AVISO SOBRE PROPUESTAS ENMIENDAS A REGLAMENTODe conformidad con la § 2.1 de la Ley de Procedimiento Administrativo Uniforme, Ley Núm. 170 de 2 de agosto de 1988, según enmendada, y el Art. 3 de la Ley de la Universidad de Puerto Rico, Ley Núm. 1 de 20 de enero de 1966, según enmendada, la Junta de Gobierno de la Universidad de Puerto Rico notifica que se propone aprobar enmiendas al Capítulo VI del Reglamento General de Estudiantes de la Universidad de Puerto Rico, Certificación Núm. 13 (2009-2010), Reglamento #7733, según enmendado, en el Capítulo VI – Normas Disciplinarias y Procedimientos, con el propósito de reorganizar la actual estructura del sistema disciplinario estudiantil; consolidar los actuales procedimientos formales e informales establecidos, establecer el rol primario de la Junta de Disciplina en el trámite disciplinario y tornar en mecanismo supletorio el uso de la figura del Oficial Examinador.

Copia de las propuestas enmiendas al Capítulo VI del Reglamento General de Estudiantes de la Universidad de Puerto Rico, estarán disponibles para revisión durante horas laborables, de lunes a viernes de 8:00 A.M. a 4:30 P.M., en la oficina de la Junta de Gobierno, ubicada en el primer piso del Edificio de la Administración Central de la UPR, Jardín Botánico Sur, 1187 Calle Flamboyán, Río Piedras, Puerto Rico. Dicho documento también estará disponible para revisión en el internet, en la siguiente dirección: www.juntagobierno.upr.edu donde, además, se encuentra el texto de este Aviso.

Durante un periodo de treinta (30) días calendario a partir de la publicación de este Aviso, las personas interesadas en someter comentarios o presentar una solicitud de vista oral sobre la acción propuesta deberán hacerlo por escrito, en cualquiera de las siguientes formas: (a) presentando su escrito personalmente en la oficina de la Junta de Gobierno, en la dirección física y horario antes indicados; (b) enviando su escrito por correo al Apartado 23400, San Juan, PR 00931-3400; o (c) enviando un correo electrónico a: comentario.RG@upr.edu. Toda solicitud de vista oral deberá incluir los fundamentos específicos que, a juicio del solicitante, hacen necesaria la concesión de la misma.

NOTICE OF PROPOSED REGULATIONSIn accordance with § 2.1 of the Uniform Administrative Procedure Act, Law No. 170 of August 12th, 1988, as amended, and Art. 3 of the University of Puerto Rico Act, Law No. 1 of January 20th, 1966, as amended, the Governing Board of the University of Puerto Rico, gives notice of its intention to approve the amendments to the General Students Regulations of the University of Puerto Rico, Certification No. 13 (2009-2010), Regulation #7733, as amended, Chapter VI – Disciplinary rules and procedures, in order to reorganize the current structure of the student’s disciplinary system; consolidate existing formal and informal procedures; set the primary role of the Disciplinary Board in the student’s disciplinary process; and convert the Examining Officer into a supplementary mechanism, among other purposes.

Copy of the proposed amendments to the General Students Regulations of the University of Puerto Rico, Chapter VI – Disciplinary rules and procedures, will be available for review, during office hours, Monday through Friday from 8:00 A.M. to 4:30 P.M., at the office of the Governing Board, located in the First Floor of the UPR Central Administration Building, South Botanical Garden, 1187 Flamboyán Street, Río Piedras, Puerto Rico. The text of the proposed regulations, as well as this Notice, may also be examined in the Internet at this electronic address: www.juntagobierno.upr.edu. During thirty (30) calendar days from the publication of this notice, all persons interested in submitting comments, or in petitioning for an oral hearing on the proposed action, must do so in writing, in any of the following ways: (a) filing said comments or request in writing at the aforesaid office of the Governing Board; (b) sending the same by mail to P.O. Box 23400, San Juan, PR 00931-3400; or (c) sending the same by e-mail to: comentario.RG@upr.edu. All petitions for an oral hearing must include the specific reasons that, in the judgment of the petitioner, make such a hearing necessary.
