As we enjoy spring, I’m reminded of a quote by the late, great John Muir, “Keep

close to Nature’s heart... and break clear away, once in awhile, and climb a mountain or spend a week in the woods. Wash your spirit clean.” There are so many beautiful flowers and so much green foliage during this time of the year; we should all take a minute out from our busy schedules to stop,

take a deep breath, and take it in. Since Governor Brown issued the first ever Statewide Mandatory Water Restrictions on April 1, I thought I would focus my article on this topic, since I’m sure it’s being discussed at almost every dinner table within our industry. I’ve listed below some commonly asked questions, and their answers, to hopefully aid you in your water conservation conversations.

Q: How will the ban on new sprinklers - other than drip or microspray - be implemented?A: The Executive Order prohibits irrigation with potable water “outside of newly constructed homes and buildings” unless drip or microspray irrigation is used. This prohibition does not extend to new athletic fields and parks but is instead directed at ornamental landscapes associated with newly constructed homes and buildings. The Business Standards Commission is expected to consider the adoption of emergency regulations to implement this prohibition that would take effect on or before June 1, 2015; eliminating confusion about what standards builders have to comply with regarding this prohibition. It is not the intent of this prohibition to require replacement of irrigation systems that are already in place based on issued building permits and contracts for sale.

Q: How does the State Water Board plan to implement Provision 8 of the Executive Order which calls for direction to develop rate structures and other mechanisms to reduce water use?A: Provision 8 directs the Board to work with water agencies and state agencies to identify mechanisms that will encourage the adoption of rate structures and other pricing mechanisms

to maximize conservation. Regulations or legislation may or may not be needed to implement this provision. The Board does not have a set date for taking action on this provision, but is moving quickly to identify the most promising mechanisms and find feasible implementation pathways. Discussions are now underway with water agencies and other experts about the financial, technical, political, and legal challenges associated with changing rates, surcharges, and other fees. The Board intends to work with all parties, including the Legislature, to make rates and pricing an important element of short-term and longer-term conservation strategies.

Q: Over what period of time will the State consider compliance with the required reduction? A: To determine if urban water suppliers (those with over 3,000 service connections or that deliver more than 3,000 acre-feet of water in a year) are meeting required use reductions, water production data, as reported by each individual water supplier for the months of June 2015 through February 2016, will be compared to the same period(s) in 2013. Given the severity of the current drought, compliance will be assessed both on a monthly and a cumulative basis under the Proposed Emergency Regulation.

The Professional Landcare Network (PLANET) recently announced a reinvigorated vision and recommitted focus on national representation of

the professional landscape industry. As of April 2015, the organization’s name changed to the National Association of Landscape Professionals. The association is the only national trade association built by the collaboration of landscape professionals who specialize in landscape, lawn and tree care, irrigation, landscape design and installation, and interior plantscaping. Its diverse membership also includes manufacturers and suppliers as well as consultants, faculty and students members.

“The Professional Landcare Network was formed 10 years ago with the merger of the Associated Landscape

Contractors of America and the Professional Lawn Care Association of America,” said PLANET CEO Sabeena Hickman, CAE, CMP. “We are the national association that represents companies across all sectors of the landscape industry, but our name didn’t reflect the unity and breadth of our membership and our industry.”
