Sri Lanka G-Sec short selling to be allowed, counter party risks cut: Sri Lanka will allow covered short selling of Treasuries, issues will be underwritten, and central clearing will be set up to cut counterparty risk as part of efforts to boost market efficiency, Central Bank Governor Nivard Cabraal said. A guaranteed central clearing arrangement on a net-settlement will be established to eliminate counterparty risk, Cabraal said in a road map for monetary policy for 2013. "With a central counterparty arrangement market participants can trade with each without worrying about credit limits with the other party," Ajith Fernando, head of Capital Alliance group, an active bond house in Colombo said. "So it frees up trading limits. At the moment some institutions for example cannot trade with smaller parties because they do not have adequate counterparty limits. It also allows for anonymous trading. It looks like Central Bank is going to strengthen this market and take it to the next level." Primary dealers will also be given liquidity support. The Central Bank said derivative products will also be encouraged once the cash market is developed.

Sri Lanka relaxes forward forex curbs, bank open positions: Sri Lanka has relaxed curbs on foreign exchange forward deals introduced last year and widened the net open positions for banks with effect from today, Central Bank Governor Nivard Cabraal said. Selected derivative products will also be allowed to be developed within broad guidelines to be issued in 2013 Cabraal said delivering a monetary policy road map for 2013. The Central Bank slapped trading curbs on banks during a balance of payments crisis last year. Narrowing open forex positions of banks increase volatility in exchange rates as banks cannot carry over substantially forex holding overnight, reducing the depth of the market. Cabraal said Sri Lanka was estimated to have posted a USD100 mn surplus in the balance of payments in 2012 and 6.5% growth.

RAM reaffirms Hayleys’ ratings at AA-/P1 with a Stable Outlook: RAM Ratings Lanka said yesterday it has reaffirmed Hayleys [HAYL: LKR300.0] respective long- and short-term corporate credit ratings at AA- and P1; the outlook on the long-term rating remains stable. The ratings are upheld by the Group’s diversified business portfolio, strong market positions in several key businesses coupled with the Group’s adequate debt protection indicators. Nevertheless, the ratings are tempered by the Hayleys Group’s moderately high debt levels, tight liquidity as well as its exposure to fluctuations in commodity prices and foreign-exchange risk. RAM said the ratings continued to be supported by the Group’s diversified business profile, which has enabled it to withstand adversities affecting a particular industry sector, as weaker showing in one business can be balanced off by the strong performance in another. Meanwhile, the Group continues to enjoy strong positions in several of its key businesses. It is the world’s largest producer of coconut-shell-based activated carbon with an estimated market share of around 15%-16%. Additionally, the Group accounts for around 5% of the global market for non-medical gloves. Meanwhile, in plantations, the Group is a sizable player that makes up around 4.5% and 2.0% of the country’s tea and rubber production, respectively.

India Manufacturing Growth Quickens to Six-Month High, PMI Shows: Indian manufacturing expanded at the fastest pace in six months in December, a private survey showed, after the government overhauled policies to revive Asia’s third- largest economy. The purchasing managers’ index rose to 54.7 from 53.7 in November, HSBC Holdings Plc and Markit Economics said in a statement today. A number above 50 indicates growth. Prime Minister Manmohan Singh’s government has stepped up efforts since September to lure more foreign investment, pare a budget deficit and spur exports. The central bank has signaled it may ease monetary policy in coming months as inflation cools, to boost an economy that the Finance Ministry predicts will expand at the weakest pace in a decade this fiscal year.

Singapore GDP Topped Survey Last Quarter, Avert Recession: Singapore’s economy expanded more than economists estimated last quarter, averting a recession even after the central bank refrained from monetary stimulus as it sought to contain elevated inflation. Gross Domestic Product rose an annualized 1.8% in the three months to Dec. 31 from the previous period, when it contracted a revised 6.3%, the Trade Ministry said in a statement today. The median of 11 estimates in a Bloomberg News survey was for a 1.6% expansion. The economy grew 1.2% last year, less than a quarter of 2011’s pace.

China manufacturing activity sees steady growth: Manufacturing activity in China has expanded for the third month in a row, adding to hopes of a rebound in the world's second-largest economy. China's official Purchasing Managers' Index (PMI) stood at 50.6 in December. A reading above 50 indicates expansion. The data follows HSBC's release of its PMI earlier in the week, which hit a 19-month high of 51.5 in December. China's manufacturing sector, a key contributor to its economic growth, has been hurt by slowing global demand. However, analysts said the recent expansion in the sector indicated that it was recovering.

Thai Inflation Quickens to 13-Month High on Rising Food Prices: Thailand’s inflation accelerated to a 13-month high in December, exceeding economists’ estimates, as state subsidies failed to counter rising food prices. An index of consumer prices rose 3.63% last month from a year earlier, the Ministry of Commerce said in Nonthaburi province outside Bangkok today, compared with a 2.74% increase reported earlier for November. The median estimate of 12 economists in a Bloomberg News survey was 3.22%. The Bank of Thailand cut the benchmark interest rate twice last year to support the economy as it recovered from the floods of 2011 and global demand for its exports weakened. The government has raised minimum wages and offered a diesel-tax subsidy to boost consumption, while the monetary authority has forecast inflation will slow to 2.8% this year.
