1.0 INTRODUCTION

1.1 BACKGROUND

The 192.6 hectare property of the Euchareena Road Resource Recovery Centre (ERRRC) is located in the Shire of Cabonne Council and is owned by Orange City Council. The site exists approximately 5km northeast of Molong and comprises Lots 101 and 102 in DP 1183238, Parish of Copper Hill, County of Wellington. The ERRRC Site is bounded by Euchareena Road to the east and Shades Creek Road to the north. The land adjacent to the site is predominantly rural land used for grazing and cropping.

Commissioned on 5 August 2013, the ERRRC is part of the Orange Resource Recovery and Waste Management Project, which is an integrated plan for improved resource recovery and residual waste management for the Orange Local Government Area (LGA). The main activities that are undertaken at the ERRRC include:

Receipt and landfilling of baled mixed residual waste generated from the municipal and commercial and industrial (C&I) sector; and

Receipt and landfilling of non-putrescible consolidated C&I, and construction and demolition (C&D) dry mixed waste.

Additionally, a 4.97 hectare contractor operated composting facility within the boundaries of the ERRRC site is covered by a separate land title and EPA Licence. As such, the composting facility is not covered in this report.

1.2 LICENCE REQUIREMENTS

The Euchareena Road Resource Recovery Centre currently operates under Environment Protection Licence 20104 (EPL 20104), issued under Section 55 of the Protection of the Environment Operations Act 1997 (The Act). This licence governs the design, construction, operation, monitoring and rehabilitation of the facility in accordance with The Act.

Management and operation of the centre is also undertaken in accordance with the Landfill Environmental Management Plan (LEMP) (Geolyse, 2013).

Section 5 of EPL 20104 provides instructions on environmental monitoring requirements. Specifically, Condition M2.1 describes the requirements to monitor the concentration of pollutants discharged to groundwater, surface water, leachate, surface gas and sub-surface gas.

Annual reporting requirements that are outlined in Condition R1.1 state:

“R1.1 The licensee must complete and supply to the EPA an Annual Return in the approved form comprising:

a) a Statement of Compliance; and

b) a Monitoring and Complaints Summary.

At the end of each reporting period, the EPA will provide to the licensee a copy of the form that must be completed and returned to the EPA.”

The deadline for the Annual Return that is outlined in Condition R1.5 states:

“R1.5 The Annual Return for the reporting period must be supplied to the EPA by registered post not later than

60 days after the end of each reporting period or in the case of a transferring licence not later than 60 days after the date the transfer was granted (the 'due date')”

The reporting period for this AEMR is from 1 July 2014 to 30 June 2015. All monitoring data collected prior to this reporting period has also been included in the presentation and analysis of data. Collection of environmental data began at the Euchareena Road Resource Recovery Centre in August 2012.

EPL 20104 was varied on 16 January 2015. The primary implications of the variation for monitoring included updating the ‘Type of Discharge Point’ description for EPA Identification Points 12-16 (Points SWA, SWB, SW1, SW2 and SW3) to “Discharge to waters (wet weather only) Discharge quality monitoring”;

2.1 OVERVIEW

Environmental monitoring undertaken at the Euchareena Road Resource Recovery Centre during the reporting period included that required for deposited dust monitoring, groundwater, surface water, and leachate. This section summarises all environmental monitoring undertaken during the reporting period (Table 2.1).

2.2 GROUNDWATER

The groundwater monitoring network is shown on Figure 1. The network comprises six (6) piezometers. These are nominated as monitoring points HP1, HP2, HP3, HP4, HP5 and HP6 (EPL Points 6 – 11).

Groundwater level measurement and sampling are undertaken on a biannual basis in accordance with EPL 20104. Monitoring commenced in August 2012, prior to commissioning of the facility.

2.3 SURFACE WATER

The surface water monitoring network consists of two collection ponds within the landfill area (SWA and SWB) and three pre-existing farm dams within the site boundary (SW1, SW2 and SW3). Surface water quality monitoring is nominated as EPL Points 12 through 16 respectively. The monitoring network is illustrated in Figure 1. In accordance with EPL 20104, these points are required to be sampled quarterly during discharge with additional parameters undertaken in an annual discharge event. Rising stage samplers are installed to assist with event sample collection.

2.4 LEACHATE

Leachate monitoring as required by EPL 20104 is undertaken at the leachate tank L1, as identified in Figure 1, this is nominated as Point 17 in the licence. Additional sampling is also undertaken for requirements outside the EPL.

2.5 DEPOSITED DUST

Deposited dust monitoring as required by EPL 20104 is undertaken monthly at four monitoring points, identified as North, East, South and West Dust Deposition Gauges (EPL Points 1-4 respectively), the locations of the monitoring points are illustrated in Figure 1.

3.0 ENVIRONMENTAL MONITORING RESULTS

3.1 INTRODUCTION

Monitoring results are presented in this section for all environmental monitoring undertaken during the reporting period. The laboratory data are presented, along with an interpretation of trends, variability and anomalies for groundwater, surface water, leachate and deposited dust. Any deficiencies in monitoring, environmental incidents and remedial actions undertaken to correct any problems or deficiencies are also discussed.

Monitoring data is summarised in the following figures and in the tables of Appendix A. All laboratory reports and chain-of-custody documentation are included in Appendix B.

3.2 GROUNDWATER

Groundwater monitoring consisted of biannual water level measurements at the six piezometer monitoring stations and biannual collection of groundwater samples from these piezometers.

3.2.1 GROUNDWATER LEVELS

Groundwater level measurements are presented for all monitoring stations in Appendix A, Table 1 and are illustrated below in Figure 3.1.

Groundwater levels remained relatively consistent, with HP5 displaying the largest change over time, HP4 remaining the up-gradient point and HP3 down-gradient.

3.2.2 GROUNDWATER QUALITY

Complete historical results for each groundwater monitoring event in the reporting period are presented in Appendix A, Tables 2 and 5.

Laboratory measured pH was slightly alkaline and relatively consistent across the site in the reporting period, with values ranging from 7.52 at HP1 (August 2014) to 7.99 at HP5 (August 2014). pH values are indicative of suitable for livestock drinking water, with all values falling within the guideline range of 6.5 to 8.5 (Markwick, 2007).

Electrical conductivity (EC) ranged from 891 µS/cm at HP5 (August 2014) to 3700 µS/cm at HP1 (February 2015). EC values recorded at HP1, HP2, HP4 and HP5 in February 2015 were the highest recorded to date. Corresponding total dissolved solids (TDS) concentrations ranged from 596 mg/L to 2,479 mg/L, and are considered suitable for consumption by the most susceptible livestock category, poultry (<3,000 mg/L, ANZECC & ARMCANZ, 2000).

Total alkalinity concentrations ranged from 379 mgCaCO3/L at HP3 (August 2014) to 527 mgCaCO3/L at HP4 (February 2015). Concentrations were generally observed to increase in the reporting period. Both the conservative aesthetic guideline for human drinking water (200 mgCaCO3/L, NHMRC & NRMMC, 2011) and the guideline for irrigation to moderately tolerant crops (350 mgCaCO3/L, ANZECC & ARMCANZ, 2000) continue to be exceeded.

Sulphate remained relatively consistent and ranged from a low of 25 mg/L at HP5 (February 2015) to 89 mg/L at HP1 (August 2014). These concentrations are lower than the 1000 mg/L guideline value for livestock drinking water (ANZECC & ARMCANZ, 2000).

Chloride concentrations in groundwater at HP5 ranged from 21 mg/L to 25 mg/L and were notably lower than at the other groundwater monitoring points, which ranged from 172 mg/L at HP3 (February 2015) to 887 mg/L at HP1 (August 2014). HP1 was the only concentration to exceed the upper guideline value for irrigation to moderately tolerant crops (700 mg/L, ANZECC & ARMCANZ, 2000).

Calcium concentrations were all lower than the livestock drinking water guideline value of 1,000 mg/L (ANZECC & ARMCANZ, 2000). Monitoring station HP1 recorded the highest concentration at 288 mg/L (February 2015) and HP5 recorded the lowest at 71 mg/L (February 2015). Concentrations were consistent with historical data.

Magnesium concentrations ranged from 43 mg/L at HP5 (February 2015) to 186 mg/L at HP1 (August 2014) and were consistent with historical data.

Potassium concentrations in groundwater ranged from 1 mg/L to 4 mg/L, and were consistent with historical data.

Sodium in groundwater was recorded to be lowest at HP5 at 53 mg/L (February 2015) and highest at MP1 at 189 mg/L (August 2014). These values are below the irrigation guideline for moderately tolerant crops (460 mg/L, ANZECC & ARMCANZ 2000), however MP1 marginally exceeded the conservative aesthetic guideline for human drinking water (180 mg/L, NHMRC & NRMMC 2011) in August 2014.

Manganese ranged from below the laboratory limit of reporting (LOR) of 0.001 mg/L at HP4 (August 2014) to 1.78 mg/L at HP6 (February 2015). HP1, HP2 and HP4 were consistently below the long-term (<100 years) crop irrigation guideline value of 0.2 mg/L, while HP3, HP5 and HP6 were below the short-term (<20 years) guideline value of 10 mg/L (ANZECC & ARMCANZ, 2000). Concentrations were consistent with historical data.

Iron was below the laboratory LOR of 0.05 mg/L at HP1, HP2, HP4, HP5 and HP6 (August 2014) and HP1, HP2 and HP5 (February 2015). Iron in groundwater was most elevated at HP3, ranging from 1.36 mg/L (August 2014) to 1.7 mg/L (February 2015). For irrigation purposes, iron concentrations in groundwater from HP3 are considered suitable for short-term (<20 years) use and the remainder of points are considered suitable for long-term (<100 years) use (ANZECC & ARMCANZ, 2000).

Fluoride concentrations ranged from 0.2 mg/L at multiple points to 1.3 mg/L at HP6 (February 2015). All values were lower than the livestock drinking water guideline value of 2 mg/L (ANZECC & ARMCANZ, 2000) and are consistent historical data.

Ammonia concentrations ranged from <0.01 mgN/L at multiple locations to 4.41 mgN/L at HP6 (August 2014) which has consistently displayed the highest ammonia concentrations. The ammonia concentration recorded in HP6 reduced by 0.63 mgN/L during the reporting period. Ammonia concentrations in groundwater from all other monitoring points were below the aesthetic guideline for ammonia in human drinking water (0.41 mgN/L, NHMRC & NRMMC, 2011).

The maximum nitrite concentration in groundwater (0.04 mgN/L) was recorded at monitoring stations HP2 (August 2014) and HP5 (February 2015). All nitrite concentrations in groundwater were lower than the livestock drinking water guideline value of 9.12 mgN/L (ANZECC & ARMCANZ, 2000).

Nitrate was lowest at HP6 at 0.01 mgN/L (February 2015) and highest at HP2 at 10.10 mgN/L (August 2014). Nitrate concentrations in groundwater are below the livestock drinking water guideline value of 90.29 mgN/L (ANZECC & ARMCANZ, 2000), however groundwater nitrate concentrations at HP2 will continue to be monitored to identify the development of any adverse trend as the concentration is considered to be elevated.

Total nitrogen concentrations in groundwater ranged from 0.3 mg/L at HP3 and HP5 (August 2014), to 10.8 mg/L at HP2 (August 2014). All total nitrogen in groundwater results with the exception of HP2 were below the long-term irrigation criteria (<100 years) of 5 mg/L (ANZECC & ARMCANZ, 2000), with HP2 being below the short-term irrigation criteria (<20 years) of 25 mg/L (ANZECC & ARMCANZ, 2000).

Total organic carbon concentrations in groundwater ranged from below the LOR (<1 mg/L) at multiple monitoring points to 3 mg/L at HP6 (August 2014).

Total phenolics were below the LOR (<0.05 mg/L) at all groundwater monitoring points.

3.3 SURFACE WATER

EPL 20104 requires surface water quality monitoring monthly during discharge from each of the five monitoring points. Surface water monitoring commenced in August 2013 in conjunction with commissioning of the facility. Discharge events occurred only in July 2014 (SW2) and August 2014 (SWA and SWB). Background, non-discharge samples for a range of parameters were collected in January, February, April and June 2015 at locations SWA and SWB.

Samples are collected via rising stage samplers prior to overland flow and any off-site discharge, receiving further filtration through vegetation. It is noted that SWB discharges overland and into SW1 before further overland travel and discharge off-site. The SW2 dam is understood to be spring fed and receives little, if any runoff from the active landfill area, with possible runoff from the adjacent access road.

All results, including background and discharge samples are presented in Appendix A, Tables 2 to 7.

3.3.1 QUALITY

pH in surface water ranged from slightly alkaline in SW2 at 7.31 (July 2014) to moderately alkaline in SWA at 8.27 (January 2015). These values are within the range recommended as suitable for livestock drinking water (Markwick, 2007).

Electrical conductivity ranged from 82 µS/cm at SWB (August 2014) to 257 µS/cm at SWB (February 2015). Corresponding total dissolved solids (TDS) concentrations ranged from 55 mg/L to 172 mg/L, and are considered suitable for consumption by the most susceptible livestock category, poultry (<3,000 mg/L, ANZECC & ARMCANZ, 2000).

Total alkalinity ranged from 39 mgCaCO3/L at SWB (August 2014) to 99 mgCaCO3/L at SWB (February 2015). All values were below the conservative aesthetic guideline for human drinking water

Sulphate concentrations ranged from below the laboratory LOR of 1 mg/L at SW2 (July 2014) to 74 mg/L at SWB (January 2015). These concentrations are lower than the 1000 mg/L guideline value for livestock drinking water (ANZECC & ARMCANZ, 2000).

Chloride concentrations ranged from 2 mg/L at SW2 (July 2014) to 29 mg/L at SWB (January 2015). No exceedance of the upper guideline value for irrigation to moderately tolerant crops (700 mg/L, ANZECC & ARMCANZ, 2000) was recorded.

Calcium concentrations were all lower than the livestock drinking water guideline value of 1,000 mg/L (ANZECC & ARMCANZ, 2000). Monitoring station SWB recorded the highest concentration at 27 mg/L (April 2015) and the lowest concentration at 3 mg/L (August 2014 and June 2015). Concentrations were consistent with historical data.

Magnesium concentrations ranged from 1 mg/L at SWB (August 2014) to 8 mg/L at SWB (January 2015) and were consistent with historical data.

Potassium concentrations ranged from 2 mg/L at multiple locations to 17 mg/L at SWB (January 2015) and were consistent with historical data.

Sodium concentrations were recorded to be lowest at SW2 at 4 mg/L (July 2014) and highest at SWA at 36 mg/L (February 2015). These values are below the irrigation guideline for moderately tolerant crops (460 mg/L, ANZECC & ARMCANZ 2000), and the conservative aesthetic guideline for human drinking water (180 mg/L, NHMRC & NRMMC 2011).

Manganese ranged from 0.038 mg/L at SWA (June 2015) to 0.276 at SWA (January 2015). Manganese concentrations were consistently below the short-term (<20 years) crop irrigation guideline value of 10 mg/L (ANZECC & ARMCANZ, 2000). Concentrations were consistent with historical data.

Iron ranged from 1.68 mg/L at SWA (January 2015) to 53.6 mg/L at SWA (February 2015). For irrigation purposes, iron concentrations exceeded short-term (<20 years) irrigation criteria of 10 mg/L (ANZECC & ARMCANZ, 2000) at SWA (February 2015) and SWB (August 2014 and January 2015).

Fluoride concentrations ranged from below the laboratory LOR of 0.1 mg/L at SW2 (July 2014) to 0.7 mg/L at SWB (February 2015). All values were lower than the livestock drinking water guideline value of 2 mg/L (ANZECC & ARMCANZ, 2000) and are consistent historical data.

Ammonia concentrations ranged from below the laboratory LOR of 0.01 mgN/L at SWB (June 2015) to 0.8 mgN/L at SWB (April 2014) which exceeded the aesthetic guideline for ammonia in human drinking water (0.41 mgN/L, NHMRC & NRMMC, 2011). An ammonia concentration of 0.42 mgN/L also exceeded the aesthetic guideline at SWA in April 2015.

Nitrate was lowest at below the laboratory LOR of 0.01 mgN/L at SW2 (July 2014) and highest at SWA at 1.96 mgN/L (August 2014). Nitrate concentrations were below the livestock drinking water guideline value of 90.29 mgN/L (ANZECC & ARMCANZ, 2000).

Total suspended solids were lowest at 11 mg/L at SWA (June 2015) and highest at SW2 at 230 mg/L (July 2014). The elevated SW2 value is higher than the 50 mg/L discharge limit defined in the SWMP.

Turbidity results were lowest at 57.8 NTU at SWB (February 2015) and highest at SWA at 1,390 NTU (February 2015). Turbidity results exceeded the discharge limit defined in the SWMP (100 NTU), at SW2 in July 2014 (126 NTU) and SWA and SWB in August 2014 (246 NTU and 849 NTU, respectively).

Total phenolics were below the LOR (<0.05 mg/L) at all surface water monitoring points in the reporting period.

Oil and grease concentrations ranged from below the laboratory LOR (<5 mg/L) at multiple locations, to 10 mg/L in SWA and SWB (both in June 2015) equivalent to the SWMP discharge limit.

Low levels of arsenic, copper, lead, nickel and zinc were detected, which were generally below the conservative guideline value for human drinking water, with the exceptions of chromium and lead at SWB (0.057 mg/L and 0.01 mg/L, respectively) in April 2015, nickel at SWB (0.023 mg/L and 0.024 mg/L) in January 2015 and June 2015, respectively.

No mercury or cadmium was detected in any surface water sample (<0.0001 mg/L).

3.4 LEACHATE

Leachate quality monitoring consisted of sampling as required by EPL 20104. Leachate is identified as EPL Point 17 and is required to be monitored on a biannual basis, with additional annual parameters. Further sampling is undertaken outside the EPL requirements and all results are presented in Appendix A, Tables 2 to 7.

Leachate monitoring commenced following commissioning of the facility in August 2013. The leachate tank was accessed via the top, and subsurface samples were collected in the reporting period during July and October 2014, and January, April and June 2015.

3.4.1 QUALITY

pH in leachate was slightly alkaline and ranged from 7.15 (July 2014) to 7.66 (June 2015). These values are within the range recommended as suitable for livestock drinking water (Markwick, 2007).

Electrical conductivity ranged from 5,440 µS/cm (April 2015) to 6,560 µS/cm (June 2015). Corresponding TDS concentrations ranged from 3,645 mg/L to 4,394 mg/L, and exceeded the criteria for consumption by the most susceptible livestock category, poultry (<3,000 mg/L, ANZECC & ARMCANZ, 2000).

Total alkalinity ranged from 1,270 mgCaCO3/L (April 2015) to 2,760 mgCaCO3/L (October 2015), exceeding the conservative aesthetic guideline for human drinking water (200 mgCaCO3/L, NHMRC & NRMMC, 2011) and the guideline for irrigation to moderately tolerant crops (350 mgCaCO3/L, ANZECC & ARMCANZ, 2000).

Sulphate concentrations ranged from below the laboratory LOR of 1 mg/L (April and June 2015) to 14 mg/L (July 2014). These concentrations are lower than the 1000 mg/L guideline value for livestock drinking water (ANZECC & ARMCANZ, 2000).

Chloride concentrations ranged from 403 mg/L (October 2014) to 543 mg/L (June 2015). No exceedance of the upper guideline value for irrigation to moderately tolerant crops (700 mg/L, ANZECC & ARMCANZ, 2000) was recorded.

Calcium concentrations were all lower than the livestock drinking water guideline value of 1,000 mg/L (ANZECC & ARMCANZ, 2000). Calcium concentrations ranged from 160 mg/L (April 2015) to 363 mg/L (July 2014). Concentrations were consistent with historical data.

Magnesium concentrations ranged from 74 mg/L (July 2014) to 115 mg/L (June 2015) and were consistent with historical data.

Potassium concentrations ranged from 157 mg/L (April 2014) to 203 mg/L (June 2015) and were consistent with historical data.

Sodium concentrations ranged from 356 mg/L (July 2014) to 522 mg/L (June 2015). The conservative aesthetic guideline for human drinking water (180 mg/L, NHMRC & NRMMC 2011) was exceeded in all samples, and the irrigation guideline for moderately tolerant crops (460 mg/L, ANZECC & ARMCANZ 2000) was exceeded in the sample collected in June 2015.

Manganese ranged from 2.74 mg/L (April 2015) to 4.32 (July 2014). Manganese concentrations were consistently below the short-term (<20 years) crop irrigation guideline value of 10 mg/L (ANZECC & ARMCANZ, 2000) and were consistent with historical data.

Ammonia concentrations ranged from 260 mgN/L (July 2014) to 348 mgN/L (June 2015) which consistently exceeded the aesthetic guideline for ammonia in human drinking water (0.41 mgN/L, NHMRC & NRMMC, 2011).

Nitrate concentrations ranged from below the laboratory LOR of 0.01 mgN/L (July and October 2014 and April and June 2015) to 0.02 mgN/L (January 2015). Nitrate concentrations were below the livestock drinking water guideline value of 90.29 mgN/L (ANZECC & ARMCANZ, 2000).

Total suspended solids were lowest at 134 mg/L (April 2015) and highest at 1,340 mg/L (June 2015). Turbidity results were lowest at 150 NTU (October 2014) and highest at 1,840 NTU (June 2015).

Total phenolics were lowest at 0.017 mg/L (June 2015) and highest at 0.41 mg/L (July 2014).

Oil and grease concentrations ranged from below the laboratory LOR of 5 mg/L (July and October 2014) to 19 mg/L (January 2015).

No mercury was detected in any leachate sample (<0.0001 mg/L).

Total petroleum hydrocarbon (TPH) concentrations ranged from 3.57 mg/L (October 2014) to 9.74 mg/L (July 2014). The majority of TPH recorded in each sample collected corresponds to the C10–C14 fraction.

Polycyclic aromatic hydrocarbon (PAH) concentrations ranged from below the laboratory LOR of 0.0005 mg/L (July 2014) to 0.0014 mg/L (October 2014) which corresponds to naphthalene, a semi-volatile organic compound.

3.5 DEPOSITED DUST

Deposited dust monitoring is required by EPL 20104 on a monthly basis. There are four dust deposition gauges identified as North, East, South and West Dust Deposition Gauge (EPL Points 1-4 respectively). Monitoring commenced on 4 May 2012 and has continued throughout the current reporting period. Complete historical results are presented in Appendix A, Table 8.

The highest result recorded during the reporting period was 3.1 g/m2/month at the southern gauge (EPL 3) in the 5 January – 6 February 2015 period. This value did not exceed the project criterion defined in the Condition 24 of the Project Approval and in the Air Quality Monitoring Program (Orange City Council, 2012), which is not a limit condition of EPL 20104.

4.0 OTHER MONITORING DATA

4.1 PUBLIC CONCERNS AND COMPLAINTS

No complaints were received by Orange City Council regarding the operation of the landfill during the annual reporting period.

4.2 SOLID WASTE QUANTITIES

The ERRRC landfill receives baled general solid waste (putrescible) and un-baled general solid waste (non-putrescible) transferred from the Ophir Road Resource Recovery Centre. In the period from 1 July 2014 to 30 June 2015 a total of 21,250.05 tonnes (t) of baled waste was placed in landfill.

There was no un-baled inert waste delivered to ERRRC and placed in landfill during the reporting period.

The total amount into landfill for the reporting period is below the limit set under Licence Condition L3.1, which states that the total tonnage of waste disposed of at the premises must not exceed:

25,000 t of general solid waste (putrescible); and

20,000 t of general solid waste (non-putrescible).

A total of 6,563.7 t of green waste, comprising mulch and shredded organics, was delivered to ERRRC in the reporting period for private sale and/or reuse in off-site council operations. A total of 2,975.6 t of this material was recorded as leaving the site in the reporting period. Geolyse notes the composting process undertaken at ERRRC includes “an air ducting system and blowers”, which results in a significant loss of mass as dehydration and evaporation.

4.2.1 SURVEY VOLUME CALCULATIONS

Survey of the landfill shows that 37,716 m3 was filled in the reporting period.

A total of 18,044 bales were placed with each bale having a volume of 1.43 m3. Therefore, the baled waste consumed 25,802 m3 of the landfill space.

Cover material is sourced from on-site stockpiles to provide a protective 150 mm cover over every second bale lift, to fill irregular voids and to construct access ramps/roads. Therefore, 11,914 m3 of cover material was placed in the landfill in the reporting period.

4.2.2 EFFECTIVE COMPACTION

The calculated landfill volume and the recorded waste quantities were used to determine the average waste compaction (excluding cover material) for the landfill. The licence for the facility requires a minimum waste compaction of 0.65 t/m3 (EPL Condition O6.6)

The volume used in the reporting period for the baled waste was 25,802 m3.

Therefore, the average waste compaction for the landfill in the reporting period was 0.82 t/m3. This indicates that the minimum compaction requirement is being achieved.

5.0 SUMMARY

This section provides a summary of the monitoring results presented in Section 3 and Section 4.

5.1 MONITORING

5.1.1 Groundwater

Groundwater levels and quality were observed to remain relatively consistent during the reporting period. As has previously been observed, alkalinity content was noted to remain higher than adopted guideline values.

5.1.2 Surface Water

Discharge samples as required by EPL to be collected occurred only in July 2014 (SW2) and August 2014 (SWA and SWB), with additional routine, non-discharge sampling also conducted throughout the reporting period.

Total suspended solids in the sample collected from SW2 in July 2014 (230 mg/L) exceeded the discharge limit defined in the SWMP (50 mg/L). This was the only discharge from SW2 recorded in the reporting period. Turbidity in the SW2 discharge sample (126 NTU), and also in the SWA and SWB samples collected in August 2014 (246 NTU and 849 NTU, respectively), exceeded the SWMP discharge limit (100 NTU).

Oil and grease were recorded at concentrations equivalent to the SWMP discharge limit (10 mg/L) in June 2015, however these points were not discharging at the time of sampling.

5.1.3 Leachate

Leachate quality as required by the EPL was conducted throughout the reporting period, as well as additional monitoring.

Concentrations of pollutants in leachate frequently exceeded adopted guideline values for human drinking, livestock drinking and crop irrigation.

5.1.4 Deposited Dust

Deposited dust monitoring was conducted at EPL Points 1-4 throughout the reporting period. Results did not exceed the project criterion defined in Condition 24 of the Project Approval and the Air Quality Monitoring Program (Orange City Council, 2012), which is not a condition of EPL 20104. The highest value was detected at the southern gauge (EPL 3).

5.1.5 Complaints

No complaints were received by Orange City Council regarding the operation of the landfill during the annual reporting period.

5.2 SOLID WASTE QUANTITIES

A total of 21,250.05 t of general solid waste (putrescible) was received into the landfill for the reporting period.

This is below the maximum limit set under Licence Condition L3.1 (25,000 t).

5.3 WASTE COMPACTION

The rate of waste compaction was 0.82 t/m3, which was above the requirement of 0.65t/m3.

6.0 CONCLUSION AND RECOMMENDATIONS

6.1 CONCLUSION

The results of the groundwater sampling indicated relatively consistent groundwater conditions at the Euchareena Road Resource Recovery Centre, indicating little to no evidence of adverse impact arising from the landfill.

Surface water sampling revealed discharge from SW2 to be elevated in suspended solids and turbidity. Turbidity at SWA and SWB was also identified to be elevated during discharge, however the volume was insufficient to result in discharge at downgradient locations.

Leachate sampling indicated concentrations of pollutants exceeding adopted guideline criteria, demonstrating the ongoing need for the leachate management system.

Deposited dust monitoring did not exceed the project monitoring criteria.

The waste quantity landfilled was below the EPL limit and the compaction rate were and above the required EPL rate.

6.2 RECOMMENDATIONS

Surface water management should continue to avoid discharge from the property boundary.

It is recommended that environmental monitoring be continued at the Euchareena Road Resource Recovery Centre in accordance with existing monitoring requirements of EPL 20104 and the Euchareena Road Waste Management Facility LEMP.

General Comments

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

developed procedures are employed in the absence of documented standards or by client request.

Where moisture determination has been performed, results are reported on a dry weight basis.

Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.

Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.

When sampling time information is not provided by the client, sampling dates are shown without a time component. In these instances, the time component has been assumed by the laboratory for processing purposes.

Where a result is required to meet compliance limits the associated uncertainty must be considered. Refer to the ALS Contact for details.

CAS Number = CAS registry number from database maintained by Chemical Abstracts Services. The Chemical Abstracts Service is a division of the American Chemical Society.

General Comments

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

developed procedures are employed in the absence of documented standards or by client request.

Where moisture determination has been performed, results are reported on a dry weight basis.

Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.

Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.

When sampling time information is not provided by the client, sampling dates are shown without a time component. In these instances, the time component has been assumed by the laboratory for processing purposes.

Where a result is required to meet compliance limits the associated uncertainty must be considered. Refer to the ALS Contact for details.

CAS Number = CAS registry number from database maintained by Chemical Abstracts Services. The Chemical Abstracts Service is a division of the American Chemical Society.

General Comments

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

developed procedures are employed in the absence of documented standards or by client request.

Where moisture determination has been performed, results are reported on a dry weight basis.

Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.

General Comments

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

developed procedures are employed in the absence of documented standards or by client request.

Where moisture determination has been performed, results are reported on a dry weight basis.

Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.

Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.

When sampling time information is not provided by the client, sampling dates are shown without a time component. In these instances, the time component has been assumed by the laboratory for processing purposes.

Where a result is required to meet compliance limits the associated uncertainty must be considered. Refer to the ALS Contact for details.

CAS Number = CAS registry number from database maintained by Chemical Abstracts Services. The Chemical Abstracts Service is a division of the American Chemical Society.

General Comments

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

developed procedures are employed in the absence of documented standards or by client request.

Where moisture determination has been performed, results are reported on a dry weight basis.

Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.

Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.

General Comments

The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house

developed procedures are employed in the absence of documented standards or by client request.

Where moisture determination has been performed, results are reported on a dry weight basis.

Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.

Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.

When sampling time information is not provided by the client, sampling dates are shown without a time component. In these instances, the time component has been assumed by the laboratory for processing purposes.

CAS Number = CAS registry number from database maintained by Chemical Abstracts Services. The Chemical Abstracts Service is a division of the American Chemical Society.
