SUBMITTING EXPENSES TO BCOA TREASURERPlease note per BCOA Ballot 2004 – 48, published in January 2005 Bulletin Board: “BCOA members incurring expenses covering BCOA budgeted items during the fiscal year shall submit invoices to the Treasurer on or before March 1st of the next year to be eligible for reimbursement. Expenditures incurred by members that are not covered by the Budget shall require Board approval. These bills shall be submitted to the Treasurer on or before February 1st of the next year. Please send your vote on Standing Rules for the 2012 Annual Meeting to be held at the Eisenhower Hotel and Convention Center, Gettysburg, PA on Friday, July 13, 2012 from 4-6pm. (Room TBA). The Standing Rules for Annual Meetings will also be added to the BCOA Policy Manual.

STANDING RULES FOR BCOA ANNUAL MEETINGS

1. The Standing Rules shall be adopted immediately after the Call to Order.

2. Oral reports of Officers and Committee Chairs shall be limited to two minutes except for those of the President and Treasurer. An additional two minutes may be allowed for questions from the membership on reports (such as those of the Health Research Committee) presenting important new material.

3. Typed copies of all reports shall be filed with the President and the Secretary.

4. Members who wish to speak must rise, address the Chair and wait to be recognized. They shall move to a microphone if one is available for use of the membership. They shall state their name and office or club (if any) before speaking.

5. No member shall speak more than two minutes without permission of the Chair.

6. All motions and resolutions must/should be presented in writing to the Secretary prior to the meeting. Forms for written motions and resolutions will be provided in the Hospitality Room.

7. Individuals registering a motion in advance with the Secretary shall be recognized by the Chair to make that motion to the membership present at the meeting.

8. Individuals registering a motion in advance with the Secretary shall have the right to speak first in debate, if they wish, after the Chair has stated the motion and it has been seconded.

9. The Chair shall alternate, as far as possible, between speakers favoring and speakers opposing a motion under consideration. Debate on motions shall be limited to 15 minutes.

10. A timekeeper will be on duty and will call time on all discussions.

11. All cell phones and pagers are to be silenced during the business meeting.

12. The rules contained in the current edition of Robert’s Rules of Order Newly Revised shall govern the annual business meeting in all cases to which they are applicable and in which they are not inconsistent with the Basenji Club of America, Inc. Bylaws and these Standing Rules.

Breeders Education Committee -Susan Coe and Laurie StargellBreeder Education has been working in three areas this year.1. The BEC helped the 2012 National Specialty group with the ABC of Dog Breeding seminar, which just took place. We would be happy to help out other National groups planning educational seminars. Please contact either of us if you think the Commit-tee could help.2. The Basenji University continues to develop with new quizzes, new courses and updates.If you have people inquiring about the breed or buying a new puppy, the College for Basenji Owners is a good internet source of infor-mation for you to recommend. There are several new self-graded quizzes for the Owners Guide and there will be more added as we continue to grow. The Basenji Timeline has had some new items uploaded as well during the year. A few additional books are now included in “Books to Read”.In the College of Basenji Activities the agility, obedience and rally courses are now online. An interesting article about flyball with basenjis is available too. Work is progressing on the additional courses such as breed handling and coursing. The College for Breeders has a new item entitled “Basenji Breeders Answer the Question: What advice do you have for a new basenji breeder getting started?” Reprinted from “The Basenji” Meet The Breeder interviews. A voice-over for the Judges Education Seminar came online in December in the College for Basenji Judges. It makes the slides easier to follow and understand. Also the new article Suggestions for Judging Procedures offers strategies for examining basenjis in the show ring.If you have suggestions for the Basenji U, contact either Laurie or Susan. 3. The newest BEC project is the Basenji Measurement Survey. The Survey is designed as a learning tool not only for the owners and fanciers of today but for those in the future as well. Results of measurements of height, weight, and length of dogs (with no names of owners or dogs) will be collated and presented as a Bulletin article so everyone can see the breed trends for themselves. The first Measuring Station is set up just outside the ring entrance....look for our banner. The Station can be repeated in additional years so a broader view of the entire USA basenji population can be obtained.

• Challenges—getting the logo camera ready. We need someone that can clean up the lines on the logo and put stripes on the brindles and white feet on some of the dogs that do not have white feet. We do not have the original of the logo, which was done only in black and white by Carlos Jimenez. In 2008, Carmella, as webmaster, digitally added the colors as we know t them. We have permission from Carlos to use the logo as long as it is not changed significantly and it retains his signature. • Once the logo is finished, the apparel will be available within 3 weeks. They will be listed on the website. Projects: Volunteers Needed • We also need artists to donate artwork and help with the BCOA logo.• As we increase our sales, we will need extra volunteers to help store and mail the orders. • If you have any other ideas, please let me know. Health and Research CommitteeUpdated Committee Description• Purpose: The BCOA Health and Research Committee supports the club and membership in their efforts to encourage Basenji health research and its applications to improve Basenji health.• Responsibilities: BCOA Health and Research Committee members should have an interest in Basenji health and health research. A science or research background is not required, although it can be very helpful. Members come from a variety of back-grounds, bringing a variety of strengths to the group.• Members are expected to participate on the yahoo group, which is the committee’s main method of communication, and to be actively involved in the committee.• Committee activities will be regularly reported to the membership via reports in BCOA publications and on the website. All BCOA members are encouraged to share their ideas and questions about canine health and research with any member of the commit-tee. Committee members often help with functions such as DNA blood draws, eye clinics, educational speakers, and other functions at regional and national specialties. Current HRC members• Kirsten Sigrist (Co-Chair): Previously HRC chair/co-chair, involved with basenjis since 1991 and bred one litter. Biomedical researcher involved with the generation of genetically modified mice for research for 20 years. Lives in Medway, MA.• Kristen Marshall (Co-chair): Long time basenji breeder and previous HRC member. Kristen is a veterinarian. Lives in Fair-fax, VA.• Stan Carter: Basenji breeder involved with basenjis since 1968, previous HRC chair, previous BOD member, and veterinar-ian. Stan went to the Congo in 1988 to find native dogs. In 1992 he suggested that we approach Dr. Gary Johnson about the possibility of developing a genetic marker test for Fanconi and gathered many of the first blood samples used in the research that produced the test. Lives in MO.• Lisa Hart: Long time breeder and has been involved in basenjis since 1982. She has been a member of the HRC for several years. Lisa has been a BSN, RN since 1984 and is currently enrolled in a graduate program studying Environmental and Occupational Health Research. Lives in North Bend, WA. • Susan Harbison: Has owned Basenjis for 16 years and bred one litter. Is a principal investigator for the National Heart, Lung and Blood Institute in the area of systems genetics, which includes the association of whole-genome sequence with complex traits. Lives in Rockville, MD. • Mia Lowbeer: Been in the breed 52 years, bred her first litter in 1966. Founded the Swedish Basenji Society in 1977 and has served as president for 14 years. Member of the breeding committee, responsible for health issues and wrote, together with Henriette Folke, the Breed Specific Breeding strategies for Basenjis in Sweden. Have been working together with ophthalmologist Berit Wallin Hakansson on the Basenji retinopathy issue in Sweden.

Internet Security-Lisa Corell AuerbachInternet Security works to help protect the security of the BCOA website, and to keep backups and software so that, if there is ever a problem with the site, it can be successfully restored. The BCOA website is installed in compliance with recommended Joomla security measures, and receives regular backups, including database backups. The BCOA website currently has 244 registered users, of whom 200 have logged in at least once. Logins can be requested from [email protected] hope to upgrade the software for the site in the next year, to a newer version of the same software. By running parallel, we should be able to switch over with minimal downtime

Judges Education Committee -Marianne Klinkowski, ChairThe Judges Education Committee presented judging seminars in December, 2011 in Orlando, FL and in Portland, OR in January, 2012. Many thanks to everyone involved in helping to make these seminars a resounding success! Our next scheduled presentation will be held at the National on Saturday, July 14, following the conclusion of bitch judging. Sweeps BOB and BOS as well as all first place winners in the regular and non-regular conformation classes are invited to the hands-on portion of the seminar. Owners and han-dlers please let me know if you will be able to attend. The mentors program is going very well and we still have openings for qualified mentors. Applications may be found on the BCOA website or see me this weekend and I will have some available.Our slide show is still a work-in-progress and we again invite the submission of clear photos which demonstrate excellence in breed type.The AKC has tightened the requirements for ringside mentoring for judges and will now only give credit for formal mentoring ses-sions held in conjunction with national or regional specialties. If any of our local clubs would like to offer ringside mentoring at their annual specialties, please let me know and I can get the word out to interested judges.

Judges Selection Process Committee-Kim Noyes-Chair, Sheila Lund, Jean MartinStage 1 of the Judges Selection Process was completed June 15. We are in the process of verifying eligibility of those nominated and will post the final list of Judges from Stage 1 in the July and August Bulletin Boards as well as on the BCOA website.

Junior LiaisonSharon Unrau plans to provide multiple resources to prospective and current Jr Showmanship participants and their families. This will include welcome/info packets, referrals to BCOA members with successful experiences in the breed, quarterly reports by Liaison and Jr members, Jr’s newsletter and school /portfolio letters for juniors.

The 2012 BCOA board approved four of these ten dogs to move forward to be voted on in membership ballot 2012-02.Avongara Akua, Avongara Makala, Avongara Naziki and Avongara Nilli were all imported from the same area of the Democratic Republic of the Congo.These applicants were approved with a 254 in favor and 30 not in favor from 284 valid ballots. So these four dogs met the 2/3rds of the voting membership approval to be sent on to AKC for registrationThese dogs are currently in the process of being registered by the AKC.The 2012 BCOA board has provided the Native Stock Committee with some suggestions for changes to the procedures in submit-ting native stock. The Committee is in the process of reviewing these suggestions and is accepting suggestions from the membership, evaluators, importers, owners and the committee itself.

Program Changes• The committee has reviewed the following Versatile Basenji Program Categories and made changes as noted: Agility :• Teacup Dogs Agility Association titles were reviewed at the request of a club member. The advanced agility titles of this organization will now be accepted for credit as intermediate and advanced performance titles in line with the advanced agility titles offered by AKC, USDAA and NADAC. These titles will be listed in the revised award application grid.

Rescue Liaison--Carrie Jones

2012 rescue reimbursements in the amount of $2,620.00 have been paid to reduce some of the financial burden to BRAT (Basenji Rescue and Transport) for a second group of rescues from Wimauma, Florida.Rescue Funds balance: $10,615.88 The rescue policy was updated in early 2012 and a change was made to allow the Board the opportunity to pay rescue organizations directly rather than work side-by-side because after using this policy for several years, there were instances when making direct dona-tions would have been simpler and more timely for all involved.

The Equivalent of a Lifetime of Selfless “Behind the Scenes” Work For BCOAI am delighted to nominate Sandra “Sandy” Tucker of Rockford, Illinois for the BCOA Unsung Hero Award. Sandy joined BCOA in 1976 so that makes 36 active years in our national breed club, always working behind the scenes and never looking for the spotlight!Of all the jobs associated with a national specialty, the trophies are one of the most intense there is. Sandy has volunteered for the “be-hind the scenes” trophy work at more than a few national specialties from 1996 right up to 2011. She never wants to be trophy chair, but she eagerly takes on the responsibility of making sure each day’s trophies and ribbons are laid out and ready early each morning – and by ready I mean ready for the show ring, ready for the coursing field, ready for any event. It is an incredible amount of work that needs a person who has great organizational skills, physical strength, and an attention to detail surpassed by none. In doing so, Sandy is the right arm of her trophy chairs over the years who counted on her to have it done - and done right - every day.At the 2011 BCOA national specialty, Sandy not only worked the trophy table from set up each night to handing them out all day long until the last dog was out of the ring, but she also mentored our trophy chair who was a newcomer to national specialties and the huge job that is trophies and ribbons.No matter what or who needs help, just about every national will find Sandy pitching in behind the scenes to help out whether it is tak-ing banquet tickets, setting up a coursing fence, helping with hospitality and making coffee, or just cleaning up anywhere it is needed. J Johannes – Motion: The Board’s role for applications submitted for Native Stock to be considered for registration will be to review the administrative process and ensure applications are complete. The Board can include a recommendation to the membership to ac-cept or deny an application. Applications which are complete will be presented to the membership for their vote.

President: Current Club Documents put the decision with the BOD, so the motion to change that process is out of order. To pres-ent business items for Board action, a written petition addressed to the Secretary and signed by 20 members (see the Board Business petition process in the By-Laws) shall be voted on by the BOD within six weeks of the date petition is received by the Secretary. Curby – Motion: Any changes, other than those generally considered housekeeping, to the approval process for including new native dogs into the AKC registry be ratified by a 2/3 majority vote of the BCOA membership.Motion passed.The next Annual General Membership Meeting will be held July 12-17, 2013 in Auburn, Washington. Without objection the meeting was adjourned.

Due to an omission by the Secretary, the annual meeting was re-opened on Sat, July 14, 2013 for one motion: the Lifetime Member-ship of Anne Graves. Motion passed. Thank you Anne for your lifelong dedication to basenjis and BCOA! Meeting adjourned with no objections.
