Although it hasn’t felt much like spring yet, the construction season will be in full swing before we know it. It should be another very busy year for the homebuilders in the area. One of the events that helps signify that spring has arrived is the Spring Parade of Homes. There will be 30 homes in the Parade this year. The Parade of Homes is the time when the builders get to showcase their work to the public. If you are not directly involved in the Parade, mark your calendars to attend one of

the weekends. The Parade will run over two weekends from April 12-14 and 19-21. As always, there are many beautiful new homes to look at.

Once again, I would like to thank our staff and Parade of Homes committee members for their hard work to make the parade the success that it is every year. This year’s chairman of the committee is Bill Schmid of Townsquare Media.

April is also New Homes month. I would like to share some statistics compiled by the National Association of Home Builders demonstrating the importance and

benefits of new home construction.The estimated one-year local impacts of building 100

single-family homes in a typical metro area include: •$21.1 million in local income •$2.2 million in taxes and other revenue for local

governments, and •324 local jobs.The additional, annually recurring impacts of building

100 single-family homes in a typical metro area include: •$3.1 million in local income, •$743,000 in taxes and other revenue for local

governments, and •53 local jobs.Energy costs are about 10 percent lower in new homes

compared to existing homes even though new homes tend to be larger.

A home buyer can pay 23 percent more to buy a new home and their first year after tax cost of owning a home will be the same as buying a home built before 1960.

New homes are safer, with electrical wiring systems that can accommodate modern appliances and components such as high-definition televisions, security systems, fire alarms and complex lighting and audio setups.

Committee Highlight: The Parade of Homes Committee Tackles Spring Parade 2013

Have you ever attended a BMHBA event and wondered who was working behind the scenes? Wonder no longer. In the next year we’ll be doing features on each of our five active committees - what they do, when they meet, who’s involved and how you can get involved, too (if you‘d like). First up, the Parade of Homes Committee.

The Parade of Homes Committee is responsible for the decision-making and execution of the Spring and Fall Parades of Homes each year. The Committee meets about 3-5 times in the 2 months leading up to each Parade ( Mid-February through Mid-April and August through September).

At these meetings, committee members are asked to weigh in on potential Parade magazine cover ideas, decide on a catchphrase for the year and review the advertising strategy for the event. They are also tasked with determining the price categories for the homes, organizing judging for the homes, and making decisions on any issues that come up between the events each year.

The Parade of Homes Committee is unique in that it splits into sub-committees as the event nears. The sub-committees include the Mapping Committee, Proofing Committee and Sign Committee. The Mapping Committee is asked to drive around and double check that all the directions and map locations are correct for each home, helping to ensure that no Parade patrons get lost. The Proofing Committee, like its name says, proofs the entire Parade of Homes Magazine before it goes to print. And, the Sign Committee takes the arrow signs around town before the Parade to direct patrons to the Parade Homes, and picks them up once the Parade of Homes is over.

On March 19, the BMHBA Board of Directors hosted Donna Oliver, the Director of Affiliate Services at the National Association of Home Builders. Donna faciliated a strategic planning session for the association. Thanks to our successful membership drive last November/December, we were able to earn all the money necessary from NAHB to cover the cost of this great program.

The morning began with a review of the roles and responsibilities of board members and staff. This was a great refresher course in what everyone’s role in the association is and how we can work together better.

Donna then discussed the best-selling book, The End of Membership As We Know It, by Sarah Sladek and endorsed by ASAE, the premier resource for association leadership. HBAs across the country have been encouraged by NAHB to read this book and take the information to heart regarding upcoming changes necessary for all associations to thrive. This book highlights how niche is the new competitive advantage, why organizational culture has an enormous impact on recruitment and retention, what emerging member prospects value and want, and how to focus on member ROI. on this book on page 13. The session concluded with a group SWOT analysis

and goal setting in the key areas of communications, membership, operations, non-dues revenue and government affairs. Since the meeting, Donna has provided many helpful ideas from her arsenal of tricks and also what has worked at other associations, so we can make a plan to achieve the goals set in this session.

We thank Donna Oliver for making the trip to Bismarck to sit down with us for the day, and we’re looking forward to implementing some of her new ideas in our quest to always be improving your Bismarck-Mandan Home Builders Association.

Mandan Building Official Richard Barta Retires After 36 YearsThe Bismarck-Mandan Home Builders

Association would like to thank Mandan Building Official Richard Barta for his 36 years of dedicated service to the building industry in the community. Richard started as Mandan city assessor in 1977, shortly after graduating from the University of Mary, and took on the building inspection duties when the city blended the building inspection and city departments into one office in the early 1980’s. Richard plans to do private appraising after retiring. His last day at the City of Mandan was March 28.

Congratulations to Richard on his 36 years of service to the City of Mandan. We appreciate his commitment to the industry and his work in facilitating the past (and continued) growth of the community.

He will be missed in the Assessing and Building Inspection Department.

host a community recognition program and ceremonial planting on Friday, May 3, 2013, at 1:30 p.m. at Dorothy Moses Elementary School, 1312 S. Columbia Drive, Bismarck. The public is welcome and invited to attend.

Each year ceremonial Arbor Day trees are dedicated to local citizens whose efforts have made a significant contribution to Bismarck’s urban forest. Greg Morgenson will be recognized for his dedication and passion for producing and marketing tree and shrub species that are climatically adapted for the northern regions.

The Arbor Day Ceremony will include Apple Seed Awards presented for 2012 landscape beautification efforts on public property, and Beautification Awards presented to businesses and organizations for landscaping and improving the image of their commercial properties in Bismarck. Partners in Planting, community minded sponsors that have partnered with the City to provide funds for a matching grant to help home owners plant street trees, will also be recognized during the program.

The City of Bismarck will receive the 36th consecutive Tree City U.S.A. Award from the National Arbor Day Foundation. NAHB - Price and proximity to work are key concerns for first-time home buyers, while trade-up buyers tend to be most focused on the design of the home and the neighborhood, according to "Characteristics of Home Buyers," an analysis of the recently released 2011 American Housing Survey (AHS) by the National Association of Home Builders (NAHB).

The biennial survey, which is conducted in odd-numbered years by the Census Bureau, covers about 6.8 million home sales that occurred in 2009 and 2010. NAHB's analysis additionally compares the homes that buyers purchased with what they say they want using results from "What Home Buyers Really Want," a new consumer preference survey published by the association.

"Among first-time home buyers, price was the most frequently cited reason for selecting a particular house, with a 38 percent share. At 30 percent, proximity to work was the most frequently cited reason for choosing a specific neighborhood," said David Crowe, NAHB's chief economist.

"The majority of trade-up buyers (36 percent) cited the design of the home as the primary reason for selecting a particular house, with 28 percent citing the looks and design of the community as the reason for choosing a specific neighborhood."

More than 90 percent of the sales reported in the 2011 AHS were existing homes, a significant increase from previous years. "Sales of new homes were very low in 2009 and 2010 due to the unique circumstances surrounding the Great Recession and the housing market crisis. We expect that situation to turn around as the housing market recovery takes hold," said Crowe. "More than half (55 percent) of the people surveyed for "What Home Buyers Really Want," NAHB's consumer preferences study, said they would prefer to purchase a new home rather than an existing home."

There's good reason for that preference. New homes provide buyers the opportunity to choose finishes, fixtures, flooring and more. And they are apt to have the other elements that buyers want including open design, up-to-the-minute kitchens and baths, and features such as a laundry room and walk-in pantry that help with organization and storage.

There is also growing interest in single-story homes, and energy efficiency continues to be a concern. In fact, nine out of ten buyers surveyed would prefer to purchase a home with energy-efficient features and permanently lower utility bills rather than to buy a home without those

features that costs two to three percent less. New homes today definitely fit that description, and as a

group are the most energy- and resource-efficient homes ever built.

Increasing numbers of homes nationwide are being constructed to the ICC 700 National Green Building Standard (NGBS), which is the only residential green building rating system approved by ANSI as an American National Standard. These homes have lower operating costs due to cost-effective energy and water efficiency practices and the use of lower maintenance materials.

Additional NAHB analysis of information from the 2011 AHS shows that energy costs are about 10 percent lower in new homes, even though new homes tend to be larger. The average annual cost of energy was $2,478 for all single-

family homes and $2,240 for those built after 2008, which were new when the information was compiled. Average maintenance costs were 56 percent lower for new homes. Average annual maintenance costs for homes built after 2008 were $241 compared to $547 for all single-family homes.

"No matter what their preference for location or style, financially qualified buyers are likely to find a new home with the features they most want," said Crowe. "The housing market is strengthening in most areas of the country, and home builders are eager to help buyers achieve or further their homeownership goals."

retroactively renewed though 2012 and extended through the end of 2013. Builders and developers are eligible to receive a $2,000 tax credit for the construction and sale of homes that achieve a 50% improvement in energy efficiency over the 2006 International Energy Conservation Code (IECC). There is also potential for a $1000 credit if manufactured homes meet a 30% energy reduction. The building envelope components must substantiate at least 10% of the energy reduction. Homes must be built by an eligible contractor and must be considered a qualified

new energy efficient home. Currently, the ND Department of Commerce is

looking for more certified providers to perform the energy audits for homebuilders. The general theme is that the cost of the audit does lend itself well to still making the most of the credit. Because the energy efficiency must be certified by a qualified software company, it is imperative to start the process today. Keep in mind that an extension of your business tax return may allow you more time to complete the audits. This will still allow you time to claim the credit and to timely file your tax return.

not that the membership association is dead, but that the type of membership and the type of benefits membership assocaitions need to offer is changing drastically. The main basis for this assertion is the changing of generation demographics within our membership and within our companies. Between now and 2030, 78 million Boomers (born 1946-1964) will retire which marks the beginning of the end of the workforce as we know it. From now until 2030, every eight seconds someone will turn 65 - this is the largest shift in human capital ever. The retiring Boomers will be replaced by Generation X (born 1965-1981), who will then be replaced by Generation Y/Millenials (born 1982-1995). As Generation X is only just over half the size of the Boomer Generation (48 million and 78 million respectively), it is imperative for business owners and associations to understand how to cater to this younger, growing Millenial Generation (80 million). The characteristics of each of these generations are generalized as:

than these short definitions, there are some important takeaways in what made them this way, how they prefer to be communicated with, and (in our case) why they join membership associations.

NAHB, along with other industry-related groups, scored a big victory in court against the EPA earlier this year. The latest news is that the EPA has chosen not to appeal the ruling, meaning the victory against the EPA stands and becomes precedent for future cases.

Under the Clean Water Act, the EPA has the power to regulate pollutants in the waters of the United States. As a way of measuring pollutants in water, the EPA regulates the total maximum daily load (“TMDL”) of each pollutant in the water.

The case in question came from Virginia, and specifically a tributary of the Potomac River, called Accotink Creek. The EPA determined that the sediment in Accotink Creek was harmful to certain organisms in the creek. Rather than regulate the actual sediment which was causing the problem, the EPA established a TMDL for Accotink Creek that regulated the flow rate of storm water, which could conceivably “carry” the sediment. The EPA claimed that the storm water was a “surrogate” for the sediment. Such a regulation could have allowed the EPA to require builders to install devices that minimize flow, such as pervious pavement, and to regulate the amount of impervious surfaces in the watershed (i.e. home sizes).

Fairfax County and the Virginia Dept. of Transportation sued the EPA, and NAHB intervened to join the fight against the EPA. The Virginia plaintiffs and NAHB argued that storm water is not a pollutant, and therefore the EPA had no authority to regulate its flow. The EPA’s authority is limited to regulating actual pollutants, not the “surrogates” which may transport the pollutants. The U.S. District Court for the Eastern District of Virginia agreed and ruled against the EPA. This case was decided in January of this year; so you may have already heard about this ruling. But on March 1, 2013, the EPA elected not to appeal this ruling. So the ruling stands.

This is a big victory for NAHB and our members.

Contact Senators on Housing Incentive Fund, Diversion Bills by Doreen Riedman, Executive Officer

Two major bills affecting the hous-ing industry are now in the Senate, and we ask you to contact senators and ask for their support:

Housing Incentive Fund: House Bill 1029 is the continuation of the Housing Incentive Fund. The House removed $30 million of the $50 million pro-posed by Governor Dalrymple. Please ask Senators to restore the Housing Incentive Fund to the $50 million level and support House Bill 1029.

Red River Diversion Project: House Bill 1020 is the State Water Commission's budget that includes state funding for the Red River Diversion project. It was amended on the House side, and includes provi-sions that jeopardize permanent flood protection for that area. Please ask Senators to remove the House amendments and support House Bill 1020 and the Red River Diversion project.

You can send one email message to senators and address both bills. In the subject line of your message to the senators, please include the bill numbers (House Bills 1020 and 1029) so that they may easily reference them along the way. Here’s an update on other issues affecting the mem-bership of the NDAB:

HB 1359 One-Call Notification System: This bill was amended to not require whitelining on residen-tial excavations, and has passed the House and Sen-ate. It now moves to Governor Dalrymple for his sig-nature. NDAB Supports.

SB 2151 Scrap Metal Regulation to Lessen Cop-per Theft: This bill has passed both the Senate and House. NDAB Supports.

HB 1225 Property Sales Price Disclosure: NDAB supports this legislation that provides the disclosure of property sales prices. The original bill disclosed this to appraisers, attorneys, and realtors, but was amended to be completely open. It received a Do Pass 5-1 by the Senate Political Subdivisions Com-mittee and now goes to the full Senate.

The HBA of F-M remains very in-volved with the codes adoption proc-ess within the city of Fargo to up-date from the 2009 to the 2012 In-ternational Residential Code. In late February, members also presented information to Moorhead’s City Council on the HBA’s 2012 year-end building permit report, and a de-crease in the city’s residential per-mits.

The HBA’s Spring Parade of Homes will feature 73 homes by 41 builder members April 27 – May 5. The event is sponsored by Marvin Win-dows & Doors. Hours are 6:30 – 8:30 p.m. weekdays and noon – 5 p.m. weekends.

The HBA will host a blower door demonstration Lunch & Learn April 4 at a home currently being con-structed in Fargo.

Around the State

Federal law requires employers to verify the identity and work authorization of all new hires through com-pletion of the Employment Eligibility Verification Form I-9 within three business days after the individual is hired. The U.S. Citizenship and Immigration Services agency has issued a new Form I-9 for Employment Eligibility Verification. This form is available for imme-diate use, but employers may continue to use the pre-vious version (original expiration was Aug. 31, 2012) until May 7, 2013.

After May 7, 2013, all employers must use only the newly revised Form I-9 (expiration March 31,

2016) for each new employee hired, or be subject to a civil penalty if audited. Be advised that the new form requires additional data, and expands the form from one page to two. To help employers to familiarize themselves with the new format and instructions, US-CIS is offering free educational webinars that highlight the new features of the form and also include a de-tailed overview of how to use Form I-9.
