Chief Officer’s Report

Welcome to the Autumn Edition of our Buzz newsletter.

You will see from the front cover that we have, along with our other CVS partners across the county, adopted a new identity - Support Staffordshire.

This brings us all more closely together and will enable us over time to share resources and intelligence more effectively for the benefit of the local voluntary and community sector and the wider community, providing access to additional services and promoting a more joined up approach across the county.

Very soon you will see new signage at our offices in Brewood, but rest assured that we will be continuing business as usual, the staff you are familiar with are still with us, in the same job roles. We hope that with this new initiative we will be able to enhance the services we provide to you as local groups in the areas that matter. This will always be the core focus of our work.

Support Staffordshire has a new central telephone number 0300 777 1207 but you can still contact us as normal on our usual number and email addresses. There will also be a new website coming online over the next month or so at www.supportstaffordshire.org.uk, so watch out for that.

Support Staffordshire (South Staffordshire) was launched locally at our very lively AGM in September. Helen Marshall, South Staffordshire Council gave a stimulating talk on local partnerships in action, which was well illustrated by Essington Swan Park who came along and updated us on their work over the year. They highlighted how their involvement with ourselves had helped them with raising money and increasing knowledge to support and develop their projects. We are very grateful to them and to everyone else who attended.

On the night we also said a grateful goodbye to our departing Chair Julie Collins who has now retired from the Board. Julie has been dedicated to our cause for quite some years, and we owe her a huge thank you for all her efforts on our behalf. That said, we are constantly on the look out for new Trustees to bring new perspectives to our work, so if you are interested in finding out more about what this involves please get in touch. Thanks are also due to our other Trustees, who continue to give their time and energies in an unstinting fashion at a time of increasing demand for our services.

Thank you to everyone for your support and attendance at our recent events, including the Community Voice Forums, at which Mark Jenkinson, South Staffs Council highlighted key statistics across the five localities, sparking some lively debate from attendees on how this relates to their work in local communities. We took the opportunity to run some taster sessions around funding and training and introduced the new Volunteer Centre, which we will now be running in South Staffordshire with a local base. This is very exciting news, as you and other partners have been feeding back to us for some time the growing need for such a service. We are always on the lookout for volunteers to support this and other areas of our work, including the expansion of the AT Home Project, so if you would like to know more please give us a call.

We have a very dedicated team of staff and volunteers, and I would like to record my thanks to them all for their continuing hard work and dedication to what I must now remember to call Support Staffordshire (South Staffordshire).

Listed Places of Worship Grant Scheme

The Government recently announced changes to the scope and operation of the Listed Places of Worship grant scheme, these changes came into effect on 1 October 2013. From this date, works to pipe organs, turret clocks, bells and bell ropes are eligible for claims under the scheme. Professional services directly related to eligible building work such as architect fees are also eligible.

Also from 1 October 2013, applications to make use of the scheme are accepted from religious or charitable groups whose principal or primary purpose is to conserve, repair and maintain redundant listed places of worship are not in private ownership.

The changes to scope will be accompanied by administrative changes to simplify claiming through the scheme:

In any twelve month period, each place of worship may submit one claim using eligible invoices with a value of less than £1000, but more than £500 (excluding the VAT paid). This is in addition to an unlimited number of claims where the value of eligible work carried out (excluding VAT) is £1000 or greater

Scanned or photocopied invoices are now accepted to support claims

The scheme will process payment runs each week to deliver a smoother flow of payments to applicants. This will result in most applicants receiving their grant more quickly.

Full details of all changes and how they will apply are detailed throughout the website. New application forms and guidance documents can also be downloaded.

Note:

The Listed Places of Worship Grant Scheme makes grants towards the VAT incurred in making repairs and carrying out alterations to listed buildings mainly used for public worship. The scheme has an annual budget of £42m, and presently receives around 4000 claims each year.

The expansion to include professional fees and works to pipe organs, turret clocks, bells and bell ropes applies to works supplied on or after 1 October 2013.

South Staffordshire Council – The Community Budget

Small Grants of up to £500. This grant is available for part funding a larger

project, or for a small project and is open to applications from community groups or Parish Councils based in South Staffordshire.

Large Grants of up to £5,000. This grant is available for larger scale projects

which have a sustainable project plan in place. It’s open to applications from community groups or parish councils based in South Staffordshire.

Grants for Individuals of up to £250. This grant is available to assist with

training or equipment in a chosen activity to benefit an individual and assist

them to progress further with their activity.

Big Lottery Fund - England Pilot

Projects throughout England now have the opportunity to apply for repeat and on-going activities under Awards for All in a pilot scheme running until further notice. The grants range from £300- £10,000. This pilot will open out the criteria to all projects where the applicant has an income of less than (or equal to) £30,000 according to their latest accounts. Guidance notes and the application form is available online: http://www.biglotteryfund.org.uk/prog_a4a_eng Please be aware that application materials (Guide for applicants and Application form) will not be changed. However please be aware of the following when completing your application Page 9 of the Guide for applicants (What will we pay for?): The list ‘What can’t we fund?’ refers to “existing activities and repeat or regular events,...”. This is not applicable for the duration of the pilot for those projects meeting the criteria outlined above. Page 3 of the Application form (part 3 of the application checklist): For the duration of the pilot, those projects meeting the criteria are able to answer yes to point 2 that refers to “a project which is part of your normal work (this includes regular and repeat activities),...”. You must be able to answer no to all other points on the list to apply.

Staffordshire County Council - Community Wellbeing Fund

The overall aim of the scheme will be to improve the health, independence and wellbeing of older people and vulnerable adults. The closing date for the next round is 30th November 2013. Applications should be targeted at one or more of the following older people and vulnerable adult groups: Adults with physical or sensory disabilities/long-term conditions, and their carers Adults with a learning disability and their carers Adults with mental health/emotional wellbeing needs, and their carers

Community Learning Trust Responsiveness Fund

The CLT Responsiveness Fund is funding by Staffordshire Skills Funding Agency (SFA) through Neighbourhood Learning in Deprived Communities (NLDC) funding. The funding is for the delivery and benefit of training for the adults returning to learning.

This funding is open to organisations to deliver a needs led project within Staffordshire. There is £250,000 available in total, with £130,000 for voluntary and third sector organisations only and £120,000 available for all adult learning providers. All projects will need to comply with Skills Funding Agency rules.

Community Learning Groups Fund

This fund is available to informal adult learning groups across Staffordshire. The fund can be applied for each year and goes towards paying for the cost of the venue the group uses. Groups are offered up to 60 hours venue hire funding. Groups need to show they are a learning group, social clubs will not be funded. Groups must have a separate bank account, funding cannot be given to individuals. In return for funding groups are asked to complete a register, a venue risk assessment and a yearly report and invoice proof of spend.

Staffordshire Community Learning Trust is a joint project between Staffordshire County Council Adult and Community Learning Service and adult learning providers from all sectors in the County.

The South Staffordshire Network for Mental Health is a registered charity, commissioned by Staffordshire County Council to develop and promote service user involvement, and to ensure that people with an experience of mental illness have a say in how local services are delivered.

South Staffordshire Network for Mental Health - Your Network, Giving You a Voice

Talking about emotional problems or a mental illness can be a real challenge. Talking about mental health services can be even more of a challenge. Yet in the UK, one in four people, at some point in their lives, will experience problems with their emotions or mental illness to the point of recognising the need to have time out, or get help and support. That’s a quarter of the population – no surprise then when we start conversations, most people either have had experience themselves, or know someone close who has.

In Staffordshire, there are a lot of services and support available, starting with the local GP, and what we call primary mental health services. There are also the Community Mental Health Teams and other services provided by the NHS. In addition, Staffordshire County Council also commission charities such as Richmond Fellowship, Changes Health and Well-being, and Brighter Futures to provide services. There’s also lots of independent groups and projects, too many to mention here. When experiencing mental illness, some people lose confidence and assertiveness. They may be nervous and worried about what others might say about them. Perhaps motivation, along with the will to do everyday tasks, goes out of the window! Some people might be easily confused or agitated. And this might be on top of all the stress and complexity to what contributed to their illness in the first place! Locally, South Staffordshire Network for Mental Health is known as ‘The Network’. We are here to promote services that help people towards recovery. We actively represent people who have experience of mental illness and who use mental health services. We aim to find out what is working, what needs improving, and what the gaps are! This might be over a cup of tea, asking people to complete a survey, or by way of a workshop or talk. We then help people to make best use of the opportunities to be heard themselves, or where there is need, represent people on their behalf. We also have a fantastic volunteering programme, giving people the support to contribute to community development and to help challenge the stigma and discrimination faced by people with experience of mental illness. Staffordshire Wildlife Trust South Staffordshire Group

The South Staffordshire Group of the Staffordshire Wildlife Trust will be holding a series of talks on Thursdays between 7.30pm and 9.30pm at the Community Centre in Wombourne. Entrance fee is £2.00. A membership scheme is offered for the talks programme which costs £10 per person for the year’s programme. There is also a Walks Programme (in association with the RSPB). World Café Event

As part of a research project ‘Improving Health in Staffordshire’, VAST in collaboration with Creative Communities Unit of Staffordshire University are organising a series of events in Staffordshire. Trustees’ Week 2013 4 - 10 November

Trustees are the people in charge of a charity. They play a vital role, volunteering their time and working together to make important decisions about the charity's work.

Trustees' Week is an annual event to showcase the great work that trustees do and highlight opportunities for people from all walks of life to get involved and make a difference.

Trustees are often the unsung heroes, playing a vital role, volunteering their time,

working together to make the decisions that really matter about the charity's finances,

activities and plans for the future.

People often become trustees to 'give something back',

but there is a two-way benefit; charities benefit from the

range of skills and experience that their trustees bring,

but trustees can learn and develop new skills that may

open up new opportunities for them, as well as meeting

people who share their passion.

We hope that community groups and other organisations across the sector in South

Staffordshire will get involved by organising events and activities to mark Trustees'

Week 2013 to celebrate the fantastic work that trustees do for charities in South

Staffordshire and to encourage more people to think about whether trusteeship is right

for them.

Chase Against Crimes of Hate (CACH)

Chase Against Crimes of Hate were delighted to have won the Multi Strand Award at the National Diversity Awards in September 2013. CACH has done some amazing work over the last couple of years. Tackling hate crime is not easy and there are many ways that this is now being done - through education, training as well as supporting victims. So often the term multi agency partnership is used as a bland politically correct term. In relation to CASH it is an excellent example of what real partnership is about. Consultation regarding young people’s arts (6-19yrs) provision in Staffordshire

Arts Connect West Midlands, one of 10 Bridge Delivery Organisations funded by Arts Council England, is looking to establish a network of organisations in Staffordshire and Stoke-on-Trent that can deliver an artistic or cultural offer to young people aged 6 to 19.

Challans Consulting Ltd and City Arts have been commissioned by ACWM to research and map the existing arts activity for young people in your area. We have designed a survey for you to tell us about your work with young people, and would be very grateful if you could spend a few minutes completing it.

Participation in this project will result in opportunities for training and professional development. In Autumn 2013, a series of events will be held with key stakeholders and young people. From these events, a range of creative commissions will be developed with the aim of expanding the reach, and improving the sustainability, of the cultural offer for young people in Staffordshire and Stoke-on-Trent.

The network developed as a result of this work will perform the following functions:

Championing arts and culture to schools and other organisations working with children and young people, supporting long term relationships between the cultural and education sectors

Joining up and mapping provision

Ensuring that all children and young people have access to and opportunities to enjoy high quality arts and culture

Increasing and enhancing the regional offer by joining up resources and encouraging joint working

Increasing connectivity to promote clearer progression paths into arts and creative industries for children and young people

Promoting the value of transferrable skills linked to engagement in arts and culture

Community Resilience Project Briefing

Project Overview The primary aim of this project is to make vulnerable communities in Staffordshire more resilient to the impacts of severe weather. Such events, for example flooding, heavy snowfall and extremes of temperature, can cause disruption to all members of a community. However, the impacts on the most vulnerable, for example the elderly or those with health problems, can be even more hard hitting. Whilst the focus of the project will be on protecting those people who come into the latter category, the project has the potential to bring whole communities together, strengthening cohesion as well as their ability to prepare for and respond to an extreme weather event. The project will also contribute towards alleviating fuel poverty and reducing the winter mortality count. Any community group is open to the scheme although an exercise has been undertaken to identify those communities that contain a higher level of vulnerability, via the interpretation of meteorological and demographic data and health statistics. Each community involved in the scheme will obtain two plans; a Community Severe Weather Emergency Plan and a Community Adaptation Plan. The first will assist in making the community more able to prepare before and cope during a weather event. The second will outline an Action Plan that will detail what work can be done in that community over a longer time period in order to adapt to more incidences of severe weather. The community will be involved in the development of the plans, particularly the Emergency Plan and allowing them ownership is of paramount importance. Group members will be fully involved in the whole process and fully aware of their responsibility. The primary aim is to allow these plans to identify potential measures that, with support, can be developed within the community. Examples include flood alleviation schemes, shading techniques and housing upgrades to improve thermal comfort. A pilot scheme will be taking place in Bilbrook, South Staffordshire. Lessons will be learnt from this and modifications made accordingly to the process. Project leads will be the County Council, with support from the Environment Agency’s West Midlands Climate Ready team and the relevant district council.

Box Of Trix Visits

Over the last few months project volunteers John, Jonathan, Pete, Hilary & Caroline have been working hard to keep the shops running smoothly and going out to groups with the Box Of Trix. Most recently Hilary & I attended the Remember Gemma Always Fun Run & Community Fun Day, John & Caroline attended the Bilbrook Community Safety Day in addition to our Community Voice Forums. We already have a long waiting list for groups we will be arranging visits with, so if you would like us to come to your group please be patient, we will get to you as soon as we can.

My Independence Matters

In August we received fantastic news from Staffordshire County Council's Community Wellbeing Fund confirming we had been successful in our grant application. The funding will help us to expand and develop our project over the next 9 months by working in partnership with British Red Cross (West Midlands). We have named the project My Independence Matters and will be holding launch events at libraries throughout South Staffs (see below). We will be working closely with the Red Cross Equipment Loans Scheme visiting community groups and venues with our Box Of Trix. We are excited to be launching the My Independence Matters project at libraries throughout South Staffs, so come along, bring your friends and see how we can support you. We are actively recruiting volunteers to go out into South Staffs communities to deliver this project. Please help us to spread the word and if you know of anyone who may be interested please share our details with them or ask them to get in touch.

Shops Tailored to You

In response to customer feedback over the last 18 months we will be opening the Bilbrook & Brewood AT Home Shops more weekdays in the New Year 2014. We have monitored customer shopping times, and as most customers use the shops between 10am-12pm we have decided to change our opening hours to suit this trend. This also ensures that our volunteers are using their time more effectively.
