The host of the Central Zone WASH Forum, Mr. Mathew Halla would like to acknowledge the
support endorsed by WSCC Tanzania Country Office and TAWASANET Team which
comprised of Eng. Wilhelmina Malima (from WSSCC and TAWASANET) and Mr. Emmanuel
Jackson and Julieth (from TAWASANET Dar es Salaam) for assisting this learning forum.
Sincere thanks are extended to Mr. Eke Mwaipopo’s great facilitation skills which appreciably
accomplished the Forum.
Also our sincere gratitude extended to all participants who travelled from different places within
the central zone, to attend and making this forum successful. Lastly, COWES staffs (Mr. Gerald

them to accomplish the WSSCC/TAWASANET central zone WASH forum successfully.

CHAPTER ONE
BACKGROUND AND INTRODUCTION
1.1 Background
The Central Zone WASH Forum was held on Thurday of 26th
March, 2015 in Dodoma and
participants came from both Dodoma and Singida regions. The Forum was attended by 31
participants representing different NGOs working in the field of Water and Sanitation. This
Central Zone WASH Forum , the first WASH Forum in this Zone was financially supported by
WSSCC Country office and facilitated by COWES-an NGO in Dodoma under the Umbrella of
TAWASANET.
The WSSCC team has a mandate to accelerate the achievements of sustainable Sanitation,
Hygiene and Services for all people. In Tanzania WSSCC team shares its engagement plan
(2014/2016) with TAWASANET.
1.2 Introduction
Mr.Eke Mwaipopo the main facilitator of this forum started by allowing participants to introduce
themselves and give a brief overview about their organizations. He then allowed Eng.
Wilhelmina Malima-the Country WSSCC Coordinator and TAWASANET Chairperson to greet
and thank participants for devoting their time and energy for the forum.
1.3 Objectives of Central zone WASH forum
The Central Zone WASH forum is a collection of stakeholders working for Water, Sanitation
and Hygiene promotion at national, regional and district levels. The objectives of the forum are
as follows:
• To establish program this will give awareness all stakeholders in water and sanitation on
their issues so as to be known.
• To have chance to collaborate and sharing of information, like approaches of influence to
the society, types of latrines.
• To be aware with challenges facing the WASH sector through research.
• To have good relationship with the society through involvement and engagement of
NGOs

CHAPTER TWO
ZONAL FORUM PROCEDING
2.1 Speech of Guest of Honour
The guest of Honour, the Regional Commissioner of Dodoma, Hon. Chiku Gallawa was
welcomed by the TAWASANET Chair person Eng. Wilhelmina Malima (Plate 1.1). The
regional Commissioner started by first thanking the participants for attending this important
WASH Forum (Plate 1.2). The following main points were made during her speech.
• She explained the significance of water and sanitation facilities and services especially on
the use of Toilets and promotion of hygiene education to communities.
• She recognized the contributions made by the NGOs in the country and insisted on the
reporting to government at all levels for the sake of making the government aware of
their successes and failures.
• She also insisted on the matters of transparency and accountability in implementation of
development programme and especially those related to water and sanitation.
• She finally promised the participants to expect good cooperation from the government
especially from two regions of Dodoma and Singida.

2.2 TAWASANET Presentation
After the Launching of the Forum, Mr. Emmanuel was welcomed to present on behalf of
TAWASANET Secretariat, in his presentation the following were the key points.
• He explained on the meaning, Objectives, Vision and Mission of TAWASANET. He said
TAWASANET is a network of Civil Society Organizations (CSOs) working in the
Water and Sanitation sector. It was established August 2008, officially registered on 10th
October 2008,Its vision is “All citizens have equal access to safe water and improved
sanitation” and Its Mission is To strengthen coordination and networking of Tanzanian
CSOs with all other stakeholders to influence policy makers, promote good practices in
the Water and Sanitation sector and facilitate capacity of its members to implement
sustainable water supply and sanitation programs”
• He further explained on the programs focused by TAWASANET such as Coordination –
voices, work, and quality assurance and accountability; Networking – linking of
Member Organizations with key WASH information, technical, and sharing;
Documentation and dissemination – best practices, simplified versions/booklets (policy)
Policy research, lobbying and advocacy – Equity, and participation to sector meetings;
And Capacity building – WASH governance, advocacy, M&E, etc
• In addition to that he also presented on the benefits of being a member to TAWASANET

He said that a member benefits on Local information sharing and learning opportunities;
Access to documentation and dissemination; Visibility through various commemorations
(GHWD, WTD, SW, WWD); Direct linkage to resource mobilization and direct
lobbying and advocacy works e.g. equity;

2.3 WSSCC Presentation
Eng. Malima offered her presentation on behalf of Water Supply and Sanitation Collaborative
Council (WSSCC)
• She said that WSSCC founded in 1990, is a membership organization specializing in
Sanitation and Hygiene for poor people. Its members are its heart and soul and its staff
supports them, WSSCC is currently in more than 20 countries – Tanzania being one of
them, looking to go beyond.
• She further explained that WSSCC believes that Sanitation, hygiene and water supply
coverage is a universal human right; People and communities are catalysts of change;
can be the focus of transformative action and the impact of sound sanitation and hygiene

will positively benefit people’s health, dignity, security, livelihoods, as well economic
status.

2.4 Water Sector Development Program Presentation
This topic was being presented by Issa Osena, explained to the participants about the WSDP, He
said WSDP is being implemented by ministry of water from 2007-2025. After water policy 2002
in four phases, first phase started July 2007 to June 2014 and the second phase 2014/2015 to
2018/2019.
• He started with explaining on Water Sector Development Programme Phase one (WSDP
I), That the program is implemented in four Components which are
Component 1.Water Resources Management(Governance of Water Resources through
nine Basin Water Boards); Component 2.Rural water supply and sanitation
(Improvement of water supply and sanitation services in rural areas through 168 LGAs);
Component 3.Urban water supply and sewerage (Improvement of water supply and
sewerage services through 23 Regional Urban a Water and sanitation Authority, 109
Small towns Urban water and sanitation Authorities and 8 National Projects and
Component 4. Institutional development and capacity building (Priorities including
finance mobilization and allocation coordination, monitoring evaluation and reporting).

• He then explained on Big results Now (BRN), that Big Results Now is a delivery
methodology focusing on delivering specific goals within a stipulated timeline; it was
adopted by the government of Tanzania in 2012 to accelerate the implementation of
national priority projects. Through Big Results Now, the Government of Tanzania has
identified six national key results area (NKRA). These includes Agricultural Sector
(Increase in agricultural productivity by addressing Key sector bottlenecks and resolving
them), Education Sector (Improve quality of education in primary and Secondary
schools), Water Sector (Improve the access to portable domestic water for rural
communities), Energy Sector( Unlock key power generation projects to increase
Tanzania’s electrical generation capacity) , Transport Sector (Unlock Tanzania’s
potential as the logistics gate way to East and Central Africa), Resource mobilization
sector(Enhancing the fiscal position and promoting Public –Private Partnerships).
• Finally He explained on Water Sector Development Programme phase two (WSDP II),
that the program is implemented in five components instead of four components in
WSDP I. Sanitation and Hygiene is a new component added. The estimated total cost for
the project is USD 3.34 Billion where by USD 0.9 Billion is for rural water Supply. The
implementation of WSDP II follows the approach of Big Results Now (BRN) and is
expected to attain the following targets.
� 38,759 new water points to be constructed to serve 9,644,750 people by 2019;
� 19,889 non functioning water points to be rehabilitated to restore the water
supply services to 4,972,250 people by 2019;
� 386 engineers and 3,338 technicians to be employed to LGAs up to ward level.

2.5 Global Sanitation Fund, (Plan international)
Ms Nyanzobe presented that global sanitation fund was designed by WSSCC and funded by
UNOPS. The project came to Tanzania because, the ministry of health requested it, also there is
people in need of sanitation services, high prevalence of diseases, poor economic and sanitation
policy, need for resources, presence of country with WSSCC coalition, government readiness.
Below are the key points on her Presentation
• She elaborated on the program of Usafi na Mazingira Tanzania,UMATA of which its
objective is to increase the access and use of improved sanitation facilities and behavior
changes. This program was designed by Tanzania government and Plan international.
• She further explained on the Community-Led Total Sanitation(CLTS) Approach as an
integrated approach to achieving and sustaining open defecation free (ODF) status and its
key Steps are Pre-triggering, Triggering, Post-Triggering and Scaling up and going
beyond CLTS and its Key tools are
� Introduction and rapport building(General introduction of every one by name, title
and purpose of his/her visit; The purpose of the visit is to study the sanitation
profile of the villages where people are practicing OD and waiting for external
help before they make any changes, and how many villages are ready to get out
of that unhygienic condition through their own initiative)

� Social mapping(Involves members of the community drawing a simple map of the
community to locate houses, main landmarks like schools, churches, mosques,
main roads, bushes, forests, water sources etc).
� Transect walk/ walk of shame(Involves walking with community members
through the village, observing, asking questions and listening)
� Shit calculation(Calculating amount of shit produced, helps to illustrate the
magnitude of the sanitation problem)
� Calculating Households medical bills(Discussion and decision on the average
amount of money spent on treatment of diarrhoea, dysentery, cholera and other
enteric diseases caused by OD)
� Water/Food demonstration
� Ignition moment (This is the moment of collective realisation that due to OD all
are ingesting each others’ faeces and that this will continue as long as OD goes
on)
� Action Planning (Engagement and facilitation of the community in the
development of local action plans. This can be done together with the CLTS
steering committee)

2.6 Overview of the School WASH Guideline and Toolkits presentation
The topic presenter was Theresia Kuiwite SWASH Coordinator from Ministry of Education and
Vocational Training. She thoroughly explain, of the School WASH Guideline and Toolkits, that
was developed by 4 key Ministries: MoEVT, MoHSW, MoW and PMO-RALG and Supported
by a range of development partners, NGOs, CSOs and Universities. ARU, MUHAS, CCBRT,
SHIPO, EEPCO, TWESA, HAPA, SEMA, CARE, Concern Worldwide, SNV, WaterAid, and
UNICEF. The key points on her presentation were:
• She explained on the objectives of SWASH guideline, that to assist institutions, authorities,
society and school administration; To provide basic information like technical drawings, Bill of
quantity, operation and required care which consider economy, customs, age, gender, and
disabled children; Keeping the special standard which make sure that services improvement or
wash facilities construction are in appropriate standards ; And assisting school and society to
formulate strategic plan which consider the real situation, to make sure that it remain in
appropriate standard and environment.
• She finally explained on the SWASH guideline toolkits that;
� Toolkit 1 – Assessment & monitoring
� Toolkit 2 – Technology toolkit
� Toolkit 3 – Hygiene education handbook for Teachers
� Toolkit 4 – ToT on use of the guidelines
� Toolkit 5 – ToT on using the HE handbook for teachers

2.7 National Sanitation Campaign presentation
• The presenter Mr. Anyitike Mwakatalima, elaborated the target of National sanitation
campaign, is to increase the households to have safe toilet, which will be performed in
two phases, phase I(2012-2015) and phase II(2016-2019).
• He explained that National Sanitation Campaign phase One (NSC-I) mainly focused on
the behaviour change and upgrading of infrastructures at household and school (primary
school) level and the budget for NSC I were targeted to Improved house hold toilets and
Improved school toilets meeting the 1:40 and 1:50 Ladies and gents respectively (Drop
holes per pupil ratio).
• He also presented that under NSC-I the Key focus areas are; household sanitation; school
WASH (both primary and secondary); WASH in Health facilities; Household Water
Treatment and Safe Storage (HWTS) and sanitation in transport hubs.
• He then explained on National Sanitation Campaign Phase two (NSC-II) goals that is to
achieve improved health and safe water supply to the Tanzania’s population and its main

objective is to increase access to improved sanitation and hygiene facilities to 75% of the
population in Rural and Urban settings by 2019. Furthermore NSC-II time frame is July,
2015 to June, 2019 and that the efforts will be mounted to control Open Defecation (OD)
and to ensure households upgrade their latrines (rural and urban). This will be done
through strong behavior change promotion. Further, WASH in institutions is also taken
on board.
• He further elaborated on Solid Waste Management (Effective management of solid waste
not only will lead to control of leachate which adversely pollute ground and surface water
but also contribute to effective functionality of drains and sewers); Management of Storm
Water (Enforcement of law and promotional activities to ensure cleanliness of the drains
is maintained); Sanitation in schools (Both primary and secondary schools. It is intended
to rehabilitate WASH facilities in all LGAs in a span of five years); Sanitation in Health
Facilities (Efforts are needed to address the poor infrastructures in these facilities based
on the fact that they serve delicate group of people (sick individuals) as well as the
caregivers); Sanitation in Highways and Transport Hubs (to promote the provision of
WASH facilities in bus stops located along the highways)

CHAPTER THREE
PARTICIPANTS DISCUSSION MATTERS
3.1 Central Zone Participants Discussion
After all the presentations participants had a discussion formation of the Central Zone forum,
starting with the criteria of the Central Zonal forum Coordinator .The suggested criteria were;
• Forum Coordinator should have direct communication from TAWASANET to NGOs
• The Forum Coordinator should have a permanent settlement at zonal place
• The Forum Coordinator should have qualified staffs
• The Forum Coordinator should have a working tools and communication facilities.
• The Forum Coordinator should be active member of TAWASANET
3.2 Central Zone Participant’s Agreements
After the long Discussion between Participants
• COWES will be central zone representative for year 2015/2016.
• In between 3-6 month to have communication with zonal members.
• TAWASANET secretariat to provide COWES with term of reference.
