Councillors are advised that this will be the last Councillor Information Bulletin for 2013, with the Bulletin recommencing on 9 January 2014. During the Christmas and New Year break, the Councillor Help Desk will be closed from midday on Friday, 20 December 2013 and will reopen on Thursday, 2 January 2014.

The Councillor Help Desk wishes all Councillors a happy and festive season and best wishes for the New Year.

1 2013 ANNUAL COUNCILLOR SURVEY

Councillors are advised that the Annual Councillor Survey for 2013 is now available for completion. The survey is conducted annually and has been ongoing since 2009. The Governance Unit aims to continually improve the service provided to Councillors. We are seeking your feedback to better meet Councillors’ needs and expectations. This survey focuses on five sections of our services to Councillors: Section 1 – Councillor Help Desk Section 2 – Councillors’ Information Bulletin Section 3 – BoardVantage Section 4 – Council Meeting Reports, Agenda and Minutes Section 5 – Councillor Workshop

A copy of the Councillors’ Survey is ATTACHED separately. A link to the survey will be emailed to all Councillors to complete it online. Please complete the survey by Friday, 31 January 2013. The survey should take approximately 10 minutes.

It is important that we receive your feedback so that we can focus on ongoing improvement. Once the survey results are collated and evaluated, recommendations for further improvements will be developed.

2 KEY COUNCILLOR CONTACT NUMBERS FOR CHRISTMAS SHUTDOWN PERIOD - 20 December 2013 to 2 January 2014

Due to the Christmas/New Year period, Council Offices will be closed from midday on Friday, 20 December 2013 and will re-open on Thursday, 2 January 2014. During this period, modified hours will apply to the RALC which will be open every day except Christmas Eve (closing at 1.00pm) and Christmas Day (closed). Council will have staff on duty for essential services in addition to having staff on call. During the Christmas/New Year period, the Councillors’ HelpDesk will be closed from midday on Friday, 20 December 2013 and will re-open on Thursday, 2 January 2014. The following information is provided to Councillors with respect to key contact numbers/details during this period;

Included with your delivery is an updated City Of Ryde Pocket Contact Guide for 2014 which provides contact numbers for Councillors. Included in the Pocket Guide are the key Emergency Services numbers in addition to Council's after hours contact numbers and the Executive Team's contact details.

If a Councillor requires an urgent response to any issue during this period, the after-hours number of 9952 8222 should be used. Council's after-hours service will take the details of the request and then contact the appropriate Council staff who are either on call or on duty. If the Councillor identifies themselves as a Councillor this will be noted in the request. Councillors will need to provide sufficient details of the request (such as resident’s contact details, precise locations and descriptions) to enable staff to provide a complete action and/or response.

Councillors also have the option to contact the respective Group Manager on any urgent item through the Christmas/New Year period.

3 UPDATE ON WEEKLY REPORTS REGARDING DEVELOPMENT APPLICATIONS, PLANNING MATTERS AND PROCUREMENT - Commencing in 2014

Council at its meeting on 8 October 2013 adopted the “Interaction Between Councillors and Staff Guideline.” The Guideline provides that:

“In the case of enquiries regarding Development Applications, planning matters and procurement processes, responses will be provided to all Councillors each week through BoardVantage. This is to promote openness, transparency and accountability in what is considered a high risk area of Council’s operations.”

Councillors are advised that in 2014, a weekly report will be circulated to all Councillors through BoardVantage on all requests regarding development applications, planning matters and procurement processes.

The report will include:

Requests which have been responded to and closed.

The name of the Councillor who placed the request.

The number of days taken to complete it.

A copy of the response that has been provided to the Councillor and/or resident.

This report will be provided in addition to the standard response provided through the HelpDesk

The first report will be circulated on Friday, 10 January 2014 and will include requests received from Thursday, 2 January to COB 9 January 2014.

7 GUIDELINES FOR COMMERCIAL FITNESS GROUPS AND PERSONAL TRAINERS

Over the past six months, Council staff have developed and commenced implementing guidelines to assist with the management of commercial fitness groups and personal trainers utilising Council grounds. This CIB provides a progress update to interested Councillors on this matter. Earlier in the year, the guidelines were distributed to all Council registered personal trainers for their feedback. The guidelines were also tabled at the Sport and Recreation Advisory Committee on 13 May 2013 for comment and review. Any feedback received to date was considered and incorporated in the final document. These guidelines will help staff effectively manage the use of open space under Council management by commercial fitness groups and personal trainers. These will apply to:

a) One on one sessions and/ or group activities. b) All lands including sportsgrounds, parks, public reserves within City of Ryde LGA

under the care, control and management by City of Ryde. c) City of Ryde approved commercial fitness trainers

In implementing these guidelines, City of Ryde aims to:

a) Ensure equity of access to public sportsgrounds, parks and reserves. b) Reduce the impact of commercial fitness activities on asset condition and

maintenance. c) Minimise public liability concerns. d) Appropriately manage the open space areas to prevent conflict of use.

The consultation with Council’s registered personal trainers also included discussion on the proposed fees and charges which were then adopted by Council in its 2013-2014 Fees and Charges Schedule. Council has seen an increase in the number of commercial fitness providers and personal trainers registered over the past 12 months and continues to work with the industry and stakeholders to increase compliance and quality of service provided to the community.

8 EXHIBITION OPENING - Luke Kim at Brush Farm House

Luke Kim will return to Brush Farm House for the final exhibition of the year, opened by Deputy Mayor, Councillor Justin Li at 6.00pm on Saturday, 14 December 2013. All Councillors are welcome to attend.

Luke Kim is a renowned artist in the Korean community, yet his art is also distinctly Australian. He finds inspiration for the Australian bush and pastoral land and his signature shades of green, blue, purple and gold are instantly recognisable. This will be Luke Kim’s 14 th exhibition and the second exhibition at Brush Farm House.

2013 has seen a significant increase in both the number of exhibitions and patronage in Ryde. So far this year, 3,500 visitors have attended eight exhibitions over three venues. These Council supported exhibitions, combined with the Hungry for Art Festival, three professional development workshops for artists, Ryde Artisan Coop Markets, Public Art Installations, and the Pop Up Project, we are taking significant steps in realising Ryde’s Community Strategic Plan’s objectives of providing a wealth of art, culture and lifelong learning opportunities on our doorstep.

Luke Kim’s exhibition, Themes from the Natural Works, will be featured at Brush Farm

House, 19 Lawson Street Eastwood, from 14 – 28 December 2013 between 10.00am and 4.00pm (closed Christmas Day).

9 COUNCIL SUCCESSFUL IN OBTAINING ADDITIONAL METROPOLITIAN GREENSPACE PROGRAM FUNDING FOR RYDE RIVER WALK

Council has been advised of the success of their application for funding under the Metropolitan Greenspace Program. The Hon. Brad Hazzard, MP, Minister for Planning and Infrastructure, has approved Council’s application for $87,000 to contribute to the implementation of the Ryde Riverwalk project.

The Metropolitan Greenspace Program is provided under the NSW Department of Planning and Infrastructure and is a program that is focused on enhancing public open space. The Program aims to support the delivery of high quality, regionally-significant open space and assists Councils with the financial costs of:

regionally-significant open space capital works; and

regionally-significant open space planning and design.

The City of Ryde’s successful application is focused on the continued implementation of the Ryde Riverwalk at Looking Glass Bay Park.

The Riverwalk provides a recreation trail along the Parramatta River within the City with connections with neighbouring Local Government Areas. The trail connects existing foreshore parks and provides an important link in the regional system of recreation trails. The Walk creates an engaging and important regional recreation route along the Parramatta River foreshore. The project aims to establish a regional mixed-use recreation trail that provides for cycling and walking for a range of users.

10 COUNCIL WINS AWARDS FOR LIVVI'S PLACE AND THE CHILDREN'S PLAY IMPLEMENTATION PLAN

Council has been honoured with three awards from the Australian Institute of Landscape Architects for its work on Livvi’s Place and the Children’s Play Implementation Plan. The awards were announced at the 2013 NSW Institute of Landscape Architects Gala evening on Thursday, 5 December 2013. A summary of the jury comments for each Award is provided below. Award for Planning in Landscape Architecture – Children’s Play Implementation Plan

“Combining best practices, theory, design standards, and practicality, the Play Plan promotes interaction with the natural environment through play and ensures that the landscape is appropriately integrated with the site. The relationship with nature is encouraged and nurtured and provides for an enriched play experience for all, At the heart of this plan is the elevation of the value of play to the community - providing social opportunities for the community and recognising the Child's right to play.

The Jury found the Children's Play Implementation Plan to be a highly comprehensive, well detailed document that successfully provides an implementable strategy in a sustainable manner and promotes the value of landscape architecture.” The Premier's People's Choice Award - Livvi's Place

“Livvi's Place Playground is another highly successful joint venture partnership involving significant community and industry engagement and ownership, a testament to the strong vision and spirit provided by the key stakeholders. The challenge in this project was to create a landscape design that catered for all children and their carers, including those with physical, sensory, intellectual and spectrum disabilities. The aim was to create a fully inclusive community space where able bodied children would be able to play happily alongside their disabled peers, and where carers were adequately provided for.

Following significant funding from the NSW Government Metropolitan Greenspace program, the design and engagement process, that has proven so fruitful in other jurisdictions, successfully instilled enough enthusiasm and commitment from many other suppliers, and corporate sponsors, that the project's vision could be realised to the quality that it is today.”

11 ENGAGEMENT OF CONTRACT FOR FERAL ANIMAL CONTROL

City of Ryde has engaged a contractor to undertake feral animal management within Council’s parks and reserves. The contractor will be focussing on the rabbit and fox problem. High priority areas for control include:

- Field of Mars Reserve, East Ryde

- Brush Farm Park, West Ryde

- Dunbar Park, Marsfield

- Christie Park, Marsfield

- Eastwood Park, Eastwood.

- Marsfield area in general

Private land owners within the area are advised to contact the Livestock Health and Pest Authority on 4655 9165 if they experience problems with rabbits on their properties. Feral animal management needs to be a combined effort within our community in order to ensure that these control programs are effective.

This contract is effective from Monday, 9 December 2013.

13 LIVVI'S PLACE SOCIAL INCLUSION CAFE - UPDATE

The amendment to the Plan of Management and public notice of the proposed licence of an area for the purpose of a social enterprise café at Yamble Reserve has been placed on public exhibition in accordance with Council’s resolution, on track to be completed by February 2014.

The Touched by Olivia Foundation has had a pre DA meeting with Council’s planners however to date, a DA has not been lodged by the Foundation for the Café. Council staff has been in contact with the Foundation to offer assistance and the Foundation has indicated that a DA will be lodged in the near future. The project timeframe and opening of the cafe, as indicated in the Council report, is likely to be later than anticipated given the delay in lodgement of the DA.

The following information is provided for November 2013 in regards to the Devlin Street Pedestrian Bridges – Lift Status.

Monitoring

Top Ryde City security monitor the lifts three times per day – 9am, 3pm and 9pm. They report lift faults back to Top Ryde City who in turn notify ThyssenKrupp Elevators in the case of breakdowns who respond accordingly.
