Barangay Ubongan Dacu Socio-Economic Profile 2005-2006 1

Historical Background

Long before the coming of the Spaniards, there already existed a place in the northernmost part of Masbate having a vast area of 401.9892 sq. km., with wild plants, lush grasses and trees with a deep river and with a very few shelters and inhabitants living in harmony. In 1521, when the Spanish conquistadors had Philippines more or less under their control, many of them were in Masbate looking for new sites to conquer.

One day, as young ladies were washing clothes along deep river flowing fast, a Spanish couple passed by and about the name of the place. The inhabitants believed to be of visayan origin called their place “Ubogan”, a visayan language. But the couple was unable to hear the correct name instead, they called it “Ubongan”. As the Christianization of the place grew, so did the landscape of the area. It

developed into a Barangay called Barangay Ubongan, with a total of 1,001 number of population. Now it has complete Elementary School, a small church, plaza, Barangay Hall, health Center, Day Care center and Basketball court. The electric supply of this place is sufficient to the needs of the residents and the water supply mainly comes from its watershed. These projects were realized through the initiative of Barangay Captain Levi C. Tumblod, for the betterment of the Barangay.

Geographic Location

Ubongan Dacu is bounded by Municipality of Baleno in North, Barangay Anas in South, Barangay B. Titong in East and Municipality of Baleno in West.

Barangay Ubongan Dacu has a total land area of 401.9892 hectares representing 2.14% of the total land area of the City of 18,789.23 hectares

GEOGRAPHIC PROFILE

Mountain Range


Political Subdivision Ubongan Dacu is an upland barangay composed of seven (7) puroks named: Purok I- Centro I, Purok II- Centro II, Purok III- Sitio Kanusa, Purok IV-Comosan, Purok V- Pinamarbuhan, Purok VI- Kaniko and Purok VII- Balugo. Each purok is supervised and lead by one (1) councilor with purok president. They represent each purok in all barangay governance and activities.

Natural Characteristics Barangay Ubongan Dacu has a general terrain of a surface configuration from slightly undulating to rolling and from hilly to mountainous. This is generally prone to erosion when deforested or overgrazed.

Soil The type of soil covering Ubongan Dacu is

generally Himayangan Sandy Clay Loam which is about 393.45 hectares. This is a residual soils developed in place from weathering of non-calcareous shale. It is characterized by light brown to gray; poor granular; gravelly sandy clay loam or surface soil ranging in depth from 0-20 centimeters (cm). In about 20-80 cm. in depth it is dark brown to grayish brown, poor coarse granular to blocky clay loam. Eighty centimeters and below in depth, it has a yellowish red to gray clay loam with mottlings; poor course granular; mellow when wet; friable and compact when dry and sometimes sandstones are on the process of weathering.

Hydrogeology The quality of water is rated poor to fair. Their sources of water are deep/shallow well and dug well. Since their soil is residual in nature developed from sedimentary rocks, sediments are usually seen on the water. It is use for domestic activities like bathing, washing and cooking. Potability of water for drinking must be maintained by practicing boiling or annual bacterial and mineral examination.

Community level water ystem


Natural Resources As an upland barangay, forest ecosystem still exists in the area. It is located at Purok Pinamarbuhan, Kaniko, and Balugo. It is a dwelling place for some fauna like wild boar, snakes, wild birds such as owl, crow, and locally known git-git, tukmo and tulihao. The forest likewise hosts to flora like wild orchids. A variety of locally known forest and commercial trees grow abundantly like narra, molave, mahogany, ipil-ipil and gemilina. As an erosion-prone barangay, the residents are keeping their forest intact and protected so that this natural catastrophe will be prevented.

Land Use Trends Much of the Ubongan Dacu’s land area is used for agricultural purposes.

Mount Balat and Mount Mabaliw are two mountains of Ubongan Dacu. There is a river present in the area called Ubongan River.

Land Use Potential A large portion of their land is potential for more and intensified agricultural activities. It is suitable to grow vegetable crops as well as backyard animal raising. Thus it would satisfy the food consumption not just the barangay but Masbate populace as well. The opening of road will significantly lead to an efficient delivery of goods and services to and

from other nearby barangays like Anas, B. Titong and Bolo as well as barangay Magdalena of Baleno through the development of farm-to-market road. Small scale businesses will flourish due to accessibility of the above mentioned nearby barangays. Some areas of the land are use for infrastructure and basic utilities necessary to uplift the barangay socio-economic status.

Population Size, Number of Households and Population Growth As of 2005, the total population of barangay Ubongan Dacu stands at 1, 280 with 241 total number of households. Average annual population growth rate marks at 3. 628% in 2000 and projected to grow in the year 2005 and 2010 at 134. 93% and 146.27%, respectively (CDS, 2002). This trend indicates a relatively rapid growth.

The table showed that Purok I and Purok VI have the largest household population of 42 with relatively the same number of household members. Purok V on the other hand, has the lowest household population counting only to 21 with 123 household members. The biggest male population of the barangay is found in Purok VII and biggest female population is found in Purok I.

Based on the table above, age profile of the barangay shows that it has a

very young population with only 514 members of the total households who are active in the labor force.

Population Density Barangay Ubongan Dacu has an actual population density of 318.42 persons per square kilometer in 2005. This will be densely populated due to immigration of people from different parts of Masbate City as well as the province. Fertility The barangay has a fertility rate of 1.27 or 127 children aged 0-4 to women of reproductive age (15-49 years old) child to woman ratio. It is considered to have the highest fertility rate among the 30 barangays of Masbate City.

Roads

Road is critical to development since it facilitates the mobility of products and people in the area. It promotes economic activity.

In Barangay Ubongan Dacu, roads are

rough and graveled. Pathways are concrete connecting different puroks. Concrete barangay roads are connecting Purok Centro I and Purok Centro II.

The coastal road opened at this barangay which passes through Purok 4 is rough and graveled.

Box Culvert A 30-meter long with 1.5 meters wide footbridge is located at the boundary of Purok Centro III and Purok Comosan. It was constructed to serve as a detour for residents and visitors going in and out of the barangay. Also, it is used to cross the barangay to prevent passing through the swampy areas of mangrove plantation.

Drainage and Sewerage There is an existing drainage at Purok Centro I. Most of barangay natural drains runs directly to Ubongan River then flows to the sea that envelopes the barangay.

Water

Water supply within the barangay may be rated as poor to fair with the population largely dependent on shallow well, deep well and even springs and creeks. The waters from deep well areas are, in general, of good quality. Care must be exercised, however, in limestone formations where calcium carbonates are the major content. The aquifers are generally

susceptible to pollution caused by the activities of man and animals. As reflected on the table 6, 51%% or 126 households don’t have access to safe water facility vis-à-vis drinking water.

During the 1st quarter of 2006, water development has been done by the city government to ensure that the populace has a source for drinking that is accessible and safer. Level II or the community water system- shared was developed with spring (bukal) as its main source. With this, the occurrence of

water-borne diseases was minimized particularly among children who are vulnerable to these kinds of diseases.

The water system installed in the barangay has a

1.20mx1.50mx1.50m=2.7m3 capacity concrete intake tank and an elevated tank of 1.50x2.0x2.0=6.0m3 capacity with 834 linear-meter pipeline for 8 units distribution lines.

Electricity

The barangay has no MASELCO connection. However, there is one (1) barangay generator and three (3) private generators in the barangay. It served 25 households in Purok 1-3. It operates from 6:00PM to 10:00PM.

Transportation

Motor boat is the main mode of transportation between barangay Ubongan Dacu and poblacion. The people pass through Magdalena, a barangay of Baleno Municipality which is 1.5 kilometer away from Ubongan Dacu. It is also accessible by land vehicle like motorcycle.

Communications

Barangay Ubongan Dacu’s telecommunication is served by Globe and Smart though only in some parts of the barangay. A satellite phone was provided by the city for barangay captain powered by Smartlink. Its telegraph and postal station are also located in the poblacion. Cemetery/Burial Ground There is no existing cemetery at the barangay. The dead are being buried at Magdalena, Baleno Cemetery and Barangay Anas.


Solid Waste Management The majority of solid wastes within the barangay are composed of household wastes, agricultural wastes like leaf litters and coconut husks and other biodegradable materials can also be found.

The wastes are often dumped or burned by residents in backyard pits. Those residing near the sea or along the coastline just dumped their garbage at the sea. Some dispose wastes literally anywhere. There are some households that practice recycling and composting. Compost wastes are used as fertilizers.

POVERTY PROFILE


Based on the table above, it revealed that the top five Minimum Basic Need of Barangay Ubongan Dacu are the following: 1) Proportion of households with income less than the poverty threshold; 2) Proportion of households with income less than the food threshold; 3) Proportion of households without access to sanitary toilet facilities; 4) Proportion of children 13-16 years old not in high school; 5) Proportion of households without access to safe water. It can be derived that poverty poses the main concern of the barangay as well as the city. Hence, programs and projects developed by the city government should be geared towards poverty reduction.

Summary of Issues/Concerns and Challenges

1. Proportion of household with income less than the poverty threshold.

Encourage investors in the barangay to open new livelihood opportunities that will provide the residents job that will give them a permanent monthly income.

Provide capital for food processing projects and other small scale business.

Skills enhancement training for residents in preparation for job opportunities such as welders, mechanics, and other related works.

Intensification of seeds and animal dispersal with fertilizer and agricultural equipment.

2. On proportion of households with no access to sanitary toilet

facilities.

Almost 69% or 167 households do not have sanitary toilet. This means that there is an indiscriminate dumping of human waste anywhere which may pose hazard to the health condition of the populace. In view of this, the barangay may allocate funds for this problem so that public or a private toilet should be constructed with common septic tank.

3. Proportion of children 13-16 years old not in high school.

Grant scholarship to poor but deserving students.

4. Proportion of households with no access to safe water.

Construction of Level II water project (communal faucet) should be implemented to cover the whole barangay. Such project will reduce the contamination of water source.

Chlorination of open dug well as well as deep or shallow well.

Periodic monitoring of water source.


5. Other social concern that should be given priority:

Health- upgrade health facilities and provide additional health equipment to provide better health care services to those in need. Also increase in the allotment for medicines should be included in the budget of the barangay.

Social Welfare- there is a need to construct an additional day care center to cater children 3-6 years old. Moreover, day care centers should be given budget for the provision of educational materials to children as well as the classroom for better comprehension and familiarization of the pre-school children. For the vulnerable groups, mutual aid system should be given.

6. An increase in the population of the barangay calls for the need to

expand its barangay site.

Thus, the barangay council is working for the acquisition of barangay lot in the nearest years to come.

The programs of the city government are geared towards poverty reduction. Developmental social programs and projects are being conceive to provide quality education, better health care, security, and empowering all sectors of the society.

Education

Electo Verano Elementary School (Ubongan Elem School) is the only primary school in the barangay. It caters to children 6-12 years old. However, there are children 13 years old and above who still attend to elementary school. This is a complete elementary school covering an area of one (1) hectare. It is complemented with1:1 teacher-classroom ratio and with an

approximately 1:35 teacher-pupil ratio. Performance indicators of the elementary

school also reflect that it has a graduation rate of 96.83% with almost 0.47% drop-out rate. Other indicators are found on table 13.

The facilities of Electo Verano Elementary School in terms of its classrooms are basically good with one classroom that needs repair. However, school facilities deemed necessary for the total development are lacking. Absence of laboratory facilities, industrial arts, agriculture and H.E. rooms and insufficiency of toilets and are setbacks in the educational system of the school. Thus, there is a need to install/construct such facilities in order to provide better learning and hands-on experience of the lessons being taught to the school children.

The accessibility of elementary and secondary education poses another problem of the barangay. Barangay Ubongan Dacu has 72 children (6-12 years old) or a proportion of 24.3% who are not attending elementary education. For secondary or high school, a total of 89 children ages 13-16 years old or a proportion 63.10% who are not attending secondary education.

Literacy

The proportion of literates in Barangay Ubongan Dacu stands at 89.2%. It shows that only 10.8% are not literate. Of the total population of 10 years old and above, there are 92 individuals who are not able to do simple reading and writing. Of these 92, there are 39 female and 53 male. The Department of Education through its Alternative Learning System (ALS) provides education depending on the intervention they need.

Health Barangay Ubongan Dacu has one (1) Barangay Health Center with one (1) midwife assigned to monitor and conduct health services and three (3) Barangay Health Workers. The health center is equipped with thermometer, blood pressure apparatus and weighing scale. Some patients of the barangay with minor medical and dental needs sought care at BHS while major cases are being brought to any government or private hospitals at Masbate poblacion where there is adequate facilities and equipment. One of the problems encountered by the barangay is the lack of medicine supplies and other vital health facilities.

Morbidity rate is 118/1000 population and Mortality rate is 3.8/1000 population.

The five (5) leading causes of morbidity are : 1. Acute Respiratory Infection 2. Musculoskelital disease 3. Wounds (all forms) 4. Arthritis 5. Asthma

While the top causes of mortality are:

1. Senility 2. Bleeding (Gastric Ulcer) 3. Cardio-Respiratory Arrest-Pulmonary

Malnourished children among 0-5 years old are very minimal in the barangay as reflected on the CBMS. It has a malnutrition rate of 1.60%%. Adequate and proper nutrition for the children is very important so that they would grow healthy and develop fully particularly the mental and physical aspects.

Health is likewise concern with the use of contraceptive among couples in Barangay Ubongan Dacu. With the population growing fast in this barangay, there is a need to have an intensive advocacy on the use of family planning method. This is the reason why population is ballooning in rural areas like Ubongan Dacu because there is no education relevant to population explosion vis-à-vis responsible parenthood. As shown on the table below, there are only 24 couples who use family planning method.

Indiscriminate dumping of human waste pose health hazards to the residents as it causes diseases. Thus, it is necessary that the residents should have sealed toilet bowls to prevent related diseases.

Social Welfare

Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. Social services are geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided. On one hand, for the children’s welfare, one day care center is presently existent in the barangay with one day care worker. It has about 30 enrollees. On the other hand, for adults, there are three community organizations at present the barangay has. These are Women’s Organization with 40 members, Senior Citizen with 150 members and Youth Organization (MCYC) with 45 members. These organizations remained strong and

continue to help in empowering women and youth alike and support to elders.

Housing

Housing or shelter is not much a concern of the barangay. Based on Community Based Monitoring System conducted by the LGU, The 241 total households are all durable within the next five years, meaning no house is made of makeshift materials.

On the other hand, there are only


15 households or 6.30% are squatters in the barangay. Most families are tenants or have permission to construct their houses on a particular land/lot.

Protective Services

A total of 19 Barangay Police were assigned to different puroks of Barangay Ubongan Dacu. Fortunately, they are armed with police paraphernalia thus effectively implement peace and order in the community. All puroks have a regular on duty Barangay Police or “tanod” with five (5) members of Barangay Unified Force (BUF) assigned to assist them in monitoring the barangay especially during night time in order to assure the residents of a safe and peaceful community.

The barangay has an organized barangay justice system headed by

Lupon assigned. Through this justice system, petty crimes can be resolved on barangay level. This is reflected on the 0.20% crime rate in Barangay Ubongan Dacu in 2005.

Sports and Recreation

One of the programs of the city government is to provide recreational facilities in every barangay for the development of the youth. It is also a mechanism that will turn them away from vices. Basketball and billiard is the main sports they engaged in. A basketball court is located at the plaza. For some recreation, residents usually take on to videoke bar

and videohouse. Table 22 shows the sports and recreational facilities present in the barangay.

Agriculture

Barangay Ubongan Dacu utilizes 199.28 hectares for agricultural purposes comprising 94% of its total land area. The major crops produced are rice, corn, coconut, root crops, vegetables like eggplant, pechay, okra, tomato and fruits like bananas. Some of the farmers and populace also practice backyard raising for

some livestock and chicken.

Despite the industrious effort of all farmers, many concerns and problems still pose as their hindrance in sustaining their livelihood and reaping more harvest. The problems that emerged are 1) irrigation; 2) lack of machineries to have a better harvest; 3) far distance of the place where they trade their products and related concerns. Though the main livelihood of the populace is farming, fishing is another source of living by some families. Other livelihood sources of people are carpentry, tending aquaculture, doing labor and handicraft making. Trade and Commerce

Copra is main product of the barangay. It is traded to some parts of Masbate and can reach as far as Bicol mainland and Manila. Tradable products of this barangay are agricultural farm produced. These products are mainly traded to flea market in Masbate City every Friday- Sunday. Some are just sold within the barangay. There are no other major business establishments within the barangay. Sari-sari stores abound within the barangay.


Tourism For people who love nature, Barangay Ubongan Dacu has a protected forest where they can commune with some wild birds and other forest creatures. Nature tripping is not just the tourism potential\al of the barangay but also promoting their fiesta where tourists will experience their warm-welcome.

Employment Majority of the population depend on

employment or labor for their food and other basic needs. Farming is still a predominant livelihood of the residents. However, due to inadequate employment opportunities at the barangay, some local populace look for jobs in urban areas after being equipped with basic education at school. These constitute to the professionals and sub-professionals of the barangay. The table below shows the unemployment statistics of the barangay which constitutes for only 15 years old and above populace.

The total revenue of Barangay Ubongan Dacu posted an increase in 2006 as compared to the previous year. It can be attributed to the increase of their Internal Revenue Allocation (IRA). Nevertheless in the last three years, there is an increase of the said IRA of the barangay. For expenditure, personnel services cover the highest for the last three years. It can be observed that the expenditure in 2006 is greater as compared to its income.
