With the hope to enhance the participation of activity, many diverse activities were held during the session of the forum. On October 11, Mr. Ginn-Wang Wang, the Minister of Coast Patrol Administration, hosted the second Coast Guard Forum in person on the sixth-oor auditorium of Coast Patrol Administration. Besides over 200 employees who attended the forum, other guests were also invited, such as the delegates from Maritime Patrol Directorate General and Coastal Patrol Directorate General, as well as Mr. Zong-Song Xiao, the president of the Public Servant Association of Coast Guard Administration, Executive Yuan. The relevant activities were listed as follows. I. 行政院海岸巡防署為建立內部上下雙向溝

通模式,並加強政令宣導,自本(95)

年6月起,每季規劃辦理1次海巡論壇,且為使

活動更多元、活潑,提高同仁參與度,每季均

設計不同單元以多樣的形式呈現。

本年10月11日該署假辦公大樓六樓禮堂由

署長王進旺親臨主持第二次海巡論壇,參加人

員除該署員工二百餘人外,並邀請海洋、海岸

巡防總局代表及行政院海岸巡防署公務人員協

會理事長蕭宗松與會,相關活動內容如下:

一、頒獎:

為表彰台北機動查緝隊查緝員黃雍翔辦理

「靖益專案」,查獲第三級毒品K他命252.74公

斤,並循線破獲幕後集團之重大功績,特別由

王署長頒贈黃員三等海巡專業獎章。

F rom June 2006, to facilitate the internal communication and

strengthen the propaganda of government decrees, the Coast Guard

Administration, Executive Yuan held the Coast Guard Forum seasonally.

With the hope to enhance the participation of activity, many diverse

activities were held during the session of the forum.

On October 11, Mr. Ginn-Wang Wang, the Minister of Coast Patrol

Administration, hosted the second Coast Guard Forum in person on the

sixth-fl oor auditorium of Coast Patrol Administration. Besides over 200

employees who attended the forum, other guests were also invited, such

as the delegates from Maritime Patrol Directorate General and Coastal

Patrol Directorate General, as well as Mr. Zong-Song Xiao, the president of

the Public Servant Association of Coast Guard Administration, Executive

Yuan. The relevant activities were listed as follows.

I. Awarding:

third-grade coast guard medal to Huang Yong-Xiang, the investigator of

Taipei Reconnaissance Brigade in order to praise him to execute the "Jing-

Yi Project," which detected 252.74 kilogram of K-tamin and seized the

groups behind the scenes.

二、新人自我介紹:

該署為使新進同仁加速融入海巡大家庭,

特別請所屬各單位本年7至9月份新進同仁

19人,分別上台做2至3分鐘的自我介紹,透過

每個人不同的表達方式,無形中拉近同仁之間

的距離。

三、專題報告:

由台北機動查緝隊查緝員黃雍翔就辦理「

靖益專案」過程提出簡報,讓與會人員在短短

20分鐘的時間,能瞭解全案在接獲情資後,透

過綿密部署,運用各種偵查手段,在該隊發揮

高度團隊合作精神,所獲致重大績效,確實足

以作為各級同仁學習、效法的對象。

四、影片欣賞:

(一) 為使該署同仁瞭解如何在公務中實踐行

政機關「創新、進取、專業」之核心價

值,首先播放由人事行政局製作之動畫

短片,經由輕鬆、詼諧的內容,讓觀賞

的同仁留下深刻的印象。

II. Self-introduction of freshmen:

In order to encourage the freshmen to accommodate the lives in the

Coast Guard Administration, the forum invited 19 freshmen who reported

to various sections from July to September to make a three-minute self-

introduction on stage. Through the different expression, everyone could get

a better understanding of each other.

III. Report on special issue:

Mr. Yong-Xiang Huang, the investigator of Taipei Reconnaissance

Brigade made a presentation about the process of "Jing-Yi Project," which

made all the attendee understand in twenty minutes the whole progress. It

began with the receiving of tips, following with sophisticated deployment

and utilizing various detection skills, and had fully cooperative spirit

throughout the all actions. The impressive achievement was worthy of

learning for companions in the coast guard units.

IV. Review of fi lm:

(I) The forum broadcast an animation fi lm- "Innovation, Enterprising

& Profession," produced by Central Personnel Administration, to

help the companions understand how to execute the core values

of administrative organizations. With that relaxed and humorous

fi lm, the attendee was impressed by the contents.

(二) 該署因職司我國海域、海岸安全維護工

作,對於海上反恐工作責無旁貸。為使

同仁對相關工作能有進一步的認識,於

是播放由行政院反恐怖行動管控辦公室

所製作「我國反恐怖行動宣導簡介」短

片,使同仁了解我國目前反恐怖行動之

組織架構、功能及未來努力方向。

五、與署長有約:

由行政院海岸巡防署公務人員協會理事長

蕭宗松及巡防處專員陳裕鴻等人提出建言,王

署長均指派業管單位即時回應,並親自逐一說

明。經由王署長與同仁面對面的溝通後,除適

時解決同仁需求與問題外,亦使該署各項施政

作為更為明確、精進。

王署長於會中表示,希望各級主管及同仁

給予新進的夥伴指導及協助,使他們能夠在最

短的時間內,融入該署這個工作團隊,創造更

優良的績效,就如同獲頒海巡專業獎章的台北

機動查緝隊查緝員黃雍翔一樣有著傑出的表

現,並獲得社會大眾肯定該署維護治安所做的

努力,同時期勉大家透過專題報告,讓經驗傳

承,激發大家見賢思齊,成為學習的標竿。

王署長並指出,在傳統觀念中,公務機關

給人的印象總是僵化、沒有效率,步調較民間

企業緩慢,缺乏應變能力。根據瑞士洛桑國際

管理學院(IMD)於今年5月11日所作的全球

競爭力報告,我國的國家競爭力整體排名,由

of protection tasks in our coastal and maritime areas and be

responsible for the anti-terrorism tasks in the sea as well. In

order to assist the companions to get a better understanding of

relevant tasks, the forum broadcasted a fi lm- "Brief Introduction

of Anti-terrorism Activities in our nation," produced by the

Anti-terrorism Activity Control Offi ce, Executive Yuan, which

aimed to make everyone understand the current organizational

structure, function and direction of anti-terrorism activities.

V. Appointment with the Minister:

The Minister not only explained it in person but assigned the specifi c

section to immediately respond the recommendation from Mr. Zong-Song

Xiao, the president of the Public Servant Association of Coast Guard

Administration, Executive Yuan and Mr. Yu-Hung Chen, the specialist

of Coastal Patrol Department. After the face-to-face communication, the

problems could be sorted out timely; the actions of carrying out the policy

were also clear and precise.

The Minister expressed that every senior director should assist

and support those freshmen who were just joined the Coast Guard

Administration, which made them be adept to the team in a very short

time so as to create more excellent performances. It was as if Mr. Yong-

Xiang Huang, the investigator of Taipei Reconnaissance Brigade had great

performance. Meanwhile, it also could get the affi rmation from the public

in the aspect of protection of social security. He also encouraged everyone

to share his experience through the presentation, which made others

learn more from experiences of other fellow workers in the Coast Guard

Administration.

The Minister also indicated that traditionally the impression of

public affairs organizations was rigid, ineffi cient, and always kept more

2005年的第11名退步至今年的第18名。若再進

一步就其四個評估構面中的「政府效能」觀

察,我國則由2005年第19名退步至2006年的第

24名,顯示政府效能仍有改善的空間。於是行

政院參考英、美等先進國家於80年代為提高政

府行政效率,所進行的政府組織改造塑身運

動,積極推動政府行政革新,並於93年核定「

創新、進取、專業」為政府部門核心價值,其

目的就是要澈底革新行政文化,建立公務人員

實踐公共服務之價值基礎,期能達到公務人員

行政效能變革之效果。並希望全體同仁能時時

保有創新的思維,例如,該署預定在本年年底

前印製「為民服務手冊」,以提供民眾更佳的

服務。

最後本次論壇合併辦理該署第四季慶生

會,由王署長頒發本季壽星生日禮券,並在歡

樂的氣氛中進行茶會,為本次論壇劃下完美句

點。

slow-pace and lack of reaction capability than private companies. According

to the global competition report proposed by Institute for Management

Development, IMD on May 11, the ranking of our nation descended from

the 11th position, 2005 to the 18th position, 2006. Furthermore, as for one of

the four evaluation aspects of "Effectiveness of Government," the ranking of

our nation descended from the 19th position, 2005 to the 24th position, 2006.

It revealed that the government still needed to make some improvement.

Therefore, the Executive Yuan consulted the effi ciency of administration and

the reformation of organizations executed by the European countries and

America in the 1980s; then it actively promoted an impetus to the renovation

of government. In 2004, the core values of "Innovation, Enterprising &

Profession" were established to transform the culture of administrative

culture and set up as the basic values of public service, which aimed to

reach the innovation of administrative effectiveness. It was hoped that

every companion could have innovative ideas, for instance, the "Brochure

of Public Service" which would be published by the end of this year by the

Coast Guard Administration to provide better service for the public.

Finally, as this Coast Guard Forum was united with the 4th season's

birthday party, the Minister awarded the birthday coupons to the

companion born during this season. The tea party was held and ended well

in the merry atmosphere.
