Governor discussed with Advisors issues relating to effec- tive maintenance of law and order and directed them that no anti-social element should be allowed to disturb peace and harmony in the State. He also directed that availability of essential commodities, medi- cines etc be ensured by the administration. Committee for divisional status visits Leh, holds meet with LAHDC Excelsior Correspondent LEH, Feb 18: A committee for Ladakh constituted by State Administrative Council (SAC) under the Principal Secretary (Planning & Development) Rohit Kansal reached Leh today and held a meeting with the LAHDC, Leh at the Council Secretariat under the chairman- ship of Chief Executive Councilor (CEC) LAHDC Leh Jamyang Tsering Namgyal. The meeting was attended by Executive Councillors Agriculture Stanzin Phuntsog and Education Tsering Sandup, Principal Secretary (Planning & Development) Rohit Kansal, Commissioner/Secretary to Government Revenue Department Shahid Anayatullah, Commissioner/Secretary to Government Ladakh Affairs Rigzen Samphel, Divisional Commissioner Ladakh Saugat Biswas, Director General Budget Finance Department Mohd Yaqoob Itoo, Secretary Department of Rural Development & PR Sheetal Nanda, Deputy Commissioner/ Chief Executive Officer Leh Avny Lavasa, SSP Leh Sargun Shukla, Councillors, and HODs. The main objective of the committee's visit to Leh was to study on the periodicity of the newly created Ladakh Division and understand and resolve the concerns of the people of Leh and Kargil districts. The CEC submitted various points concerning the people of the district before the committee such as, creation of the post of Commissioner Secretary rank for the District as Chief Executive Officer LAHDC, where the directorates created must function under the overall control and superintendence of the LAHDCs of both the twin districts of Leh and Kargil. He further said that the dis- trict stands with the Government decision for sanctioned Head quarters of the Ladakh Division at Leh as per the Government SRO-110 and with no modifica- tions to any other location on the facts that Leh is equidistant from all the Sub-divisions/blocks of entire Ladakh region. Also, from infrastructural point of view, Leh is better approachable via both air and road connectivity with the rest of the world. As a matter of fact, Leh has more availability of land for future expansion of headquarter and directorates of all the administrative depart- ments, added the CEC. Considering the geo-strategic relevance of Leh, Namgyal fur- ther advocated for the headquar- ters in Leh. Stressing on the fact that Leh is already accommodat- ing the multi-ethnic groups of people from all the corners of the Ladakh region, including Kargil, CEC said that having HQ in Leh would be in the great interest of the common mass. The CEC further stressed on creation of all the posts on the lines of other divisions of the State. In the end, he requested for creation of separate Directorate of Hospitality, Tribal Affairs, Civil aviation among others. Giving a patient hearing to the points presented, Chairman of the Committee Rohit Kansal said assured that the committee is committed for a fair report considering the long term sus- tainable development of this region focusing on the promo- tion of art, culture, handicraft and Pashmina. He further said that they are here to achieve the objectives of divisional status by way of identifying the overall actual requirements of the departments and officers on ground. The committee will work towards equal develop- ment of both Leh and Kargil dis- tricts, asserted Kansal. Later, the Committee also held a meeting with the District Officers at DC Conference hall and took first hand information about the power and exercise of major departments in terms of developmental schemes under District and State sector and Centrally Sponsored Schemes, and their fund flow mechanism. Moreover, the Committee also made a detailed enquiry about procedural issues and administrative problems pertain- ing to various departments. The Deputy Commissioner/Chief Executive Officer, LAHDC, Leh Avny Lavasa gave inputs on var- ious important issues during the meeting. HC directs for timely cooperation for protection of Dal lake Excelsior Correspondent SRINAGAR, Feb 18: High Court has directed the Secretaries and Heads of all the departments to provide timely and quick coopera- tion to the direction or suggestion made by the Committee of Experts with regard to the protection and restoring the glory of Dal lake. The Division Bench passed these directions after perusal of the third report of Committee of Experts. The report reflects the tremendous efforts being put in by the Committee of Experts and its laudable suggestions. Court, however, expressed its serious concern for not filing any Action Taken Report with regard to the previous Court directions or the suggestions made by the Committee of Experts before the court. "We direct the Secretaries or the Heads of all the Authorities and Departments to ensure prompt cooperation and action in response to any suggestion, direction made by the Committee of Experts or request from the LAWDA with regard to any aspect relating to sub- ject matter of consideration by this court or the Committee of Experts", DB directed. When asked to State counsel about non filing of ATR, he informed the Court that the same could not be filed for the reason that under orders of the Chief Secretary, Prasanna Ramaswamy stands recently appointed as Vice Chairman, LAWDA who is hold- ing full-fledged charge of the organization, and has to file the same. Court further directed the Revenue authorities to take imme- diate action for identifying the land for rehabilitation of the own- ers of the floating gardens. "The decision in this regard shall be communicated to the Vice Chairman LAWDA as well as Committee of Experts within two weeks. This is essential to enable the allotments and commence- ment of farming at the relocation sites by the persons who have to be moved", court said. Court also directed the Committee of Experts to ensure that the authorities place a compre- hensive scheme and plan for reha- bilitation of all the persons who have to be rehabilitated before it. "Provisions of all necessary facilities at the rehabilitation site would also be undertaken. The proposal for relocation shall be placed before the Committee of Experts by the end of this month so that the Committee of Experts can examine the same and visit the proposed site as well in its forth- coming visit to Srinagar", reads the order. Court also recorded that Chief Secretary of the State is asked to look into the observations by the Committee of Experts with regard to converting weed waste into 'wealth' and to examine the possi- bility of the commercial utilization of the weeds. LAWDA has been directed to place a report with regard to the action taken on the public notices regarding STPs which had to be installed by hoteliers around the periphery of the Dal Lake. "The authorities shall also place before us the steps taken towards informing and educating the public about the directions of the Court recommendations of the Committee of Experts, applicable laws and regulations etc", court directed. Court further made it clear till such time the Dal Lake is rejuvenated and revived, there would be no use of chemical fertil- izers and pesticides by farmers in and around the Dal Lake, as the LAWDA has expressed its inabili- ty to impose a blanket ban on use of chemical fertilizers and pesti- cides by farmers on and around the Dal Lake. "This prohibition shall be implemented by the State Pollution Control Board and the local police", court said. State counsel has assured the court that the recently appointed VC LAWDA shall examine the matter on urgent basis, and submit the action taken in terms of the rec- ommendations and suggestions of the Committee of Experts and the Action Taken Report shall be filed positively within three weeks from today. Apart from the LAWDA, court said, the State Pollution Control Board; the Revenue Authorities; the Department of Agriculture and Horticulture; the Department of Tourism are required to take action upon the recommendations of the Committee of Experts and the orders passed by this court. The decision in this regard was taken today after thorough deliberations at a high level meeting presided over by the J&K Bank Chairman and CEO Parvez Ahmed, Executive Presidents and Presidents here at the bank's corporate head- quarters. The meeting deliberated and discussed the ongoing situation across the state and discussed the pros and cons of conducting exams on the scheduled date while factoring in the feedback that kept streaming in. Take action against people spitting venom on social media: JCCI Excelsior Correspondent JAMMU, Feb 18: Launching attack on J&K Police for its fail- ure to take action against those spitting venom on social media, president Jammu Chamber of Commerce and Industry (JCCI) Rakesh Gupta today said that Cyber Cell of the State Police must take serious note of it. Addressing a press confer- ence here today, the JCCI presi- dent questioned the ‘inefficien- cy’ of Cyber Cell of Jammu and Kashmir Police for their inaction against those using fake ID’s injecting venom on social media against India. He appealed to the DGP to take effective measures against the inefficient staff and replace them immediately. Referring to anti- JCCI posts on social media by few forces working at the behest of anti- national elements both in Jammu and also in Srinagar, Gupta said that JCCI will take on them later as the present situation has larger issues to deal with and ensure security of all communities and stand by brotherhood. The JCCI president also questioned the policy and strate- gy on the part of the State Administration during this law and order situation as there was total lapse of accountability because anti- national elements are still raising anti- India and pro- Pakistan slogans in Jammu. Rakesh Gupta squarely blamed the anti-national ele- ments for vitiating the peaceful atmosphere of Jammu. Defeat attempts of provocation; maintain amity, brotherhood: Cong Excelsior Correspondent JAMMU, Feb 18: The J&K Pradesh Congress Committee (PCC) leadership today appealed to the people to defeat the attempts of provocation and maintain communal harmony and brotherhood at all levels. A meeting of senior leaders of Pradesh Congress Committee was held at Jammu to take stock of the current situation in the wake of the Fidayeen attack on the CRPF convoy in Pulwama. It was presided over by PCC pres- ident GA Mir and attended by several senior leaders included former MP, former Ministers, former Legislators and senior functionaries of the Party. The meeting observed two- minutes silence in memory of all those martyred in the recent attacks including the four Army personnel in the encounter at Pulwama today. The meeting expressed great shock over the loss of precious lives and conveyed deep sympa- thies with the families of the mar- tyrs and prayed for the early recovery of the injured. The meeting commended the security forces who are fighting and eliminating the terrorists least caring for their lives in order to defend Nation and it's citizens. New scheme for youth, women based SHGs on cards: Div Com Excelsior Correspondent SRINAGAR, Feb 18: The Divisional Commissioner Kashmir Baseer Ahmad Khan today said that Government is preparing a new scheme for youth and women based Self Help Groups (SHGs), which is eco- nomically more viable, sustain- able and creates good employ- ment opportunities. He further said that self- employment through the constitu- tion of Self Help Groups (SHGs) for youth (within the age group of 18-35 years) and women shall become the cornerstone of the economic development. He said that there is widespread accept- ance of the need to create SHGs for youth and females, as a pre- requisite for poverty reduction and women empowerment. The Divisional Commissioner made these remarks while reviewing the income generating economic activities and youth engagement activities in South Kashmir districts. The Divisional Commissioner directed Deputy Commissioners (DCs) to collect details with regards to specified areas in their respective districts especially in the sectors of agriculture, horti- culture, cooperative societies, educational academies and coaching centers, sports acade- mies and clubs, youth engage- ment activities and other industri- al schemes, which have a great potential for youth and women. Concerned officers were also directed to share all schemes related to youth, women empow- erment and SHGs with the Deputy Commissioners. For the significant impact of the youth and women based SHG scheme, DCs and concerned offi- cers were also directed to include beneficiaries on socio-economic category, capacity building pro- grammes for youth and women SHGs "The aim of the new SHG scheme is to reach out to all unemployed youth and women folk to link them with sustainable livelihood opportunities and nur- ture them till they come out of poverty and enjoy a decent quali- ty of life," Khan added. Directors of Industries, Agriculture and Education, Divisional Sports Officer, Additional MD JKSRLM, Joint Director Horticulture, Deputy Director Youth Services & Sports, Assistant Commissioner (central) and other concerned officers were present in the meet- ing whereas all Deputy Commissioners (DCs) of south Kashmir participated the meeting through video conferencing. Govt employee caught accepting bribe Excelsior Correspondent SRINAGAR, Feb 18: A Government employee was caught red hand while demand- ing and accepting bribe for release of bank guarantee doc- uments lying with the National Highways Authority of India. The accused, identified as Irfan Ahmad, was caught accepting a bribe of Rs 10 thou- sands and was arrested follow- ing a written complaint, lodged in Police Station Anti- Corruption Bureau Kashmir, by a contractor of M/s Sterlite Technologies Limited alleging therein that the said employee was demanding bribe for release of their bank guarantee documents. After registration of a Case, FIR No 05/2019, under section 5(2) J&K PC Act Svt; 2006, 4- A Amendment Act- 2014, a successful trap was laid by the sleuths of the Anti Corruption Bureau. The said public servant was caught red handed and arrested. The investigation of the case is going on. 70 employees suspended Excelsior Correspondent KUPWARA, Feb 18: On the instructions of District Development Commissioner (DDC) Kupwara Khalid Jahangir, Assistant Commissioner Revenue (ACR) Kupwara, Bashir Ahmad conducted a surprise visit of vari- ous offices in the district and found 70 employees absent from their duties without any authorization. During the inspections, 20 offi- cials at PHE Division Kupwara, 17 at Irrigation and Flood Control, 12 at Geology and Mining, and 21 at REW, BDO office Kupwara, Handicrafts and Fisheries Department were found unautho- risedly absent and were placed under immediate suspension. Besides five officials including X-En REW, BDO Kupwara, AD Handicrafts, District Minerals Officer and AD Fisheries have been put under notice, which shall follow the charge sheet for initiat- ing disciplinary action against them. Meanwhile, the DC has direct- ed all the officials and employees working in the district to ensure punctuality in the offices.

Court further made itclear till such time the Dal Lake isrejuvenated and revived, therewould be no use of chemical fertil-izers and pesticides by farmers inand around the Dal Lake, as theLAWDA has expressed its inabili-ty to impose a blanket ban on useof chemical fertilizers and pesti-cides by farmers on and around theDal Lake. "This prohibition shallbe implemented by the StatePollution Control Board and thelocal police", court said.

State counsel has assured thecourt that the recently appointedVC LAWDA shall examine thematter on urgent basis, and submitthe action taken in terms of the rec-ommendations and suggestions ofthe Committee of Experts and theAction Taken Report shall be filedpositively within three weeks fromtoday.

Apart from the LAWDA, courtsaid, the State Pollution ControlBoard; the Revenue Authorities;the Department of Agriculture andHorticulture; the Department ofTourism are required to take actionupon the recommendations of theCommittee of Experts and theorders passed by this court.

SRINAGAR, Feb 18: Amidthe unfolding situation withinthe state and in response to theapprehensions expressed by thecandidates through print, elec-tronic and social media plat-forms, J&K Bank has decided topostpone the ProbationaryOfficer and Banking Associateexamination scheduled to beheld on 21st, 22nd, 23rd and24th February 2019.

The decision in this regardwas taken today after thoroughdeliberations at a high levelmeeting presided over by theJ&K Bank Chairman and CEOParvez Ahmed, ExecutivePresidents and Presidents hereat the bank's corporate head-quarters.

The meeting deliberated and

discussed the ongoing situationacross the state and discussedthe pros and cons of conductingexams on the scheduled datewhile factoring in the feedbackthat kept streaming in.

The meeting concluded infavour of postponing the exami-nation and the Chairman andCEO Parvez Ahmed in his tweetsaid, "Lot of queries beingreceived#JKBank exam.Though preparations are done,our partners in exam IBPS, TCSare here and visiting the testcenters but keeping in view theinconvenience the applicantsmay have to face in the currentcircumstances, we are announc-ing the postponement of examswhich were to be held on 21,22,23 & 24 Feb. JAMMU, Feb 18: Launchingattack on J&K Police for its fail-ure to take action against thosespitting venom on social media,president Jammu Chamber ofCommerce and Industry (JCCI)Rakesh Gupta today said thatCyber Cell of the State Policemust take serious note of it.

Addressing a press confer-ence here today, the JCCI presi-dent questioned the ‘inefficien-cy’ of Cyber Cell of Jammu andKashmir Police for their inactionagainst those using fake ID’sinjecting venom on social mediaagainst India. He appealed to theDGP to take effective measuresagainst the inefficient staff andreplace them immediately.

Referring to anti- JCCI postson social media by few forcesworking at the behest of anti-national elements both in Jammuand also in Srinagar, Gupta saidthat JCCI will take on them lateras the present situation has largerissues to deal with and ensuresecurity of all communities andstand by brotherhood.

SRINAGAR, Feb 18: TheDivisional CommissionerKashmir Baseer Ahmad Khantoday said that Government ispreparing a new scheme for youthand women based Self HelpGroups (SHGs), which is eco-nomically more viable, sustain-able and creates good employ-ment opportunities.

He further said that self-employment through the constitu-tion of Self Help Groups (SHGs)for youth (within the age group of18-35 years) and women shallbecome the cornerstone of theeconomic development. He saidthat there is widespread accept-ance of the need to create SHGsfor youth and females, as a pre-requisite for poverty reductionand women empowerment.

The Divisional Commissionermade these remarks whilereviewing the income generatingeconomic activities and youthengagement activities in SouthKashmir districts.

The Divisional Commissionerdirected Deputy Commissioners(DCs) to collect details withregards to specified areas in theirrespective districts especially inthe sectors of agriculture, horti-culture, cooperative societies,educational academies andcoaching centers, sports acade-

mies and clubs, youth engage-ment activities and other industri-al schemes, which have a greatpotential for youth and women.Concerned officers were alsodirected to share all schemesrelated to youth, women empow-erment and SHGs with theDeputy Commissioners.

For the significant impact ofthe youth and women based SHGscheme, DCs and concerned offi-cers were also directed to includebeneficiaries on socio-economiccategory, capacity building pro-grammes for youth and womenSHGs

"The aim of the new SHGscheme is to reach out to allunemployed youth and womenfolk to link them with sustainablelivelihood opportunities and nur-ture them till they come out ofpoverty and enjoy a decent quali-ty of life," Khan added.

The accused, identified asIrfan Ahmad, was caughtaccepting a bribe of Rs 10 thou-sands and was arrested follow-ing a written complaint, lodgedin Police Station Anti-Corruption Bureau Kashmir, bya contractor of M/s SterliteTechnologies Limited allegingtherein that the said employeewas demanding bribe forrelease of their bank guaranteedocuments.

After registration of a Case,FIR No 05/2019, under section5(2) J&K PC Act Svt; 2006, 4-A Amendment Act- 2014, asuccessful trap was laid by thesleuths of the Anti CorruptionBureau. The said public servantwas caught red handed andarrested. The investigation ofthe case is going on.

KUPWARA, Feb 18: On theinstructions of DistrictDevelopment Commissioner(DDC) Kupwara Khalid Jahangir,Assistant Commissioner Revenue(ACR) Kupwara, Bashir Ahmadconducted a surprise visit of vari-ous offices in the district and found70 employees absent from theirduties without any authorization.

During the inspections, 20 offi-cials at PHE Division Kupwara, 17at Irrigation and Flood Control, 12at Geology and Mining, and 21 atREW, BDO office Kupwara,

Handicrafts and FisheriesDepartment were found unautho-risedly absent and were placedunder immediate suspension.

Besides five officials includingX-En REW, BDO Kupwara, ADHandicrafts, District MineralsOfficer and AD Fisheries havebeen put under notice, which shallfollow the charge sheet for initiat-ing disciplinary action againstthem.

Meanwhile, the DC has direct-ed all the officials and employeesworking in the district to ensurepunctuality in the offices.
