GENERAL CONDITIONS STATUS

1. The Project Proponent shall comply with all theconditions stipulated in the building approval letter.

We are implementing the project as per theconditions stipulated in the building approvalletter.

2. The applicant (Project proponent) will take necessarymeasures for preventions, control and mitigation of AirPollution, Water Pollution, Noise Pollution and LandPollution including solid waste management asmentioned by them in form-1, form-1A, and EnvironmentManagement plan (EMP) in compliance with theprescribed statutory norms and standards.

Measures are being taken for preventions,control and mitigation of Air Pollution, WaterPollution, Noise Pollution and Land Pollutionincluding solid waste management asmentioned in form-1, form- 1A, and EnvironmentManagement plan (EMP) in compliance with theprescribed statutory norms and standards

3. The applicant will take statutory clearance/ approval/permissions from the concerned authorities in respect ofthe project as and when required.

Statutory clearance/ approval/ permissions fromthe concerned authorities is obtained to start theconstruction of project which includes:Approval from Kalinganagar DevelopmentAuthority (KNDA)NOC from Director General of Civil Aviationfor building height.NOC from Fire Department, Odisha.

4. The applicant will submit half-yearly compliance report onpost environmental monitoring in respect of thestipulated term and conditions in the environmentalclearance to the State Environmental ImpactAssessment Authority (SEIAA), Odisha, SPCB &Regional Office of the Ministry of Environmental & Forest,Odisha, on 1st June and 1st December of each calendaryear.

We are submitting the six-monthly compliancereport in stipulated time. Last Six-monthlycompliance reports for the period Oct’15 toMar’16 was submitted to MoEF/ OSPCBRegional Office both in hard as well as soft copyon 27.05.16.

5. The project proponent shall obtain periodic OccupancyRenewal Certificate from the Competent Authority at aninterval of 3 to 5 years as per the provisions of NationalBuilding Code (NBC) 2005.

6. The proponent shall comply to all the conditionsstipulated by the Fire Prevention Officer, Odisha.

7. The Applicant will adopt the prescribed norms, andstandards provided in the national Building Code of India2005.

8. Consider the peak water consumption of the occupants,the design of the water supply system and sewagedisposal system of the project should be based on theprovisions of the water consumption.

Water supply system and sewage treatmentsystem of the project is envisaged on the peakwater consumption of the occupants.

9. The Project Proponent should ensure advertising in atleast two local newspapers widely circulated in theregion, one of which shall be in vernacular languageinforming the public that the project has been accordedenvironment clearance and copies of clearance lettersare available with SEIAA, Odisha and the State PollutionControl Board (SPCB) And may also be seen on thewebsite of the board. The Advertisement shall be madewithin 7 days from the date of issue of the environmentalclearance & a copy of the same should be forwarded tothe regional office of MoEF, Bhubaneswar.

10. A copy of the clearance letter shall be sent by theproponent to concerned panchayat, Zila Parisad /Municipal Corporation, Urban Local Body and the localNGO, if any , from whom suggestions / representations, ifany, where received while Processing the proposal. Theclearance letter shall also be put be on the Website of theCompany by the proponent.

Copy of EC was submitted to Sarpanch-Sarangapur Gram Panchayat and Zila Parishadvide our letter no KPO/Env/C-08/62/ 2015dated 18.09.2015.

Copy of EC was submitted to KalinganagarDevelopment Authority (KNDA) on 10.09.2015vide letter KPO/CS/0135/15.

11. The Proponent Shall upload the status of compliance ofthe stipulated environmental clearance conditions,including result of monitoring data on their website andshall update the same periodically. It shallsimultaneously be sent to the Regional office of MoEF,SEIAA, Odisha, the respective zonal Office of CPCB andSPCB.

Status of compliance of the stipulatedenvironmental clearance conditions, is availablein company’s website (www.tatasteelindia.com).

Half yearly compliance report for Apr’16 toSep’16 including results of monitoring data isbeing submitted to the Regional office of MoEF,SEIAA, Odisha, the respective zonal Office ofCPCB and SPCB.

12. The Environment statement for each financial yearending 31st March in form-V as is mandated to besubmitted by the project proponent to the concernedState Pollution Control Board as prescribed under theEnvironmental (Protection) Rules, 1986, as amendedsubsequently, shall also be put on the website of thecompany along with the Status of compliance ofenvironmental clearance conditions and shall also besent to the respective regional Officers of the Ministry bye-mail.

Both, Environment Statement and Status ofCompliance of EC conditions shall be uploadedregularly on company’s website.(www.tatasteelindia.com)

13. Any appeal against this environmental clearance shall liewith the Hon’ble Nation Green Tribunal, if preferred,within a period of 30 days as prescribed under section 16of the National Green Tribunal act, 2010.

A.CONSTRUCTION PHASE

SPECIAL CONDITIONS STATUS1. No ground water shall be extracted for the project

work at any stage during the construction phase. Ifground water will be used during construction phase,they shall obtain permission from the Water ResourceDepartment.

We are using river water for construction purpose.

2. Provision shall be made for the housing ofconstruction laborers within site with all necessaryinfrastructure and facilities such as fuel for cooking,mobile toilet, mobile STP safe drinking water, Medicalhealth care, crèche etc. The housing may be in theform of temporary structures to be removed after thecompletion of project.

Source of laborers is mainly from local area.No temporary housing is provided for constructionlaborers in the project site.First aid and medical facilities are available close tothe site

3. A First Aid room will be provided in the project siteboth during construction and operation of the project.

First Aid room is provided in the project site.

4. All the top soil excavated during construction activitiesshould be stored separately for use in land filling,horticulture/landscape development within the projectsite.

5. Disposal of muck during construction phase shouldnot create any adverse effect on the neighboringcommunities will be disposed off taking the necessaryprecaution for general safety and health aspects ofpeople only in approved site with the approval ofcomplete authority.

Disposal of muck during construction is disposed incovered tankers and the construction waste isstored properly so that it may not create andadverse effect to neighborhood. All precautions aretaken for general safety and health.

6. Construction spoils, including bituminous material andother Hazardous Materials should not be allow tocontaminate watercourses, ground water and dumpsites by following safe dumping / disposal practice asper statutory rules and norms with necessary approvalof Odisha state Pollution Control Board.

Construction spoils including bituminous arestacked to avoid any contamination to thewatercourses, ground water and dump sites.Hazardous waste generated during constructionphase is used oil from DG sets, which will be givento approved recycler of CPCB.

7. The fuel for diesel generator sets to be used duringconstruction phase shall be use low sulfur diesel fueland should conform to Environment (Protection) rules1986 prescribed for air emission and noise standard.

Low Sulphur diesel fuel is used for DGs duringconstruction phase. DG sets will be conforming toEnvironment (Protection) rules 1986 prescribed forair emission and noise standard.

8. The Diesel required for operating DG sets shall bestored in underground tanks and if, required,clearance from Chief Controller of Explosive shall betaken.

Diesel is sourced from nearby dispensing units andwe do not envisage a storage capacity that requiresclearance from CCOE.

9. Vehicles used for bringing construction materials tothe sites should be in good conditions and shouldhave a pollution check certificate, covered andconform to statutory air and noise standards andshould be operated only during non-peak hours ofdays.

Vehicles with valid “pollution under Control”certificate are allowed to enter to the site. Vehiclesare checked periodically

12. Ready mixed concrete should be used in buildingconstruction.

13. Storm water control and its reuse should be as perCGWB and BIS Standard for these applications.

We have the provision for Storm water control andits reuse inside our complex.

14. Water demand during construction should beoptimized by adopting best practices withoutcompromising quality. It should be brought to the siteby tanker.

Water conservation measures will be adopted toreduce the water demand during constructionphase.

15. Separation of grey and black water supplies andcollection should be done by the dual plumbing line.Grey and Black water should be adequately treatedseparately so as to confirm to the prescribed standardbefore recycling / reuse.

Provisional of dual plumbing is made and will becompleted in due course of time.

16. Fixtures for showers, toilet flushing and drinking watershould be low flow type and restricted to requirementsby the use of aerators, avoiding wastage pressurereducing devices or sensor based controls.

Noted and shall be implemented.

17. Use of glass may be, maximum up to 40% of the totalouter wall area to reduce the energy consumption andload air conditioning. If necessary, high quality doubleglass with special reflective coating may be used inthe windows.

Use of glass will be restricted to less than 40 % ofthe total outer wall area.

18. Roof should meet the prescribed requirement as perenergy conservation building Code by usingappropriate thermal insulation material.

Roofs shall be constructed as per ECBC norms.

19. Opaque wall should meet prescribed requirement asper the energy conservation Building Code.

Opaque walls shall be made as per EnergyConservation Building Code.

20. The approval of the competent authority shall beobtain for structural safety of the building due toearthquake, adequacy of firefighting equipments etc.as per National Building Code of India, 2005 includingprotection measure from lightning etc.

21. Regular Supervision of the above and the othermeasures for the monitoring should be in place allthrough the construction phase to avoid disturbances

22. “Consent to Establish” shall be obtained from OdishaState Pollution Control Board before start of anyconstruction work at the site.

We have obtained ‘Consent to Establish’ fromOdisha State Pollution Control Board vide. Letterno. 17242, dtd. 31/10/2015

B.OPETATION PHASE

SPECIAL CONDITIONS STATUS1. No ground water shall be used during the operation

phase. If ground water will be used during operationphase, they shall obtain permission from the waterresources department.

We proposed to use the river water.

2. The proponent has to install STP of 730 KLDcapacity. Treated effluent from STP shall berecycled / reused to the maximum extent possibleafter adequate treatment. Treatment of 100% greywater by decentralized treatment should be done.Discharged of unused treated effluent shall conformto the norms and standards of State pollutionControl Board. Necessary Measures should betaken to mitigate the odour problem of STP.

Sewage Treatment Plant of capacity 730 KLD will beinstalled to treat domestic effluent and reuse of treatedeffluent to maximum extent.

Necessary Measures shall be taken to mitigate theodour problem of STP.

3. The Proponent shall provide a polishing pondinside the residential complex to store and reuse thetreated waste water from STP. From the Polishingpond, the treated waste water shall be diverted forindustrial use for their own steel plant. In no casethere should be any discharge of treated effluent tooutside of the project premises.

We propose to provide adequate storage of treatedwastewater from STP for re-use either within the colonyor nearby steel plant premises. Necessary piping workis being envisaged.

4. The proponent shall take steps for protection ofGanda Nallah. There shall not be any Dischargefrom the residential Complex to Ganda Nallah.

Most of the treated water from STP will be reused andthere shall not be any significant discharge from theresidential complex to Ganda Nallah, except duringmonsoon.

5. The STP Sludge should not be dried nor incineratedwithin the Project site and should be dispose of asper the norms of SPCB, Odisha.

The sludge generated from STP shall be utilized asmanure in green belt development area and gardensinside the premises.

6. The STP must treat all kind of pollutions present in itand its capacity should take into account the entireload of sewage generated by the inhabitants.

The proposed STP (based on SBT Technology) iscapable to treat all kind of pollutions present in its inletand the capacity of STP has been designed fortreatment of entire load of sewage generated from theresidential complex.

7. The project proponent will ensure that under nocircumstances, the environment is polluted due tonon-functioning / under performance of sewage

8. The solid waste generated should be properlycollected and segregated. Wet garbage should bedisposed off to be composted and dry / inert solidwaste should be dispose through a certified agencyfor safe disposal. Necessary approval / permissionsmay be obtained from the concerned authorities. Inno case it should be left in the premises untreated.

The solid waste generated shall be properly collected,segregated and disposed on regular frequency.

9. Diesel power generating sets proposed as source ofback-up power for lifts elevators and common areailluminating during operation phase should be ofenclose type and conform to Environment(Protection) rule 1986. The height of stack of DGsets should be equal to the height of needed for thecombined capacity of all proposed DG sets puttogether and should be more than the highestbuilding height. Low sulfur diesel should be used.The location of the DG set may be decided inconsultation with Odisha State Pollution ControlBoard. Care may be taken to avoid disposal ofsmoke / pollutants from DG sets in the residentialarea. Low sulfur diesel oil (LDO OR HSD) is to beused in DG sets.

Acoustically enclosed D.G sets of 600 KVA (2 Nos.)and 300 KVA (1 No.) capacity shall be installed duringoperation phase which conform to the rules madeunder E (P) A 1986 prescribed for air & noiseemissions standards.

Adequate stack height will be provided as per CPCBguidelines and norms.

Low sulfur diesel shall be used.

10. Noise should be controlled to ensure that it does notexceed the prescribed standards. During night time,the noise levels measured at the boundary of thesites shall be restricted to permissible levels tocomply with the prevent regulations.

During post construction phase, noise measurementsshall be carried out at the boundary of the project toensure that the day and night time Leq are within theprescribed limits for residential area.

11. Green belt & avenue plantation of tree over the sitearea (minimum 20%) shall be done using native treespecies / shrubs improving greenery & keeping inview aesthetics considerations in the wholecomplex. Professional landscape architects shouldbe engaged to design the green layout to providefor multi-tier plantation and green fencing all around,mitigation various environmental pollutants like dust,noise, emission etc. and pathway for joggers.

The same shall be complied during operational phaseas per the green belt development plan submitted.

12. Rain water harvesting for roof runoff and surfacerunoff should be implemented as per submittedplan. Before recharging the runoff, pre-treatmentmust be done to remove suspended matter, oil,grease and other soluble components as per thenorms. Rainwater recharge should be throughspecified recharge pits of required numbers. The

SPECIAL CONDITIONS STATUSsurface runoff water should be stored suitablytreated and reused for landscaping. The bore-wellfor rainwater recharging should be kept at least 5meter above the highest ground water table. Thetechnology may preferably be adopted from aregistered commercial firm with performanceguarantee.

13. Weep holes in the compound walls shall beprovided to ensure natural drainage of excessiverain water in the project area during the monsoonperiod after the harvesting operations. Care must betaken so that there is no water logging in theterritory and drainage is 100%.

Well-designed storm water management system shallbe adopted to ensure proper flow of runoff during rains.Rainwater harvesting system has been proposed torecharge the ground water aquifers during rains.

14. Traffic congestion near the entry and exit pointsfrom the road adjoining the proposed project sitemust be avoided. Traffic congestion shall beavoided inside the project site. The area ear-markedfor parking shall not be used for any other purpose.Alternative entry and exit must be provided tohandle excess traffic and emergency situations.

Separate entry and exit points have been proposed toprevent congestion near the entry and exit points fromthe road adjoining the proposed project site.

Adequate space has been proposed for parking.

15. A report on the energy conservation measures toenergy conservation norms finalized by the bureauof energy Efficiency should be preparedincorporating details about building materials &technology, R & U Factors etc. and submitted to theSEIAA, Odisha in three months’ time beforeoperation/habitation.

Noted and the same Shall be submitted to the SEIAA,Odisha in three months’ time beforeoperation/habitation.

16. The proponent shall be use at least 2-5% of non-conventional energy (solar energy) (i.e. % of totalenergy consumption).

Use of solar panels shall be adopted to the maximumextent possible, especially for street lights.

17. Provisions of solar hot water storage / supplies atthe roof of top may be made as per statutory normsof CPCB/MoEF/SPCB, Odisha.

Same will be provided during the operation phase.Provisions for the same shall be made as per statutorynorms of CPCB/MoEF/SPCB, Odisha during theconstruction phase itself.

18. Energy conservation measures like installation ofCFLs/TFLs for lighting the areas outside thebuilding should be integral part of the project designand should be in place before projectcommissioning. Used CFLs and TLFs should beproperly collected and disposed off/ sent forrecycling as per the prevailing guidelines / rules ofthe regulatory authority to avoid toxic contamination,Use of solar panels be adopted to the maximumextent possible, especially for street lights.

Energy conservation measures will be adopted startingfrom the operation phase and shall be in place beforeproject commissioning.

The used CFLs and TFLs will be handed over toauthorized vendors for the proper disposal.

SPECIAL CONDITIONS STATUS19. The building blocks should have adequate distance

between them to allow movement of fresh air andpassage of natural light, air and ventilation.

20. The funds earmarked for the environment protectionmeasures shall be judiciously utilized. Under nocircumstances this fund shall be diverted for otherpurposes like annual allocation and maintenance /monitoring etc. and expenditure for this fund shouldbe reported to the SEIAA, Odisha on regular basis.
