2 CITY OF RYDE PROCUREMENT

The ATTACHED report on formal procurement at the City of Ryde provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement (if any) that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for Quotation) or exceeding $150k inc GST (Request for Tenders).

Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

4 HERITAGE ADVISORY COMMITTEE MINUTES - 19 APRIL 2017

The Heritage Advisory Committee meeting, chaired by Deputy Mayor Councillor Stott, provides advice to Council about the preservation and enhancement of items and places within the City of Ryde that are of natural, indigenous, cultural, social, aesthetic or historic significance. ATTACHED for your information are the draft minutes of the Heritage Advisory Committee (HAC) from the meeting of 19 April 2017. The next meeting of the Heritage Advisory Committee is 21 June 2017 in the Committee Meeting Room at Level 1A, 1 Pope Street, Ryde.

Confirmation of Heritage Advisory Committee Minutes from meeting held on 15

th February 2017

The Minutes from the meeting held on 15

th February 2017 were confirmed.

4.

Mapping Ryde – Presentation by Ryde District Historical Society

Kim Phillips provided a very interesting explanation of a project currently being undertaken by the Ryde District Historical Society.

The “Mapping Ryde” project seeks to list all available details and information relating to a property in Ryde on one map.

The society is currently uploading details about individual locations and sites but later hopes to update the project with information relating to people and events.

Photos and information relating to properties, parcels of land, heritage sites, the nature of the site, etc will be listed and linked for ease of access.

It will be possible to look up any address and be provided with all relevant data relating to that site.

Information might include: - original land grant details, photos of the property over the years, lists of owners etc.

The detail of work being undertaken is extensive and will be a wonderful resource when complete.

The society is updating the site through the use of old records and will also upload details found in more recent realestate brochures for properties which come onto the market.

The paper files of the society are being placed on the computer which will make them much more accessible.

The information was noted. Kim Phillips in particular was thanked for her dedication and commitment to this project which will be an extremely valuable research too and item of heritage value. The information obtained to date is available to the public but only through request to the Historical Society.

Heritage Walking Trail

Progress Update: Gladesville Heritage Walking Trail Michael Edwards asked interested members to undertaken he above walk and then provide him with their comments. It is hoped to finalise the booklet soon so comments are sought in the next week or so.

The information was noted. Comments to be provided to Michael by the end of April.

6. Ryde Local Heritage Assistance Fund – 2016-2017

Michael Edwards advised that reminder letters have been forwarded to residents eligible to make an application for assistance under the above scheme. There is still concern in the community that work must be completed prior to funding being sought. It was noted that at present, the scheme relates only to residential buildings. Schools, electricity substations, commercial buildings, churches, scout halls etc are not eligible. The matter of eligibility is to be discussed at the next meeting of this committee.

At its next meeting, the committee will examine the list of buildings on the heritage register with a view to amending the eligibility criteria to include premises other than residential buildings. A press release to highlight the success of the grant program, amount of funding provided, the types of projects funded etc and encouraging applications to be arranged

7. Matters of Interest

1988 Archaeological finds from Addington Michael Edwards advised that in 1988 four trenches were dug for plumbing purposes around the property Addington. At the time a comprehensive exploration and assessment was carried out of items unearthed from the trenches. Council resolved that the items and report be sent to the Powerhouse Museum Recently the 21 boxes of items recommended to be offer to the Powerhouse Museum were located in the basement of Council’s Civic Centre at 1 Devlin Street Ryde. The Powerhouse has advised it has no ability to house the artefacts located. A re-examination of the items unearthed in 1988 will now be undertaken to determine what has historical merit and should be retained and what can be disposed of. Sydney Cemeteries – a Field Guide. Michael Edwards advised the group of a new publication by the City of Sydney historian about cemeteries in Sydney. He advised the publication is extremely interesting and a valuable tool for those interested in learning of the history of cemetery sites and details pertaining to such. Information provided includes a list of cemeteries by region, history of same, significant burials, where to obtain more details etc. Heritage Western Sydney App Michael Edwards advised that Penrith, Blacktown and Hawkesbury Councils have created an “app” to provide information about properties in Western Sydney. The “app” features walking tours which can be downloaded onto tablets or phones and then used to allow people to take self guided tours. Michael stated the free “app” is a fabulous tool for examining colonial history, road/rail and river history, convict details etc. It has an audio guide and you can gain information about the historical importance of various locations

The group examined some of the items unearthed in 1988 and noted the advice that a re-examination of the historical worth of the items is required. Noted The information was noted along with the possible application to this Council’s Heritage Trail details.

8. Report from Council

2017 National Trust Heritage Festival ‘Having a Voice’ Michael Edwards advised that Council will not be undertaking a project for the 2017 National Trust Festival. The Ryde District Historical Society will run an Open Day as part of the Festival.

Ms Cate Fisher - ‘Addington’

Ms Cate Fisher asked for an update regarding the fence at ‘Addington’ on Victoria Road. Michael Edwards advised that he would have a look at the fence and report to the next meeting of this committee. It was noted that the rear fence was completed. Mrs Betty Willis - Ryde District Historical Society – Open Day

Mrs Willis advised that Willandra will be open on 21

st May 2017 as part of the

National Trust Heritage Festival. Visitor numbers are expected to be less than previous years due to a change in the manner used by the National Trust to advertise the event. Dr Peter Mitchell - Ship Building Sites – Canada Bay Council Area

The event was held on 21 March 2017 at Field of Mars with approximately 30 people in attendance. Samples of water were taken from the creek for analysis and the importance of keeping cates and dogs out of the Field of Mars was stressed. Society Annual General Meeting

The Annual General Meeting was held on 25 March 2017. Again the concern with dogs in the area was noted along with the level of rubbish which flows into Buffalo Creek. The need for a gross pollutant trap at Monash Road bridge was noted. The Society is also very concerned about the major developments being undertaken at Lachlan’s Line and the Macquarie Park corridor and the impact this has on open space in the area. Eastwood Commuter Carpark

The Society asked if there was any heritage listing on the Eastwood Oval or surrounding buildings in light of the proposal to construct a commuter carpark at the site. Also a question was raised as to hydrological assessments which may have been undertaken at the site.

The Society is concerned at the need to remove 150 trees to implement the above bus priority and the poor level of advice provided as to replacement plantings. Pidding Road – loss of trees

Society expressed its dismay at the removal of trees at the above location and others in the local area. Council’s response to the general illegal removal of trees was discussed.

Boundary Marker tour The Committee thanked the staff who escorted them on the recent boundary marker tour. Concealed items Michael Edwards showed the committee a cat bone which he found concealed in his home. This lead to a general discussion about the practise of placing concealed items – often animal bones – in homes. Items were often located in specific locations eg above chimneys to ward off evil spirits. National Trust Publication Michael Edwards provided advice regarding the new look National Trust publication. It features articles about what is happening in the world of heritage and provides articles on interesting topics. It is high quality publication and is commended to the Committee. Vienna House – Hunters Hill Peter Mitchell advised that Vienna House will soon be hosting an exhibition on Broken Hill.

5 BORONIA PARK ACTIVATION PROJECT

Boronia Park Activation Project is a pilot City Activation project delivered at the corner of Thompson Street and Pittwater Road. It was completed on 29 March 2017 with the installation of new comfortable timber seating and tables; and playable areas equipped with a chalkboard, street library and hopscotch decals. Boronia Park Public School teachers and students, passers-by and City of Ryde staff gathered on 4 April 2017 to congratulate the students who beautifully painted the street library. A local business, Boronia Park Framing Studio, continues to be our local partner, voluntarily looking after the place – its owner stated the project has been a great success, constantly attracting people to drink and eat, exchange books, play and chat. The project’s key objective is to help the local community build ownership of the public place by encouraging civic participation and social interaction. Observational surveys (conducted 4 times, before the activation; and 7, 33 and 75 days after the activation) show that in general, the level of engagement in the area has increased. Notably, during the peak foot traffic hours (i.e. school start and finish times), the level of activity in the area tripled (from 13% to 40%, based on the number of people – playing, sitting, chatting, entering or exiting shops etc., instead of just walking through). The success of the project was driven by the collaboration between Council and the Boronia Park community, in particular, with the local Boronia Park Public School. In the future, Council will explore other locations across the City of Ryde to implement similar placemaking initiatives.

The local community and Council celebrated the completion of the project on 4 April 2017.

6 GET THE SITE RIGHT - SEDIMENT AND EROSION CONTROL BLITZ ON DEVELOPMENT SITES

On 24 May 2017 Councils within the Parramatta River catchment area and the NSW Environment Protection Authority will join forces for a soil and erosion control compliance blitz targeting construction sites across the catchment. The blitz is part of the Parramatta River Catchment Group’s ‘Get the Site Right’ initiative, which aims to enforce best practice on construction sites. An A4 poster with further information is attached (ATTACHMENT 1). Developments of all sizes will be targeted, ranging from home renovations to large apartment sites and major road developments. Officers from Council’s Building Compliance, Environmental Health and Regulatory Services Teams will be inspecting a random selection of sites to ensure that sediment is being appropriately managed. Penalty notices will be issued to offenders, with penalties of up to $4,000 for individuals or $8,000 for corporations. Warning letters advising of the blitz and the fines for breaches have been sent to all developers with construction sites in the catchment, together with guidance information to assist them to meet their obligations (ATTACHMENT 2). While it is not possible to inspect all of the sites in one day, all of the developers will have received the educational material and will expect to be inspected at some future time, and this will raise standards.

8 MEADOWBANK FORSHORE SOLAR LIGHT MAINTENANCE

Council at its meeting of 26 April 2017 resolved to have reporting on the status of the operation of the solar lights at Meadowbank Park. There are 17 lights along the shared user path through the park along the foreshore. These lights were installed in 2009 and due to the age of the equipment, there have been a series of repairs undertaken on different luminaires, controllers and batteries over the last few years. The inspection in March 2017 identified five non-operational lights, with the following repair works carried out on 24 April 2017.

Three battery set replaced along with two new LED lamp fittings.

New batteries installed aboveground and enclosed in a steel cabin for prevention of

water ingress and longer battery life.

The remaining two non-operational lights have a severed cable, with repair works programmed for this week. An inspection was carried out on Monday 8 May 2017 approximately 45 minutes before sunrise, showing all the solar lights except the two mentioned above are working.
