Dear All
How good it is to report that we are gradually making the first steps out of lockdown. There have been services in the four largest churches. Please look carefully at the times. We will have less people to lead services so there will be only three services in a four-week month for Marston and Rimpton and the usual one for Chilton Cantelo. As no more than 30 people are allowed to come at present, to allow social distancing, there will be no Benefice Services. Of course, vulnerable people still need to be protected and should still stay at home. The Churches will still not be open during the week as this allows the 72 hours decontamination time between services. The Cleaning Rota will now be even more important. This seems a good time to thank all those who clean the churches and to Hugh and Jane Privet who have been getting the books and jig saws etc out twice a week during the lock down. This will not happen anymore as people are free to go to the shops. Thank you also to Morag Le Hardy and Caroline Kirkpatrick who, with others, have kept Rimpton Church porch looking so beautiful and welcoming. There is even cushion for anyone who wants to sit there for a few minutes’ peace and quiet. All this makes me feel far more hopeful. Watching the news, the other day- I should have had a pencil and paper handy-as two very contrasting people mentioned hope. Boris Johnson, hopeful of things returning to something resembling normality by Christmas and Sir Tom, just knighted by the Queen with her father's sword. His hoped-for small amount of money for the NHS being raised, becoming a huge amount. Having celebrated VE very successfully in our villages, in spite of lockdown, it made me thing of George V1. In some ways he as well as Winston Churchill were beacons of hope during those war time years. VJ Day will come in August, and no doubt more celebrations and sadness in remembering the prisoners of war and the so-called forgotten army who fought in the Far East and the victims of the atomic bombs. Hope is a universal human experience. There is hope a person feels for the future. In Christian spirituality there should be a hopeful attitude to our lives, our future and that of the universe. It goes alongside faith and love. It is something about faith in trusting in God. Hope is closely linked with love because God in his love involved himself in the world through his son, in his death and resurrection, gives hope in the possibilities of eternal life. Letter from the Right Reverend Ruth Worsley, Bishop of Taunton
For Parish Newsletters – August 2020 Time for a rest I am tired! I do not know about you. And yet I am getting up later and going to bed earlier than I was accustomed to before the pandemic struck. I am travelling less, indeed I still have an almost full tank of petrol and have had to call out the AA three times because the battery has died! I am at home principally, but my working day has got fuller and more demanding as time has gone on. So, I am planning a holiday! A retreat and some study leave. Having been ordained 24 years I have yet to have a period of sabbatical and I am looking forward to it! It is not going to take the form I would have planned. There will not be the opportunity of a trip overseas or a residential conference to attend, but there will be plenty of time for family, rest, reading and reflection. What about you? I know some of you might be feeling that our children have had one big holiday at home since lockdown but I can assure you that they, their parents and their teachers have all been working hard to ensure that learning can continue even though the normal patterns have been disturbed. Whether we have been working from home, furloughed, or feeling alone in isolation, each of us will I expect have experienced something of the sense of weariness that heightened anxiety, change of routine and uncertain expectation brings. So, I want to encourage you to take some time off. There is a fabulous little children’s story called, “Jesus’s Day Off”, which you might like read as an example of the need for even the Creator to re-create. The example of Sabbath rest which our Creator God offers us in the opening chapters of the Bible, speak to us of the need for taking time to put down the tools of work and take space to reflect and rest. We have spent the past few months in lockdown in order to keep ourselves physically healthy. Let us make sure that in these next few months we attend as much to our spiritual and emotional health, by discovering sabbath rest! With every blessing + Bishop Ruth
THE RAIN REPORT
Following an exceptionally dry May, June saw a compete change around. There were 16 wet days with rainfall totalling 95 mms (3 ¾ inches), well above the June average of 61 mms (2 ½ inches). The middle section of the month saw the bulk of rain with 10 wet days out of 12 and 70 mms (2 ¾ inches) of rainfall. There were 2 very wet days with 36 mms (1 ½ inches) falling over the 18thand 19th. So much for flaming June. The wettest June I have recorded was 2012 with 139 mms (5 ¼ inches) and the driest 2018 with just 13 mms9 (½ inch). Ricky Gibbs. Online and Virtual Church Services Just because no one can worship with others does not mean worship cannot take place. St John's Yeovil are still streaming their service at 10.30 am each Sunday morning, access is through their website www.sjyeovil.co.uk The BBC on Long Wave or DAB have a daily service at 9.45 am on weekdays. There is also a service every Sunday on Radio 4 at 8 am which I usually listen to before going to Church. I will not have to rush off for the near future although I will be in Church at 9.30 am on Sundays to offer worship on behalf of others and to pray for all. There is also a televised service on Sundays at 11.45 am - 12.15. “Thought for the Day” is at 7.50 am and Songs of Praise on BBC1 on Sunday afternoons. There are various apps for smart phones such as Common Worship Daily Prayer, Sacred Space and Pray As You Go, all of which can be downloaded from Google. If you go to the Church of England website www.churchofengland.org/ you can sign up for a daily hashtag Live Lent email, which will give you daily reading and reflection. Wells Cathedral will hopefully remain open for personal prayer and reflection, the lighting of candles and pastoral care. The Cathedral will also be live streaming. With every blessing Revd. Barbara

Footpaths We would like to say a big thank you to Ricky Gibbs and his trusty mower for cutting the footpaths around Rimpton. We are most grateful, as otherwise the paths would be overgrown and almost impassable at this time of year – especially for a little dog! Thank you Ricky! Dilys and Scapa

MARSTON MAGNA AND RIMPTON GARDENING CLUB
Due to the current COVID19 situation the committee of our Gardening Club have sadly taken the decision to cancel all meetings for the rest of this year, including the Annual Flower and Produce Show for 2020. We all feel that this is the safest option for all our members, guests, presenters and show judges and we plan to resume a full programme in 2021. All members who have paid their subscription of the year will have it carried forward to next year unless they specifically request a refund. Thank you all for your support of our club and we really look forward to meeting you again next year. Best regards David Cook
MARSTON MAGNA VILLAGE SOCIAL Every Thursday from 10.30 am to 11.30 am Starting Thursday 3rd September Due to Covid-19, we are unable to operate our Friday Café, but we will soon be able to open the village hall for a chance to get together and chat whilst social distancing. We are not able to offer refreshments but feel free to bring your own drinks/snacks/cups/flasks etc. We will be following stringent cleaning and social distancing measures to ensure everyone’s safety which means that we will have a one-way system in and out of the hall and will have to limit numbers.
Depending on demand and the success of this, we hope in the future to once more be able to re-start the village café but for now, do come along and catch up with friends and neighbours. For more information, please contact anyone on the village hall committee. Kathryn Lawrence

Focus on Domestic Abuse awareness
Domestic abuse can happen to anyone, of any age. We are seeing a particular rise in cases of abuse being reported by people over 71 years and with one in four women and one in six men experiencing some form of abuse in their lifetime the chances are we all know somebody who is experiencing domestic abuse behind closed doors.
It happens in all types of relationships, regardless of race, ethnic or religious group, class, disability, sexuality, lifestyle or nationality.
Tensions can escalate due to restrictions on socialising and ‘normal life’, but they are never an excuse for violence, manipulation, coercion and controlling a partner or family member. Even if you are self-isolating, government guidance allows

you to leave your home to flee an abuser or seek help. It's rarely a one-off occurrence, but usually a pattern of abusive and controlling behaviour.
The Government define domestic abuse as:
“Any incident or pattern of incidents of controlling, coercive or threatening behaviour, violence or abuse between those aged 16 or over who are or have been intimate partners or family members regardless of gender or sexuality.”
Types of domestic abuse
Domestic abuse can take many forms such as psychological, physical, sexual, economical and emotional.
Controlling behaviour is: a range of acts designed to make a person subordinate and/or dependent by isolating them from sources of support, exploiting their resources and capacities for personal gain, depriving them of the means needed for independence, resistance and escape and regulating their everyday behaviour.
Coercive behaviour is: an act or a pattern of acts of assault, threats, humiliation and intimidation or other abuse that is used to harm, punish, or frighten their victim.”

We have all been online and on social media more since lockdown began, and it’s important to stay vigilant of new scams circulating. Get Safe Online safety experts have put together some simple tips to help you avoid becoming a victim of social media scams. www.getsafeonline.org

MILK BOTTLETOPS Can you all please remember to remove the foil pull caps from the tops, because the metal detector on Perry’s conveyor belt stop the machines. Also remember it is only plastic tops with a 2 or 4 in the recycling symbol that I can accept, all the rest go in my wheelie bin. There is a company called Massmould, who produce tops made from the same plastic as milk bottle tops e.g. Robinson’s squash, and Evian water, so from now on, I can accept any tops made by Massmoulds. Fir Villa Parish News, August 2020 Dear All, We are open for visits in the garden! We have had a beautiful summer house and band stand constructed in the garden to aid visits where the weather is not on our side. If anyone would like to visit any of the residents, you are welcome to ring and book an appointment on 01935 850670. All visits so far have been very positive, and it has been amazing to have a bit of normal by having the families back. We hope that everyone is safe and well and enjoying the lovely weather we have been experiencing recently. Fir Villa is so far still COVID-19 free and we hope this continues, we will be starting weekly tests of staff, once the government decide to deliver the
tests we have ordered and will be carrying out monthly tests of the residents to ensure we all stay safe. The defibrillator training is hopefully being set up for September 2020, however, will let you all know next month whether this is confirmed, and will arrange suitable set up for this training. The vegetables in the garden are doing well and hoping to start harvesting the tomatoes soon! Many of the residents enjoy being outside with their hands in the dirt, and there is evidence that this is beneficial for the mind and wellbeing! The residents have really been enjoying making cushions with a 100-year-old Singer sewing machine, which has been kindly borrowed from one of our Activities Team. We have been donated so lovely material and we are hoping to sell some of the cushions later in the year to raise money for a little extra treat for the Residents. If anyone has any spare material they would like to donate, we would very much appreciate it. The Marston Inn, along with all Public Houses and Restaurants in the area are now closed, by order of HM Government. As covered in previously a few of us villagers have got together to offer help to both MM and Rimpton villagers, as and when needed. As someone who has an 89 year old father on his own in Hertfordshire, I know he doesn’t always feel well enough, for example, to go food shopping, go to appointments, collect tablets, take his dustbin down the drive etc, but he always welcomes visitors for a chat and a cuppa. So, it must be the case too in our two villages, perhaps more now than ever. If you need anything, or want a visit, please feel free to please call any of us listed below - perhaps even keep these numbers handy for whenever you might need them.

Message to Rimpton from the First Responders team
As you are aware due to Covid 19 the government have advised that we must keep to "Social Distancing", this instruction obviously impacts the role of first responders. As a result, we will not be able to carry out our normal call out procedure until advised otherwise. We will obviously inform you when the situation changes, until then please dial 999 in any emergency as your first course of action. The defibrillator situated in the Telephone box is available for personal use if needed and any of our first responders can be called for advice. SW

has completed a Community Grant Application to
carry out work to improve the footpaths and styles
in MM. He is applying for £1000. The PC agreed
to match this amount. LG to finalise the form and

7. TRAFFIC ALLEVIATION / SPEEDWATCH /
SID
HB has placed an order for the SID. (The CIL
money of £1458 will be put towards this purchase).
The PC has also purchased 250 ‘20’s plenty’ A4
bin stickers.
HB is hoping to get the lorry/speed watch up and
running in the Autumn.
The Village gates have been put in place by SCC.
They look very smart.
HB expressed his deep disappoint with the email
(shown below) he received from Gary Warren,
Senior Traffic Engineer, South Somerset Area and
asked ML if he was aware of GW’s
communication. He advised us that he was not.
“I just want to outline a process moving forward.
It is well documented the concerns of Marston
Magna residents regarding the speed, volume and
type of vehicle traversing through the village.
I have recently provided a vast amount of work in
the village which exceeds any expenditure
occurred on one particular situation in recent
times.
As you know I can offer no more within my remit.
A 20mph is not feasible at present due to current
speeds and therefore the only way this can be
considered is with the inclusion of physical
measures, though there is no guarantee on this.
Mike has committed to submit yet another SIS for
the village which is unprecedented given the other
communities I know have their own concerns
within his division.
Enforcement of both the speed and weight limits is
the sole responsibility of the Police. Though the
community could consider speed/lorry watch type
schemes. I strongly suggest that efforts should be
concentrated on this at this stage. The Parish
could also consider purchasing a VAS.
The main purpose of this email is to advise that the
Parish Council that, until the SIS is being
assessed, neither I or Mike will be engaging on this
matter any further. The Parish need to manage the
correspondence and advising those on the current
situation. I can assure you that volume and context
of emails is not going to change our stance and/or
expedite the process. Any correspondence we
receive will simply be dealt with by a short email
advising them to contact the Parish Council.
If you wish to pass this on to other Parish
Councillors, please feel free.
Of course, if other situations arise then I am more
than willing to be contacted.”
8. PLAY PARK –PG has completed the inspection
even though it remains closed. LH has been
unable to get a quote for a gate for the end of the
bridge in the park as the local Men’s shed is
currently closed, this is reopening shortly. Painting
of the park equipment is well under way. The team
of volunteers is working hard and hope to finish in
the next two weeks. P Poulton, SSDC Tree officer,
has agreed to pollard the two poplar and the oak
tree which are overhanging the hall and swings
We discussed the requirements regarding the re-
opening of the Park. This will only happen once the
re-painting is complete. It was agreed that we
would carry out the risk assessment provided by
SSDC and providing this is acceptable we will
display the posters giving information about the
responsibility all park users must take for their own
actions and protection. Notably, the PC will not be
able to carry out any cleaning of the equipment
between users.

9. VILLAGE HALL – Is currently closed. A meeting is being held this week to discuss various issues caused by the current pandemic.
10. FOOTPATHS AND RIGHTS OF WAY –RK
expressed his concerns about discussions with
both Eve Wynn (SSDC)and Martyn Cooper,
regarding the poor state of repair of a number of
the styles and gates. He reported seventeen
faults, a number of which EW has advised are not
an issue. As above, a grant has been applied for,
which may help with this situation. Styles are the
responsibility of the landowner. ML advised us
that he will investigate the possibility of further
help.
South West Heritage have cleared the boundary of
the Moat Field, so that they can re-do the fencing.
11. FLOOD ALLEVIATION: The Parrett drainage
board are still considering the adoption of our
length of stream. They carried out vegetation
clearance work on the bank of the stream and
initially left all the debris, however this has now
been cleared.
An update from John Nicholson, the Assistant
Highway Service Manager for SCC, regarding
other flood alleviation measures, is shown at the
end of these minutes.
12. CHAIRMANS ANNOUNCEMENTS – None
13. CORRESPONDENCE – H Privett wrote,
thanking the PC for our donations towards grass
cutting of the Church yard and village green and
the contribution to the Parish magazine.
14. LOCAL GOVERNMENT RESPONSE
DOCUMENT: SALC has distributed a consultation
document, however, much of the information
needed for us to respond fully has not yet been
given. Councillors therefore decided not to submit
a response at this time.
15. WEBSITE ACCESSIBILITY
REQUIREMENTS: New laws on accessibility of
websites come into force in September. Checks
need to be carried out and a statement placed on
the site. It was agreed that LG would find a
suitable person to carry out these checks, with an
authorised spend of up to £50 for the service.

RESPONSE BY PARISH COUNCIL FOR APPLICATION NUMBER
18/01638 – WICKHAM FARM The Marston Magna Parish Council examined the amendments to the entrance to Wickham Farm at their meeting on the 15th July. They took into account strong feelings in the Parish that consider it has not addressed the traffic issues affecting the village of Marston Magna. A vote was taken and the outcome, narrowly, was to support the application but to ask for additional traffic calming measures to be put in place. Whilst supportive in principle of the development of redundant buildings, the Farm entrance is currently used very little, as by the applicant’s own admission, it is not ‘fit for purpose’ and is unsafe. Whilst the physical access will be improved, the increased traffic movements caused by the new development, will all exit onto a very busy and dangerous stretch of road, exacerbating our current concerns. It is impossible for HGV’s to pass at this point (the 7.5 tonne limit seems to be ignored by many drivers). Further to this, about 50 metres in the eastward direction, a revision to road markings together with the removal of the “cats’ eyes” may cause back up queues just at the proposed entrance. It is currently on the Somerset County Council Roads department “to do” list and is being done with the aim of reducing speeding motorists. We urge you to make yourself familiar with this alteration before any decisions are made. Traffic flow through the village is already at danger point. Vehicles travel too fast, not respecting either of the dangerous bends. Due to this and the inadequate pavements, pedestrians cannot cross the road safely and are at risk. In the past there

have been two pedestrian deaths and multiple collisions including one building being struck six times resulting in life changing injuries and the Parish Council has been working hard with SCC Roads Dept to address these problems with limited success. The additional traffic movements anticipated by this number of dwellings will further exacerbate the problems. In 2018 at a public meeting attended by 50 or so people major objections were expressed about the proposed access to the development and the level of traffic on the dangerous stretch of road outside the site. Whilst the revised plans are an improvement and go some way to address the concerns, the number of objections to the current plan show that these concerns have not been fully addressed and that we would be letting the village down if we did not seek additional traffic calming measures. We strongly suggest that measures, such as introducing a 20mph mandatory speed limit throughout the village, a mini roundabout at the junction of the A359 and Little Marston Road and a kerbed crossing at the Village Hall and another in Camel Street, should be part of the approval. We request that these measures become a condition of any decisions made and should be paid for by the applicant using a Section 106 or from a CIL. Traffic calming measures should ideally be in place before any building commences to enable construction traffic to operate safely. Update from Highways: A359 – Marston Road The gullies between points A – D are scheduled to receive a clean of the gully chamber annually and the last annual clean was carried out in November 2019, all reported as functioning. (Apologies, I previously stated June). No change. Planned gully cleaning is delayed due to the Covid-19 but hopefully the program is recommencing as of August. The gully at point A is currently surcharging and an interim reactive clean will be instructed to be carried out, which will include all gullies between points A-D. Works instruction to be made when new budget available, from April 2020, and is likely to take up to 3 months to complete due to contractual terms. Task order raised. Jetting not completed yet. I have made a bid to secure funding from the SRA to have a catchment area survey carried out, for surface water flooding (Inc. watercourses), to include Rimpton and Marston Magna. The latest update I have received is that funding has been agreed in principal and once I am informed of the final agreement, I should receive funding and I would expect a survey to have been completed by Sept 2020. This survey will provide information to identify solutions which can then be implemented as required once suitable funding has been established. This may also require involvement from Riparian owners for ordinary watercourses with their commensurate responsibilities. SRA meetings temporarily suspended so unable to confirm progress. Funding for the survey received but no survey occurred yet, delays in employing a contractor due to Covid-19. The Non-Return Valve Flaps require attention, at points B – D, and I will discuss their replacement with the SCC FWMT. I have been provided with links to various manufacturers, by the FWMT, they are unable to assist with monetary contributions so I will be researching and progressing that. Slow progress but expect tenders to be the only way to resolve their replacement and that tender is currently being progressed to employ a suitable contractor and subject to costs. The SCC Bridges section has been notified of the silt directly beneath the structures, points B – D, which is the section I understand that they would be responsible for, but it is unlikely that they will carry out any works until the mid-sections have been de-silted. They may be contacted directly via [email protected]. The footbridge at Point B is with Rights of Way responsibility but I am unsure of their responsibility with regards to the watercourse directly beneath that therefore I

will request clarification from them. Rights of Way are willing to assist and contribute along with Somerset Drainage Boards Consortium (SDBC,) likely to be led by SDBC as they have the expertise. SCC and SDBC have cost shared some vegetation clearance to be carried out asap in preparation. SCC contribution to SDBC works completed (see previous comments), no change to other aspects. I am currently discussing the silt build up, between points B – D for the mid-sections, with the SCC Flood and Water Management Team (FWMT) to understand the riparian responsibilities for that section of ordinary watercourse. I will request a land registry search and begin discussions with the relevant owners, should this in part be the church I would welcome some local contact details. I would hope that the land registry search and discussions could be resolved quickly so that necessary de-silting can be carried out regardless of the SRA survey, but at present I am unable to provide any funding possibilities or timescales for that. Further discussions required but see above. No change. The localised flooding at Point E, at times, is likely to be resolved following the survey and possible options from that. No change Little Marston Road - Jetting along Little Marston Road has been carried out previously with some observations of possible compromised sections of highway drainage by infiltrated root masses. I will refresh my memory on that and should there be any maintenance/replacement of sections of the highway drainage I will instruct for this to be carried out. Budget for this type of work will become available from April 2020 and I would hope to achieve any necessary work completion by Nov 2020. No change. Unable to locate previous report therefore further jetting will be required Rimpton Road - A jetting order was previously raised to carry out some jetting to the highway drainage system around the location of Garston Farm entrance to verify the system condition at that location. Due to other resource burdens it is unlikely that the jetting will be carried out in this financial year therefore I will have to issue a new order for that work and would expect that to be completed within 3 months of April 2020 which will then inform the necessary works (if any), likely completion 3 months from investigating that jetting report. - No change. Wickham Farm Planning Application
The Parish Council met on Wednesday the 15th
July 2020 via a Zoom meeting. One of the things
discussed was amendments to the Wickham Farm
Planning Application for a new housing
development in the village. We are all fully aware
of the strength of feeling and division that this
application has fostered, and we were careful to
consider all points of view and to represent the
feelings of as many residents as possible. After a
split vote, we decided by a narrow majority, to
support the application but with conditions. We feel
it is only right that we explain our reasons behind
reaching that difficult decision.
Given the recent government policy in regard to
house building and the fact that Wickham Farm is
a brownfield site, considered ideal by planners for
re-development, we felt that the chances of the
application being passed by the planners was the
most likely outcome, regardless of whether the
Parish Council objected to or supported the
application and despite the level of opposition of
residents. We must realise the Highways
Department of Somerset County Council may
deem the proposed alterations to the entrance with
associated pavements does meets current traffic
regulations.
Considering this, we tried to find a compromise
that would deliver something positive to the village.
We have requested that the developer funds
significant traffic calming measures in the village,
which include a lowering of the speed limit
throughout the village to 20mph, construction of a
mini roundabout at the junction of the A359 and
Little Marston Rd to slow traffic further and the
creation of two chicanes, one near the Village Hall
and another at the north end of Camel Street, both
of which would act as pedestrian crossing points.
Whilst there is no guarantee that these measures
will be adopted, we felt that it was better to support
the application with a chance of improved road
safety for all than to oppose it and for it to go ahead
with no such possibility.
Our decision will not please everyone, but we can
assure you that everyone’s opinion was accurately
represented and fairly judged.

Further details of opening times and which services are available can be found on our website, or on Facebook and Twitter By filling in a Reading Request form, customers will receive a selection of up to ten hand-picked books, DVD’s or talking books, based on the types of authors or genres that are of interest to them. Requests can be made either by email, website or telephone (0300 123 2224) and the selection of books, talking books, and DVDs will be available for collection at a pre-arranged convenient time for people to pick up. No hire charges or overdue charges will be applied.
Internet access will be available in libraries that are open, but it will be primarily for users who don't have home internet access and require essential services. Computers will need to be pre-booked and will be available for one-hour slots. Each computer and workstation will be thoroughly cleaned between bookings and there will be at least a 2m distance between desks. Customers can return any items currently on loan to any libraries that are open, but customers are being encouraged not to make an unnecessary journey to do this. All current loans that would have been due back during the lockdown period have been extended to the end of August, and any overdue charges that customers might have incurred as a result of library closures due to COVID-19 have been waived. It is hoped that all Somerset libraries, with the possible exception of a few community-managed libraries, will be open again by mid-August. The Somerset Mobile Library Service is also back on the road and the Home Library Service, delivered in partnership with the Royal Voluntary Service, has started to deliver books to people unable to leave their homes. We are happy to provide flyers for anyone able to help ‘spread the word’ about this new service (see attached) – just email [email protected] , letting us know how many you would like and we will arrange to get some posted to you.
