THE YEAR IN FOCUS

Changes in CILIP UK CILIP has undergone a number of changes in the past fewyears including a change in organisational structure.Directorates include External Relations, Human Resourcesand Facilities, and Professional Services. As part of thechange programme to be fit for the future CILIP has beenundertaking a review of governance. The aim of thegovernance review is to provide a more robust structurethat allows for better decision making and accountability.CILIP has also created a number of project boards in orderto plan for the future.

CORRESPONDING BOARD MEMBERS

CILIP Ireland has provided corresponding board membersto a number of CILIP projects. This involves full access todocumentation, discussion via the Virtual LearningEnvironment (VLE) and delivering input and feedback intodiscussions.

Workforce Mapping Project BoardThis project is crucial to business development andgrowth, to improve the currency and depth of informationthat we have about the workforce.

Strategic Plan Project BoardThe purpose of this project is to create a strategic plan forthe growth and direction of CILIP over the five years from2015 to 2020. CILIP is in the final year of a three yearrecovery plan, to ensure relevance and sustainability forthe future.

Information Management Project BoardThe aim of the Information Management (IM) Project is toensure that CILIP is able to provide a strong and highquality offer to the UK IM community that is integral toCILIP, just as we do for other library, information andknowledge sectors, and to establish our footprint in thecluster of IM focused organisations.

Information Literacy Project BoardThe overall aim of the project is for CILIP to be seen as akey stakeholder and participant in information literacyacross a range of issues.

CILIP IRELAND AS A DEVOLVEDNATION AND REGIONAL MEMBERNETWORKS

In February 2013 CILIP met with Branch Representativesand the Chairs of the Career Development Group (CDG)and the Personnel, Training and Education Group (PTEG).The meeting concluded that there were significantbenefits in merging regional branches and CDG Divisionsand that this should be progressed, the term ‘RegionalMember Network’ was decided on. Since February 2013,CILIP has taken the opportunity to consult on the modelthat was developed during the meeting. This has beenthrough individual meetings with branches, CDG and PTEGnational committee meetings and discussions with theDevolved Nations.

CILIP Ireland and CDG (Northern Ireland) have met withthe Director of Professional Services, SimonEdwards, regarding the changes. They have been working in partnership this year.

APPOINTMENTS AND RESIGNATIONS

On the 26th of November 2013 Lynda Given steppeddown from the CILIP Ireland Committee as the PublicLibraries Representative. The committee would like tothank Lynda for her valuable contribution.

The committee were pleased to welcome some newmembers in 2013/2014: Lorna Reid (CDG NI andUniversity of Ulster), Leona Burgess (Department ofHealth, Social Services and Public Safety) and TatyanaMalinova (Queen’s University Belfast). Louisa Costelloe,CILIP Ireland Development Officer commenced her paidpart time post in October 2013.

BURSARIES AND SPONSORSHIP

CILIP Ireland sponsored two delegates to attend the LAI/CILIP Ireland Joint Conference in Waterford in April 2014(Anthony McKeown and Helen Kielt). The sponsoreddelegates were asked to assist with tweeting during theday, taking photographs and were also asked to write areport and present it at the Open Day in June.

Two bursaries were awarded to students on thePostgraduate LIM course at the University of Ulster. Thefirst was awarded in March 2013 (Colleen Tierney) and thesecond in October 2013 (Helen Kielt). Each bursary paid50% of the student fee for one course. In 2014 CILIPIreland is offering a bursary worth approx. £2800 tosupport one participant undertaking the two year PGDip inLibrary and Information Management beginning inSeptember 2014 at the University of Ulster. Thesuccessful candidate will agree to be a Student LiaisonOfficer for CILIP Ireland for the period of the course,creating a more formal link between students and CILIPIreland.

CAREER DEVELOPMENT GROUP(NORTHERN IRELAND DIVISION)

As you may know, the Career Development Groupnationally is winding down. Divisional committees inEngland have already closed and those in Ireland, Scotlandand Wales will cease to exist on 31st December 2014. Inpreparation for this, Career Development Groupcommittee members have been working in partnershipwith CILIP Ireland this year. Members have played anactive role on the CILIP Ireland committee including at theProfessional Registration events and this has provided agood basis for the future. Our work will continue nationallythrough the CPD Forum and through Regional MemberNetworks and Devolved Nations. The committee wishesto thank CDG NI members for your support over the yearsand we hope that you will continue to support us throughthe work of CILIP Ireland.

CELEBRATING SUCCESS: AN OPENDAY FOR LIBRARY AND INFORMATIONWORKERS – JUNE 2013

Belfast Metropolitan CollegeHelen Kielt (Outreach and Information Officer- Health in

Mind, Libraries NI)

On Wednesday the 26th of June 2013 CILIP Ireland andCareer Development Group (NI Division) hosted‘Celebrating Success’. The programme was themedaround recognising achievements and encouraging thecontinuing development of library and information workersin a variety of sectors. Members and non-members wereinvited to meet, network and hear from knowledgeablespeakers on topics relating to promoting skills andexpertise within the information professions.

Recognising Professional Skills and KnowledgeSimon Edwards, Director of Professional Services at CILIP,spoke about gaining recognition for professional skills andgave an overview of the CILIP Professional Knowledge andSkills Base (PKSB). The PKSB is a framework designed tohelp members to identify and monitor a broad range ofprofessional skills. Simon discussed making professionalregistration more relevant, accessible and attractive.Routes such as Certification and Chartership are importantpathways for exploring continued professionaldevelopment.

Recognising Research, Study and On-going LearningDr Jessica Bates, Lecturer in Library and InformationManagement at the University of Ulster, spoke about thevalue of research for library and information services.Jessica emphasised the importance of professionalknowledge and skills being balanced by professionalpractice and reflection. She alluded to the building blocksof success such as learning from others, study andevidence based practice. There are many routes toprofessional success and reading is key to developingprofessionally. Keeping up to date with journals andpublications such as CILIP Update are important ways toengage with research and learn about best practice.

Jessica was joined by present and former students of theLibrary and Information Management course at UU;Geraldine Delaney, Sarah Smyth, and Peter Wright – fittingadvocates for the information profession and lifelonglearning. Sarah Smyth shared her success in contributingto an emerging body of local research evidence, throughher master’s study of eBook usage among highereducation students in Northern Ireland. PhD student PeterWright who is currently researching the use of tablets inpost-primary schools, talked about his own route to theprofession and the role of CILIP Chartership in introducingways of developing both the library professional and thelibrary. Geraldine Delaney shared expertise from her careerand academic life, from working on a project restockinglibraries in post-revolution Romania to becoming aninformed advocate of library practice through postgraduatestudy.

The day also included the AGMs of CILIP Ireland and CDGNI led by Adrienne Adair. These were followed by a lightlunch and the opportunity to network, and finally a tour ofBelfast Metropolitan College Library.

MAKING CILIP IRELAND VISIBLE

CILIP websiteIn July 2013 a new CILIP website was launched. It has acleaner design, improved structure and straightforwardnavigation. CILIP Ireland is hosted under DevolvedNations, along with CILIPS and CILIP in Wales andconsists of a landing page with the following links: About,The Committee, Membership, Education, Contact Us,Events and Training, News, An Leabharlann (The IrishLibrary), Annual Reports and Conference Sponsorship.

The general Committee contact details were changed froma Gmail account to the contact details of the DevelopmentOfficer. Committee Details were updated to reflect thosedeparting and joining the committee. Any events organisedby the Committee are advertised under the Events andTraining Page. Following discussions with the LAI digitalcopies of An Leabharlann (The Irish Library) can beaccessed by CILIP Ireland members as it is no longerprinted in hardcopy format. As of 2013 Annual Reports forCILIP Ireland can now be accessed on the website. TheConference Sponsorship Application process was madeavailable through the CILIP Ireland website, as will theBursary process once details have been finalised.

Twitter AccountIn keeping with a large population of library andinformation workers it was decided to create a CILIPIreland twitter account. It has been very helpful inincreasing our online presence, directing people to thewebsite, networking with workers in the library andinformation sector and finding out about trending topics.We currently have 264 followers.

Blog

This is a more detailed means of keeping people up-to-date on the work of the Development Officer. Posts on theblog include an introduction to the role of the DevelopmentOfficer, the LAI Public Libraries Conference in Nov 2013, aCILIP Ireland Committee Meeting and descriptions of theProfessional Registration Events and the CILIP Ireland/ LAIAnnual Joint Conference.

Promotional MaterialAs the Development Officer Role began later thanexpected some extra funding became available for CILIPIreland. A part of this unexpected budget addendum wasspent on an array of professional marketing materialsincluding 2 banners, a pop-up stand, postcards andbookmarks. It was felt that CILIP Ireland didn’t have astrong visible image and this would be money well spenton items that could be used for a number of years atfuture events. The process involved concept discussionswith a CILIP recommended graphic designer, researchingthe best value local printing companies, checking policywith CILIP and proofing by the Chair of CILIP Ireland.

LAUNCHING PROFESSIONALREGISTRATION

Derry/ Londonderry 31st March, Belfast 1st April 2014Louisa Costelloe

In keeping with the UK wide promotion of the new systemof Professional Registration CILIP Ireland organised twoevents, one in the Magee Campus of the University ofUlster, Derry/ Londonderry and one in the McClay Library,Queens’ University Belfast. We saw these events as anopportunity to relaunch ourselves as a more visible brandin Northern Ireland in addition to promoting the virtues ofthe new system of Professional Registration. It was thefirst outing for our banners, pop-up stand, postcards andbookmarks and the new professional looking items werevery well received.

Simon Edwards, Director of Professional Services in CILIPtravelled from London and delivered the sessions in Derryand Belfast. Each evening started with a brief introductionby Louisa Costelloe on her role and what CILIP Irelandoffers. Simon was then introduced and his 45minutepresentation commenced. It was an illustration of thepositive changes that are coming about in ProfessionalRegistration, including the development of the VirtualLearning Environment (VLE). A half hour refreshmentsbreak allowed the attendees the opportunity to network incomfortable surroundings. The second part of the evening

was an hour long practical session on Revalidation usingthe VLE. Attendees were provided with computers andlog-ins so they could access the CILIP website and VLE.Both events were well attended (10 in Derry, 20 in Belfast)and we received very positive feedback on our evaluationforms. It was felt the events reached a wide range oflibrary and information workers with the Derry audience forthe most part being more interested in the Revalidationprocess and the Belfast audience consisting of those moreinterested in joining or rejoining CILIP and the benefits ofChartership. Those attending were very enthusiastic aboutan event being hosted in Northern Ireland and theopportunity to network locally at an informative session.

LIBRARY ASSOCIATION OF IRELAND/CILIP IRELAND ANNUAL JOINTCONFERENCE 2014 SEIZING OPPORTUNITIES, LEADINGCHANGE

Tower Hotel, WaterfordAnthony McKeown (CILIP Ireland Sponsored Delegate)

I was delighted to receive sponsorship to attend the CILIPIreland conference at the Tower Hotel in Waterford. Theconference provided the opportunity to listen to and learnfrom inspirational library leaders across the UK and Irelandand to share experiences with other library and informationprofessionals during the workshop sessions. The futurechallenges and evolving roles of libraries and librarianswere key themes of the conference. Peter Doyle’sopening keynote on strategic management and changewas thought provoking and discussed how librarians mightembrace change in the future.

Additionally, the guest speakers highlighted how publiclibraries were contributing to government agendas todevelop learning. The need for libraries to demonstratetheir impact was highlighted. In Fionnuala Hanrahan’sspeech on public library strategies in Ireland sheemphasised the importance of partnership working anddemonstrating how libraries deliver government prioritiesfor learning and inclusion. Similarly, Neil MacInness fromManchester public libraries discussed how they worked inpartnership on reader development initiatives. The earlyrole of public libraries in supporting people to learn are stillevident today, as Liz McGettigan’speech on “Reinventing”public libraries as the “street-corner University” illustrated.Keynote speakers suggested that changing the perceptionsof public libraries and librarians was a challenge.Furthermore, libraries need to establish themselves asunique destinations to address the challenges of growingcompetition and meet the expectations of customers.

Overall, the conference was an excellent platform for meto network with library and information professionals fromvarious sectors and share ideas. Furthermore, it allowedme to further strengthen my existing knowledge of thebroader library landscape. The conference location was

very welcoming and the food was excellent, especially atthe conference dinner. I met new people, broadened myperspectives and I am very grateful to CILIP for providingthe sponsorship.

CILIP IN WALES LIBRARY ANDINFORMATION CONFERENCE, MAY2014MAKING A DIFFERENCE: LIBRARIESAND THEIR COMMUNITIES

Radisson Blu Hotel, CardiffLouisa Costelloe represented CILIP Ireland at the

annual CILIP in Wales Conference held on the 15th and

16th May.

Attending this conference on behalf of CILIP Ireland was areal privilege. It was an opportunity to learn about andmeet people from the Welsh library and information sector,reconnect with some of my CILIP colleagues, make peopleaware of CILIP Ireland and learn more about the running ofa conference from a delegate’s perspective.

The Keynote Speaker, John Griffiths AM, Minister forCulture and Sport in the Welsh Government announcedthe publication of the ALMA (Archives, Libraries andMuseums Alliance UK) research into the economic valueof public libraries in Northern Ireland, Scotland and Wales.It was very encouraging to see a politician so supportive oflibraries. He spoke about the importance of sustaining thatcrucial element of a professional service in libraries.

The speakers were many, varied and interesting. RhodriMorgan’s talk focused on outreach at the National Library ofWales. He illustrated this through The Eluned GymraesDavies Programme in which the National Library of Waleswas given money from the estate of Eluned GymraesDavies to manage craft projects in memory of her. AngelaForster, Libraries’ Development Manager for the City Libraryin Newcastle, spoke about the development of theBusiness and IP Centre in Newcastle in partnership with theBritish Library. The centre is designed to supportentrepreneurs, inventors and small businesses frominspiration to successfully launching and developing abusiness.

After lunch we were invited to choose from one of threeworkshops to attend. My interest in Local Studies led tomy choice of Sian Williams and the origins and progress ofthe South Wales Miners’ Library, a thoroughly enjoyabletalk which again emphasised the importance of libraries inthe community. Afternoon sessions also included SimonEdwards speaking inspirationally on modern workforceskills for modern public libraries and Brian Kelly extollingthe virtues of Wikipedia when used correctly. TheConference Dinner was followed by the presentation ofthe Welsh Librarian of the Year Awards. Congratulations tothe worthy recipients, Sue Thomas and Peter Keelan!

On Friday morning Judith Andrews from Birmingham CityUniversity gave a detailed insight into the implementationof Customer Journey Mapping at her University and thebenefits it brought to library patrons and staff. My finalsession was spent listening to Dr Darren Smart fromEssex County Council who illustrated the importance ofcollating fact based evidence in demonstrating the value oflibraries to those people who make decisions on thefunding and cuts in public library provision.

All in all it was a jam-packed informative and enjoyable twodays.

CILIP SCOTLAND ANNUALCONFERENCE, JUNE 2014

Apex City Quay Hotel, DundeeAdrienne Adair represented CILIP Ireland at the

annual CILIPS Conference held on the 2nd and 3rd

of June.

As Chair of CILIP Ireland I am invited to annualconferences in Ireland, Scotland and Wales. I attended theCILIP in Wales Conference in 2013 and CILIP Scotland in2014. Reciprocal invitations apply to the Presidents andChairs of the Associations. The conference was sold outwith delegates coming from all over Scotland.

This was a packed two day conference with four keynotetalks. The most interesting and relevant was on day 2with Rolf Hapel, Director of Citizen’s Services andLibraries, Aarhus Libraries in Denmark entitled‘Rethinking the Public Library: Digitising services and theirimpact on the library as a place’. Rolf described thechanges to the library service and libraries over the last 10years in Denmark and offered an insight into Danishsolutions to prevent library extinction.

Parallel sessions were offered throughout both dayscovering aspects of public, academic and schools libraryservices.

Themes included promoting the public library service andinitiatives used to target the community (DundeeLibraries), digital futures, digital engagement, digitalemployability resources, reading, libraries and wellbeing,advocacy, online training, online collaboration and newroutes to professional development.

Overall the programme highlighted the challenges andchoices facing libraries and library and informationprofessionals, with the opportunities of reshaping anddeveloping services taking advantage of the newtechnologies.

JOINT CONFERENCE 2015

The CILIP Ireland and Library Association of Ireland (LAI)Annual Joint Conference will be held in April 2015 inNorthern Ireland. The date and venue will be posted onthe CILIP Ireland website.

FOCUSING ON THE FUTURE - 2014

CILIP Ireland and CDG NI are currently working towardsimplementing our new model by December 2014. A newconstitution is in development which will be circulated toall CILIP Ireland/ CDG (NI) members for consultation. Adraft Committee Structure has been put in place tofacilitate functioning effectively.
