Unsung Hero Award Congratulations to Mary Ellen Chaffin [WA], the recipient of the 2016 Unsung Hero Award. The nomination was submitted by Katie Campbell [WA], who wrote:

As many fret about who will carry on our traditions and activities into the next generation, we should be especially thankful (and inspired!) for “new-to-the-breed worker-bees” like Mary Ellen Chaffin. As a competing in lure coursing about a year later and shortly thereafter joined the BCOA & EBC. Customarily, newcomers who acquire ambitious dogs, eagerly compete and take what The Fancy offers, without much consideration for giving back to those organizations that make those events possible; But “ME” has given back so much already. When only a freshman member of BCOA, she offered to take on the huge (and under appreciated) job of being the BCOA Roster Editor, when no one else stepped forward. She did a brilliant job; Many were surprised at how well she did with little instruction. Furthermore, Mary Ellen streamlined the job to make the roster easier to produce in the future. After doing that for a couple of years, when the BCOA Bulletin Editor stepped down, ME applied for that challenging, time consuming position and has again outdone herself while she continues to produce the BCOA Roster. Not only does she get these jobs done, Mary Ellen has come up with numerous innovative methods and ideas of how to save the BCOA both time and money in the process. She also developed the first BCOA Annual Yearbook (a whopping 140 pages) which freshly delivered has been very well received by the membership.

Besides all that she has done for BCOA, Mary Ellen has supported the greater Basenji community in other significant ways: She has been actively pursuing her credentials to become a lure coursing judge; She also served for several years as the EBC Specialty Show Chair (consistently the largest regional specialty in the USA with B2B shows and numerous events involved); and she is currently serving as the President of the Evergreen Basenji Club. Knowing Mary Ellen, I’m sure that she’s serving in a number of other capacities without even mentioning them to me.

When it seems that no one will step up to a mammoth, thankless job in our Basenji community, Mary Ellen Chaffin does - she gives it her ALL - and the entire Fancy benefits from her quality work that she gives so freely. I can’t think of anyone more deserving of this very special award.”

The voting process was completed on September 6 and the complete Tally Committee Report will be published in the October Bulletin Board Newsletter. Per the Native Stock Procedure on AKC Registration: All individuals in each group getting a 2/3 vote of “Approve” by the voting membership will be submitted to the AKC to be registered as Foundation Stock. Current Ballot Results: Total Votes-273, Invalid-1, Approve-217, Disapprove-55 Annual Election of Officers and Board of Directors

No additional nominees were received. See p. 16, Annual Meeting Minutes, for the 2017 slate. Per the BCOA Bylaws: Article IV,Section 5(c ) If no additional nominees are received in accordance with Article IV, Section 5b, The Nominating Committee’s slate shall be declared elected on October 1 and no balloting will be required. In the September AKC Communicates newsletter, the American Kennel Club announced that Royal Canin is now the official presenting sponsor of the nation's biggest dog show, the AKC National Championship. The world's largest purebred dog registry and Royal Canin, a leading global pet food company specializing in breed-specific nutrition, reached a multiyear agreement and will be renaming the event "The AKC National Championship presented by Royal Canin."

Areas of concern were address and the guidelines were approved. A few minor revisions were needed for these guidelines. The revised document is included below. Guidance for Paper Balloting Paper ballots will be sent to the General Membership as determined by the Board of Directors (BOD) and by-laws. Ballots will be sent to members in good standing at the time the ballot is issued. The BCOA secretary maintains the master membership list. The BOD approves the Ballot language and the BCOA secretary prepares the ballot on BCOA letterhead and mails them to members on the master membership list. Single members get 1 vote and household members get 2 votes per ballot. Single Membership ballots will include the Ballot to be voted on with one area to mark the vote, instructions for voting, and an envelope marked with BALLOT in red, and a preprinted envelope with the address of the Tallier. Household Membership ballots include the Ballot to be voted on with two areas to mark votes, instructions for voting, an envelope marked BALLOT BALLOT in red, and a preprinted envelope with the address of the Tallier. The Tallier may be a BCOA member in good standing and approved by the BOD. All completed Ballots are placed in the secondary envelope marked BALLOT or BALLOT BALLOT (as determined by the membership status), mailed to the Tallier in the preprinted envelope provided, and post marked prior to or on the due date given on the ballot. Members choosing not to vote in secrecy will submit their ballot in the pre-addressed envelope to the Tallier and post marked prior to or on the due date given on the ballot. Voting instructions to be included on every ballot to the membership (after Ballot details): Members must comply with the instructions below for voting. If not, the vote will be determined by the Tallier to be invalid.

Each BCOA member gets one vote. Single members get 1 vote. Household members get 2 votes per ballot. Please mark your ballot accordingly.

Mark your vote on the voting area only on the ballot. Place your completed ballot inside the preprinted envelope marked “BALLOT” or “BALLOT BALLOT”. Do

not write your name or provide comments on this envelope. This keeps the vote anonymous. Place the “BALLOT” or “BALLOT BALLOT” envelope in the preaddressed envelope to the Tallier. Your vote must be post marked by MM-DD-YEAR Your vote must be received by the Tallier deadline. For any Ballot issues please contact the secretary (info on letterhead)

Guide for Talliers for counting ballots

Ballots will come in at a rapid pace. On a daily basis compare the return address of the ballot to the current/ appropriate BCOA membership list to make sure the returned ballot is from a current member. If the name is not on the membership list contact the secretary immediately to resolve the issue.

Check the postmark date to assure the ballot received is within the appropriate time frame. Ballots received after the official cut off postmark date are considered received but invalid for this reason.

After the return addresses have been cross checked with the master membership list open all the outside envelopes and separate those marked “BALLOT” and “BALLOT BALLOT” for ease of counting.

Remember those marked “BALLOT BALLOT” or returned from a Household membership may have two ballots for voting (check front and back if a two sided ballot). It is valid if only 1 vote is marked for a household as the 2nd household member can abstain from voting.

Ballots must be counted with two additional current BCOA members. If a situation arises where the Tallier cannot find 2 BCOA members in good standing to assist in the count contact the BCOA secretary to resolve the issue.

Any comments or notes from member received regarding an invalid or updated address must be directed to the secretary.

Ballot counting will take 2-4 hours depending on the complexity of the vote. Plan accordingly. The Tallier must keep all ballot materials for 1 year after ballot is resulted to the BOD. If in doubt contact

the BOD prior to disposing the ballot materials. Ballots must be counted and resulted by the designated date selected by the BOD.

Counting ballots. Considerations for Tallier selection.

Counting the African Stock Ballot, the Tallier and assistants must: o Not be on any committee directly involved in the African Stock Process o Not own/co-own any of the dogs o Not be an importer of any of the dogs o Not be an evaluator of any of the dogs during the BCOA Studbook Process. o Not be a member of the household of any of the above. Counting Other Ballots, the Tallier and assistants must: o Not be on any committee directly involved in the process o Not be a member of the household of any of the above

Rules for invalid ballots:

o Members who exceed the vote maximum per their membership (1 - single / 2 - Household) as determined by pre-addressed return envelope = invalid.

o Postmarked after the cutoff date = invalid. o No single clearly marked option = invalid o Vote received from a non-member per the master membership list = invalid. Confirmed with the

secretary. o Ballots not placed in the pre-addressed return envelope = invalid. o Ballots received after the designated receipt date (Tallier Deadline) = invalid

An opportunity to do that and also contribute to the AKC Canine Health Fountain is available at the Purina Farms Event Center in Gray Summit, MO To honor any pet, person, club, or kennel Purina offers for purchase an engraved brick paver on their Path of Honor at the Event Center. Each brick costs $100, and $70 from each brick is a tax-deductible donation to the AKC Canine Health Foundation.

BCOA Bylaws, Article I Membership, Section 1, Lifetime: The Club may appoint lifetime members in recognition of outstanding service to the breed. Lifetime members may be nominated either by means of a petition addressed to the Secretary signed by five members in good standing or by a majority vote of the Board. Nominees shall be notified of their nomination by the Club Secretary and shall be given the option of accepting or declining the nomination. Basenji Club of America Committee Reports Before Annual Meeting August 12, 2016 | Longview, WA. Committee Reports were presented before the Annual Membership Meeting. Any Committees not reporting during the annual committee report reading can submit their annual reports to the Secretary for publication in any upcoming Bulletin Board Newsletter. AKC Legislative Liaison - Animal Advisory Committee Vickie Jacobs Purpose: To keep the members of the Basenji Club of America informed of Animal Legislation that pertains to the sport of lure coursing and the care of their canines. Goals:

To maintain a relationship with the American Kennel Club Animal Legislation Committee. To notify the BCOA Secretary of pending Legislation that might affect their club members. To report to the convention of delegates at the Annual Meeting of Delegates of action taken for

Animal and members rights.

This year, with the members help, a number of legislations have been defeated and the members have shown that all dog breeders are aware of people trying to pass legislation against a pet breeder. Breeders need to be aware that state and federal laws in cities across the country are constantly trying to make laws that affect us; we need to be kept aware of these proposals and act on them. In July 2016 the AKC Club Legislative Liaison Conference held a conference in New York. I was unable to attend but participants have filled me in on what took place. There were a number of wonderful speakers and some great ideas of how to defeat legislation that is working against pet owners. For further information you can go to NAIAONLINE.org . Their mission is to promote animal welfare to strengthen the human-animal bond and safeguard the rights of animal owners. If you are in the Online Breeder Web Listing, make sure that information is updated as well. If you have websites, keep them updated! I have received many comments that breeder websites are not updated and potential basenji owners ARE looking at them, but find that the information isn’t current. Breed Standard Committee Damara Bolte` All is well with the Breed Standard Judges Education Committee Marianne Klinkowski We have had a great turnout of judges for our seminars and ringside mentoring sessions this year and I would like to again thank all of our dedicated mentors, breeders and exhibitors who so willingly share their knowledge and their lovely Basenjis with our upcoming judges. Mentoring will be going on all weekend and all mentors are invited to come sit with our judges during Class and Breed judging. The Seminar and Hands-On Judging Exercise will be held on Saturday approximately 30 minutes after the end of regular class judging. The Seminar and Slide Show will last 90 minutes and is open to all. At the end of the Seminar, we will do the formal Hands-On Exercise and ask the prospective judges to evaluate a challenging class of Basenjis. All class winners of the Puppy Sweepstakes competition are invited to participate in this exercise, which will be similar in format to a regular show

ring competition. We will need approximately one hour of your time and we greatly appreciate your participation. If anybody has any questions about how this program works, please contact me this weekend or at [email protected] Lure Coursing Committee Russ Jacobs As the BCOA delegate to the American Sighthound Field Association, I attended the American Sighthound Field Association Annual Convention of Delegates in the Seattle, WA in March of 2016. A report on the Convention was submitted and published in the last issue of the BCOA Bulletin. ASFA Statistics for 2015: 93 Basenjis competed in ASFA Field Trials in 2015, earning the following titles: 2 Titles of Coursing Proficiency, 1 Title of Coursing Proficiency Excellent, 15 Field Championships, 4 Lure Coursers of Merit, 1 LCM 2, 1 LCM 3, 1 LCM 5, and 1 Veteran LCM 5 for a total of 26 titles.

The #1 ASFA Lure Coursing Basenji 2015 was Chilly (GCH CanCh Borassus Hot.Cool.Yours. FCh, SC, CA) owned by Kathy Sanders

Members who wish to speak must rise, address the Chair and wait to be recognized. They shall move to a microphone if one is available for use of the membership. They shall state their name and office or club (if any) before speaking.

No member shall speak more than two minutes without permission of the Chair. All motions and resolutions must/should be presented in writing to the Secretary prior to the meeting. Individuals registering a motion in advance with the Secretary shall be recognized by the Chair to make that

motion to the membership present at the meeting. Individuals registering a motion in advance with the Secretary shall have the right to speak first in debate, if they

wish, after the Chair has stated the motion and it has been seconded. The Chair shall alternate, as far as possible, between speakers favoring and speakers opposing a motion under

consideration. Debate on motions shall be limited to 15 minutes. A timekeeper will be on duty and will call time on all discussions. All cell phones and pagers are to be silenced during the business meeting. The rules contained in the current edition of Robert's Rules of Order Newly Revised shall govern the annual

business meeting in all cases to which they are applicable and in which they are not inconsistent with the Basenji Club of America, Inc. Bylaws and these Standing Rules.

Motion to Accept Standing Rules by Donna Lubbe with a second. Motion passed. Minutes of the Last Meeting Our 2015 parliamentarian, Harry Rosenthal, suggested that rather than wait an entire year to approve the minutes of our annual membership meeting, the board of directors should approve the minutes in a timelier manner. He noted, Parliamentarian procedure allows the minutes to be approved by the board. The minutes of the 2015 Annual Membership meeting was published in the November 2015 Bulletin Board Newsletter. No comments or corrections were received. BCOA Board Ballot 2015 – 45 Approved the minutes as published. A motion by Marcia Woodard to accept the 2015 Annual Meetings as published with a second was approved. President’s Report The status of the Code of Recommended Practices updates that the CoRP Committee is working on were shared. Once an updated Cord is put together and approved by the board, the membership will also get a chance to approve or disapprove the new Code.

Katie Campbell reported on the Bred with Heart program which is similar to the Breeder of Merit Program. She noted that breeders in the bred with heart program will be subject to field inspections of their facility by AKC.

The AKC Reunite Disaster Trailer that BCOA made a donation to will be shipped to the Northwest in the upcoming month.
