Barangay Consultation in Brgy. Anislagan and Sta. Cruz, Placer. Highlights of the minutes of the Barangay Consultation in Barangay Anislagan and Sta. Cruz for the Rehabilitation/Concreting of Magsaysay-Bobonaon Spur Sta. Cruz-Paco FMR for funding under the Philippine Rural Development Project held last October 7, 2015 held at Brgy. Anislagan Multi-Purpose Hall. The program started at 2:10 pm, and the participants were welcomed by the Brgy. Captain, Hon. Teofilo O. Dapar Jr of Brgy. Anislagan, Engr. Marilyn E. Pono, the I-PLAN Unit Head spearheaded the activity explaining to the participants on what is the Philippine Rural Development Project (PRDP). She expressed that Surigao del Norte has been lucky to be enrolled in this project since it can access unlimited funds especially projects in concreting and rehabilitation of roads. However, she expressed that there are series of requirements that has to be complied before the project could be implemented. One of the crucial requirements is the Road right of way (RROW). She expressed that the Provincial Government would need every resident’s help and cooperation for the approval of the project. It was explained that PRDP aims to alleviate poverty through increase income and production of a commodity. The province has chosen coconut as our commodity; it will include the value-chain accepted by PRDP such as geo-nets made from coconut and not merely just the product itself. The PRDP aims to improve mobility and accessibility that is why it is funding concreting projects. Engr. Pono indicated that the subproject cost for Magsaysay-Bobonaon Spur Sta. Cruz-Paco FMR amounts to 119 Million for the 9 km but because of the high cost, PRDP are very strict with the requirements especially in the Social and Environmental Safeguards. PRDP aims social acceptability of all the beneficiary barangays that is why a barangay consultation is a must to ensure the community has fully understood and cooperate with the project especially those that will be affected with the establishment of the 10 meter RROW. The discussion regarding the proposed project was given by Engr. Soter Longay from the Provincial Engineering Office. He briefly discussed the road plan and design of the project. He pointed out that he did not hold back when it comes to costing, such as the signage and chevron since PRDP is willing to fund the project. The next topic discussed was the RROW by Mr. Walter Andit of the Provincial Assessor’s Office. He explained under Republic Act 8974, the government can claim the RROW. He pointed out that the Provincial Road has already been delineated and upon the survey there are identified households that will be affected. He humbly requests the residents to voluntarily remove those temporary structures and for permanent structures, the government will assist in its removal. He requested for the affected residents to sign the quitclaims or deed of donation to fast track the requirements of the project.

Mr Richard Arbiol, a representative from the Regional PCO have joined the team for the Barangay Consultation. He gave the community the background of PRDP and the units within it. He highlighted the I-SUPPORT which involves the Social and Safeguards Unit. He discussed on why there is a

need for a barangay consultation. He explained that the funding agency of the project is the World Bank and will visit the beneficiary barangays and ask whether they know of PRDP. The World Bank does not want any complaints from the community, when they visit and found out that there are certain complaints they will hold the funds for the project. It is imperative that the project is socially acceptable and environmentally sound.

1st QUESTION: A resident from Brgy Anislagan asked when will the project start because they do not want to be disappointed again just like the PRMF project before. As a response, Mr. Richard from RPCO responded that there is no exact date because it would depend on the size of the project when the project is huge then it requires numerous requirements. In the case of Surigao del Norte, it is within the 2016 calendar but it will still depend on the approval of the World Bank.

2nd QUESTION : Renald Munincillo, a resident of Brgy Sta. Cruz, indicated he is one of the affected residents of the RROW, he suggested that the other adjacent land of his house is vacant, would it be possible if the road should accommodate the vacant land rather than his house. Engr. Soter answered the query by stating that in the design of the project, they have prevented all the houses that could be affected in the RROW. He indicated that in the plan, there will only be a number of houses that will be affected.

3rd QUESTION: A question raised by the Brgy Kagawad of Sta. Cruz regarding the water system of Brgy Sta. Cruz that will be affected in the RROW, will the Brgy receive financial assistance with the relocation of the water system since it was indicated PRDP has unlimited funds. Engr. Pono clarified that that the unlimited funds is for the concreting project but does not include compensation for the affected of the RROW. She indicated that the Barangay should shoulder the relocation as a counterpart of the BLGU in the RROW.

4th QUESTION: Hon. Raquel Buyser, Brgy Captain of Sta. Cruz asked regarding the compensation for the affected households in the RROW. She explained that the people will definitely go to the barangay, however, the BLGU have also no fund for the compensation and further asked if they could ask help from the Province. As a response, Engr. Pono stated that the province has only a limited fund for the compensation of RROW. The province will also need the support from the Municipality.

After all the questions were answered, Engr. Pono proceeded with the workshop. The intention of the workshop was to ask the stakeholders; opinions, suggestions and concerns. They were tasked to provide answers to six questions originally formulated in vernacular. These were as follows;

1. What is the current situation of your lives or livelihood with the existing condition of the road?

2. Do you need and support the rehabilitation and concreting of the road from Magsaysay-Bobonaon Spur Sta, Cruz-Paco FMR?

3. What are the prevalent impacts on your lives or livelihood once the road is restored?4. There are problems or hindrances in making proposal or feasibility study like the road right

of way, what else do you think you can do to resolve such problems?

5. During the implementation of the project, what else do you think you can contribute to make the construction as smooth as possible?

6. If there are complaints, as barangay official or citizen, what can you do about it?

The participants were grouped by barangay. Each group was made to answer all aforementioned questions. Every member of the group was encouraged to present their opinions on the questions through provided metacards and pasted on a Manila paper.

After the given time for the group to discuss, each group were given the chance to present their consolidated outputs.
