Indeks potrošačkih cijena u BiH - 2007

Predgovor Bilten o Indeksima potrošačkih cijena je izdanje Agencije za statistiku Bosne i Hercegovine koje na sveobuhvatan način prikazuje službene statističke podatke o kretanjima potrošačkih cijena na razini Bosne i Hercegovine. Prema Zakonu o statistici BiH (Službeni glasnik BiH, broj 34/2002) Agencija za statistiku Bosne i Hercegovine je nadležna da, sukladno međunarodno prihvaćenom metodologijom, izrađuje i objavljuje službene statističke podatke za razinu Bosne i Hercegovine koristeći podatke entitetskih Zavoda za statistiku i podružnice Agencije za statistiku BiH u Brčko Distriktu. Podaci o kretanjima potrošačkih cijena u Bosni i Hercegovini prvi put su na jedinstven način prikupljeni za 2005. godinu, a rezultati su objavljeni sredinom 2007. godine zajedno sa podacima o Indeksima potrošačkih cijena za 2006. godinu. Ovaj bilten uključuje i kratka metodološka objašnjenja i rječnik korištenih pojmova. Detaljan prikaz metodologije indeksa potrošačkih cijena se nalazi na web stranici Agencije za statistiku BiH (www.bhas.ba). Iskorištavamo priliku da izrazimo zahvalnost Federalnom zavodu za statistiku Federacije Bosne i Hercegovine i Republičkom zavodu za statistiku Republike Srpske te našoj Podružnici Brčko Distrikt koji su Agenciji za statistiku BiH omogućili da na temelju njihovih podataka pripremimo ovaj bilten. Foreword Bulletin on Consumer Price Index is a publication of the Agency for statistics of Bosnia and Herzegovina that contains a comprehensive overview of official statistical data on price movements at the level of Bosnia and Herzegovina. According to the Statistical Law of Bosnia and Herzegovina (Official Gazette of Bosnia and Herzegovina, No.34/2002) Agency for statistics of B&H is in charge of production and publishing of aggregated official statistics for the level of Bosnia and Herzegovina, in accordance with Internationally accepted methodology, by using the data delivered Entity Statistical Institutes and its Branch Office in Brcko District. Data on the consumer prices movement were collected uniformly for the first time for the year 2005, and the results were published at mid 2007 together with the results for the year 2006. Besides the results, presented Bulletin also includes short Notes on methodology and a Glossary. Detailed methodological explanations can be found on the official web site of the Agency for statistics of Bosnia and Herzegovina (www.bhas.ba). 1. METODOLOŠKA OBJAŠNJENJA Definicija indeksa potrošačkih cijena Indeks potrošačkih cijena predstavlja mjeru promjena cijena proizvoda i usluga koje kućanstva pribavljaju radi zadovoljenja svojih osobnih potreba na gospodarskoj teritoriji Bosne i Hercegovine. Harmonizirani indeks potrošačkih cijena je poseban vid indeksa potrošačkih cijena jer se kod njegovog izračunavanja uzimaju u obzir privremena sniženja cijena sukladno Regulativi EU broj 2602/2000. Namjena Svrha prikupljanja potrošačkih cijena u Bosni i Hercegovini je dobijanje mjere inflacije u zemlji, entitetima i Distriktu Brčko. Pored toga indeks potrošačkih cijena se koristi i za usklađivanje plaća i zarada u skladu sa kolektivnim ugovorima, te mirovina i socijalnih davanja. Također se koristi i za očuvanje vrijednosti kod ugovora s indeksnim klauzulama, omogućuje uspoređivanje stope inflacije s drugim zemljama, omogućuje uspoređivanje kretanja cijena unutar zemlje između pojedinih regija, te služi kao temelj za deflacioniranje pojedinih makroekonomskih agregata u statistici nacionalnih računa i u druge svrhe. Indeks potrošačkih cijena u Bosni i Hercegovini Indeks potrošačkih cijena u Bosni i Hercegovini izračunava se na temelju reprezentativne liste proizvoda koju su u 2007. godini činila 646 proizvoda. Svakog mjeseca prikuplja se oko 21000 cijena na unaprijed definiranom uzorku prodajnih mjesta na dvanaest geografskih lokacija. Obuhvat indeksa Geografski obuhvat. Cijene se prikupljaju na dvanaest lokacija (gradova) u zemlji (Banja Luka, Bihać, Bijeljina, Brčko, Doboj, Istočno Sarajevo, Mostar, Prijedor, Sarajevo, Trebinje, Tuzla, Zenica) odabranih prema kriteriju broja stanovnika i njihovoj ulozi u geografskom području kojem pripadaju. Obuhvat proizvoda. Obuhvaćeni su svi proizvodi i usluge koje kupuje stanovništvo radi finalne potrošnje. Obuhvat dobara i usluga redovito se revidira kako bi se očuvala reprezentativnost liste proizvoda s obzirom na ukuse potrošača i njihove navike u pogledu kupovine. Snimanje cijena Sve cijene se prikupljaju lokalno na način da snimatelji od entitetskih Zavoda za statistiku i Agencije za statistiku BiH dobijaju jasne specifikacije naziva proizvoda, njegove COICOP šifre te jedinice mjere koje trebaju posmatrati na terenu. Snimatelji na osnovu tih informacija samostalno biraju konkretan proizvod čiju će cijenu snimati na određenom prodajnome mjestu. Snimatelj mora izabrati konkretni proizvod sukladno kriteriju najprodavanijeg proizvoda na datom prodajnom mjestu.


Kako bi se osiguralo da snimatelji iz mjeseca u mjesec snimaju cijene istih proizvoda te kako bi se moglo pratiti koje proizvode snimatelji posmatraju na terenu, oni u upitnik unose i unaprijed definiran skup dodatnih karakteristika proizvoda, te informacije o eventualnim zamjenama proizvoda ukoliko ih bude. Takav na�in snimanja omogu�uje pra�enje promjene kretanja cijena izme�u dva razdoblja, ali ne i pore�enje prosje�ne cijene izme�u razli�itih geografskih lokacija. Za potrebe indeksa potroša�kih cijena, snimanje cijena se vrši sljede�ih dana u mjesecu: - za poljoprivredne proizvode koji se prodaju na tržnicama cijene se prikupljaju dva puta mjese�no, i to u prvom i tre�em tjednu u mjesecu; - za sve ostale proizvode cijene se, sukladno važe�im Evropskim regulativama, prikupljaju jedanput mjese�no (izme�u 1. i 21. u mjesecu), s tim da se nužno održava isti interval izme�u prikupljanja. Ponderi Ponderi koji se primjenjuju za izra�unavanje indeksa potroša�kih cijena su koeficijenti koji odražavaju relativnu važnost odabranih proizvoda i usluga u ukupnoj potrošnji ku�anstva na doma�em teritoriju. Pomo�u njih se izra�unavaju elementarni indeksi kao ponderirani prosjeci. Temeljeni su na podacima povezanim sa finalnom potrošnjom ku�anstava i na podacima o broju stanovnika. Temeljni izvor podataka za izradu pondera za obra�un indeksa potroša�kih cijena je Anketa o potrošnji ku�anstava. Za izra�unavanje indeksa potroša�kih cijena od sije�nja 2007. godine primjenjuju se ponderi koji se temelje na podacima iz Ankete o potrošnji ku�anstava za 2004. godinu. Ponderi se svake godine korigiraju kretanjem cijena u prethodnoj godini. Klasifikacija Za klasificiranje proizvoda iz statistike potroša�kih cijena upotrebljava se Klasifikacija osobne potrošnje prema namjeni (Classification of Individual Consumption by Purpose-COICOP) koja dijeli izdatke na dvanaest osnovnih odjeljaka proizvoda i usluga za koje se izra�unavaju indeksi. Agregiranje Izra�unavanje indeksa potroša�kih cijena po�inje izra�unavanjem elementarnih indeksa (indeksa proizvoda) i indeksa reprezentativnih stavki na razini gradova. Pri tome se kao mjera srednje vrijednosti koristi geometrijska sredina. Agregatni indeksi se nakon toga izra�unavaju korištenjem Laspeyres-ove formule za ponderiranu aritmeti�ku sredinu po�evši od indeksa reprezentativnih stavki na razini entiteta sve do op�eg indeksa za Bosnu i Hercegovinu. Referentna baza za izra�unavanje indeksa je 2005. godina.


Indeks potrošačkih cijena u Bosni i Hercegovini u 2007.godini

- Opće napomene u vezi s inflacijom u BiH u 2007. godini

Ovaj godišnji bilten sadržava analizu mjesečnih podataka o indeksima potrošačkih

cijena od siječnja do prosinca 2007. godine.

Cijeli set podataka i analiza prikazanih u statističkim tablicama načinjen je prema

COICOP odjeljcima za cijelu Bosnu i Hercegovinu, te za indekse sa i bez privremenih

umanjenja cijena. Naravno, izračunate su i stope promjena za 12 mjeseci u odnosu na

prethodni mjesec i 12 stopa promjena u mjesecu u odnosu na isti mjesec prethodne

godine, kao i godišnje stope inflacije. Na graficima su prikazani opći indeksi po

mjesecima sa i bez umanjenja te udjel pojedinih COICOP odjeljaka u godišnjoj

promjeni cijena izračunati kao prosjek 2007. godine u odnosu na prosjek 2005.

odnosno 2006. godine.

Prosječna godišnja inflacija u 2007. u odnosu na 2005. godinu je 7,72%.

Ukoliko posmatramo prosječno kretanje Indeksa potrošačkih cijena u Bosni i

Hercegovini u 2007. godini u odnosu na situaciju od prije dvije godine, dakle u

odnosu na prosjek iz 2005. godine, možemo zaključiti da je u tom razdoblju inflacija

u prosjeku iznosila 7,72%. Kada poredimo ova dva razdoblja ne smijemo zaboraviti

činjenicu da u 2005. godini nismo imali PDV tako da je jedan veliki dio gore

navedenog rasta cijena uzrokovan uvođenjem PDV-a u siječnju 2006. godine.

Ako posmatramo prosječne stope inflacije u 2007. u odnosu na prosjek iz 2005.

godine prema namjeni potrošnje, primijetit ćemo da je u svim odjeljcima osim Odjeće

i obuće zabilježen rast cijena. Najveći rast cijena u 2007. u odnosu na 2005. godinu

bio je u odjeljcima Veze (16,2%), Stanovanje, vodoopskrba, električna energija, plin i

drugi energenti (za 15,7%), Hrana i bezalkoholni napici (za 11,4%) i Zdravstvo (za

10,1%). Nešto manji rast je evidentiran u odjeljcima Restorani i hoteli (za 6,8%),

Obrazovanje (za 6,4%), Rekreacija i kultura (za 6,3%) i Prijevoz (za 5,4%).

Najmanji rast cijena bio je u odjeljcima Ostali proizvodi i usluge (za 1,9%),

Namještaj, kućanski uređaji i redovito održavanje kuće (za 1,6%) i Alkoholna pića i

duhan (za 0,4%).

Jedino je u odjeljku Odjeća i obuća evidentiran pad cijena za 3,9% u prosjeku u

Prosječna godišnja inflacija u 2007. u odnosu na 2006. godinu je 1,51%.

Ukoliko posmatramo prosječno kretanje Indeksa potrošačkih cijena u Bosni i

Hercegovini u 2007. godini u odnosu na prosjek iz 2006. godine, možemo zaključiti

da je u tom razdoblju inflacija u prosjeku iznosila 1,51%.

Posmatrano po odjeljcima prema namjeni potrošnje, dakle prema međunarodnoj

klasifikaciji COICOP, primijetit ćemo različit pravac i intenzitet prosječnog kretanja

cijena. Prosječan rast cijena zabilježen je u 10 od ukupno 12 odjeljaka, dok je u

preostala dva odjeljka evidentiran prosječan pad cijena.

Ako posmatramo prosječne stope inflacije u 2007. u odnosu na prosjek iz 2006.

godine prema namjeni potrošnje, primijetit ćemo da je u svim odjeljcima osim Odjeće

i obuće i Prijevoza zabilježen rast cijena. Najveći rast cijena u 2007. u odnosu na

2006. godinu bio je u odjeljcima Obrazovanje (za 4,4%), Hrana i bezalkoholni napici

(za 2,9%), Restorani i hoteli (za 2,8%), Stanovanje, vodoopskrba, električna energija,

plin i drugi energenti (za 2,4%), Veze (2,2%), Rekreacija i kultura (za 1,4%) i

Zdravstvo (za 1,0%).

Najmanji rast cijena bio je u odjeljcima Ostali proizvodi i usluge (za 0,6%),

Namještaj, kućanski uređaji i redovito održavanje kuće (za 0,4%) i Alkoholna pića i

duhan (za 0,4%).

Jedino su u odjeljcima Odjeća i obuća i Prijevoz zabilježeni padovi cijena u

2007.godini u odnosu na 2006.godinu i to za 3,1% odnosno 0,1% respektivno.

- Grafička analiza inflacije u BiH u 2007. godini

Na graficima je također prikazana analiza inflacije u Bosni i Hercegovini. Oni

prikazuju opće indekse po mjesecima sa i bez umanjenja te udjel pojedinih COICOP

odjeljaka u godišnjoj promjeni cijena izračunati kao prosjek 2007. godine u odnosu na

prosjek 2005.odnosno 2006. godine.

Za opće indekse su prikazani pokazatelji razine indeksa, stope promjene u odnosu

na prethodni mjesec i stope promjene u odnosu na isti mjesec prethodne godine. Na

razini COICOP odjeljaka su prikazani njihovi udjeli u prosječnoj godišnjoj inflaciji.

Analizirani indeksi predstavljaju jako važnu i široku predstavku ključnog

inflatornog kretanja u Bosni i Hercegovini, temeljenu na jedinstvenim metodološkim

pristupima za različita područja i usklađenu s glavnim principima određenim

The BiH Consumer Price Index - 2007

1. NOTES ON METHODOLOGY Consumer Price Index (CPI) Definition Consumer Price index allows us to measure the consumer price inflation that is the rate of change of the consumer prices of goods and services that are purchased by the households through monetary transactions in the economic territory of the country for products that directly satisfy consumer needs. Harmonized Index of Consumer Prices represents a specific mode of consumer prices that includes temporary reduction of prices in accordance with the EU Regulative No. 2602/2000. Purpose The CPI can be used for various purposes. It can be used as a measure of inflation, it can serve to guarantee the value of recurrent payments in escalator clauses for contractual relationships (for example, the CPI can serve for indexing wages and salaries in collective agreements, for indexing pensions etc.), it enables a comparison of inflation in the country with inflation in other countries as well as a comparison of price movements within a particular country and regions, also it can serve as a basis for deflating national accounts data and other purposes. Consumer Price Index The CPI in Bosnia and Herzegovina is calculated on the basis of the representative List of products that in 2007 consisted of 646 different items. Each month over 21000 prices are being collected in a fixed panel of geographical locations and outlets. Scope of the Index Geographic coverage. The prices are being collected in twelve geographic locations (towns) of Bosnia and Herzegovina (Banja Luka, Bihac, Bijeljina, Brcko, Doboj, Istocno Sarajevo, Mostar, Prijedor, Sarajevo, Trebinje, Tuzla, Zenica) chosen by the criterion of their weight in terms of population and their role with respect to the geographical areas they belong to. Product coverage. All relevant goods and services bought by the reference population for the purpose of final consumption are included in the index. The coverage of goods and services is reviewed regularly in order to ensure the representative of the basket with respect to the consumer tastes and purchasing practices. Price collection All prices are being collected by the collectors by the pre-defined schedule and panel of outlets, markets and Institutions providing different kinds of services to citizens. The price collectors receive a clear specifications of the Item name, it’s COICOP Code, and unit of measurement that allows them to choose a concrete item for price collecting in specific outlet, in accordance with the criterion of the most sold products


in that outlet. In order to be sure that the collector is collecting prices for exactly the same items each month the form for price collecting also includes the information’s on detailed product description in terms of brands, variety and quantity, as well as the information’s on possible replacements of items. All of this allows us the monitor the exact price change in different periods. For the purposes of CPI calculations, the price collection is scheduled as follows: - for agricultural products sold on green markets the prices are being collected twice a month, in the first and third week of a month; - for other items the prices, in accordance with European Regulative, are being collected once a month (on the 1 and 21 of the month) with the obligation of maintaining the interval of price collection. Weights Weights used for calculating the CPI reflect relative importance of the sampled goods or services in the total consumption of resident households within the domestic territory. They are used for elementary indices calculations as the weighted averages. They are based on the data linked to the Household Final Consumption and population. The most important data sources for calculating the weights used in the consumer price indices are the Household Budget Survey. Since January 2007, the compilation of the CPIs has been based on the weights derived from household expenditures from the 2004 Household Budget Survey, updated every year according to changes in prices in a previous year. Classification The classification of products used in the CPI is based on the Classification of Individual Consumption by Purpose (COICOP). The COICOP breaks consumer expenditure into twelve different groups of consumer goods and services. Aggregation Consumer Price Index calculation begins with the computation of elementary aggregate indices (items indices) and representative position at the level of towns. Elementary aggregate indices are calculated by using Laspeyres formula for weighted arithmetic mean starting from the level of representative position entity indices to the overall index at the level of Bosnia and Herzegovina. Reference base year for index calculation is 2005.


2007 Consumer Price Index in Bosnia and Herzegovina

- General remarks on inflation in Bosnia and Herzegovina in 2007 This Annual Bulletin represents a compilation of the monthly data on Consumer

Price Indices from the January to December of 2007.

The entire dataset and the analysis are referred to the COICOP divisions for the

whole territory of Bosnia and Herzegovina as well as for the indices with and without

temporary reduction of prices. Of course, it also consists of 12 rates of change with

respect to the previous month and 12 rates of change with respect to the same month

of the previous year, as well as the annual inflation rates. The graphs represent

general indices by months with and without temporary reduction of prices, and the

share of each COICOP division in annual price change calculated as the average of

2007 in respect to the average of 2006 or 2005.

Average annual inflation in 2007 in respect to the 2005 was 7,72%.

If we consider the average 2007 CPI flow at the territory of Bosnia and

Herzegovina in respect to the situation evidenced two years ago, meaning in respect

to the average of 2005 CPI, we can conclude that the inflation in that particular

period of time was 7, 72%. Although we have to always keep in mind that the large

part of it was a result of VAT introduced in January of 2006.

If we look on a average inflation rates in 2007 in respect to the averages of 2005

by the consumption purposes, it is noticeable that all division except the division of

Clothing and Footwear have registered price increase. The largest increase of prices

in 2007 in respect to 2005 was registered in the divisions Communications (16,2%),

Housing, water, electricity, gas and other fuels (15,7%), Food and Non-Alcoholic

beverages (11,4%) and Health (10,1%). A slightly lesser growth was registered in

divisions Restaurants and Hotels (6,8%), Education (6,4%), Recreation and Culture

(6,3%) and Transport (5,4%).

The lowest growth of prices was registered in the divisions Other goods and

services (1,9%), Furniture, household equipment and routine maintenance of the

house (1,6%) and Alcoholic beverages and Tobacco (0,4%).

Only the division Clothing and Footwear has registered an average decrease of

prices of 3,9% in 2007 in respect to 2005.


Average annual inflation in 2007 in respect to the 2006 was 1,51%.

If we consider the average 2007 CPI flow at the territory of Bosnia and Herzegovina in respect to average of 2006 CPI, we can conclude that the inflation in that particular period of time was 1,51%.

If we look on a average inflation rates in 2007 in respect to the averages of 2006 by the consumption, or by the internationally accepted COICOP Classification, different trends and intensity of the average price flow can be easily noticed. The increase of prices was registered in ten out of twelve divisions; the other two divisions have registered a decrease in prices.

If we look on a average inflation rates in 2007 in respect to the averages of 2005 by the consumption purposes, it is noticeable that all the divisions except for Clothing and footwear and Transport have registered a price increase in 2007. The largest price increase was registered in the divisions Education (4,4%), Food and Non-Alcoholic beverages (2,9%), Restaurants and Hotels (2,8%), Housing, water, electricity, gas and other fuels (2,4%), Communication (2,2%), Recreation and Culture (1,4%) and Health (1,0%).

The lowest increase of prices was registered in divisions Other goods and services (0,6%), Furniture, household equipment and routine maintenance of the house (0,4%) and Alcoholic beverages and Tobacco (0,4%).

Only the divisions of Clothing and footwear and Transport have registered the decrease of prices in 2007 in respect to 2006 of 3,1% and 0,1% respectively. - Graphical analyses of the 2007 inflation in Bosnia and Herzegovina

The graphical analyze of the inflation in B&H has also been presented in this Bulletin. The graphs present monthly general indices with and without temporary reduction of prices, as well as the share of each COICOP division in annual price change as the average of 2007 in respect to average of 2005 or 2006.

For general indices we presented the indicators of the indices level, rates of change in respect to the previous month and rates of change in respect to the same month of previous year. At the level of COICOP divisions we have presented their shares in the average annual inflation. Analyzed indices represent very important and wide presentation of the key inflation flow in Bosnia and Herzegovina, based on unique methodological approaches for different areas and harmonized with the main principles of the European Regulative.

Pojmovnik

Agregatni indeksi: indeksi koji su izra�unati kao ponderirani prosjeci

elementarnih stavki, a odnose se na hijerarhijske pozicije po�inju�i od

proizvoda.

Agregati (indeksa): kombinacija povezanih kategorija, obi�no unutar

zajedni�ke grane hijerarhije, koja pruža informacije na široj razini nego što je

ona na kojoj su izvršena promatranja.

Bazno razdoblje: vremensko razdoblje �iji se prikupljeni podaci koriste kao

baza za indeksne brojeve ili druge prosjeke.

Bazna cijena: cijena iz baznog razdoblja.

Cijena prije zamjene: cijena zamjenskog proizvoda iz prethodnog mjeseca.

Prosje�ni podaci: vrijednosti koje su izra�unate na bazi prikupljenih

elementarnih cijena. Radi se o prosje�nim cijenama ili prosje�nim indeksima

koji se odnose na specifi�ni proizvod. Op�enito, za CPI u BiH one su

izra�unate kao geometrijske sredine. Prosje�ni podaci su izra�unati

Modulom 1 procedure na razini grada, a koriste se izra�unom agregatnih

indeksa na razini grada, entiteta ili države.

Elementarna stavka: proizvodi koje je identificirao snimatelj koji ujedno

bira i specifi�ne vrste, marke i pakiranja. Za svaki je proizvod odre�ena

odgovaraju�a kvota.

Hijerarhija: struktura po kojoj su klasificirani indeksi potroša�kih cijena

predstavljena je piramidalnom strukturom, po�inju�i od najdetaljnije do

agregatne razine.

Izra�un baznih indeksa: indeksi koji se izra�unavaju s bazom prosinac

prethodne godine kao referentnim indeksnim razdobljem.

Indeksi referentne baze: indeksi izra�unati na bazi 2005. Dobiveni su

ulan�avanjem izra�unatih baznih indeksa.

Izvještavanje: formatirana lista informacija poput cijena, indeksa itd.

Jedinica mjere: stvarna jedinica kojoj su pridružene vrijednosti i u kojima

je izražena prikupljena koli�ina pojedina�nog proizvoda.


Kontrole: specifi�ne kontrole cijena i indeksa koje omogu�uju korisniku

otkrivanje mogu�e pogreške u mikropodacima.

Košara proizvoda: izbor proizvoda koja ku�anstva kupuju nov�anim

transakcijama. Odabire se s ciljem predstavljanja naj�eš�eg ponašanja

potroša�a u smislu njihove finalne potrošnje.

Lan�ani indeks: indeksi koji su povezani usvajanjem zajedni�kog

referentnog indeksnog razdoblja za izra�un indeksa s bazom prosinac

prethodne godine.

Marka: omogu�uje identificiranje proizvo�a�a svakog proizvoda.

Makrodata: agregatni indeksi dobiveni Laspeyresovom formulom.

Mikrodata: prikupljene elementarne cijene.

Mjesto prikupljanja: osnovne jedinice (prodajna mjesta) u kojima se

prikupljaju cijene.

Modeli: upitnici koji se popunjavaju cijenama prikupljenim na terenu.

Oznake: kvalitativni pokazatelj povezan s prikupljenom cijenom.

Prikupljena koli�ina: specifi�na koli�ina u kojoj se proizvod prodaje.

Izražena je u razli�itim jedinicama mjere.

Pohranjivanje: korak u radu kojim se podaci pohranjuju i zašti�uju od

mijenjanja. Provodi se na kraju procesa ocjenjivanja vrijednosti mikro i

makroindeksa.

Ponderi: koeficijenti kojima se izražava važnost proizvoda u košari i po

kojima se izra�unavaju agregatni indeksi po�evši od elementarnih indeksa

kao ponderiranih prosjeka. Bazirani su na podacima povezanim s finalnom

potrošnjom ku�anstava ili na podacima o procijenjenom broju stanovnika

prema rezultatima HBS ankete provedene 2004. godine.

Referentno indeksno razdoblje: razdoblje za koje je indeksna baza 100.

CPI u BiH je izra�unata s bazom prosinac prethodne godine (Izra�unati

indeksi) ili s bazom 2005. (Referentni indeksi) koja je zajedni�ka baza koja

omogu�uje usporedbu izme�u razli�itih godina.

Referentno razdoblje cijena: razdoblje u kojemu je vrednovana cijena.

Op�enito za CPI u BiH ovo je razdoblje prosinac prethodne godine.


Referentno razdoblje pondera: razdoblje iz kojega su uzeti troškovi sa

ciljem izra�una pondera.

Serije: set redovitih zakazanih snimanja cijena u me�usobno slijede�im

vremenskim razdobljima (jednom ili dva puta mjese�no). Odnosi se na

elementarne stavke.

Stopa promjene: stopa promjene u specifi�nom referentnom razdoblju u

usporedbi s vrijednoš�u s po�etka tog razdoblja ili iz konkretno definiranog

ranijeg razdoblja. Op�enito za CPI su najzna�ajnije stope koje predstavljaju

usporedbu teku�eg mjeseca u odnosu na prethodnu godinu ili u odnosu na

isti mjesec prethodne godine (ova posljednja predstavlja mjeru inflacije).

Tip prodajnog mjesta: tipologija prodajnih mjesta kojoj prodajno mjesto

pripada (supermarket, hipermarket, diskont itd.).

U�estalost prikupljanja: stopa po kojoj se prikupljaju elementarne cijene.

Za CPI i HICP u BiH su odabrana prikupljanja jednom ili dva puta mjese�no.

Vrsta: detaljnije definira specifi�nu odabranu stavku u prodajnom mjestu a

sukladno opisu proizvoda koje su dali statisti�ki zavodi. Za svježe vo�e i

povr�e su to prirodne vrste, a za ure�aje su odre�ene tehni�kim

karakteristikama svakog od njih.

Zona mjesta prikupljanja: pokazuje nalazi li se mjesto prikupljanja cijena u

gradskoj ili prigradskoj zoni.


Glossary

Aggregate indices: indices that are calculated by weighted averages of the

elementary indices and that are referred to hierarchical positions starting from

the voices of products.

Aggregation (of indices): the combination of related categories, usually

within a common branch of a hierarchy, to provide information at a broader

level to that at which detailed observations are taken.

Average data: values that are calculated on the basis of the elementary

prices collected. They are either average prices or average indices referred to a

specific product. In general, for BiH CPI they are calculated as geometric

mean. The average data are calculated by the Module 1 of the procedure at

town level and used for the calculation of the aggregate indices at town, entity

and country level.

Base period: the period of time for which data used as the base of an index

number, or other ratio, have been collected.

Base price: the price of a reference period.

Basket of product: the selection of products purchased by households by

monetary transaction and for which prices are collected. It is selected in order

to represent the prevalent consumer behaviour in terms of final monetary

expenditure.

Brand: it allows to identify the producer of each products.

Calculation base indices: the indices that are calculated on base December

of the previous year as index reference period.

Chain indices: the indices that have been linked adopting a common index

reference period for the calculation indices that are based on December of the

previous year.

Checks: specific controls on prices and indices that allow the user to detect

possible mistakes in the microdata.

Collection unit: the elementary unit (outlet) where prices are collected.

Collection unit zone: it indicates whether the Collection Unit is located in a

peripheral or central zone.


Collection unit type: the trading typology to which the Collection Unit

belongs (supermarket, hypermarket, discount etc.).

Elementary item: the elementary product that has been identified by the

collector selecting a specific variety, a specific brand and a specific packaging.

Each elementary item has a corresponding quotation.

Flags: qualitative indicators concerning observed prices.

Frequency: the rate at which elementary prices are collected. For BiH CPI and

HICP the frequencies of data collection are monthly or twice a month

(bimonthly).

Hierarchy: the classification structure by which consumer price indices are

classified. It presents a pyramidal structure, starting from the most detailed

level to the aggregate level.

Index reference period: the period for which the index base is set to 100.

BiH consumer price indices are calculated either on base December of the

previous year (Calculation indices) or on base 2005 (Reference Indices) that is

the common base that allows to carry on the comparison between different

years.

Microdata: the elementary prices collected.

Macrodata: the aggregate indices obtained by Laspeyres formula.

Models: the questionnaires to be filled with the observed prices.

Pre substitution price: the previous month price of the elementary item

replacing the old item.

Price reference period: the period in which base prices are valued. In

general for BiH CPI this period is December of the previous year.

Quantity collected: the specific quantity at which the product is sold. The

quantity collected is expressed by different units of measure.

Rate of change: the rate of change in a specified time reference period

compared to the values at the beginning of the period or at a specified earlier

time reference. In general for the consumer price indices the most important

rates of change that are calculated are the rates of change of the current

month compared to the previous one or to the same month of the previous year

(the latter is the measure of the inflation that is commented and analysed).


Reference base indices: the indices that are calculated on base 2005. They

are obtained chaining the calculation base indices.

Reporting: a formatted list of information such as prices, indices, etc.

Series: a set of regular time-ordered observations of prices taken at

successive periods of time (monthly or bimonthly). It is referred to an

elementary item.

Storing: the working step to hold data for preserving them from changes. This

step is carried out at the end of the validation process of micro and macro

data.

Unit of measure: the actual unit in which the associated values are

measured and by which the quantity collected of each product is expressed.

Variety: it defines the variety as a more detailed description of the particular

item selected in an outlet by the price collector within the item specification

provided by the National Statistical Institute. For fresh fruits and vegetables

varieties are the natural ones, whereas for appliances varieties are

represented by the technical characteristics of the products.

Weight reference period: the period from which the expenditures for weights

are obtained.

Weights: coefficients that express the relevance of a product in the basket and

by which the aggregate indices are calculated starting from the elementary

indices by weighted averages. The weights are based on the data concerning

the Household Final Monetary Consumption Expenditure or on the data on

population that have been estimated on the base of the HBS survey carried

out in 2004.
