APARENTisbesidehimself over adecisionto introduce a new uniform for the Grade7 pupils of Lochnerhof Primary School.

Now, Hannes Gates says he is thinkingof suing the school as he feels his concernshave fallen on deaf ears.

Earlier this month the school sent lettersto the Grade 6 parents to inform them thatthe casual school uni-formforGrade7pupils in2012wouldbereplacedbya new, more formal uni-form.

Gates says that, be-cause his two childrenonly joined the school inMay this year, he boughttwo sets of new uniforms and now hellhave to buy another set.

My daughter wore her current schooluniform for about half a year; now I am toldshe needs an entirely new uniform, whichshe will wear for less than a year. This istotally ridiculous.

When the letter was sent out on 14 No-vember, the Grade 6 pupils were told that, shouldtheynotreturnthesignedletter fromtheir parents, their spogkaarte which theyget for good behaviour would be takenaway. When we told our Grade 6 daughterthat we would not sign this letter and sendit back the next day she cried and cried.

Gates says Lochnerhof headmasterMarius Botha told him the schools govern-ing body had decided that, as of next year, the Grade 7 school uniform would changeto differentiate Grade 7 pupils from the restof the school.

Not only is it more cost effective, but theformal uniform also promotes school prideand discipline, a school press releasedeclares.

But, Gates feels, ifpupils are not proud oftheir schoolby the timethey get to Grade 7, anew school uniformwill not change any-thing.

He says thisdecisioncould not have been

made at a worse time of year just morethan a month before Christmas.

He adds that he asked Botha to arrangea meeting with all the other Grade 7 parentson the grounds that the decision ought notto be made without the consent of thosewhose wallets will bear the strain.

Botharespondedthat it isaverydifficulttime of the year, with the children in examsand the end of year on our doorstep. Thisis my exact point how can one not discussthis with the people it will affect? They haveno consideration for the parents.

The schools press release states that re-action to the decision was mainly positive.

The old school uniform can be soldback to the schools clothing shop, andfinancial support is available for thoseparents experiencing financial dif-ficulty, the release states.

AFEWweeksago, acommentwasmade on Facebook that has possi-bly been detrimental to a welfareorganisation called PetPals.

Sadly, this was not the inten-tion. It was merely a reply to acomment made by someone say-ing that their friend had adopteda puppy from PetPals but it had

to be euthanised. My commentwas:Shame,thishappenedtoan-other client of ours.

The misunderstanding oc-curredwhenit turnedout that thepuppy had been adopted from an-other organisation and not Pet-Pals. I have it on good authoritythat PetPals, run by Dawie and

Yolanda Hamman, are doinggreat work, and they run a verytight ship. They are able to do thewonderful work that they do dueto the generosity of the public. Sopeople, please support this veryworthy cause.

IT is rare to get such excep-tional service from anyone, let alone a panelbeater.

On Friday, on the recom-mendation of a friend, Iphoned De Jonghs Panel-beating Centre Dirk deJongh.

    Iexplainedtheproblemwewere having with our cardoor.

He immediately asked meto bring the car down at 09:00on Monday, which I did. Heimmediately checked the

problem and instructed astaff member to take the carand attend to the problem.

My wife and I were offeredcoffee and asked to wait 15 to20 minutes.

Twenty minutes later, MrDe Jongh personally broughtthe car to us and, on enquiryabout thepayment, informedus that it was a small job andthere was no charge.

A letter to parents especially dadsHOW far will a father go to pro-tect his daughter?

When do you say its enoughand that she is grown up now?

Can I relax when she is 16, 18,21 or 25? Not so long ago, on 28June 1994, I held an infant in myarms at Butterworth Hospital.

As a first-time father this wasan awesome feeling. I nurturedher; this motherly job fell to mebecause her mother was sick. She was soon a toddler, then abubblybabywithribbonsonherhead, a child, then a young lady.

She started school and I re-member holding the schoolfence on her first day. I hangaround at the gate, just to seethat everything goes well.

Let go, she is doing fine, said her elementary teacher.Soon she made friends and shewas enjoying school. I helpedher with school work, preparedfood for her, bathed her, tuckedher in bed, read stories to her.

She told me stories about herfriends. She was soon elevatedto higher classes and got goodgrades. She started to discardher toysanddollsanddemandedcomputer games, then a cell-phone, iPod and laptop. BeforeI knew it she was on social net-works,Twitter,MXit,Facebook.

My little daughter was nomore, and a young lady with aninquisitive mind had takenover. Itwassadtopartwayswithmy little angel. Iwasengulfedbymixed emotions (that of excite-ment and apprehension). Part ofme was sad that we wont playlittlegamesanymore,butanoth-erpartwashappy that Ihadseenher grow.

Today that little girl is 17yearsold,healthyand full of life.I still feel theneed toprotecther.I still screen her friends, ap-prove some, disapprove others.

The only problem is that shereckons she doesnt need me toprotect her any longer. Shethinks she knows all there is toknow about life. She thinks Imover-protective and never for-gets to remind me that this isthe 21st century or an age ofnew generation. She says myteachings are not relevant to thechildrensrightsorbillof rights.

We are now on a collisioncourse at crossroads. Im a bit ofa traditionalist who doesnt be-lieve in giving children toomany rights while they are stillunder my care.

It is my right to discipline mychild if she goes astray, but nowshe says its abuse according tochildrens rights, and Ill be ar-rested for that. Dont get mewrong, I am against child abusein all its manifestations, be itphysical, sexual or spiritual.

We already have a lot of suchyoungpeople inourstreets. Ifwecannot punish our children formisdeeds, who will do it for us?

When do you stop protectingyour young daughter againstthe vultures who are hoveringaround to prey on her? All in thename of love?

Inwhich languagedo I tellherabout wolves in sheepskin?

Its again that time of the yearwhen all good men and womenare leading a campaign againstchild and women abuse.

To my daughter Zizipho andall other young ladies who feelaggrievedbytheirparentsguid-ance and over-protectiveness, Isay just a little longer guys, justa little longer.

Let us enjoy parenthoodwhile it lasts. Hang in there andit will pay off in the long run.

Synefie, Ruan Burger (15), is n PWS-lyer.

PWS is n genetiese afwyking.

The units range in size from33 m to123 m,withhigh-qualityfinishes including marble coun-ter-tops and bathroom vanities.

The building will enjoy roundthe clock security with a 24-hourconcierge and its own private el-evators.

Varga says whilst the buildingis contemporary in style, it hasbeen designed to blend harmoni-ouslywithitsheritagesurround-ings.

This is the historic heart ofthe town with numerous nation-al monuments, gracious home-steads and massive oak trees lin-ing the streets. There is a won-

derful street caf atmosphere inthe surrounding area, and resi-dents will be able to tap into thisrelaxed environment as well asenjoying the convenience of liv-ing connected to their own shop-ping mall.

Theuniversitycampus is justa few minutes walk away, mak-ingthisaveryattractivelocationfor students, with significant po-tential for rental income as a re-sult. It is a simply unparalleledlocation which should enjoy sus-

An artists view of Andringa Walk. The podium level containing Andringa Walk's ground floor will also have a large communal open garden. The 30 apartmentson this level will all have their own private gardens in addition to the extensive communal space.

tained demand.PGPs MD for the Boland and

Overberg region, Annien Borg, says the developers Abacus As-set Management are known fortheir commitment to greenbuilding standards, includingenergy reduction, recycling ofgrey- and rainwater, and the useof natural light.

This approach is also beingapplied at Andringa Walk to cre-ate the ideal private retreat inthe heart of town.

    Parking spaces can be pur-

chasedat extracost in the securebasement area, where residentswill also be able to rent storagespace if they need to store largeitems such as mountain bikesand other sporting equipment.

For more jobs, business needs to growTHE Cape Chamber of Commerce wel-comes union attempts to speed up job cre-ation, but warns that without real eco-nomicgrowththenewjobswillnotbesus-tainable.

We can create a lot more jobs if we uselabour intensive methods in commerceand industry, but the resultwill behighercosts and that will not make us more com-petitive, saidMrMichaelBagraim,pres-identof theChamber.Unionsarenotem-ployersandtheycanonlyexistwhenbusi-ness has created the jobs for theirmembers. If we want more jobs, businesshas to grow.

Toachieve this, the government shouldtalk to business and design policies to en-couragegrowth.Thiswassometimesa loteasieranda lot cheaper thanmanyecono-mists believed.

The first thingwehave todo is remove

some of the restrictions that are inhibit-ing growth. Sometimes it is as simple asgetting out of the way and allowing pri-vate enterprise to get on with what it doesbest.

Municipalities should ease the way forarchitects and builders who created jobsand government should relax labour leg-islation to encourage business to employmore people.

Sometime all government has to do isstand back and collect the taxes. Insteadgovernment insists on becoming in-volved and trying to exert more control, often in areas where it lacks expertise.

An example was the mining industrywhere extensive changes in legislationhad created policy uncertainties and thishad made companies reluctant to investin new projects.

    Another example was the desperate

need for independent power producers tocope with the growing demand for elec-tricity.

All the government has to do is get outof the way and allow the big municipali-ties, the main distributors of electrity, tobuy directly from the IPPs.

The oil industry was subject to exces-sive government control and this hadforced up petrol and diesel prices. Pickn Payhadbeenbarredfromsellingpetrolatdiscountpricesand the lackof competi-tion had caused stagnation in the indus-try.

Now we have shortages of LPG and bi-tumen and the ageing refineries arebreaking down, Bagraim said.

He is of the opinion that without gov-ernment interference, market forceswill see that we have enough petrol, gasand tar for the roads.

IN theSectionalTitle Industry I find thatmost liability claims are handled incor-rectly,resultinginunpleasantnesswheninsurers decline these claims.

Prescribed Rule 29 (2) of the SectionalTitle Act states that:trustees shall takesteps to (a) insure theowners and trusteesagainst liability.oc-curring in connectionwith the common prop-erty. It is thereforeclear that liabilityoccur-ring from inside an own-ers unit is not the BodyCorporates responsibil-ity. The insurancepolicyisalsoclearonthispoint.

Lets consider the fol-lowing scenarios:) A member of the public is injured,

or his / her property is damaged, whilstvisiting an owner. If the visitor feels thatthe injury/damage was caused by thenegligence of the Body Corporate and, provided the injury / damage occurredon the common grounds, passages, stairs, lifts, etc., the visitor has the rightto claim against the Body Corporate asthe insured. If the injury / damage wascaused inside the owners unit the claimwill invariably be against the owner.) A tenant of an owner is injured, or

his / her property is damaged, and he /she feels that such injury/damage wascausedbythenegligenceof theBodyCor-porateand,providedtheinjury/damageoccurred on the common grounds as de-scribed above, the lease agreement be-

tweentheownerandthe tenantwillhaveto be considered before any action canbe taken. To clarify: Most lease agree-ments contain clauses whereby an own-er cannot be held liable by his / her ten-

ant on any grounds. By defi-nition an owner is theinsured and therefore, theBody Corporate. The tenanttherefore, cannot claimagainst theBodyCorporate.) Then there is the mat-

ter of disclaimers. Insurersare adamant when dealingwith liability claims wherethe Body Corporate has ne-glected to display it.

The procedures to followwhen a liability claim islodged against a Body Cor-

porate, are to be noted: (a) The Body Cor-porate may acknowledge receipt of theclaimants claim but cannot accept lia-bility, the insurer is the only entity whomay do so. (b) The claimant must submithis/her claim to the Body Corporate inwriting, stating the reason why theclaimant is holding the Body Corporateliable. (c) The trustees are to completethe relevant claim formaswell as a state-ment, stating their views on the matter.(d)All furtherdealingswiththeclaimantwill then be handled by the insurer. (e)Itmustbe suggested to the claimant that, should the claimant be insured for theparticular event, the claim be submittedto the claimants insurers as well.
