Boston Post Road.

A vehicle is parked adjacent to the main entrance, blocking portions of the pedestrian walkway.
General Conditions:
Exterior improvements, including paved surfaces, drainage structures, handrails and landscaped areas are
aged and generally in poor condition. Bituminous and concrete surfaces are extremely irregular as the
pavement materials are cracked. Evidence of ponding is observed within the parking area where the base
material has settled.
Handicapped Accessibility:
Provisions for handicapped access are limited. A single parking space has been designated for
handicapped individuals however it does not meet the current Federal and State dimensional
requirements. Additionally, the space does not have the required sign and an accessible route has not
been provided from the parking space to a building entrance.

Recommendations:
� Additional signage should be installed to improve way finding to the parking dedicated to the
Central Office and the main entrance.
� The layout of the parking should be reviewed to create a better separation between Flanders
Elementary School and improve vehicular circular patterns.
� Deteriorated pavement surfaces should be repaired or replaced to provide safe pedestrian and
vehicular travel routes.
� Provisions for handicapped access should be constructed in accordance with current design
standards, including parking spaces, accessible routes and curb ramps.
