海巡署署長王進旺主持海巡研究班第4期開訓典禮並期勉參訓學員

Mr. Wang Ginn-wang the minister of Coast Guard Administration presided at the 4th opening

ceremony of coastal patrol training program and encouraged those offi cers who attended the

program.

於本（9 5）年1 1月6日上午9時假教

育訓練中心舉行開訓典禮，由署長王進旺

親臨主持。「海巡研究班」是研究巡防專

業教育最高班級，因此署長指示教育訓練

中心在未來對於違反規定及學習不力的學

員嚴格執行淘汰，期使學員在受訓當中能

夠習得具備領導管理、執法技能及研究創

新能力，以因應未來海巡工作的需要。署

長於典禮中提出以下幾點勉勵受訓學員：

一、貫徹本署核心任務

「海域執法、海事服務、海洋事務」是

本署三大核心任務，目前除積極執行「安海專

案」，將查緝重點放在槍毒走私及偷渡案件

外， 10月25日院會中指示，由本署召集相關機

關共同組成「走私物品市面查緝專案小組」（

安康專案），加強查緝走私農漁畜產品、動物

活體及私菸、酒入境，將走私阻絕於境外，杜

絕於國內，以維護農、漁民權益，保障全民健

康。

二、以身作則、恪遵風紀

民主法治國家，首重依法行政，在執行公

務時，一定要熟悉法令規章，按照標準作業程

序執法，並從自己本身做起。凡事依法行政、

以身作則，嚴禁貪瀆事件發生。

三、運用智慧、積極任事

隨著時代不斷的改變，在工作崗位上不

能只靠蠻力，而是要靠腦力智慧，針對問題用

心研究，提出創新改進作法，集思廣益研擬防

制之道，使犯罪者無所遁形，提昇查緝績效；

此外，在工作態度上要秉持勤奮敬業、按部就

班、認真負責、誠懇實在、堅持到底的態度。

四、培養專長、建立品牌

海岸巡防工作充滿了挑戰，唯有積極充實

自己的能力及專業技能，發揮任勞任怨、吃苦

T he beginning of term ceremony of the 4th Coast Guard Research Class

organized by Coast Guard Administration (CGA), Executive Yuan,

was held at 9:00 AM, Nov 6 2006 at the educational training center, and

Minister Wang, Ginn-Wang hosted this ceremony. As the “Coast Guard

Research Class” is the highest level of coast guard professional education,

Minister Wang urged the training center to be strict on any trainee that

violates any regulation or does not work hard on learning, hoping that

all the trainees can obtain the abilities in leadership, management, law

enforcement techniques, research and innovation during the training

session for the needs of coast guard works in the future.

In the ceremony, Minister Wang encouraged the trainees with the

following instructions:

I. To execute the core tasks of CGA“Maritime law enforcement, maritime services and maritime

affairs” are the three core tasks of CGA. Currently, CGA is working very

hard in executing Operation “An-Hai (Calm Sea)”, in which the priority

of inspection is on fi rearm and drug smuggling and illegal immigration,

and as instructed in the Executive Yuan meeting on Oct 25, CGA was

responsible for assembling the “Market inspection task force on smuggled

goods” (Security and Health project's) along with all relevant agencies

for intensive inspections on smuggled agriculture, fi shery and animal

products, live animals, tobacco and liquor, so that the smuggled goods are

denied at outside of the country and no longer exist in domestic market in

order to protect the rights of all farmers and fi shermen and the health of all

citizens.

II. To set a good example and to follow the disciplinesThe fi rst priority of a democratic country of law and order is

administration by law. When carrying out offi cial affairs, every one shall

be very familiar with legal regulations and protocols and enforce the law

according to necessary Standard Operation Procedure (SOP), starting from

each and every one of you. Being a government employee, we have to

do everything by the law, set a good example with ourselves and prevent

corruption from happening.

III. To use the brain and to dedicate in jobsAs time evolves, we have to rely on our brains in our positions rather

than our muscles. We need to study hard on every problem, come up with

new ways to innovate and improve, and to develop methods of prevention

by brainstorming, so that no criminal is invisible and the interdicting

achievement is improved. Also in work attitude, it is necessary that we

have to work hard, do everything step by step, be earnest, responsible,

sincere and down to earth, and be ready to go all the way.

IV. To bring up expertise and to establish a brand nameThe work of Coast Guard is full of challenge. We can establish the

耐勞、負責盡職的精神，才能以專業能力，確

立執法威信。

五、落實勤務、貫徹公權力

本署行使職權時，應堅定立場嚴正執法，

對於違法案件應依法取締，非本署執法範圍之

事項，除本行政一體原則予以必要協助外，應

立即通報權責單位處理。希望各單位應確實遵

守執勤紀律，依據標準作業程序嚴正執法，建

立執法威信。

最後，王署長也深切的期盼學員在受訓期

間，應專注於專業學能的學習，將理論與實務

相結合，為未來的工作策勵準備，並在學習結

束後，能具備決策分析與獨立思考能力，方不

致辜負各級長官對學員們的深切期待。

authority of law enforcement with professionalism only by enthusiastically

enrich our abilities and professional skills and amplifying the spirit of

fulfi lling our duties without any complaint, enduring hardships and hard

work and being responsible and dutiful.

V. To execute duties and to implement public authorityWhen carrying out our duties, CGA has to stand fi rm and enforce

the law. Any violation of law shall be reported and punished. For those

cases that are not within the jurisdiction of CGA, CGA will inform the

agency in charge immediately and provide all the assistance CGA can

offer. Let's hope that all fellow workers will follow the disciplines when

in duty, enforce the law by following SOP and establish the authority of

law enforcement.

At the end, Minister Wang expected that during the training, all

trainees should concentrate on learning the professional skills, combining

theories and practices and preparing for future works. Hopefully at the end

of training, each and every one of trainees is capable of decision-making

analysis and independent thinking, so that no one fails the expectation of

superior offi cers on all trainees.
