Vision

Mission

he Philippine Merchant Marine Academy “is committed to a policy of providing the highest standards of maritime

education and training to its Corps of Midshipmen,” and to produce merchant marine offi cers with an assured level of quality which exceeds all national and international standards.

he Philippine Merchant Marine Academy envisions through its academic program and quasi-military training

to produce a balanced personality out of every graduate, i.e. an internationally acceptable offi cer and gentleman who can function effi ciently in their fi eld of endeavor and contribute to the development and progress of the Filipino nation.

o educate and train midshipmen/women to become qualifi ed and competent merchant marine offi cers for

shipboard and shore-based positions, in response to the global requirements of the expanding international maritime industry, as well as to become competent and capable naval offi cer who can serve as naval and military auxilaries in times of war and national emergencies and to contribute to the improvement of maritime education and the pool of ship business managers through graduate school programs.

The past year has proven itself to be a year of opportunities for the PMMA family. Many challenges have come our way and notable outcomes lined up along the corridors of success and the pathway to growth and development.

We saw the emergence of signifi cant accreditation from different international accrediting bodies thereby paving the way for windows of opportunities for the Corps of Midshipmen, the Academy personnel, and the graduates in general.

Among the signifi cant accreditations extended in favor of PMMA came from the following:

1. The European Maritime Shipping Association (EMSA);2. Danish Maritime Authority (DMA);3. The Japanese Ministry of Land, Infrastructure, Transport and Tourism (MLIT); and4. The Det Norske Veritas (DNV).

Where others have failed, we at PMMA have managed to succeed in hurdling the challenges that came our way!

The further cementing of the trust and confi dence of our mutual benefi cial industry partners have attested to the fact that we have steadily regained the once shining glory of the Academy. Our responsiveness to the needs of the industry, and our aggressive marketing approach coupled with hard work, patience and perseverance have proven to be very benefi cial in the overall interest of PMMA.

As a testament to the continuing trust by the industry, donations once promised have now become a reality and the unceasing support by major industry players have enabled the current dispensation from ensuring the revitalization of the operational capabilities of PMMA leading to a world class performance and genuine public service for the betterment of the Filipino people. We fully subscribed to the constitutional precept that a “Public Offi ce is a Public Trust” and we are committed to continuing our developmental efforts not only today, but the years to come, as well!

The Philippine Merchant Marine Academy (PMMA) supporting the call for a more aggressive and dynamic action geared to meeting national set goals for the Filipino people worldwide!

PMMA has continuously worked for high standard education and training for its students, from selection to graduation. There is a stringent selection for incoming students, education and training during their stay at the Academy, international shipboard training for all midshipmen/women, and validating examination prior to graduation.

B. College of Marine TransportationIn addition to the usual task of the College to ensure academic excellence, the

following were also accomplished in support to the mission-vision of the Academy.

1. Initiated the conduct of internal verifi cation on the compliance of CMT curriculum in reference to the CHED requirements for BSMT program.

2. Designated Dr. Analiza G. Taberdo, Ph. D. to be the offi cial writer of the college.3. Spearheaded the conduct of Embody Safety Seminar with Green Jakobsen-

Philippines as the lead agency.4. Participated in the Partnership Agreement for the project entitled Behavioral

Role Simulation (BeRoSim) concluded among PMMA, SIMAC- Denmark, FMS- Denmark, and AMET Univesity of India.

5. Hired additional faculty to handle technical and general education subjects.

a. C/M George Anos.b. Ms. Kristine Joy Manalo to handle Physics.

6. Draft Safety and Emergency Procedures to follow in any event of disaster for prior implementation within the college.

7. Coordinators, contestants and coaches attended the National Seafarers Day Oratorical Contest held at Manila. 3CL Gavile garnered 3rd place out of 27 participants from various maritime institutions nationwide.

8. PSC Coordinator, coaches and participants attended the 2011 PSC Annual Math-Science Quiz Bowl and Turn-over Ceremony held at Camiling, Tarlac.

9. Validating examinations for Class 2011.

C. College of Marine EngineeringBased on the Quality Objectives set by the College, the following were

accomplished:

1. Hired additional faculty to handle technical and general education subjects.a. C/E Alexie Naviob. Mr. Kenneth Dequiñac. Ms. Kristine Jo y Manalod. Dr. Jackson Talosig

2. Graduates of Batch 2011 successfully hurdled the PRC Offi cer (OIC) Level Board Examination (Engineering Watch Licensure Examination Written Phase) last September 2011 with 100% passing rate. Eight of the successful PMMA examinees have entered the Top 10 (1st, 3rd, 4th , 7th and 10th placers were PMMA graduates).

3. Groundbreaking of the new CME Building donated by Diana Shipping.4. Validating examinations for Class 2011.

Since 2004, the Academy has been performing exceptionally consistent. Although we experienced some detours, and temporary setbacks, the Academy is able to manage and maintain its prestige in terms of the capability of the graduates to compete in PRC standing. 1. Requested purchase of necessary books/references for Main and Graduate School Libraries suited for the subjects offered for the current year/semester in coordination with the Deans of the Colleges/Graduate School and Supply Offi cer regarding the books and other library materials. Renewed subscription of magazines for both Main and Graduate School Libraries through requisitions approved by the concerned school offi cials.

2. Indexed classifi ed books and references.

3. Extended library services from 6:00pm to 9:00pm.

A. Completed and Published Projects1. The Academy Frontier Vol. IV Issue 1 was published at the PMMA Intranet last February 2011.2. There was an article about PMMA in Manila Bulletin which was published last 05 April 2011.3. The Souvenir Program was released last May 2011.4. The Admiral’s Notebook was also released last May 2011.5. The book of Dr. John Fontillas entitled “Teaching Language Arts Creatively” was launched last 07 October 2011. It was published and copyrighted nationally.6. The research entitled “The Development of the PMMA Web-based Intranet” is already fi nished, refereed and presented. Ms. Paraggua, Ens. Pasamba, and Mr. Mobo poster presented it during the National Conference on IT Education (NCITE 2011) on 27-29 October 2011 at Palawan State University, Puerto Princesa.7. The research entitled “The Research Practices of the Faculty of the PMMA: Bases for Policy Review, Revision and Formulation” is already fi nished.8. The Academy Frontier Vol. IV Issue 2 was published at the PMMA Intranet last December 2011.

B. Approved Research Project1. The research “An Evaluation of the Shipboard Training Program of the PMMA 2CL Midshipmen: Basis for Improvement toward Customer Satisfaction” was approved by the Research Council.

C. On-going Projects1. Five (5) Instructional Packages.

D. Membership to Research Institutions1. Research & Educational Development Training & Institute (REDTI) – membership reactivated for the PMMA and there are also individual membership of faculty.2. E. COE Establishment Efforts1. The documentation process for the establishment/application of the Center of Excellence/ Center of Development for Maritime Education at the Academy commenced. This department ensures that all the incoming 2Cl from both Colleges (CMT and CME) could go on-board for their shipboard training. As such, it has performed its tasks all year round.

January 1. Coordinated with the DFA Pampanga Personnel for the releasing of passport. 2. Briefed and supervised 3Cl Cadets prepare their documents for SIRB. 3. Coordinated with MARINA to facilitate and expedite the authentication grouped processing for the issuance of SIRB. 4. Arranged the visit of Western Shipping with Principal/Grieg Shipping to the Academy. 5. Visited Cenmar Shipping.

February 1. Visited Rickners, OSG, Intermodal, Michaelmar, UPL, FLMS, and Klaveness Shipping Companies. 2. Conducted Bridging Program for embarking 2Cl Cadets/Pre-departure and Orientation System by a section on following rules and regulation governing shipboard training.

March 1. Coordinated the visit of Teekay, Wallem, Crossworld, Epsilon, and Global Gateway Shipping Companies. 2. Briefed/prepared the cadets for the qualifying exams/interview conducted by Wallem, Epsilon, and Global Gateway Shipping Companies Representatives. 3. Coordinated with NSA to conduct Semestral Evaluation for the 15th Batch. 4. Coordinated with PMMA-TC to conduct Basic Safety Training (BST) with Personal Safety and Social Responsibility (PSSR) as a requirement prior to issuance of SIRB. 5. Coordinated with the Registrar for the expedite issuance of Transcript of Records for all incoming 2Cl Cadets.

April 1. Coordinated the visit of NTCM Director Eriksen. 2. Visited Gracemarine, Agemar, BMI, MSMI, Torm Shipping, Splash, and UPL Shipping Companies. 3. Distributed 2Cl Cadets unto different shipping companies who had entered a Memorandum of Agreement with the Academy. 4. May 1. Prepared/Issued endorsement letter to 2CL Cadets for the assigned Shipping Companies. 2. Arranged/Coordinated the visit of Teekay Marine Services (Mr. Gilbert Maturan and Mr Adrien Luntao) to conduct audit/review the baccaulareate programs offered in PMMA and Training Center. 3. Coordinated with Mr. Lee Nam-il, offi ce manager of International Exchange and Education Center (EEC) in MMU regarding the required documents needed of the four (4) MOKPO Scholars Class 2013. 4. Coordinated with shipping/manning companies for the award to be given for their deserving sponsored cadets (Graduating Class 2011) about their performance during their shipboard training to be given on the Ring-Hop Ceremony on May 27, 2011.

June 1. Administered and checked completeness of submitted Sea Projects, Journals and conducted interview and written examination for incoming 1CL cadets. Required them all to accomplished a debriefi ng form so as to evaluate the Shipboard Training program of the institution 2. Endorsed to PMMA Medical Offi cer all incoming 1CL cadets to undergo medical exam. 3. Collected 1CL cadets’ documents such as Passport, SIRB and Certifi cate Sea Service. 4. Required cadets to process Flow Sheet for Turn Over to DMA as 1CL cadets. 5. Signed clearances/fl owsheet for cadets’ enrolment. 6. Briefed/Prepared nominated cadets to take qualifying exam for Dalisay Shipping/K-Line and Mideast Ship Management. 7. Arranged and coordinated the visit of K-line (Capt Nap Garcia), Dalisay Shipping (Capt George Pimentel and Staff), Mideast Ship Management (Mr Per Moerch – Company Representative with Mr Buchanan), NAESS Shipping with 3 German Principals and 2 offi cers to conduct qualifying exam written and oral exam for 3CL/4CL cadets, Class 2014 and 2015. 8. The Department had boarded almost all of Class 2011 with the Shipping Companies.

July 1. Arranged and coordinated the visit of AET/Eaglestar headed by Capt Fared Khan with Mr Lim Poh Whee, Mr Simon Heo and Capt Jericho Briones; visit of new NYK Line Representative Capt Hisaya Higuchi with Capt Eliseo Clemente. 2. Briefed and Prepared 4CL cadet midshipmen selected nominees, for the qualifying exam conducted by the NYK Line and Fil-Star Maritime Corp. 3. Accompanied the selected seven (7) 4CL Cadet Midshipmen to take their medical exam to K-Line Clinic. 3. Requested the shipping companies to give update report of the status of the cadets’ embarkation, Class 2013.

September 1. Briefed and prepared the 3CL Cadet Midshipmen selected nominees for the qualifying exam conducted by Pos-Fil Ship Mgt headed by Mr Eun Ho Lee, Owner’s Representative with Capt Angel Zambrano. 2. Convened a meeting with DST Staff to discuss the status of cadets Class 2013 without company assignment due to following reasons: unfi t for sea duty for health reason and has passport problem. 3. Signed MOA between PMMA and Pos-Fil Ship Mgmt for 10 deck and 10 engine cadets Class 2014.

October 1. Briefed and Prepared 3CL Cadet Midn for the selection of Western Shipping headed by Capt Kyriakos Savvoglou, Owner’s Representative with Mr Manuel David and C/E Pascua. 2. To guarantee that the quality required of a maritime institution and training is achieved, this department has done the following:

1. Implemented the Quality Standard System of PMMA. 2. Coordinated to different units/departments/colleges for the continuous improvement of the PMMA Quality Standard System Manuals. 3. On the process of revising some Policies and Procedures benefi cial to the Academy. 4. On the process of helping the different department/units in solving their problems that affect the Procedures and Policies of the Academy. 5. Coordinated with the different departments/units regarding the forthcoming Internal Audit. 6. Coordinated with the different departments/units regarding the solution/ corrective actions needed for their non-conformities. 7. Revised Corrective Action & Preventive Action (CAPA) and provided the new CAPA Form for a more guided approach in implementation of CAPA Process. 8. Revised Handling of Customer’s Complaints Procedure (QPR 19) and renamed it to Call-Out Procedure and provided the new Call-Out Form. As of December 2011, the Academy thru the its Financial Management Department had so far processed/facilitated the allocation and release of the following fi nancial requirements of the academy:

1. Preparation and submission of PMMA Budget proposals for the regular operation Calendar Year 2012 in the total amount of Php 156,499,000.00 for recommendation/approval by concerned government bodies/institutions such as the PMMA Board of Trustees, CHED and DBM. 2. Prepared and submitted for approval by the PMMA Board of Trustees the proposed utilization of projected income for CY 2011 in the amount of Php 44,382,273.00 3. Prepared and submitted to the DBM-NCR periodical budget reports on targets/performance indicators/accomplishments and physical report of operations. 4. Requested and followed-up until approved by DBM-NCR the following cash allocation releases for Fund 101 in the total amount of Php 99,107,208.00 5. Prepared and presented for approval to the PMMA Board of Trustees the realignment of Personal Services Savings to augment the Academy’s budget allocation for Maintenance and Other Operating Expenses in the amount of Php 3,477,600.00 6.
