    2 CITY OF RYDE - PROCUREMENT

    The ATTACHED report on formal procurement at the City of Ryde, provides information as to Requests for Tender or Requests for Quotation that are currently in the market. The report also outlines those items of procurement that are to be reported to the next meeting of Council in accordance with the requirements of the Local Government Act and Regulations. This includes all procurement in the bracket of $50k - $150k in value (Request for quotation) or exceeding $150k inc GST (Request for Tenders). Some of these processes may be marked as being limited to selective respondents. Where this is the case, there has been a publicly advertised Expression of Interest process to establish select respondents or a panel of select respondents that are prequalified to undertake the required works.

    6 25 - 27 EPPING ROAD, UAP NORTH RYDE M2 SITE, LACHLAN'S LINE PRECINCT

    On 28 October 2014 Council resolved to endorse the State Significant Development

    Application (SSDA) for the M2 Site subject to some additions. On 5 March 2015 the

    Department of Planning approved the SSDA.

    In accordance with the Report of 28 October 2014, meetings have continued with

    Urban Growth NSW to agree the extent, design and funding of the proposed

    infrastructure.

    Urban Growth NSW will present the status of these matters in a Councillor Workshop

    at 5.30pm on Tuesday, 28 April 2015.

    7 NEW SOCIAL HOUSING PROJECTS IN CITY OF RYDE

    The NSW Land and Housing Corporation (L&HC) has provided notice to Council on two new social housing projects that it is currently assessing in the City of Ryde. The addresses of the projects are:

    18-24 Neville Street & 43 Fawcett Street, NORTH RYDE

    25-27 Alison Street, EASTWOOD

    Both proposals will be assessed and determined by the L&HC and not by Council. However, the Corporation must notify Council of the proposal and take into account Council’s response. Information on the proposals is provided below.

    Property: 18-24 Neville Street and 43 Fawcett Street, Ryde Proposal: Demolition of existing dwellings, removal of trees, construction of an affordable rental housing development comprising 8 x two bedroom and 4 x one bedroom dwellings and consolidation into a single lot. The development includes the construction of footpaths in front of the site. COMMENT: The proposed development is compliant with Council’s controls for multi-dwelling housing except with regard to car parking. Council’s Car Parking DCP requires 1 space per dwelling and 3 visitor parking spaces – a total of 15 spaces. The development proposes 12 spaces. Council will make a submission to L&HC regarding non-compliance with the DCP and seeking that the extra spaces be provided.

    Property: 25-27 Alison Street, Eastwood Proposal: Demolition of existing structures, removal of trees, construction of a seniors housing development comprising 6 x one bedroom and 4 x two bedroom dwellings and consolidation into a single lot. A new footpath to the nearby bus stops will be provided. COMMENT: The site has an area of approximately 1484m2. The development has been designed in accordance with the State Government’s Seniors Living Guidelines for infill development and has been assessed by the proponent as complying with those guidelines. However, it includes a 2 storey attached building (4 units) set back 2 to 3.5 metres from the rear boundary. Although compliant with the SEPP requirements, the proximity to adjoining premises to the rear means that there are greater privacy and shadowing effects. While privacy screens are proposed, it is noted that the Social Housing development at 26-30 Alison Street (opposite this site and built in 2011) has only single storey units at the rear. As such, it is proposed to make a submission and seek a reduction in height of the rear building.

    The proposal provides 7 car parking spaces in a open layout including 2 accessible spaces. Car parking provision complies with Seniors Housing requirements but does not comly with Council’s DCP for 10 units (13 spaces required). Council’s submission will seek additional parking for the project to make it compliant wth Council’s controls.

    Make recommendations to Council in respect to both the operation of sporting and recreational facilities and Capital Works Program through the Management Plan.

    Assist in the promotion of sport and recreation in the City of Ryde.

    Provide a link to bond and strengthen the diverse background within the City of Ryde through the utilisation of our parks and sport and recreation facilities.

    Advise and make recommendations to Council on the potential options for developing a skate park.

    Change Rooms / Canteen use and allocation Councillor Maggio advised that for fairness and equity he believes that a canteen allocation policy needs to be developed and he is seeking feedback from all Committee members with respect to this. Mr James advised that within the Sportsground User Manual, the hirer of the sportsground has allocation of the canteen. Weekend allocation of grounds are made to association’s who then determine who is the ‘home’ team and has access to the canteen at the ground. Feedback from the Committee members was that the Sportsground User Manual needs to be updated to take into account the casual hirer. Ms Domazet confirmed that Council staff will revise the document to incorporate the use of a casual hirer and bring the updated document back to the Committee. The Committee agreed for Council staff to review and expand the Terms and Conditions for hirers of Council sporting fields to include additional requirements for canteen and change room use.

    Skateboarding Facilities Councillor Maggio advised that there is a need for a skateboard park in the City of Ryde. Mr James advised that Council initially looked at a number of locations (parks within the City of Ryde) and also a partnership with Macquarie University. Ms Domazet confirmed that the location of the facility is only feasible if it ticks all the boxes including easy access via public transport, a highly visible area that is close to a shopping centre. The most suitable location identified by staff was Eastwood Park. The Committee agreed to defer this matter to the next meeting and also recommended the following actions:-

    Consider initiating a working party to explore options on a skateboard facility in the City of Ryde.

    Council staff to explore the option of Ryde Park (near to the café and outdoor volleyball court) and present further documentation/information at the next meeting.

    Mr James to distribute the latest report together with the 2010 feasibility study to all Committee members.

    Prior to the next meeting Mr James to distribute the latest consultant report together with the 2010 feasibility study to all Committee members. Consideration to be given to initiating a working party to explore options on a skateboard facility in the City of Ryde. Mr James asked Committee members for their feedback regarding the proposed projects and the following was raised:- Raising the level of #7, #8 and #4 at Meadowbank Mr James advised that there are no immediate plans to raise the level of numbers 7, 8 and 4 at Meadowbank Park and in fact this has not been identified as a project for the next four years. The drainage works will therefore proceed as planned. Poor Condition of #5 and #6 at Meadowbank The issue of the condition of the playing fields # 5 and #6 at Meadowbank Park being almost unplayable was raised. Mr James advised that this is not listed as a project for next year, however, Council staff can undertake an assessment at the end of the year and then look at prioritising of a schedule for the works. Mr James confirmed that a Council officer can meet the sport group representative on site to review the grounds and assess the situation. Review of Maintenance and Practices of Sporting Facilities Mr James further advised that Council has engaged a consultant to undertake a review of the maintenance and practices of the sporting facilities. The review will include a survey which will be distributed and all groups who are all encouraged to complete the survey so that the consultant can come back with a report including recommendations and a proposal for capital works.

    6.

    Proposed Fees and Charges 2015/16 Mr James advised that Council is reviewing its fees and charges and is proposing to increase user fees for the sports fields by 7%. For winter season users, this increase will come into effect in April 2016, however for cricket and sporting groups who use floodlighting etc. this would come into effect this year from 1 July 2015. Mr James outlined that this increase, however, does not get the users to the required level of 25% and that it would probably take at least another year to reach the required level of 25%.

    Review of Committee’s Terms of Reference The Committee reviewed the Terms of Reference and Ms Domazet advised that as a result of a recent Council Resolution, the Terms of Reference need to be altered to reflect that membership can include more than one representative from a particular sporting club. The Committee agreed to alter the Terms of Reference under Part 3. Membership, Chairperson and Voting to include an additional dot point to read as follows:-

    General Business Community Sports Grants Program Mr James confirmed that he would send information regarding the Community Sports Grant Funding Program out to all members and also invited the Committee members to check the City of Ryde website to see if any group was eligible to apply for grant funding under this category. Pre-season Training and Trials Mr James reminded all Committee members that for winter sports, no boots are to be worn either during pre-season training or trials. This is to assist Council in maintaining the grounds for the winter competition.

    Synthetic Sports Surfaces Action Plan Councillor Maggio advised Committee Members that a Synthetic Sports Surfaces Action Plan was approved by Council last Tuesday evening, 10 February 2015. State Championships and District Carnival The State Championships at being held at Meadowbank on 27, 28 and 29 June 2015 and the District Carnival is being held on 26 April 2015. Mr James advised that Council has been working with ERNA and all of the associations with respect to the State Championships. ELS 1 – Synthetic Turf Mr James advised that the Council’s project team are undertaking a detailed site analysis and once that information is compiled they will put together the tender documentation to go out to market which should be in the next month or so. Fit for the Future Councillor Perram advised Committee members that this Council may cease to exist as of the election this year as the Government is proposing to amalgamate Councils. Ryde is proposed to be split into two and what this will mean is that some grounds currently within the City of Ryde will become part of Parramatta and the rest will become part of Northern Sydney Councils. Councillor Perram confirmed that Council has indicated that the City of Ryde is against amalgamations and tomorrow night (Tuesday, 17 February 2015), an Extraordinary Council Meeting will be held to discuss the City of Ryde’s submission which is due by 30 June 2015, with the Government to make a decision by October 2015.

    3. Business Arising

    3.1 Welcome New Members and Introduction Councillor Etmekdjian advised that this Committee has been expanded to include West Ryde and is now called the Eastwood and West Ryde Events and Promotions Committee. Councillor Etmekdjian welcomed the five new members to the Committee. The new members then introduced themselves to the meeting and outlined their involvement with the community. Councillor Etmekdjian confirmed that he was looking forward to working with the new members and welcomed their contributions to the Committee.

    3.2 Markets Mr McCarthy advised that at the last meeting Council had recently resolved to proceed to an Expression of Interest (EOI) for markets to be held in Eastwood. Mr McCarthy confirmed that Council has received two Expressions of Interest from two separate operators for various types of markets. Mr McCarthy advised that he would send copies of the Expression of Interest documents out with the Minutes from this meeting and confirmed that the same sort of principle (Expression of Interest) could be expanded and adopted for West Ryde.

    3.3 Sub Committee Updates Lunar New Year Mr Lee advised that as in previous years, a cooking completion for Lunar New Year was held on Sunday, 22 February 2015. Mr Lee confirmed that the main celebration for Lunar New Year will be held this Saturday, 28 February 2015 and it will be bigger than previous years. Mr Lee advised that part of Rowe Street will be closed and there will be more than 50 stalls including a small animal farm (to celebrate the Year of the Goat). Mr Lee confirmed that there will be multicultural performances and invited all Committee members to attend the morning tea reception at 10.00am this Saturday, 28 February 2015 at the Eastwood Hotel. West Ryde Easter Parade and Fair Councillor Etmekdjian advised that the West Ryde Easter Parade and Fair is normally held on the Saturday immediately prior to Easter and this year it will be held on Saturday, 28 March 2015 (the same day at the State Election). Councillor Etmekdjian confirmed that the West Ryde Easter Parade and Fair will be held from 9.00am to 3.00pm in Market Street, West Ryde and involves colouring competitions for local schools, Easter hat parade and prizes, markets in the Community Centre and between 30 to 40 stalls. Councillor Etmekdjian confirmed that the next meeting for the sub-committee will be held at 3.30pm on Wednesday, 4 March 2015 in the Bistro area of the West Ryde Hotel and invited Ms Bird, Ms Wang and Mr News to attend the sub-committee meetings.

    Granny Smith Festival Mr McCarthy advised that this year will be the 30

    th anniversary of the Granny Smith

    Festival. Mr McCarthy confirmed that the first meeting of the sub-committee will be in May 2015 and once the dates for the sub-committee meetings are confirmed, all members will be notified.

    New Business Moon Festival Mr Tang advised that the actual day is Sunday, 27 September, however the Festival is usually held on Saturday, 26 September 2015. Mr Tang confirmed that St. George and Eastwood Hotel will again be sponsoring the event this year. Mr Tang advised that they are looking at putting a mural on the wall on the other side of Eastwood Library, however cost needs to be determined prior to committing to the mural and an updated will be provided at a future meeting.

    4.2 Granny Smith Survey Results Mr McCarthy advised that a letter was received from Meadowbank Scout Group raising a number of issues including the following:-

    Promotion of the Festival;

    Food stalls, particularly sausage sizzle;

    Cost of the stalls;

    Traffic control. Mr McCarthy advised Committee members that all of the concerns/issues raised in the letter from Meadowbank Scout Group have been addressed. Mr McCarthy confirmed that a survey was undertaken of both stall holders and attendees of the Granny Smith Festival with the results being extremely positive overall.

    Mr McCarthy advised that some of the results were as follows:-

    Approximately 40% of people attending the Festival are staying longer than four hours;

    85% of attendees are satisfied or very satisfied with the event;

    95% of attendees were attending the Festival to eat a meal;

    Approximately 90% of attendees rated the level of stalls as excellent.

    General Business Mural at West Ryde Mr McCarthy advised that Ms Turner has been undertaking some discussions with Woolworths and Charter Hall with respect to the possibility of putting a mural on the large blank wall on the Woolworths premises on Anthony Road West Ryde, out the front of Gloria Jeans (opposite the Community Centre). Mr McCarthy confirmed that community consultation would have to be undertaken and an application would have to be put to Council for funding. Fit for the Future Councillor Perram advised that last night, Council held an Extraordinary Council Meeting to focus on Council’s response to the Governments ‘Fit for the Future’ proposal. Councillor Perram advised that Council has until 30 June 2015 to lodge its submission in response to the proposal, following which the Government will review and deliberate and make a decision by October 2015. Councillor Perram confirmed that there are two parts to the template with the first template relating to scale and capacity (250,000 residents) and the second template addressing financial sustainability.

    Councillor Perram advised that the Independent Panel recommended that the City of Ryde Council be split into two where 1/3 of Ryde is intended to go with Parramatta, Holroyd and Auburn and the rest of Ryde with Hunters Hill, North Sydney, Willoughby and Lane Cove etc. Councillor Perram and at the Extraordinary Council Meeting, Council unanimously recommended the following:-

    That the City of Ryde reaffirm its rejection to the Independent Panel’s proposal to split Ryde and amalgamate with Councils to the east and the north.

    That Council investigate/explore a modified Joint Organisation (regional body) proposal to meet the Government’s scale and capacity criteria.

    That Council prepare a business case.

    That Council join with the Northern Councils to distribute an engagement strategy with the Community.

    That the City of Ryde immediately engage with the residents of Ryde.

    11 RYDE INTERNATIONAL WOMEN'S DAY 'MAKE IT HAPPEN' FORUM

    The City of Ryde hosted the Ryde International Women’s Day “Make it Happen” Forum on Wednesday, 11 March 2015 at Eden Gardens. The Forum explored the successes and challenges women in Ryde face in contributing to community and civic life and provided an opportunity for women to engage with speakers and each other around the issues that concerned them.

    The program for the day was comprised of: Guest Speaker Eva Cox- academic, social commentator and feminist and a Q&A session with panel members: Gail Connolly - General Manager City of Ryde, Mahboba Rawi - Founder Mahboba’s Promise, John Duncan – Superintendent Ryde Local Area Command, Anne Bryce - Chief Executive Officer Achieve Australia and Eva Cox.

    The Forum also had a multimedia presentation celebrating significant contributions made by local women in Ryde as well as the launch of the Women’s Art Prize and Exhibition, due to take place as a part of Hungry for Art Festival in May- June this year.

    The guest speaker and panellists covered a wide range of topics affecting women including: the value and economics of women’s work in and out of the workplace, inflexible work place culture, childcare as a social issue, changes to feminism over the decades, career paths for women and barriers to participation, employment and the impacts of privatisation.

    The Forum was opened by Councillor Maggio and led by Councillor Pendleton. Other Councillors in attendance were Councillor Yedelian and Councillor Stott.

    The forum was well attended. Approximately 75 people, mainly women, from the community, and a diverse range of volunteer groups and community organisations participated in this event, highlighting a need for ongoing conversations on women’s issues in Ryde. The Forum was an initiative of City of Ryde’s Status of Women’s Advisory Committee.

    12 ROAD AND PEDESTRIAN SAFETY - WEST RYDE

    Council has installed ‘slow down’ linemarking on Anthony Road, West Ryde to enhance pedestrian safety. The linemarking was installed on the Anthony Road pedestrian refuge outside the West Ryde Community Centre which has been the focus of concerns for users crossing Anthony Road.

    The ‘slow down’ linemarking consists of traverse lines which are used to alter driver perceptions of the correct speed so drivers may assume a lower speed is more appropriate. They are an interim measure done under delegation via Council’s Traffic and Transport Unit with concurrence from the Roads and Maritime Service (RMS).

    A permanent pedestrian crossing will be installed by the developer, Coles, as part of roadworks associated with the West Ryde Urban Village Development.

    13 SHARED USER PATH - WATERLOO ROAD, MACQUARIE PARK

    The purpose of this Councilor Information Bulletin is to provide an update on an action arising from the Works and Community meeting, held on 4 November 2014. The action was to investigate and reinstate Shared Use Path (SUP) signage and trial linemarking on recently completed granite paving at Macquarie Park. Council has completed linemarking at the southern side of Waterloo Road between Herring Road and Shrimptons Creek and at the northern side of Waterloo Road between Macquarie Centre and Lane Cove Road (see diagram below). The linemarking is in accordance with Council’s guidelines. The completed SUPs link Shrimptons Creek to Macquarie University and Lane Cove Road respectively. Details and pictures are provided in the ATTACHMENT. The signage for the SUPs was installed in December 2014 and the linemarking was installed in March 2015. Linemarking on granite will be trialed for 6 months.

    14 VOLUNTEER RECOGNITION AWARDS 2015

    The annual Volunteer Recognition Awards hosted by the City of Ryde aims to acknowledge the contribution made by the committed and largely unseen army of volunteers, who give their time and skills to enhance and uplift the life of the community within the City of Ryde.

    Nominations are now open for Individual, Group and Young Volunteer of the Year Awards. Nominations can be submitted for any business, industry, community group, family or individual actively involved in voluntary service in the City of Ryde during the past two years (excluding those primarily involved in political and/or lobbying activities).

    The nominee’s volunteer work must be primarily based in the City of Ryde. It is not a requirement for nominees to reside in the Local Government Area. The winners will be announced at an Awards evening to be held in May 2015.

    The closing date for nominations is Friday, 17 April 2015.

    15 SUCCESSFUL APPLICATION FOR SPORT FACILITY GRANT AT TYAGARAH PARK

    The City of Ryde has been successful in its application under the NSW Government’s Sport Facility Program for the upgrade of community sporting infrastructure at Tyagarah Park. Council has secured funds of $17,950 for the upgrade of the amenities building and funds are to be matched by Council on a dollar for dollar basis. This project has funding dedicated in Council’s Open Space Sport and Recreation Program for 2015/16. These funds will allow Council to upgrade the amenity facilities in a park where use is increasing and to meet the needs of the local community sporting groups. Currently junior cricket is played in the park over summer and soccer in the winter.

    16 COMPLETED PROJECT - REFURBISHMENT OF BANJO PATERSON PARK WHARF

    The City Of Ryde is committed to the delivery and maintenance of high quality infrastructure and facilities including the maintenance and rehabilitation of wharves and jetties. The wharf at Banjo Paterson Park was refurbished between November 2014 and March 2015. During this time, access was maintained during peak times such as Christmas.

    As part of the refurbishment of the wharf at Banjo Paterson Park, works included:

    Replacement of existing timber upper deck with hardwood timber planks

    Replacement of timber girders as required

    Replacement of badly affected timber headstocks (bearers) in the tidal zone

    Replacement of corroded and damaged bracing rods

    Replacement of lower level decking in tidal zone with Fibreglass Reinforced Plastic

    Replacement of handrail

    The refurbishment was completed in March 2015 and was delivered on time and under budget. Details and pictures are provided in the ATTACHMENT.

    17 NEW WASTE EDUCATION CAMPAIGN, BRANDING, WASTE COLLECTION CALENDAR AND CHANGES TO THE HOUSEHOLD CLEANUP SERVICE

    As part of the implementation of the new Waste Services Contract, a new waste branding and logo has been developed to support Council’s adopted Waste Management Strategy and services commencing 1 May 2015. The new waste branding will be incorporated in a new Waste Education Campaign to promote Council’s commitment to:

    Smarter ways to reduce waste and increase recycling

    A Cleaner City by reducing litter and illegal dumping

    A Greener future by exploring new Waste Management initiatives The Waste Education Campaign begins with communicating the change from a scheduled Household CleanUp to an ‘at call’ Household CleanUp collection service. This new at call service is designed to be more flexible and convenient for residents and the associated benefits to the City by reducing waste to landfill, illegal dumping, and to keep our streets cleaner.

    The Waste Education Campaign will also incorporate:

    The new Smarter, Cleaner, Greener waste logo

    How the ‘at-call’ Household CleanUp will work for residents of multi-unit dwellings

    No change to garbage, recycling and garden organic bin collection days

    The new Waste Calendar, which will provide further information on the comprehensive Waste Management Services

    The introduction of a new “eco” 80 litre garbage bin available from 1 July 2015.

    A comprehensive communications plan has been developed and identifies the different communication channels that will be utilised to promote Council’s new Waste Services, including:

    A Flyer introducing the changes to Council’s Waste Services to be distributed to all residents by 28 March 2015; (ATTACHED)

    The new Waste Calendar to be distributed to all residents by the end of May 2015

    Three (3) full page advertisements in the Northern District Times

    The Mayoral Column

    Messages on the City of Ryde website with a revised Waste webpage

    New City of Ryde Waste Collection Trucks, to incorporate the new logo and branding messages
