Additional Nominations for 2014 BCOA Officers and Board of Directors must follow the BCOA By-Laws Article IV, Section 4, (b) thru (e).
BCOA By-LawsARTICLE IV - THE CLUB YEAR, VOTING, NOMINATIONS, ELECTIONSSECTION 4. NOMINATIONS AND BALLOTS.
(b) Additional nominations of eligible members may be made by written petition addressed to the Secretary and post-marked to his or her regular address prior to August 15. The Secretary must receive petitions not later than August 21, even if it is not a mail delivery day. The petitions must be signed by five members in good standing and accompanied by both the writ-ten acceptance of each additional nominee signifying his or her willingness to be a candidate and a resume of not more than 250 words of each additional nominee. No person shall be a candidate for more than one position, and the additional nominations which are provided for herein may be made only from among those members who have not accepted a nomination of the Nominating Committee.(c) If no valid additional nominations are received in accor-dance with Section 4 b above, the Nominating Committee’s slate shall be declared elected on October 1 and no balloting will be required. The elected nominees’ resumes shall be published in the November issue of the Club’s Bulletin Board newsletter.(d) If one or more valid additional nominations are received by the Secretary on or before August 21, the Secretary shall, on or before September 15, mail to each member in good standing a ballot listing all of the nominees for each position in alphabetical order, including their states of residence and with the nominees’ resumes attached. This ballot and attachments shall be mailed together with a blank envelope and a return envelope addressed to the Inspectors of Election (See Section 3 of this Article),

So that the ballots may remain secret, each voter, after marking the ballot, shall seal it in the blank envelope which shall then be placed in the second envelope addressed to the Inspectors of Election. The Inspectors of Election shall check the return against the list provided by the Secretary of members whose dues are paid for the current year prior to opening the outer envelopes and removing the blank envelopes, and shall certify the eligibility of the voters as well as the results of the voting. The inspector shall notify the Secretary of all election results before October 30. The Secretary shall notify the membership of all election results in the November issue of the Club Bulletin Board newsletter or by mail not later than November 20.(e) Nominations cannot be made at the annual meeting or in any manner other than provided above.

2013 BOd MeetinG MinUtesThe Annual Board of Directors meeting of the Basenji Club of America, Inc. was held on Sunday, July 14, 2013 at the Auburn Ranch for Dogs in Auburn, WA. The meeting was called to order by Vice President Pam Geoffroy. Members present were Pam Geoffroy- VP, Linda Siekert- Treasurer, Janet Ketz-Secretary and Board members-, Jon Curby, Jackie Jones, Wanda Pooley, Michael Work. President Beth Straub and Board members Lisa Auerbach and Midge Greenlee attended by phone. A quorum, a majority of the Board was present. AKC Delegate Katie Camp-bell was in attendance.
The minutes of the July 12, 2012 BCOA Board of Director’s Meeting were approved as published in the August 2012 Bulletin Board Newsletter with a Motion by Siekert, second Greenlee. Motion passed.
COMMITTEE REPORTSAKC Delegate Katie Campbell reported on the Delegates meet-ing in March. Highlights included our BCOA request for elec-tronic balloting was supported by several other AKC Delegates and the topic will be brought up at the AKC Board meeting in August. The AKC will put together Emergency Dog Trailers in 2014 for use in natural disasters. All clubs are invited to support this effort. The AKC is hosting the annual Meet the Breeds event at the AKC/Eukanuba National Championship in Orlando, FL, on Dec 14 & 15, 2013. Katie is hoping we can put together a booth for this event.
NEw BUSINESSPRA to Chic- Since the test became available about 150 have been done. A discussion on add the PRA test to the Chic resulted in a Motion by Curby, second Pooley to add PRA Testing to the CHIC Requirements. Motion passed. BCOA will need to send a letter to OFA with the information. BHE Board for 2014. Discussion lead to a Motion: To table the vote at this time but to work to a resolution within the next month by Pooley, second Geoffroy. Motion passed.
Video Contract 2014 and beyond- Pam will work with Andrew Sawler, Videographer Committee, to get proposals (single and multi-year) from PureBred Studios. Jon and Jackie will check with other club holding a specialty show (Italian Greyhound) during the week of our Nat Spec in 2014 for possible options. Results will be reported to BOD for a decision on future contract.
Vavra Book- Robert Vavra contacted BCOA to report that the cur-rent printing of his book Canis Bas had some quality issues. He has offered to donate items for use as a
Fundraiser to help offset the costs so that his book can be reprint-ed by BCOA. He will also assist in the editing process. A Motion to: Halt sales of the current printing of the book, prepare/edit the new copy and have it printed was made by Curby, second Geof-froy. Motion passed. BCOA will accept a donation of the newest Vavra book and “Fula” painting from the collection of VTW that will be donated by Mr. Vavra as fundraising items to help finance the printing. The “Canis” fundraising event will be planned for the 2014 National Specialty and all proceeds will go towards the book expenses.
Membership Announcements- The process for sending announce-ments and Bulletin Board Newsletters seems to be cumbersome and could be open for some updates. Motion by Jon, second by Jackie: Look into updating and/or streamlining the Announce Process. Lisa Auerbach will look into the process with Kyle Ca-bral, Clay Bunyard and Susan Coe to look into needs, issues and options to improve the process.
Events Coordinator & Liaison, Libby Cox, sent 2 items for board consideration. *BCOA to offer supported entries for performance events. (lure coursing, obedience, agility) *Member request that BCOA host lure trials outside of a National Specialty. The example noted was 2012 BCOA Agility trial held outside of a National Specialty.
The BOD wants to consider both of these options and will ask Libby to gather information and suggestions on guidelines for these events.

Motion passed.A motion to accept the Standing Rules for BCOA Annual Meetings as published in the BCOA Policy Manual was made by Katie Campbell with a second by Kyle Cabral. Motion passed.
OFFICERS REPORTSVice President’s Report:Pam welcomed everyone and thanked them for coming to the 2013 annual membership meeting. She sent out a big “THANK YOU” to the Host Group! Due to changes in 2013 Board of Directors, I was voted in by current 2013 BCOA Board with ballot 2013-18 effective March 29. Since that time these duties have been performed: *Proof read premium lists for 2013 national specialty. *Contacted replacement judge for 2014 national due to illness of Russell Hendren. *Found and hired a parliamentarian for 2013 annual meeting. *Took part in regular Board discussions and voting.

Member Question for Annual Meeting:<<Will BCOA subsidize any amount towards the PRA testing like they did with Fanconi? The BCOA was not involved in the Fanconi retest subsidy issue. The subsidized amount was actually offered by the BHE. The BHE Board points out that Fanconi testing was originally done with the Linkage marker test. When the Direct test became available, the BHE (2011) decided to offer the subsidized retests using the direct marker test for all dogs that had been tested with the Marker test. Since the current PRA is a direct test, the circumstances are not the same as the fanconi testing was. Based on that information, the 2012 BHE BOD will not be offering any subsidy for the PRA testing.

COMMITTEE REPORTS:
African Stock Project – James Johannes and Linda Siekert, Co-chairs Co-chair James Johannes reports we have received a few orders for the current 2012 ASP CD, some from overseas. Co-chair Linda Siekert reports as with years past, very little new information has been forthcoming; James and I can only update information we are provided. Please remember to send any updates on any new litters or changes on the imports or their half African descendants. All information received by Linda, between August 2012 and June 2013, has been updated in her master copy and sent onwards to James. Shout out to Bev Bland who always manages to send numerous updates on her Brushy Run Avongaras.
AKC Delegate –Katie Campbell reported on the Delegates meeting in March. Highlights included our BCOA request for electronic balloting was sup-ported by several other AKC Delegates and the topic will be brought up at the AKC Board meeting in August. Kaatie will be looking into the AKC and what they are planning related to commercial breeders.
AKC Legislative Liaison – Vickie JacobsEvery year the legislators all over the country deal with issues relating to Animal Advisories. Whenever I receive any notices that relate to our breed I send the notice to Secretary to notify our BCOA Board. In turn they were to notify the states that the advisory includes. Vickie also reported on AKC and the commercial breeder.

4. Course # 204 The Standard in the College for Basenji BreedersThe Basenji DissectedThe Standard Dissected goes through the Standard sentence by sentence discussing what it all means.(Susan Coe, Pam Geoffroy and Laurie Stargell)5. College for Basenji Judges has been updated when requested by the chairman of the Judges Education Committee6. Workbooks have been received and corrected (Nancy Mitchell)As always, we welcome constructive criticism and ideas for future material.
Breed Standard – Damara Bolte` & Midge GreenleeThe Breed Standard Committee has been involved in two projects: the new Illustrated Standard, and the revision to the AKC’s Com-plete Dog Book. For the Illustrated Standard, we consulted with Marianne Klinkowski (Judge’s Ed.), Susan Coe and Laurie Stargell (Breeder’s Ed), and Wanda Pooley, who collected photos, formatted and assembled the new version of the illustrated standard. The result is a beautiful new booklet which has deservedly received the accolades of both judges and breeders. A big thank-you to all who participated in providing comments, suggestions, and photos, to Melody Falcone for providing the lovely cover for the booklet, and both thanks and a big cheer to Wanda for making it all happen.The AKC Complete Dog Book is being revised and updated, as is done periodically. In the past, this has meant updating the text and the single photo representing the breed. This time AKC wanted a slightly different format and multiple photos. Damara Bolte’, who wrote the existing article for the Book, took on the task of updating and expanding the written portion, and some of the text from the breed flyer sent with registration certificates was also incorporated (Damara wrote that, too). What was serendipitous was that the request from AKC for the revision and additional photos occurred as we were all involved in assembling photos for the new illustrated standard, so we prevailed upon Wanda to supply some we felt were appropriate, and send them off, with the text, to AKC. The revised edition of the Complete Dog Book in which our latest updates and photos will appear will be available when printed.
By-Laws And Corporate Documents – Midge GreenleeThe By-Laws and Corporate Documents Committee has spent 2013 continuing to update, clarify, define, and in some cases construct information on committees, job descriptions and the policies governing various procedures and rules. There are always matters which arise and the question becomes “did this ever come up before, and how was it handled,” so part of this committee’s job is to see that, where possible, solutions past and present are incorporated into the job descriptions and the job responsibilities that have been or should be involved. All of our committee’s suggestions are of course subject to Board discussion, amendment and approval. A surprise this year was that we became aware that nowhere in our committees and documents did we address the matter of the BCOA medallions, and when and where they are awarded, and that there is someone in charge of all that. The “someone” is, and has long been, Peg Grundman. With her assistance and that of Carole Kirk, who worked with Peg for years as our Event Coordinator, we at last have this listed as a committee, and the rules for distribution of the medallions to Nationals and to supported entries is finally included in our documents.
Fundraising Chair: Susan Campeau, Members: Jackie Dering, Sharron SchmidgalThe 2012 BOD created this committee. We submitted to the2012 board estimates of the cost of producing tee shirts screen-printed with the BCOA logo that we updated last year, as well as baseball caps with the embroidered logo to be offered for sale on the BCOA website. But the subject was tabled until 2013. The 2013 board wanted to go with just pre-ordered shirts and caps. This works extremely well for one-time printing and embriodering jobs, like for a National Specialty, but does not work well for ongoing mer-cnadise sales. As the orders came in, they would have to be saved until we had enough to meet a minimal number before they were printed. So people would have to wait an unspecified long time to receive their merchandise. If there was not a large enough number of orders to meet a minimum, then the cost of each shirt would be prohibitive, or we would have to cancel the orders and return the money. That would create another problem.At this point, I would like to know how many members would be interested in screen printed BCOA tee, embroidered hoodies, polo shirts or caps. If there is enough interest, we can continue to pursue it. If not, we'll await any project that the BOD may need us to work on.

The reports from the 2013 ASFA Annual Convention of Delegates, and the ASFA International Invitational were printed in the Bul-letin.In 2012, 124 basenjis competed in ASFA trials.

There was also one Lure Courser of Merit, one Lure Courser of Merit 2, one Lure Courser of Merit 3, 2 Veteran Field Champions, and one Veteran Lure Courser of Merit.The ASFA #1 basenji for 2012 was Zuri, GCh. DC Jerlin’s Our Zuri Pupin, LCM, VLCM. MC, SGRC, VB, LCX owned and handled by Terry Colbert. For 2012, 91 basenjis earned titles in AKC coursing. There were 22 Junior Coursers, 37 Senior Coursers and 9 Master Coursers 19 basenjis earned field championships, 2 earned Lure Courser Excellents, and there was one Lure Courser Excellent 2 and one Lure Courser Excellent 3.In addition, there were 4 basenjis that passed Coursing Aptitude Tests, 2 that made Advanced CAT and one that made CAT Excellent. The 2012 #1 AKC Lure Coursing Basenji was FC Taji’s Alster Echo, MC, LCX2Congratulations to everyone on their titles.
Health & Research - Kirsten SigristMembers: Sue Campeau, Stan Carter, Susan Harbison, Lisa Hart, Mia Lowbeer, Kristen Marshall, Lisa Voss.
It has been another great year in basenji health research. Dr. Johnson’s announcement of the PRA BJ1 test gives all breeders a valuable tool to assess and eventually diminish the incidence of PRA in basenjis. The HRC has been expanded this year to include Sue Campeau and Lisa Voss.Sue Campeau: Susan Campeau has owned basenjis since 1983. She has a BS in Animal Husbandry, a BS Human Biology and a Doctor of Chiropractic degree. She has taught high school science. For the past 12 years, she has owned her own practice where her paitents receive chiropractic care and functional medicine. Sue competes with her basenjis in lure coursing and shows. Lisa Voss: Lisa has a BS in Chemistry, an MA in Education and teaches high school Biology and Chemistry. She has owned basenjis since 1998 and started breeding in 2004. She participates in conformation, lure coursing, rally, nose work and racing with her basen-jis. She teaches basic manners, rally and nose work classes. She has served on the HRC in previous years and is happy to have the opportunity to serve again.They join a well-rounded group with expertise in genetics, veterinary science, and dog breeding.
The health and research committee has been working to support basenji health research. We were happy to review and recommend funding for Dr. Johnson’s latest proposal to characterize the development of PRA in PRA BJ1 affected basenjis and to search for the genetic cause of PRA in PRA BJ1 normal basenjis. The BHE has approved funding for these projects and Dr. Johnson will be looking for candidates for these studies. If you have a basenji that tested Normal/clear with the PRA BJ1 test and has been diagnosed with PRA by a certified opthamologist, your dog may be a good candidate for the whole genome screening to search for additional PRA-related mutations.If you have a basenji that has been tested as affected with the PRA BJ1 test and is under 4 years of age, your dog may be a good candi-date for the study of the development of PRA in PRA BJ1 affected basenjis.The HRC encourages anyone with basenjis that fall into these categories to think about participating in Dr. Johnson’s research. The committee is working on writing a PRA FAQ to be added to the BCOA website, but in the meantime, the breeding recommenda-tions are as listed in the announcement that was sent out earlier this year.

We've had a good year so far with successful seminars in Gettysburg (BCOA) and Louisville (American Canine Educational Foun-dation) with the upcoming National in Auburn, WA and Houston (Dog Judges Association of America) still to come. Many, many thanks to the dedicated breeders and exhibitors who went out of their way to share their beautiful Basenjis with interested and grateful prospective judges. On the down side, the seminar scheduled for the American Dog Show Judges Institute in Pennsylvania in August was cancelled as a result of low enrollment in the Hound Group section. We participated in the revision of the black and white tri-fold brochure used in our educational efforts and have received many positive comments on our colorful new illustrated standard. Basenji judges were delighted to receive copies of the compact brochure which was designed to add to their knowledge and understanding of the breed and we will continue to distribute them to prospective and provisional/permit judges. We are always looking for qualified mentors to share their expertise with upcoming judges and invite those who are willing to participate in this worthwhile program to submit the application found on the BCOA website. Our PowerPoint slide show is also a work-in-progress and we ask that you con-tinue to share your wonderful photos of Basenjis being Basenjis with our future judges.
Native Stock - Pamela Geoffroy & Damara Bolté Members: Susan Coe, Andrew Sawler and Linda Siekert.The Native Stock Committee submitted four dogs to the BCOA board for consideration. The 2013 BCOA board approved all four of these dogs to move forward to be voted on with membership ballot 2013-01. Due to the close numbers the BCOA board approved a recount with non BCOA members to review invalid ballots and recount. These are the final results.
*Membership Ballot 2013-01- Avongara Maha Gany and Avongara NgubaThese applicants were approved with a 231 in favor and 81 not in favor from 312 valid ballots. These dogs met the 66.7% to pass with 74.03% in favor. These dogs will proceed to the AKC registration phase.*Membership Ballot 2013-01 Avuvi EnagnonThis applicant received 204 in favor and 107 not in favor from 311 valid ballots. This dog did not meet the 66.7 % to pass with only 65.59% in favor.*Membership Ballot 2013-01 Ntomba MobengiThis applicant received 190 in favor and 121 not in favor from 311 valid ballots. This dog did not meet the 66.7% in favor to pass with only 61.09% in favor.
Performance Events - Suzanne La Croix and Cindy GriswoldThe Performance Events Committee has been working for many months on an updated, revised, and greatly enlarged Versatile Basenji program. Much of the expansion has been driven by BCOA members who have asked us to accommodate many new competitive opportunities. The committee is pretty excited about how the new program is evolving. There will be more ways to earn Versatile Ba-senji awards and many more sports and venues in which to participate. Currently, we continue to review the extensive list of competi-tive titles available. This is a tedious, but necessary, task that will ensure that the integrity of the award levels are preserved. We are looking forward to sending the completed proposed program to the board for their approval.
Social Media – Clay BunyardThe committee is creating engaging and informative content to support BCOA outreach and public education efforts using Facebook and YouTube. Face Book activity continues to increase. Affiliate Clubs are encouraged to share club activities on the BCOA Facebook page and build a club page to connect with the basenji community. (Dr. Donald Sturz received the largest number of votes for Conformation Judge for the 2014 National Specialty. He was originally unavailable for the assignment. Russell Hendren was the judge with the next highest number of votes. He agreed to accept the assign-ment in 2012. Mr. Hendren will not be able to fulfill the assignment.) Please send your vote.
APPROVE: Auerbach, Curby, Geoffroy, Greenlee, Jones, Ketz, Pooley, Siekert- Comment: [I was sorry to learn Judge Hendren would be unable to fulfill his judging assignments; I so appreciate his tenacity to ensure the BCOA was alerted to this fact as early as pos-sible. As previously stated in past ballots, in the absence of specific mandates on how best to proceed, I will default to precedence. In this particular case there has never been a time (to the best of my knowledge) when the contracted Judge needed to rescind his obliga-tion and the original dates of the National Specialty needed to be changed; therefore I have no precedence in which to refer. The NS policy states (in part) regarding how to determine the best substitute judge should the contracted judge be unable to fulfill their obliga-tion: “c.....The purpose is to avoid hiring a substitute judge that does not represent a clear consensus of the membership.”While written policies are helpful guidelines they are not mandates. They do not cover every kind of scenario that could possibly arise and they are not bylaws that must be adhered to. At times, logic needs to step in and guide us, such as with this issue. My understand-ing is Judge Sturz originally declined because the original 2014 dates conflicted with his schedule; however the 2014 NS dates have since changed (see Ballot 2013-28) after Dr. Struz was originally approached. Since a) the NS policy implies the purpose of finding a substitute judge is to represent a clear consensus of the membership b) the 2014 NS dates have changed c) Judge Sturz garnered to the most membership votes, logic tells me we should attempt to give the membership what they wanted by at least asking the judge with the most votes to see if the new dates are more workable for him. Thankfully they were and the 2013 Board has been able to secure the members first choice for 2014.], Work.ABSTAIN: Kirk.

Nevertheless, I have reservations about the “legality” of this ballot and have chosen to abstain. The BCOA Bylaws, the BCOA Policy Manual, and the Native Stock Procedures have no language provisions for handling a recount of a close ballot, and while I recognize that in most circumstances a Board may have some latitude to create new policy to resolve an unusual situation, that may not be the case with this issue. Prior to the 2012 Annual General Meeting, the BCOA Board had full authority to modify any steps in the Native Stock Procedures. However, at that year’s AGM a motion was made and passed by a majority of the members present that requires ALL changes to the Native Stock process (other than housekeeping) must be approved by 2/3 of the voting BCOA members prior to those changes/modifications going in to effect. Creating a recount for a native stock bal-lot is adding a step to the process.[APPROVED MOTION AT 2012 AGM: J. Curby – Motion: Any changes, other than those generally considered housekeeping, to the approval process for including new native dogs into the AKC registry be ratified by a 2/3 majority vote of the BCOA membership. Attached you will find two documents that outline the results of the African Stock Vote by the membership, the original count and then the recount for just one dog. The original count had such a small difference between passing and failing (.1%) for one dog, that the board requested that the count be re-done. The board did consider several member requests regarding the recount, but due to both cost and expediency, it was determined that the chair would request two non-club members who were members of a local breed club to assist with the recount. Your patience is appreciated and we do understand the interest on this topic; as an organization that runs com-pletely on volunteers it does sometimes take longer to work through everything than we might like. I truly appreciate all of the extra effort Kim Brown provided to get this wrapped up, this is a very important role and Kim was wonderful to work with throughout.
