Please send your vote on clarifying the eligibility requirements for judges at National Specialties:

III. A. 1) b. Conformation Judge Eligibility:b. Judges who have judged the Conformation at a BCOA National Specialty in the eight (8) years prior to this one are ineligible.

2) b. Sweepstakes Judge Eligibility:b) Judges who have judged the Sweepstakes at a BCOA National Specialty in the eight (8) years prior to this one are ineligible.

(Note correction in numbering above; see Comments below.)

APPROVED: Bolté; Curby; Graves; Greenlee; Hesse; Schreiber; WebbDISAPPROVED: Auerbach (“the change suggested is a change, not a clarification.  I believe the current methodology, allowing judges to judge only once every 8 years, is superior to the proposed change.”); Phillips (“I believe this is more than a mere clarification, it is a CHANGE to eligibility for judges at our nationals that warrants more consideration than a "yes/no" board vote.  Some time around 2002 the National Specialty Guidelines (now Procedures) were revised and the effect was that neither the sweeps judge nor the regular class judge for a given national could be considered again for either assignment for 8 years.  Whether that was intentional at that time has been debated, but regardless it is the rule we have been operating under for many election cycles, even if the candidates did not realize it at the time.  I will support a revision to judges eligibility if the entire Eligibility section is considered as a whole, with an opportunity for member input (not a membership vote, but time to comment).  [Admin comment - If this ballot passes it will not fit in smoothly with the language in the NSP.  It should have been revisions to III.A.1.b and III.A.2.b.]”) [Sec’y response: The correction is noted and made to the records.]  Stargell (“I don't really see an overwhelming need for this change.  The current language of that section, which states sweeps or conformation for the previous 8 years, seems appropriate. Diversity in the judging slate is good for attendance at our Nationals from year to year. We also have many qualified judges, so repetition seems unnecessary. In addition, sweeps judging one year (which is typically a breeder and not an AKC judge) and conformation judging shortly thereafter doesn't give the provisional judge much time to mature. Breeder judges have tons of breed knowledge, but a person's quality of judging isn't necessarily linked to their quality of breeding, and vice versa. Indeed I think there are a few absolutely terrific all-arounders out there that have never bred a litter of basenjis. Judging and breeding are two highly related but distinct (and challenging!) endeavors.”)
