The housing market in the Richmond area has turned upward, with sales outpacing the nation and state, according to reports released yesterday.

The number of new and previously owned houses sold in Richmond and in Chesterfield, Hanover and Henrico counties jumped 23 percent in the second quarter from the same period a year ago -- more than three times the state rate, according to a report by the Richmond Association of Realtors.

Henrico saw the sharpest rise, up 28 percent from a year ago.

Yet the median price -- with half the houses selling for more and half for less -- fell 4 percent during the quarter in the Richmond area to $199,630.

Federal tax credits for first-time and move-up buyers spurred sales, Karen Tilson Smith, president of the Richmond Association of Realtors, said during a media call.

But foreclosures and short sales pushed prices down, she said. “We still need to see consumer confidence where homeowners are willing to move up.”

Statewide, sales of new and previously owned houses rose 6.4 percent in the second quarter from a year ago, according to a report by the Virginia Association of Realtors. The median price statewide was $235,000, up 2.2 percent.

It took on average 85 days to sell a house in Virginia, down 16.5 percent from a year ago, according the Virginia housing trends report.

Realtor Vinh Nguyen from Falls Church said the inventory in Northern Virginia was moving quickly. But Percy Montague IV, a Realtor from Charlottesville, characterized the market there as fragile during the media call. Carol F. Jones from Abingdon near Bristol said only about 30 percent of people applying for home mortgage loans were approved.

Nationally, sales of previously owned houses in June rose 9.8 percent to a seasonally adjusted annual rate of 5.37 million units from the same month a year ago, but sales fell 5.1 percent from the previous month, the National Association of

Realtors said yesterday.

Lawrence Yun, chief economist for the national association, said federal tax credits provided a spring surge. “Only when jobs are created at a sufficient pace will home sales return to sustainable healthy levels,” he said.

The national median price was $183,700, up 1 percent from a year ago. Distressed homes accounted for 32 percent of sales in June.

Meanwhile, mortgage rates fell yesterday to a new record low for the fourth time in five weeks.

The average rate on a 30-year loan was 4.56 percent, down from 4.57 last week, according to Freddie Mac. The rate on a 15-year loan was 4.03 percent, down from 4.06 last week and the lowest in records dating to 1991.

The housing market will remain bumpy, but the trend here and elsewhere is positive overall, said John McClain, a senior fellow at George Mason University’s Center for Regional Analysis.

“There is a slow and building momentum of growth,” he said. “People aren’t going to feel as good as we would like for the next few months, but the basic economic indicators are pretty good.”

The median household income in Chesterfield County last year was almost $10,000 more than in Henrico County. According to Claritas, one of the leading research companies in the nation, Chesterfield median household income for 2008 was $69,801 compared to Henrico’s $60,370. The median household income in the Richmond metro, which encompasses 16 counties, four cities and the town of Ashland, was $57,211.

Median income means one-half of the households are above that figure and one-half are below. Median income is considered more meaningful by researchers than average income because the latter is overly influenced by very high household incomes.

Household income includes all outside earned moneys by family members. Chesterfield’s income was 15.6 percent higher than Henrico and 22 percent higher than the Richmond metro. Hanover County’s median household income ($73,247) was 5 percent more than Chesterfield . Hanover has about one-third of the households of Chesterfield.

“Our data uses the census as a foundation and then it’s updated annually,” said Claritas spokesperson Steve Moore. Chesterfield’s median income is higher than Henrico’s because the county’s demographics include slightly more male residents, fewer minorities and more married couples who outearn single people. There are also more owner-occupied homes and more single-family housing in Chesterfield.

Though Chesterfield has a significant lead in affluence over Henrico, that lead declined slightly from 2002 when the county’s median income was 18.8 percent higher.

One reason why Chesterfield has more affluent residents is because its housing stock

is predominately single-family. More than 85 percent of Chesterfield’s housing is single-family compared to Henrico’s 72.4 percent.

According to Henrico spokesperson Steve Knockmus, his county had 43,603 multifamily homes last year. Chesterfield is seeing more multifamily recently but had only 20,060.

Since homeowners typically make more money than renters, that gives Chesterfield another advantage in household income. Chesterfield had 81 percent owner-occupied homes as compared with Henrico’s 66 percent.

Because newer homes tend to cost more, are larger and have more features, localities with newer housing tend to attract higher incomes. The median year for a home built in Chesterfield is 1986 versus 1980 in Henrico. Even new home sales prices now are showing Chesterfield averaging higher than Henrico.

In 2008, Chesterfield had four of the top 10 zip codes with the highest median household incomes in metro Richmond and 10 of the top 25 zip codes (see chart on this page). Some of those post offices, however, deliver mail to homes outside of Chesterfield County. Midlothian’s 23113 zip code, for example, also serves part of Powhatan County. The top two median household income zip codes have post offices in Chesterfield: 23113 ($106,642) and 23114 ($99,072).

Collectively, Chesterfield residents are highly educated and financially well off. For median household income, 27.7 percent of households earned more than $100,000 last year, while 78 percent of households earned more than $50,000. Almost two-thirds of Chesterfield residents were married, a higher percent than in Henrico or the metro with 57 percent each.

Henrico had slightly more whitecollar employees than Chesterfield. According to Bill Handley, the county’s demographer, that Henrico advantage is probably because white-collar workers prefer to live near where they work, and Henrico has more large office complexes.

PoPuLaTion GrowTh The Claritas research also reported that Chesterfield continued to have a larger population (302,854) than Henrico (291,057). Both Claritas and the most recent census data tracked Chesterfield’s population below what the county said it was – 311,000. In terms of landmass,

Chesterfield is twice the size of Henrico. Growth in the Midlothian area is being spurred by Route 288 while western Henrico does not have much vacant land left for development. Chesterfield had a higher percentage of Caucasians (72 percent versus 63 percent) and Hispanics (5.3 percent versus 3.6 percent) than Henrico while Henrico had more African Americans (28 percent versus 22 percent).

Chesterfield’s population was also slightly younger than Henrico’s. The median age in Chesterfield was 36.7 years compared to 37.9 years in Henrico. In Chesterfield, 43.7 percent of the homes had children under 18 present compared to Henrico’s 34.9 percent. Only 8.3 percent of Chesterfield residents were age 65 or older compared to 12.4 percent in Henrico.

houSinGThe median owner-occupied housing value in Chesterfield was $213,596 last year, slightly higher than Henrico’s. Chesterfield’s Real Estate Assessor’s Office reports the median assessed value as of January 2009 was $216,900. Homes typically sell for near their assessed value. The median sales price for all homes sold in 2008 was $245,900.
