CSE Diary for 28.02.2013Bourse continued to move on a downward trend dipping
40 points at its intra-day low before settling with a 38 point
plunge at 5,635.9 points. A few large trades in selected
counters controlled the market as sizable on-board
transactions took center stage with crossings taking up a
minute proportion. Large caps dragged indices down as
the main negative contributors to the index were Ceylon
Tobacco Company (-5.7%), John Keells Holdings (-0.8%),Bukit Darah (-1.5%), Lanka Orix Leasing Company (-3.3%)
and Hayleys (-2.9%).Banking and finance sector emerged prominent during the
days trading with DFCC Bank, Hatton National Bank and
Commercial Bank observed in the top turnover slot with
each gaining 0.3%, 0.7% and 0.9% at their respective peaks.
The former counters depicted strong buying interest.
Sampath Bank retained interest with its earnings release
denoting an earnings growth of 26% YoY.
Renewed focus on Aitken Spence was a key driver with a
54% contribution to turnover while buying interest in thecounter was highlighted with two blocks carrying c.6.2 mn
shares being transacted at LKR118.0 and LKR120.1. John
Keells Holdings continued to grab the investor eye having
peaked at LKR236.4 for the day before closing with a
marginal dip.Investor interest stemmed in the manufacturing sector with
Tokyo Cement, Chevron Lubricants highlighting the
crossings board as the former added c.1.1 mn shares at a
52-week low (off-board) price of LKR24.1 while the latter
encountered a block of c.98k shares at LKR217.0. Retailers
continued to step on the sidelines with higher activity in
penny stocks however a
European Stocks Rise After Draghi Stimulus Comments:
European stocks climbed, with the benchmark index
heading for its ninth straight monthly gain, as European
Central Bank President Mario Draghi and Federal Reserve
Chairman Ben S. Bernanke signaled they would maintain
monetary support measures. The Stoxx Europe 600 Index
gained 0.4% to 288.43 at 10:03 a.m. in London.WTI Oil Rises on Economic Confidence: Crude oil for April
delivery settled at USD92.76 a barrel on the New York
Mercantile Exchange.

The firm is 54 percent owned by the state through its control by state-run Sri Lanka Insurance Corporation

US aid to Sri Lanka to continue amid HR pressure: The United States aid programs to Sri Lanka wouldcontinue as a separate process from calls to address allegations of human rights abuses, a senior US foreign
aid official said. "We feel strongly that reconciliation, addressing the issues that we have been raising for
some time, that will continue," "Denise Rollins, senior deputy assistant administration at US Agency for
International Development (USAID) Asia bureau said. Andwe feel strongly that the country needs to address
those issues forthrightly, but it does not necessarily translate into us pulling back on our assistance or not
implementing those programs." The US is bringing a second UN resolution against Sri Lanka over alleged
wartime abuses backed by India with a call to implement recommendations of a committee that went into
the causes of a 30 year war.

Consumer electronics imports decline in 2012: Growth in imports of consumer electronics and homeappliances in terms of both volume and value slowed down over 2012, as compared with unprecedented
high levels of imports in 2011, according to a statistical analysis by the Ceylon Chamber of Commerce (CCC).
The moderation in growth was largely a product of a sharp fall in the value of the rupee, coupled with
increased costs of borrowing in 2012, where the reverse conditions, an overvalued exchange rate and low
interest rates, had caused a dramatic spike in the importation of consumer electronics and household
appliances in 2011. Customs statistics on consumer electronics and home appliances are bundled together
with a large variety of electrical machinery and equipment classified as investment goods under HS Chapters
84 and 85. Notably, the value of imports under HS Chapter 84 grew by 19% in 2012, against a drastic 66% in
the preceding year, further reflecting an increased demand for investment goods along with demand for
durable consumer electronics. Meanwhile, HS Chapter 85 imports of electrical machinery and equipment
grew by 18% last year, against 57% in 2011. As a percentage of total imports, Chapter 84 accounted for 8.2%
and Chapter 85 accounted for 6% in 2012. The study noted that demand for consumer electronics had
benefited significantly from the availability of cheaper goods as a result of a shift in production to low cost
destinations such as India and China, with both countries increasing their market share in Sri Lanka over the
last two years, alongside increasing income levels of Sri Lankans and the consequent changes in lifestyles.
Chinas market share increased to 34% in 2012, against 25% in the previous year, whilst India, the second
largest supplier, accounted for 11% of total imports. The study noted that former market leaders like Japan
and Singapore have been steadily losing ground in Sri Lanka. Whilst most products analysed in 2012
declined, a few exceptions to the rule were found in air conditioning machines, televisions and mobile
phones, all of which recorded growth over the year. Mobile phones imported increased by 282% to reach 3.4
mn units in 2011 up from 0.8 mn units imported in 2010. In 2012, the number imported increased further to
reach 3.5 mn units. Sri Lanka is a country with high telephone density at 100.5 connections per 100 persons,
according to the Central Bank statistics for 2011.

400 listed companies by 2016 - SEC Chairman: The Colombo Stock Exchange (CSE) is expected to see thenumber of listed companies rising to at least 400 by 2016 from the existing 287. This will address the lack of
liquidity, which has been the biggest issue in the Sri Lankan stock market, according to the top most official
in the countrys capital market regulator.One of the biggest issues we identified while drafting our capital
market development road map was the lack of liquidity in the market. So, we wanted to identify why
companies were not floating and then started the facilitation process, relaxing certain barriers and providingincentives as reflected in the 2013 Budget, said Dr Nalaka Godahewa, the Chairman of the Securities and
Exchange Commission (SEC). The Budget 2013 proposed to offer a three-year half tax holiday for new
companies that would be listed on the CSE before December 2013 and maintain a minimum of 20% of its
shares with the public.

Top German biz team to visit Colombo: For the first time, Sri Lanka has entered the serious Eurozoneinvestment radar and a high profile German investor team would be heading to Colombo in August 2013 for
an in-depth study of emerging opportunities in the country. "Asia is the world's new economic tiger and Sri
Lanka is one of the fastest growing economies in Asia. We are planning to send a representative team in
August to study emerging opportunities in Sri Lanka," said RA Ekkehard Stein, immediate past President of
DAW German-Asian Business Circle (Deutsch-Asiatischer Wirtschaftskreis e. V) on February 25 in Frankfurt,Germany. Stein, a senior lawyer with Wiesbaden, Hesse based law firm Paule & Partner, was addressing
2013 DAW Asia Pacific Forum on 25 February at Maritim Hotel in Frankfurt, acknowledging the detailed
keynote statement made by Rishad Bathiudeen, Minister of Industry and Commerce of Sri Lanka at the
Forum.The Forum was organized and held by DAW German-Asian Business Circle. According to DAW

Banker Bonuses Face Toughest Curbs in EU Basel Law Deal: Bankers in the European Union, who alreadyhave the toughest bonus curbs in the Group of 20 nations, may face even stricter pay limits under a draftdeal to bolster lenders capital requirements and rewrite the blocs financial industry rulebook. European
Parliament lawmakers and national government officials agreed to ban bonuses that are worth more than
twice bankers fixed pay, in a tentative deal that may end more than 18 months of wrangling over how the
EU will apply global bank rules drawn up by the Basel Committee on Banking Supervision.I find it difficult to
imagine that we would now scrap this compromise, Michel Barnier, the EUs financial services chief, said
following the marathon negotiating session that ended soon after midnight in Brussels. Todays deal would
have to be formally endorsed by governments and lawmakers, he said. EU legislators demanded that the law
implementing the so- called Basel III pact include curbs on variable pay as part of a quest to reshape lenders
as utilities rather than money-making machines. Under todays deal, which still needs formal endorsement
by governments and lawmakers, shareholders would have to approve any bonuses that top salary, by a two-

China Regional Targets Cut in Sign Debt Concerns Heeded: Almost half of Chinas provinces are setting theirgrowth sights lower in the wake of the central governments emphasis on the quality of expansion over
speed, a sign of an increased focus on tackling rising debt. Fourteen provinces have set lower targets for
gross domestic product expansion this year than in 2012 and the other 17 left their goals unchanged,
according to Nomura Holdings Inc. The weighted average target has dropped to 9.9% from 10.3%, Citigroup
Inc. calculates. Scaling back regional politicians growth-at-any-cost attitudes may limit Chinas rebound from
its weakest expansion in 13 years. At the same time, it may mitigate concerns that rising local-government
defaults will threaten the financial system and pollution will worsen as leaders complete a once-a- decade
power handover next month. In the future, the central government may look at more indicators, includingpollution and debt, in assessing local officials, said Zhang Zhiwei, chief China economist at Nomura in Hong
Kong and a former researcher for the International Monetary Fund. You cant continue the traditional way
of accumulating heavy debts to push up GDP in your term and then leave the trouble to your successor.

European Recovery Path in Danger as Politics Menace Growth: The euro regions path to recovery is facinga new challenge from Italys political stalemate. Growth and job-creation in the 17-nation euro area were
showing a mixed picture before the results of Italys vote sparked a new round of market turmoil on Feb. 26.
While German and euro-region business confidence rose in February, services and manufacturing both
contracted and the European Commission last week forecast the blocs first-ever back-to-back recession in
2013. The election highlights the risk that Europes recovery turns into a slog lasting years, especially ifvoters continue to stream toward anti-austerity populists such as Italys Beppe Grillo, said economists from
ABN Amro Bank NV to Daiwa Capital Markets. With European Central Bank interest rates already at record
lows, officials may have little choice other than to let Europe grind its way out of the slump. Even before the
election, it was going to be a much harder story for the periphery to return to growth than for Germany,
said Richard Barwell, senior European economist at Royal Bank of Scotland Group Plc in London. If the Italy
situation goes on for several months, it will begin to put back the European recovery.
