The chair will review any changes made to the minutes, and call for a vote to approve them.

5.0 ADOPTION OF THE MEETING AGENDA The chair will review any changes made to the agenda, call for new items of business, and call for a vote to adopt the agenda.

6.0 AWARDS Awards will be presented at this meeting as applicable. Members should receive rockers by mail at the beginning of 2019 for their years-of-service milestones (in 5-year increments). Infrastructure and Process Improvements

ANSI approved the ASQ Operating Manual on July 2, 2015, placing ASQ in an excellent position as a Standards Development Organization until 2020. The national ASQ Standards Committee Vice Chair is assigned the responsibility for maintaining the ASQ Operating Manual. This position is currently filled by the Energy and Environmental Standards Chair.

Energy and Environmental Division Standards

Work to revise ANSI/ASQC E1, Quality Program Guidelines for Project Phase of Nonnuclear Power Generation Facilities was suspended. See below.

All work on ANSI/ASQC E3, Quality Guidelines for Commercial Operations Phase of Nonnuclear Power Facilities was been suspended. See below

ANSI/ASQC E2 -1996. Guidelines for Inspection Planning has not been active for over twenty years.)

ANSI/ASQC E4, Quality Systems for Environmental Data and Technology Programs, was reviewed and approved by ANSI and was published in February of 2014. Current plans are to Reaffirm the standard this year.

A new EED standard is being developed, ASQ E5 which will combine the scopes of E1 and E3 above. Co-chairs have been named and a Balanced of Interests Working Group was been formed. A very comprehensive document is being drafted. The next working group meeting is scheduled in May in Dallas. The standard is currently scheduled for publication later this year.

Actions are almost complete to revise the ASQC Quality Auditor’s Handbook that was last published by ASQC in 1986. New areas have been included to address issues that have arisen since the last publication. Appropriate cases studies have also been. A final draft revision is scheduled to be available in early summer for transmittal to Quality Press. Several coordination discussions have been held with Quality Press by the undersigned. Publication is currently anticipated in early fall.

This report is from the liaison representative from ANS to ASME NQA who also serves as the ASME NQA liaison to the ANS Large Light Water Reactor Consensus Committee (LLWRCC). ANS-3.2 Activity ANSI 18.7/ ANS-3.2, Management, Administrative, and Quality Assurance Controls for the Operational Phase of Nuclear Power Plants, is the main ANS standard of interest to the NQA committee. It was last published in 2012. There are still NQA Main committee members on the existing ANS-3.2 Working Group so coordination is very effective. The 2012 edition provided the managerial, administrative and QA controls necessary to implement 10CFR 50 Appendix B for operating nuclear power plants. The revision references NQA-1 2008/2009 in many places as the standard for the implementation of the QA requirements. (Over 70 operating nuclear units were represented on the working group.) The NRC issued Revision 3 to Regulatory Guide 1.33 in June 2013. (The last draft of Regulatory Guide 1.33 was issued for comment in 1983, thirty years ago!) This was a major step forward in achieving consistent quality requirements for the nuclear industry. The working group decided to reaffirm the NRC endorsed 2012 edition. The balloting was successful, and ANSI approved the reaffirmation on April 4, 2017. A number of personnel changes in the working group will occur prior to the next required action, including the undersigned. Other ASNS Quality Related Standards ANSI/ANS-15.2, Quality Control for Plate-type Uranium-aluminum Fuel Elements, was reaffirmed on August 18, 2016, as an alternative to revision. The current intent is to revise the document to address new emerging materials prior to the next scheduled standards action in 2021, however the new working group chair has indicated that progress on new high-power LEU conversion fuel is moving slowly. It likely will be several years before enough progress is made to warrant the initiation of the next revision. Therefore, another reaffirmation may be sought in 2021. ANSI/ANS-15.8-1995, Quality Assurance Program Requirements for Research Reactors, was reaffirmed on July 18, 2018. The standard was evaluated in 2018 and deemed appropriate for reaffirmation. The next maintenance action should be completed by 2023 Both standards are formatted in the eighteen criteria and are consistent with NQA-Part 1.

NEI Liaison Report to ASME NQA-1 March 18, 2019

This report is from the liaison representative from NEI to ASME NQA-1.

NEI, with the support of the NUPIC/ILAC team, submitted to the NRC an assessment of ISO/IEC 17025:2017 along with a request for an expedited SER and endorsement based on an evaluation of the gap analysis between the 2005 and 2017 versions and no reductions in requirements. Subsequently, NEI will submit a revision of NEI 14-05A for review and endorsement that captures the requirements of the 2017 version. NRC granted a fee waiver for the gap analysis review. A letter of endorsement for equivalency is anticipated within the next month. The industry revision of NEI 14-05 will follow shortly after.

NEI is serving as industry POC for fraudulent materials properties records for Kobe Steel and Mitsubishi Materials Conglomerate products. Investigations in Japan are complete. No U.S. impact was identified.

NEI is supporting industry efforts in Advanced Manufacturing, particularly in regulatory interface and exploring expedited pathways to codes and standards acceptance and NRC endorsement for use in new plants and the operating fleet.

NEI maintains a liaison relationship with Department of Homeland Security Intellectual
