CENTER ON ENHANCING EARLY LEARNING OUTCOMES CEELO INFO REQUEST | www.ceelo.org | [email protected] 1 CPQ: Cost and Funding Estimator of High Quality Early Learning CEELO has developed the Cost of Preschool Quality (CPQ) estimator, a free Excel-based tool, to help users determine costs and potential funding sources related to implementing high-quality early learning programs for infants, toddlers and preschoolers. Features of the CPQ include: ü CPQ projects costs reflecting research-based elements of quality for early learning and fully accounts for state and local administrative costs to monitor and enhance quality, including highly qualified staff. ü CPQ 2.0 contains an enhanced funding section to input funding sources, based on eligibility restrictions (both child eligibility and by delivery model). Users can enter federal (e.g. Child Care and Development Block Grant Funds, Head Start, Title 1), state, local, and private sources (including tuition and co-pay). ü CPQ enables users to compare alternate models of delivery (part day, full day, extended day), delivered in different settings (child care, Head Start, family child care, schools), and other program designs. ü CPQ estimates costs over one year, or multiple years. Results of Using the CPQ. State early education administrators and policy leaders can use CPQ to produce evidence-based data on costs of providing high quality early care and education to inform funding allocations, to estimate costs of expansion and quality enhancements, and to identify trade-offs on quality and access associated with different policy options. “It helped us think more about which quality factors are also cost-drivers.
