GOVERNMENT PUBLICATIONS: A BRIEF OVERVIEW

Government documents are publications produced in all subjects areas and in all formats (eg. paper, microform, video cassette tape, audio tape, compact disc, etc.) and issued under the authority of the government, ministry, agency, statutory body, commission or one of its agencies. The term "government" is used to mean government at any level, and includes national, district, municipal, etc.

Government publications are written by federal bureaucrats and printed, not published, by the Government Printer. Very often these publications will not follow a standard title page arrangement and some publishing elements will be eliminated. Go to page 2

Problems Government publications are the most crucial collection in any library and the most authoritative and reliable source of information. However, government publications are also the most difficult to identify and handle physically as they do not always come in standard formats, do not appear regularly, they are printed in smaller amounts, they may cease publication or suddenly reappear using a new title. Due to the nature of government publications traditional catalogue records are often not enough to properly identify and gain access to government materials. A centralized repository for Brunei Darussalam Government documents are a critical component of the National Library and University libraries. These libraries also acquire publications from local governments, foreign governments, international government organizations and non-government organizations. Each library has developed substantial collections of government publications tailored to meet their individual needs; however, there is considerable duplication nationwide. This duplication, combined with growing pressures on the library’s budgetary resources, requires a new model for collections and services for government publications– a model that promotes resource sharing. The creation of a centralized repository for Brunei government publication collections offer such a solution. A centralized repository would reduce duplication and provide much-needed infrastructure to share government collections nationwide. Additionally, it would improve access while utilizing the many talents and collaborative working structure of the government information librarians. The specific elements of a centralized repository include:

1. Preserve and archive digital, paper, and fiche collections and reduce duplicate collections across libraries.

2. Provide online access to materials in the government repository.

3. Develop a structure to effectively expedite the delivery to users of government

publications held in the repository. 4. Develop an infrastructure that will allow government information librarians to

work collaboratively to build digital and paper collections. Go to page 3

From page 2 Preservation Policy The goal in establishing a preservation policy for the Brunei government publications collection is to ensure the usability, durability and longevity of government information resources and hence, access to government information in varying formats to all library users. The government publication collections will be preserved through various methods including but not limited to the following:

1. routine utilization of commercial binding services for serials and monographic publications.

2. appropriate and non-damaging storage including use of pamphlet shelving, non-

acid pamphlet boxes, shrink wrap, binders to house loose-leaf materials, archival quality envelopes and slings for small or fragile pamphlets, and the use of non-damaging shelving methods.

3. remedial treatment of damaged and fragile items such as hinge tightening, and

shrink wrapping of fragile infrequently used material.

4. preservation of materials in their original format when possible (paper to paper, fiche to fiche, electronic to electronic).

5. replacement or reformatting of deteriorated materials using methods such as

photocopying on acid free paper or possible digitization.

6. application of appropriate security measures and standardized circulation

practices to help assure collection accountability. 7. creation and/or supplementation of bibliographic records to enhance security,

access, and preservation, and to facilitate collaborative efforts to protect government information.

Digitisation The strength of the tangible collections is enhanced by electronic resources. The government is moving towards more information being distributed and available on websites. Freely available online indexing and sometimes text of current foreign government publications through country internet web pages have improved access to the materials. Digital publications have had a major impact on library collections. More and more government agencies are relying on the web to distribute and provide access to their published materials; however, there is no plan for the long-term preservation or archiving of digital government materials. Furthermore digital materials are disappearing daily due to a variety of social and policy issues. Since preservation and access to digital government information is not reliable, libraries cannot base decisions on digital copy. Many libraries are developing different strategies to manage this uncertainty.

COLLECTIVE MANAGEMENT ORGANISATION (CMO) Brunei Darussalam is already in the process of establishing a Collective Management Organisation (CMO), a central body which would collect royalty payments on their behalf whenever their work is used by other media. The CMO aims to better protection to local musicians for their work. Brunei Darussalam does have copyright laws to protect the rights of local musicians for their work and the rights are automatically given to freelance creators for their literary and artistic works. As the music industry is still very new in Brunei Darussalam an increase of awareness among local musicians of their rights to their work will play a vital role in helping them survive. It is important for composers to be aware that they have a right to their work, and they should protect it from any misuse. Go to page 6

WASAN VOCATIONAL SCHOOL Wasan Vocational School (WVS) established in 2006 is perceived as a centre of excellence in research and agro technology as one of the government’s efforts to increase the number of farm entrepreneurs and skilled human resource that could develop the agriculture, fisheries and food processing industries. The idea establishing a new institution specially in

Agriculture, Fisheries, Forestry and Food Processing was initially raised in 1996 when the Sinaut Agricultural Training Centre was closed down to become the Resource Centre of the Ministry of Industry and Primary Resources. By then the training of agriculture-based courses was handed over to the Ministry of Education.

WVS is located on a 198 acres site close to the Wasan padi planting project, some 30km from Bandar Seri Begawan. It admitted 39 students in its first intake in July 2006. On 7 July 2009 at its 4th intake, 77 new students were registered. Today it has students and in-service officers undertaking National Diploma in Agricultural Sciences with two new courses introduced in 2009 i.e. National Diploma in Fisheries Studies and National Diploma in Biotechnology. It also offers National Trade Certificate 3 in Fisheries Studies, Food Sciences and Forestry Sciences. Biotechnology refers to the technology that uses living organisms and their products in agriculture, fisheries, animal -breeding, pharmaceuticals, medicine, food production and processing while Fisheries Studies provide students the knowledge and information on fisheries and aquaculture. The programme touches on aquatic ecology, aquatic fauna and flora, aquaculture management, fish’s environment, entrepreneurship and others. Go to page 5

From page 4 The Agriculture Department through the Ministry of Industry and Primary Resources has provided the school with a 100 sq meter wide padi field where students are taught padi farming techniques. This collaborative effort highlights the close relations between the two agencies. Other agencies working closely with the vocational school include the Philippines Rice Research Institute (PhilRice) that provides them with professional advice and guidance in terms of providing high-yield padi. Wasan Vocational School will also benefit from the TVESIS project to provide ICT infrastructure, platform and network connectivity for the implementation of a web-based technical and vocational application system once the project is completed. Wasan Vocational School Library The library is strategically located on the ground floor next to the Administration Office. It is pleasantly spacious, well air-conditioned and carpeted. The view from the library is pleasing lush greenery, tranquil ambience conducive for serious study. The library is manned by four Library Staff: Ms Roziah Hj Ali, Asst Library Officer Grade II, NDILM2 Mr Abdul Khalid Jaafar, Library Assictant Grade II, NDILM4 Ms Norsaniah Hj Chunding, Library Assistant Grade II Ms Hjh Zaitunah Hj Abidin, Library Assistant Library Collection Over 1,000 volumes of fiction, non-fiction, reference books, multi media and newspapers classified by Library of Congress Classification System. Main subject areas are Agriculture, Fisheries, Food Science, Forestry and General studies. The core collection came from the former Sinaut Agricultural Training Centre. Library Services and Facilities It offers lending and reference services, wireless internet access, photocopying, laminating and binding, printing from soft copy, individual study carrels, general reading area for 48 readers, lounge, lockers, media viewing room for 20 persons. Opening hours School Term: Library is open during working hours from 8.00am-4.20pm, Mondays to Thursdays & Saturdays School Holidays: Library is open 8.00am-12.00 noon and 1.30pm-4.20pm. Mondays to Thursdays & Saturdays Library is closed during public holidays Loans 2 books for 14 days for students 5 books for 28 days for lecturers and staff. Fines are charged at 10 cents per day. Lost books are charged twice the actual cost of the book.

From page 4 The CMO will help aid the growth of the local music industry and may also help create more employment opportunities in the country. The moment they get paid for their work, they are encouraged to write more. The CMO will boost the local music culture and greatly benefit Brunei Darussalam's local artistes and musicians. Several problems that Brunei Darussalam's CMO may face in the future are that after so many years of enjoying the music for free, it will be quite difficult to persuade these users to pay royalties suddenly. At present composers get a one-off payment lump sum for their creation. Works are broadcasted on the television, radio and so on and with no available statistics, composers are unable to analyse how much their work is used by other parties. EFFECTIVE GOAL SETTING

The purpose of effective goal setting is to achieve what you want in life in a successful, focused and decisive manner by taking the right actions in a lesser time frame. Who doesn't want to achieve more in less time, yet many of us abandon our goals before we accomplish them? Why is that? Some of the reasons include: lack of confidence, not having a workable plan for achieving them, being unrealistic by expecting too much too soon, fear of failure and lastly by putting too much pressure on ourselves to accomplish them. Luckily there are strategies and behaviors that can help us overcome the obstacles that get in the way of our setting goals and achieving them.

How do you start?

Know that you deserve success and achievement. Before you can start setting goals, you must know that you deserve success and that it is achievable (through goal setting) for anyone who puts their mind to it. You must believe that you can do what you set out to do, as well as in your talents and abilities. If you do not start with this crucial premise your efforts will be thwarted and you will fall short of accomplishing what you want. Determine what you want. One of the biggest problems people have in trying to effectively set goals is not knowing what they really want. If you are not clear about what you want in life, it's very difficult to get started. The one thing all successful people have in common is that they are intensely goal oriented and extremely focused. They know what they want and they understand that it takes setting goals to achieve it. To get yourself going, a good idea would be to take the time to write down which goals are meaningful to you and what you would need to do accomplish them. To help you figure this out, you can start by looking at the 'big picture' of your life. Start a journal or workbook and write down the answers to some important questions by asking yourself things like:

• Do I want to be in the best of health and what will it take to get there? • What do I want to achieve in my career? • What kind of family life do I want? • What kind of lifestyle do I want today and in the future? Go to page 7

From page 6 • How do I see myself in 5, 10 or 20 years from now?

For example, under a goal of maintaining good health, you might make a list that includes: exercising 3-4 times a week, eating a balanced diet of protein, fruits and vegetables, getting 7-8 hours of sleep etc. Under where you want to be in 5 years you might include: finish college degree; be earning an income of x amount of dollars; have a serious personal relationship (or avoid having a serious relationship until career is established). Plan, organize and prioritize your goals in smaller, manageable chunks. If you look at everything you want to achieve all at once, you might find it daunting and overwhelming so it's best to organize and prioritize your goals. To do so, you must devise a workable plan for each thing you want to accomplish. For instance, you know that your health goals need to be ongoing ones, so you could establish a daily routine or agenda that you'd want to keep up on a regular basis. For a career goal, you could categorize it in monthly, quarterly or yearly chunks. You could lists points, or plan the actions you must take in order to get to a particular point in your career. This may include taking the odd supplemental course, doing extra reading or volunteering in the community to give exposure and experience in a certain field. Since careers take time and effort to build, planning and organizing your moves makes good sense. Review, update and revise. Review and update your goals on a regular basis to make sure they are still relevant to you. It's also important to make sure you are still on track and taking the appropriate steps and actions to get to where you need to be. If some of your actions aren't working, fine tune them or devise new ones. Likewise, figure out which obstacles and distractions are getting in your way and determine what you need to do to overcome them. We all know there are setbacks and bumps in the road along the way to achieving goals, but we need not let them stop us or take us off course. Revise and adjust the game plan where and when you need to. Stay focused and motivated. Probably one of the hardest things to do in the process of effectively attaining your goals is to stay focused and motivated. It's common to fall off the wagon every now then, however, it's essential to get back on as soon as possible. One of the tools that can keep you focused is the journal or workbook you've been keeping. Go over it regularly as a reference point and to remind yourself what you want to accomplish. Set up routines or habits that will ensure you stay on track, e.g. do your exercises at the same time each day; drink your protein shake first thing in the morning. Other helpful techniques to help you stay motivated include the use of relevant affirmations and visualization. Many successful people, especially athletes, swear by both techniques. You have to be able to see yourself as having achieved a goal before you actually do so. Likewise, positive affirmations help implant positive thoughts into your subconscious which prompt you to take the right actions to achieve your goals.

Goal setting, and certainly effective goal setting, has been a tried and true method for achieving success and accomplishing what we want in life. Without it we would drift aimlessly and waste valuable time and effort in pursuits that lead us nowhere.
