AbstractPreviousstudieshaveconsistentlyshownthatfamilyandparentalsocioeconomicstatus(SES) impact youth’s academic achievement. On the other hand, SESinequali'esinsecondaryschoolsuccessweremuchlesspronounced,withSESmeasuresexplainingonly1.6%ofaddi'onalvariance,butwithnoSESindicatorreachingthelevelof sta's'cal significance. AbstractNumerous studies have been conducted on the rela'onship between volume andquality in healthcare. A general conclusion of these studies is that high volume isassociatedwith be`er outcomes and efficiency. Consequently, volume standards havebeenwidelyincorporatedintopoliciesinvarioussepngs. However, rarelydostandardschosen by decision-makers rely solely on empirical findings. Specific threshold valuesremain a norma've decision, since factors such as equitable access or popula'ondensityhavetobeaccountedfor.Inotherwords, itisnotenoughforthethresholdtobeempirically jus'fied, it alsohas tobepolicy-relevant, i.e. its implementa'onhas tobefeasibleandnotcompromisecertaingoalsofthehealthsysteminthenameofqualityimprovement.

Similar,norma'veapproachwasusedinthePolishHealthNeedsMaps(HNM),whereaminimumstandardforayearlynumberofdeliverieswasproposed(400).However,thechoice of the threshold value was not empirically jus'fied. This study proposes amethodological framework for establishing empirically jus'fied and policy-relevantvolumethresholdsandappliesthisframeworktoverifytheHNMconclusions.

The Na'onal Health Fund datawas used to assess the associa'on between obstetricvolume and three quality indicators: blood transfusions, caesarean sec'ons, and acomposite measure. Logis'c regression results indicate that larger obstetricdepartments in Poland benefit from the economies of scale as, on average, they arecharacterisedbysignificantlybe`eroutcomesandefficiencythan low-volumeunits. Incanbeconcludedthatimplemen'ngobstetricvolumestandardsisjus'fiedinPoland.

VolumethresholdswereestablishedwiththeuseoftheYoudenIndex,McFadden andtwo novel methods based on observed to expected ra'os (OE). Threshold deriva'onreturned highly discrepant values, out of which the OE result (450 deliveries) wasselected as themost valid from the empirical and policy standpoints. Polish decision-makers should consider switching from the 400 deliveries threshold to 450. Newmethods of threshold iden'fica'on show promise for iden'fying volume thresholds,whichareempiricallyjus'fiedandpolicy-relevant.
