When the Spaniards came, they saw the native house which they seemed to like. They were attracted to the house because it was something new to them and they found it unique. Because the Spaniards were very tired from their long journey, they went to the house and asked for water to drink. After drinking, they asked about the kind of house which was owned by the Bicolanos because they found it beautiful and refreshing because back in Spain, most of the house are big and made of rocks and boulders. Even if the Bicolanos didn’t understand a bit about the Spaniards, they promptly answered “kinamaligan” . They explained that the small house serves as the resting place for the locals after a days working and hunting animals. After chatting with the Bicolanos and enough rest, the Spaniards bade goodbye to them. They continued to walk and saw many small house along their way. They just nod their head and say “ kinamaligan”. That’s why the place was later on called Kinamaligan. BARANGAY KINAMALIGAN

Geographical Location

The barangay is bounded by Masbate Bay in the North, Brgy. -Maing aran in the West, Brgy. Tugbo-Magallanes in East and Masbate Bay in the West. Almost 90% of its areais used for agricultural purposes.

Land Area

Barangay Kinamaligan has a total land area of 288.7718 hectares representing 1.6% of the total land area of the city. The barangay is a coastal barangay which is composed of seven puroks.

Political Subdivision

The barangay has seven

puroks named after different kinds of flowers. These puroks are Gulayan, Sunflower, Sampaguita, Orchid, Santan, Gumamela and Rose. The famous landmark of the barangay is shell and Caltex Depot which is located at Purok Rose.

The boundary of Brgy. Kinamaligan between Barangay F.

Magallanes and Pating is the Diversion Road, Masbate Bay. Its boundary between Barangay Maingaran is the City Dumpsite and City Slaughterhouse. The private property of Mr. Luis Uy and Manuel Andres separates the Barangay Kinamaligan from Tugbo.

Natural Characteristics: (Physiography and Slope)

The barangays land facets is characterized by rolling hills which forms part of the mountain chain dominating the town of Masbate. Its land feature is more of rolling and moderately steep which is 0-3% level to nearly level and 30-50% steep. Coastline also forms part of the barangay. Soil

Soil type of the barangay is

mostly Sorsogon clay Loam (613) which occurs as a narrow flat strip along the Maingaran River (632 has), indenting the Masbate harbor. Perennial crops are mostly grown in this soil type. Himayangan Sandy Clay Loam (615) and Bolinao Clay (153) which embraces in coastal areas .

Hydrogeology

Water source of the barangay are from spring development, deep well and community water system shared. A river is also present in the barangay.

Natural Resources

Being located along Masbate Bay, the barangays coastal resources

is ample. Some residents took advantage of this opportunity. However, too much fishing in this area have depleted the marine resources for the past years. Because of this, the city government had made efforts through various programs to regain and protect the resources along the bay in order to help the marginalized fisherfolks who depend on it. Its forested or woods were converted into subdivisions due to land constraints in the poblacion areas. This resulted to the barangays inclusion as an area for expansion of the urban center as detailed in the Comprehensive Land Use Plan

Land Use

The existing land use of the barangay is mostly devoted for agricultural use which comprises 260 hectares or 90%. Residential use only accounts for 9% while commercial and government use comprises the remaining area.

Land Use Potentials

Because of inevitable urban growth, the city’s expansion area is directed towards Barangay Kinamaligan. Land constraints in urban barangays resulted to the barangays inclusion in the Comprehensive Land Use Plan of the city which will pave the way for the barangays increase in commercial and residential use. Conversion of agricultural area into subdivisions like Hillside and Coltland are proofs that barangay is in the process of urban expansion.

Roads Barangay Kinamaligan is

linked by an asphalted National Road going to the barangays of Maingaran and Usab. There are concrete pathways connecting its puroks and interior part of the barangay.

Bridge The barangay has a

concrete elevated bridge located in Purok 4. It has a capacity of ___ tons with a length of 1x3M.

Port

The port is located at Purok 2 Sunflower. It is privately owned by Granex Corporation which is one of the biggest buying station of copra in the country. It serves as the docking and loading area for their cargo vessels carrying tons of copra which will be transported to different parts of the Philippines. There are several private ports owned by private individuals in the barangay.

Drainage and Sewerage

Drainage and sewerage are practically non-existent. All natural drains go directly to the sea. Natural drains from rain and household consumption flow directly to the open canals and sea which is unsanitary and can cause water flow displacement.

Slaughterhouseas Masbate City’s Class AA

Slaughterhouse is located in Purok 7 Rose. It occupies an area of 330 sq. meters.

Other infrastructures present

are Shell and Caltex Gasoline Depot, Cockpit Arena, Barangay Hall, Plaza, Elementary School, Health Center and Day Care Center.

The barangay’s owned infrastructures are concentrated at the purok 5 santan. The barangay hall serves as the seat of government in barangay level. Barangay council sessions and meetings are conducted here. The plaza is also located at Purok 5 Santan . Fiesta celebration, sports competition and dance ball are usually celebrated here. It also serves as recreational area for the children and basketball court for the youth.

Water

Majority of the water source from the barangay are from deep well which is shared by 406 households. There is also a community water system shared by 238 households. Other water supply are sourced out from, dug well and artesian well.

Of 753 households, 56 or 7% have

no access to safe water. This is considered very minimal as compared to other barangays. This households have water sourced out from dug well and artesian well.

In order to promote the general well-being of the people, Level II or the

community water system-shared is being developed with spring (bukal) as its main source. This will ensure that the populace will have a source of drinking water that is accessible and potable. With this, the occurrence of water borne-diseases is expected to decrease.

Electricity

Electricity from the barangay is served by MASELCO (Masbate Electric Cooperative). Of 753 households, only 26% or 196 have no access to electricity. These households usually use traditional lamps.

Transportation The barangay can be reached trough any mode of land transportation.Tricycles are commonly used by the residents for fast and easy travel. Others have their own motorcycles or private cars. Fare ranges from P 10 to P 20 pesos. Table 8 Mode of Transportation Barangay Kinamaligan

Cemetery/Burial Grounds Barangay Kinamaligan has no burial grounds. Residents bury their dead relatives on the new cemetery of Masbate City, located at Barangay Nursery.

Solid Wastes

The wastes of the barangay are primarily composed of biodegradable, non biodegradable and agricultural wastes. The presence of two big gasoline depot is not a threat to the barangays environment because strict measures on proper waste management is being practiced and monitored by the proper authorities.

Wastes from the Slaughterhouse are properly dumped by the City

Veterinarian Office. Biodegradable wastes mainly came from domestic garbage such as food wastes and papers. This is dumped through burning in their backyard pits and composting. Dumping of garbage to the sea is very rampant especially from households situated near the sea.

Non biodegradable wastes such as plastics, cans and bottles also came from household consumption. The residents usually reuse the plastics from mineral water and bottles. These are being used as water containers or other useful materials. Cans are used as flower pots or other decorative and functional materials.

Storage and Collection

The city’s controlled

dumpsite is located between the boundary of Barangay Maingaran and Kinamaligan. The wastes from the barangay is being collected by the garbage collector from the City Environment Office as scheduled. Some residents still practice traditional methods such as burning and dumping it in an open pit in their backyard. Segregation is merely practiced by the households. However, recycling is commonly practiced by the residents.

Initiatives are being taken by the people on how to manage their garbage especially from the households near the sea.

As of 2005, the total

population of Barangay Kinamaligan stands at 3,953 with 753 total number of households. Purok 4 has the lowest number of households while Purok 6 has the highest. In terms of population, Purok 6 has the highest number. 1995-2000 (CDS, 2002) and projected to decrease to __% in 2010.

Population Density

Population density is 7.08 persons per square kilometer in 2005. It is expected to increase per square kilometer in the coming years due to factors such as urban populace shifting to rural areas due to land constraints and high land prices, the presence of coastal road to and from the city that may attract small scale businesses that may result to in-migration and may deter the local residents to migrate to neighboring areas for greener future.

Fertility: Child-Woman Ratio

Fertility rate refers to the number of children that the average woman will have in her lifetime. The fertility rate of women of reproductive age (15-49 years old) in this barangay is __%. This data indicate that it has a relatively higher fertility rate as compared to other rural and even urban barangays.

The result of CBMS showed the top five area of concern for the Minimum Basic Needs of Barangay Kinamaligan comprising of: 1) 241 or 55% of the children aged 13-16 years old are not in high school. 2) 392 or 52% of the households have no sanitary toilet facilities 3.) 243 or 29.7% of the children aged 6-12 years old are not in elementary school.4.) 191 or 25% of the households have income below poverty threshold level 5.) 64 or 8% have income below food threshold level. Summary of Issues/Concerns and Challenges

1. On proportion of households with member 13-16 years old not in high school.

Of 435 population of children

aged 13-16 years old, 241 or 55% are not attending high school. This is composed of 137 male and 104 female. Poverty and accessibility are the main reasons why they are not in high school. That’s why, the City Government has intensified its campaign on Literacy Program under the Alternative Learning System of the City Dep Ed. The city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city Dep Ed provides the manpower and technical assistance from teachers to conduct literacy class.

Provide livelihood programs so that parents can afford to send their children to school.

Improve the accessibility to the secondary school.

Encourage out of school youths to participate in the ALS.

2. On proportion of households without sanitary toilet

392 or 52% out of 753 households have no sanitary toilet. Most of them are located in Purok 6 and 7 with a house built near the sea. This posts a critical concern in the barangay as this may pose health and environment hazard to the community because improper waste disposal will bring several diseases to the populace. Every year the city government distributes steel bars, cement and toilet bowls for the construction of sanitary toilet. However, some are indifferent towards the program.

The Barangay council together with the midwife and health workers must intensify the monitoring of the construction of sanitary toilet to the recipients of the materials from the city government.

Conduct IEC on the importance of sanitary toilet

The barangay can also allocate funds for the construction of common septic tanks.

3. Proportion of children 6 – 12 years old not in elementary.

Of 817 number of children aged 6-12 years old, 243 or 29.7% are not in elementary school. Poverty and lack of parents income hinders these children to secure elementary education.

Provide livelihood programs so that parents can afford to send their children to school.

Encourage out of school youths to participate in the ALS

Provide scholarship to poor but deserving students

4. On proportion of households with income below poverty

threshold

Out of 753 households in Barangay Kinamaligan, 191 or 25% have income below poverty threshold level. Most of them can be found in Puroks 1. Insufficient livelihood opportunities and attitude problem limits the residents in improving the quality of their lives. Thus, better economic alternatives are being introduced through the program of cooperative development, livelihood assistance, pre and post harvest facilities distribution and skills training development.

Encourage potential product development which is abundant in the barangay such as coconut and bamboo.

Skills training on automotive, welding, electronics and driving

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being implemented to provide quality education, better health care, security, and empowering all sectors of the society. Education The greatest challenge of the Department of Education with the LGU is to provide quality education among children in elementary and secondary levels. It may seem elusive but it can be achieved through provision of programs and projects anchored on academic excellence and education for all.

Kinamaligan Elementary school is the only elementary school present in the barangay with a teaching force of __ permanent teachers and __ Local School Board. In school year 2006-2007, the enrollment totaled to ___ comprising of ___ male and ___ female. Teacher-Pupil Ratio is 1:38 and Cohort-Survival Rate is ___%.

Although there is an elementary school in the barangay, there are children

who are also enrolled in other schools located in nearby barangays like Jose Zurbito Sr. Elementary School situated at Barangay Centro and Sacro Costato at Cagba in barangay Tugbo. There are also children who are not in school, in fact 243 or 29.7% of the children aged 6-12 years old are not in elementary school.

Saint Anthony Seminary is the only secondary school located in the

barangay. However, the school is limited for boys only which serves mostly as a preparatory school for those who will serve the Roman Catholic as a priest.

Being adjacent to urban barangay, access to secondary school is not a problem of the residents. There are 4 schools located in urban barangays. Three is a private school while Masbate National Comprehensive is the only public school where most of them are enrolled. However, accessibility is not a guarantee of a high enrollment rate in the barangay. In fact the result of the CBMS showed that it is the top 1 main concern of the barangay. Of 435 school aged children from 13-16 years old, 241 or 55% of them are not in high school.

Poverty is the major reason why

they are not attending high school. Children choose to help their parents in raising money rather than attending the school in order to sustain their daily basic needs. Even if the Department of Education provides a free elementary and secondary education, the needs of the children like uniforms, bags, and money for their snacks while in school hinders them from continuing or attending the school that’s why even the cohort survival rate is low.

That’s why, the City Government

has intensified its campaign on Literacy Program under the Alternative Learning System of the City Dep Ed. The city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city Dep Ed provides the manpower and technical assistance from teachers to conduct literacy class.

The facilities of the school in terms of its classrooms are basically good with some buildings that needs repair. Laboratory and school clinic which are deemed necessary for the total educational development are lacking. Absence of these facilities are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

Literacy

Literacy Program is spearheaded

by the City Government in partnership with the City Dep Ed. The city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city Dep Ed provides the manpower and technical assistance from teachers to conduct literacy class.

The barangay have a high literacy rate of 97.3%. This implies that most constituents have the ability to read and write. Of the 2790 population of 10 years

Health Barangay Kinamaligan has one (1) Barangay Health Station (BHS) with one (1) midwife and eight (8) barangay health workers assigned to monitor and conduct health services. Barangay health personnel are assisted by doctors, nurses and dentist from the city once a month to carry-out medical services and implement health programs and projects. The health station/center is equipped with medicines, table and weighing scale.

With the existing facilities, some patients of the barangay with minor medical and dental needs sought care at BHS while major cases are being brought to any government or private hospitals at Masbate poblacion where there are adequate facilities and equipment. One of the problems encountered by the barangay is the insufficiency of medical supplies and other basic health equipment and facilities such as examination table, sphygmanometer, etc.

Malnutrition rate in Barangay Kinamaligan is 7%. Of 692 population of 0-5 years old, 51 are considered malnourished. Though the barangay is not in top 3 malnutrition incidence in the city, feeding program is conducted promoting health and nutrition of the children. It is usually conducted through mothers class and feeding spearheaded by the midwife and barangay council.

Health is likewise concerned with the use of contraceptive among couples The barangay has approximately 660 couples. Of the said number only 99 couples are practicing family planning methods. Among the enumerated methods below, majority or ___% the couples uses pills.

Sanitary Toilet Facilities

Out of 753 households 392 or 52% of the households have no sanitary toilet facilities.Most of these houses are located near the sea. This posts a critical concern in the barangay as this may pose health and environment hazard to the community because improper waste disposal will bring several diseases to the populace. Every year the city government distributes steel bars, cement and toilet bowls for the construction of sanitary toilet. However, some are indifferent towards the program.

Social Welfare

Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided.

On one hand, for the children’s welfare, three (3) day care centers are present in the barangay with two (3) day care workers. For adults, there are many community organizations present in the barangay. These are Women’s Organization, Senior Citizen and Youth Organization (MCYC). These organizations remained strong and continue to help in empowering women and youth alike and support to elders.

There are 53 identified physically challenged persons in Barangay Kinamaligan and most of them are located at Purok 3. There are 17 identified type of disabilities present in the barangay.

Housing Based on Community Based Monitoring System, the actual count of household that belongs to squatter areas for this barangay is only 6% or only 48 of the total 753 households. Most of them are located in Purok 5 where 50% are considered squatters. On the other hand, only 0.9% is the proportion of households who are living in blighted areas or houses made from makeshift materials. It only signifies that most houses in the barangay are durable within the next five years on any calamity and other related causes.

Protective Services A Barangay Police Outpost is located within the center of the barangay. There are 12 barangay police personnel (tanods) who are assigned to maintain the peace and order situation in the area. Nine (9) Barangay Unified Force (BUF) are also deployed for additional security against petty crimes especially at night. These police personnel are equipped with paraphernalia like nightstick and flashlights to effectively implement the peace and order within the barangay. Barangay Kinamaligan has an organized barangay justice system represented by their corresponding Lupon. The table below also showed that most victims of the crime are male and located in Purok . Petty crimes such as physical injury are the usual crimes committed in the area.The presence of barangay justice system shows that crimes committed by certain individuals in Barangay Kinamaligan can be easily settled within their barangay. This is mirrored in 0.1% crime rate which can be considered to be low.

Sports and Recreation

One of the programs of the city government is to provide recreational facilities in every barangay for the development of the youth. It is also a mechanism that will veer them away from vices.

The most common form of sports and recreation is basketball. Thus, there

are ten (10) basketball courts in the barangay. The basketball courts serves also as a plaza. It is not only used by teenagers but also other ages that are inclined to this sports. Barangay Plaza is also being used for significant events of the barangay like fiesta activities and sportsfest.

Religion and Culture

The people of barangay Kinamaligan is predominantly catholic. Traditions like celebrating a fiesta to honor the patron saint is a manifestation that the residents are mostly Roman Catholic.There are two fiestas in the barangay, one in Purok 1 Gulayan which is celebrated every 28th and 29th day of March honoring St. Joseph. The barangay patronal fiesta is the most celebrated and awaited feast by the residents. It is commemorated every March

18-19 in honor also of Saint Joseph. It is celebrated with a festivity that includes a week long celebration through different activities such as sports competition, coronation nights for beauty queen and barayle or dance ball which is popular among the residents as well as the nearby barangays. A cockfight is commonly practiced and being joined by other barangays which makes the fiesta more enjoyable.

Agriculture

Barangay Kinamaligan is both an agricultural and coastal community. The barangay utilizes 260 hectares for agricultural purposes alone comprising 90% of its total land area. The major crops produced are rootcrops, coconut and corn. Vegetables like eggplant, squash and okra are also produced in the barangay. Some of residents are engaged in livestock and poultry production. The livestock (swine and carabao) and poultry are provided by the city government at the start of their raising. At present there are 5 households who are engaged in livestock and poultry production and 43 who are engaged in farming and gardening.

Fishery Considering that 90% of the total land area of the barangay can be used for agricultural purposes, many of its residents are still dependent on its marine resources since their income in fishing is higher than cultivating or farming the land. There are around 122 persons who are engaged in fishing.

need for expansion is needed. . There are areas for expansion such as residential and commercial. There are business establishments in the barangay, most are variety stores mostly located at Purok 4.There are 196 households who have members engaged in wholesale and retail. Tourism

The barangays location is very

conducive for tourism because it faces Masbate Bay.Tourists can enjoy the sea and sunset at Maui Resort and Red Rocks Resort. Saint Anthony Seminary is also located in this barangay. It is the best place for pilgrimage and sightseeing. From there anyone can see the breath taking top view of Masbate Bay. Employment

Because of inadequate permanent

employment opportunities within the barangay, majority of their population are self employed and others depends on fishing and farming as a their major source of livelihood. This source of income sustains their daily basic needs. Some residents however, look for jobs in urban areas where most of them are employed in construction, transportation, storage and personal services. There are 35 board passers or considered as professional residents of the barangay. Most of them are government employee such as teachers. There are also 9 overseas foreign workers identified. The table below shows the unemployment statistics of the barangay which constitutes for only 15 years old and above populace.
