Excelsior Correspondent JAMMU, Apr 26: Describing connectivity as a prerequisite for bolstering economic growth, Chief Minister, Mehbooba Mufti, today called for more effective coordination between different agencies so that work on various prestigious road projects in the State is carried forward with greater urgency. She said constructing roads on rugged terrain in a hilly State like J&K is a daunting task for which she sought Centre's active support in removing hurdles coming in the way of completion of these proj- ects. The Chief Minister made these remarks while chairing a high-level meeting to review the progress of work on National Highways in the state. The review comes in the back- drop of her meeting with Union Road Transport & Highways Minister, Nitin Gadkari, in New Delhi earlier this month. Besides Minister for Public Works (R&B) & Parliamentary Affairs, A. R. Veeri, the meeting was also attended by Minister for I&C, Chander Parkash Ganga, Minister of State for S&T, Transport and R&B, Sunil Kumar Sharma, Chief Secretary, B. R. Sharma, Financial Commissioner, Planning & Development, B. B. Vyas and Principal Secretary to the Chief Minister, Navin K. Chaudhary. Stressing upon factoring in physical and topographical issues while framing road proj- ects, the Chief Minister high- lighted the difficult challenges confronting Kashmir valley on account of hostile climatic con- ditions as well as constraints on the law-and-order front, which she said hamper the already-lim- ited working season. She, how- ever, described as unacceptable the delay in timely-completion of projects in Jammu region, where working season is much longer and the general atmos- phere very positive. "Even in Chenab valley, we have a very limited working sea- son, keeping in view the hilly ter- rain and difficulty in moving men and machinery," she said, while also stressing upon assessing the contractors' capacity to deliver projects on time. Mehbooba Mufti urged all con- nected State Government depart- ments to work in unison and resolve pending issues with the Ministry of Road Transport & Highways (MoRTH) so that both sides are on the same page. She observed that while work on new alignments goes on, the mainte- nance of existing alignments of national highways, in particular Jammu-Srinagar National Highway, should not be ignored. The Chief Minister placed high priority on deployment of additional men and machinery on maintenance of existing align- ment of Srinagar-Qazigund Road, keeping in view the difficulties faced by the people, who struggle to reach Srinagar in cases of emer- gencies. She also expressed con- cern over slow progress achieved on Banihal-Qazigund and Qazigund-Srinagar road stretches where only 50 per cent work has been completed. Briefing the Chief Minister about the status of ongoing works, PWD Secretary, Rohit Kansal, said around 96 per cent of all land acquisition cases have been com- pleted. He added that an amount of Rs.42,668 crore has been sanc- tioned under PM's Development Package - TAMIER (The Aggressive Micro Economic and Infrastructure Rebuilding), which include 12 major roads, three mega tunnels and Ring Road projects for the two Capital Cities. The R&B Secretary, while briefing the Chief Minister, said four new projects which include Kargil-Zanskar, Srinagar-Shopian- Qazigund, Jammu-Akhnoor- Poonch and Chenani- Sudhmahadev-Goha roads (along with 3-km tunnel) will be con- structed at a cost of Rs.13,300 crore. On Ring Roads for Jammu & Srinagar cities, the Chief Minister was informed that while MoRTH will fund the entire construction, the state Government will spent only 10 per cent of the cost related to land acquisition and utility shift- ing. Earlier, MoRTH had proposed 75:25 pattern for LA and shifting of utilities. The Chief Minister ordered respective Divisional Commissioners to follow up land acquisition proceedings once NHAI (National Highway Authority of India) places indents with respective DCs. On Batote-Kishtwar-Sinthan Pass-Khanabal Road, which is to be upgraded to two lanes, it was given out that the work has been entrusted to NHICDL (National Highway and Infrastructure Development Corporation Limited). A new alignment at Chenani-Sudhmahadev-Goha- Khellani has also been proposed and for the construction of a tunnel at Singhpora-Vailoo Road, the mat- ter has been taken up with MoRTH fo external funding. The R&B Minister observed that keeping in view the deteriorat- ing condition of the existing Batote-Doda-Kishtwar Road, the Chenani-Sudhmahadev-Goha- Khellani Road has assumed vital significance. The Chief Minister was informed that a proposal has already been sent to MoRTH for declaring Mughal Road as an alter- nate national highway to boost con- nectivity between Jammu and Kashmir divisions. She was also informed by MoRTH officers pres- ent in the meeting about fresh resurfacing of road stretch from Chenani to Patnitop, which is in a poor condition. The Chief Minister stressed that the matter be prioritized along with the component of construction of tunnel which will make Mughal Road an all- weather road. The status of other National Highways reviewed by the Chief Minister included Kargil-Zanskar, Baramulla-Rafiabad-Kupwara- Tangdhar, Leh-Debring-Mulden- Manali and Baltal-Panjtarni- Chandanwari-Pahalgam-Batkoot- Martand-Khanabal. The Chief Minister directed the Divisional Commissioners to look into the issue and settle all pending cases on priority. On the vital issue of mainte- nance of deteriorated patches on Jammu-Srinagar National Highway, especially critical stretches at Patnitop, Nashri, Ramban and Banihal, the Chief Minister asked the concerned exe- cuting agencies to mobilize men and machinery as sliding and chok- ing of drains breaks down traffic, causing lot of inconvenience to the commuters. Regarding projects taken up under Bharat Mala for boosting connectivity to tourist destinations and Inter-State Connectivity Scheme, the Chief Minister was informed that bids have been invit- ed and the projects will be allotted shortly. The Chief Minister asked the Chief Secretary to coordinate so that departmental bottlenecks, in particular related to setting up of toll plazas, are removed in a time- bound manner. Also present in the meeting were Financial Commissioner Revenue, Pramod Jain, Principal Secretary Forests, Rakesh Gupta, Principal Secretary, Home, R. K. Goyal, Principal Secretary, Power, Dheeraj Gupta, Commissioner / Secretary, I&C, Shailendra Kumar, Commissioner / Secretary, Revenue, M. Afzal Bhat, Divisional Commissioners, Dr. Pawan Kotwal and Asgar Hassan Samoon and Chief Engineers of R&B, PMGSY and Mughal Road Project. The Central government was represented by A.K. Gupta, GM, NHICDL, R. P. Singh, Regional Officer, NHAI, V. S. Khera, Member PPP, MHA and senior functionaries of BRO, BRTF, Project Sampark and Project BEA- CON in the meeting. Excelsior Correspondent JAMMU, Apr 26: Deputy Chief Minister, Dr Nirmal Singh today said that the main objec- tive of the present coalition Government is to promote cul- tural diversity in the State. Dr Singh, who was the chief guest at a function heralding the inauguration of ongoing, global celebrations of Acharya Abhinavgupt a world renowned scholar here this evening, said the J&K was a mini India in which people of all faiths, since long have lived in harmony. Maintaining that it was important to understand the cul- tural essence of Acharya Abhinavgupt and the monistic Shavite philosophy in the pres- ent context, he said it represents the apex of Indian and world philosophical systems. It was the matter of great pride that one of the greatest scholars of the world like Acharya Abhinavgupt was born in our State and Government will at all levels help to promote the studies in Shiva philosophy and the teach- ings of Abhinavgupt, he added. He said the teachings and philosophy of Acharya Abhinavgupt have relevance in present world when human beings have become thirsty of each others blood. He said Kashmir has been crown of India from times immemorial and we all feel proud that such great personalities have born on this soil. Responding to the demand of the Committee regarding setting up of an Acharya Abhinavgupt Centre, Dr Singh said that he would take the matter with the concerned so that it comes up as a State of Art Centre for Research and higher studies. Prof Moti Lal a world renowned scholar of Kashmir Shavism was the main speaker of the function. He while describing Kashmiri Shavism with reference to Abhinavgupt said that as per Shavism there are three basics to know truth i. e reason, scripture and experience. Maintaining that the person- ality of Abhinavgupt was uncomprehensive, he regretted that he has not been given the due place which this world renowned scholar deserved and was left in oblivion. He however complimented former J&K Prime Minister, Bakshi Ghulam Mohammed for constructing the Abhinav Theatre during his tenure in memory of this great Acharya at Jammu. Justice (retd) G D Sharma while proposing the vote of thanks on behalf of the Millennium Celebration Committee demanded that Abhinav Bairo Gufa at Berau Budgam be declared as national heritage. Principal of Rashtriya Sanskrit Sansthan, Prof Ramanajun Devnunathan while lauding the efforts of propagat- ing the studies of Abhinavgupt and celebrating his one thousand years said that it was imperative that a sustained effort was need- ed to promote studies into the Shaiva doctrine while Prof Mulraj Shastri a renowned scholar from Jammu highlighted the Abhinavgupt’s and other Kashmiri scholars contributions to Indian aesthetics. Two books on Abhinavgupt titled Abhinavgupt the Light of India by Pardeep Kaul and another titled Abhinavgupt by Padam Shri Jawahar Lal Kaul were released on the occasion. President of the State level Celebration Committee Acharya Shiv Prasad Raina read the wel- come address while Pardeep Kaul managed the stage. Excelsior Correspondent JAMMU, Apr 26: Chief Secretary, B R Sharma today favored conceptualizing suit- able small size adaptation and mitigation project proposals to expedite the approval process under the various domestic & international climate change funding corridors including National Adaptation Fund on Climate Change (NAFCC), Adaptation Fund Board (AFB) and Green Climate Fund (GCF). Chairing a meeting to review the progress of imple- mentation of the J&K State Action Plan for Climate Change (SAPCC), Chief Secretary underscored the need to concep- tualize and develop projects consistent with the guidelines to access financial resources. "J&K is amongst the most sensitive regions to climate change and represents a highly fragile & vulnerable ecosystem as such focus should be on adaptive activities and building climate resilience in the State”, Chief Secretary said and instructed concerned Administrative Secretaries to immediately identify and devel- op suitable projects proposals in this regard for accessing funds under NAFCC, AFB and GCF. Union Government in 2008 launched the National Action Plan on Climate Change (NAPCC) with 8 National Missions. 32 States including J&K and UTs have developed SAPCC to main- stream the climate change con- cerns as part of their develop- mental planning. Union Government also established the National Adaptation Fund on Climate Change (NAFCC) with a budg- et provision of Rs 350 crore for the year 2015-16 and 2016-17. The objective of the fund is to assist the States and Union Territories that are particularly vulnerable to the adverse effects of climate change in meeting the cost of adaptation. Only leveraging technology can help the banks to create opportuni- ties out of five key challenges in this regard i.e. cost, coverage, con- venience, confidence and conver- gence. Deputy Governor Reserve Bank of India (RBI) Harun Rashid Khan said this here at SKICC, dur- ing the Banclave on "e-financial inclusion - way forward", which was organized by the Bankers' Club, J&K. J&K Bank Chairman & CEO Mushtaq Ahmad, who is also Chief Patron Bankers' Club, was also present on the occasion along with Regional Director (J&K) D Sethy who is also President of the club. Giving a panoramic view of the financial inclusion along with its problems and possibili- ties in the country's evolving economic scenario, Deputy Governor said, "Financial inclu- sion must become a springboard for economic activity to make the accounts remunerative for banks, which naturally makes its qualitative dimensions more important than the mere increase in number of accounts." He urged the participants to come out with some action- points at the end of their deliber- ations so that at least contours of digital plan for J&K emerges besides suggesting what role can RBI play in terms of connectivi- ty and co-ordination. "Communication and commit- ment are very important elements in this regard and for that the banks need to equip and train their staff well to take this mission forward. And I hope that the bankers' forum like this one will play a cat- alytic role in the development of banking system within the State of J&K", he added. Speaking in his inaugural address earlier, Chief Patron Bankers' Club Mushtaq Ahmad pitched for the substance of inclu- sive paradigm rather than its mere symbolism. He said, "the sections at the grass-root of society must feel assured of care and inclusion and for that to happen Make-in-India slogan has to be wedded with the Made-for-India mantra." He also took the audience through the evolution of financial- inclusion since late 60's before the term achieved its current meaning and significance. Earlier, President Bankers' Club J&K D Sethy welcomed the participants and briefed the audi- ence about the eminent speakers who have been working on finan- cial inclusion and its allied processes. On the occasion, CGM S Ganesh Kumar gave a power- point presentation on 'Innovation in IT for better governance'. Differing from the general view about the use of technology by people as a challenge he said, "Based on my experience in the field, I find that people do use technology in times of need and our role as bankers is to make them conscious of their need only." A P Hota, who heads NPCI, which is an umbrella organization for all retail payments system in India, gave a detailed overview of payment system dimension of the financial inclusion. He particularly talked about the role of JAM Trinity i.e. Jan Dhan, Aadhar and Mobile. There were two technical ses- sion. Dr Farooq Abdullah said although formal Foreign Secretary level talks between India and Pakistan is a positive sign but both countries should not sideline Kashmiri stake- holders and leadership in any structured engagement as this would have adverse political implications in the Valley. Meanwhile, National Conference Provincial President Nasir Aslam Wani has asked PDP to clarify the unprecedented and conspicuous marginalization of Kashmiri leadership and internal stake- holders vis-à-vis the Kashmir issue in the new phase of diplo- matic engagement between New Delhi and Islamabad. "PDP had promised in its now long-buried 'Agenda of the Alliance' that its alliance with the BJP came at the back of an assurance that New Delhi would engage in talks with internal stakeholders including the separatist leadership in Kashmir. Today it has become clear that this was another huge lie as Kashmiri stakeholders have not only been sidelined but also completely marginalized in talks that will discuss an issue where the people of Kashmir are the rightful primary stake- holders", he added. The Commission had received a complaint about the misusing of official position and University funds by Suresh Sharma and Akash Bhola, both Assistant Engineers, working in Works Department of Jammu University, for their personal gains. The complainant has also alleged that the concerned Engineers hand in glow with the contractors Karam Chand, Sonu Mahajan and Suresh Kumar, have drawn the payments of works despite knowing that sub- standard material that too in less quantity was used in construc- tion works by the contractors. It further alleged that advance payment was made by the Engineers to the contractors for construction of MBA building prior to starting of work in vio- lation of prescribed norms. The secret verification got conducted by the Commission in the matter prima facie revealed nexus between the con- cerned Engineers and contrac- tors, who in league with each other have drawn payments dis- honestly for their personal gains. The report further reveals that substandard material that too in less quantity has been used in construction works. In view of the gravity of alle- gations levelled against University Engineers, the SVC directed the Vigilance Organization to conduct a regular preliminary enquiry in the matter so that persons involved in this scam are punished under law. On the vital issue of mainte-nance of deteriorated patches onJammu-Srinagar NationalHighway, especially criticalstretches at Patnitop, Nashri,Ramban and Banihal, the ChiefMinister asked the concerned exe-cuting agencies to mobilize menand machinery as sliding and chok-ing of drains breaks down traffic,causing lot of inconvenience to thecommuters.

Regarding projects taken upunder Bharat Mala for boostingconnectivity to tourist destinationsand Inter-State ConnectivityScheme, the Chief Minister wasinformed that bids have been invit-ed and the projects will be allottedshortly.

The Chief Minister asked theChief Secretary to coordinate sothat departmental bottlenecks, inparticular related to setting up oftoll plazas, are removed in a time-bound manner.

Dr Singh, who was the chiefguest at a function heralding theinauguration of ongoing, globalcelebrations of AcharyaAbhinavgupt a world renownedscholar here this evening, saidthe J&K was a mini India inwhich people of all faiths, sincelong have lived in harmony.

Maintaining that it wasimportant to understand the cul-tural essence of AcharyaAbhinavgupt and the monisticShavite philosophy in the pres-ent context, he said it representsthe apex of Indian and worldphilosophical systems. It wasthe matter of great pride that oneof the greatest scholars of theworld like Acharya Abhinavguptwas born in our State andGovernment will at all levelshelp to promote the studies inShiva philosophy and the teach-ings of Abhinavgupt, he added.

He said the teachings andphilosophy of AcharyaAbhinavgupt have relevance inpresent world when humanbeings have become thirsty ofeach others blood. He saidKashmir has been crown ofIndia from times immemorialand we all feel proud that such

great personalities have born onthis soil.

Responding to the demand ofthe Committee regarding settingup of an Acharya AbhinavguptCentre, Dr Singh said that hewould take the matter with theconcerned so that it comes up asa State of Art Centre forResearch and higher studies.

Prof Moti Lal a worldrenowned scholar of KashmirShavism was the main speaker ofthe function. He while describingKashmiri Shavism with referenceto Abhinavgupt said that as perShavism there are three basics toknow truth i. e reason, scriptureand experience.

Maintaining that the person-ality of Abhinavgupt wasuncomprehensive, he regrettedthat he has not been given the

due place which this worldrenowned scholar deserved andwas left in oblivion. He howevercomplimented former J&KPrime Minister, Bakshi GhulamMohammed for constructing theAbhinav Theatre during histenure in memory of this greatAcharya at Jammu.

Justice (retd) G D Sharmawhile proposing the vote ofthanks on behalf of theMillennium CelebrationCommittee demanded thatAbhinav Bairo Gufa at BerauBudgam be declared as nationalheritage. Principal of RashtriyaSanskrit Sansthan, ProfRamanajun Devnunathan whilelauding the efforts of propagat-ing the studies of Abhinavguptand celebrating his one thousandyears said that it was imperativethat a sustained effort was need-ed to promote studies into theShaiva doctrine while ProfMulraj Shastri a renownedscholar from Jammu highlightedthe Abhinavgupt’s and otherKashmiri scholars contributionsto Indian aesthetics.

Two books on Abhinavgupttitled Abhinavgupt the Light ofIndia by Pardeep Kaul andanother titled Abhinavgupt byPadam Shri Jawahar Lal Kaulwere released on the occasion.

Chairing a meeting toreview the progress of imple-mentation of the J&K StateAction Plan for Climate Change(SAPCC), Chief Secretaryunderscored the need to concep-tualize and develop projectsconsistent with the guidelines toaccess financial resources.

"J&K is amongst the mostsensitive regions to climatechange and represents a highlyfragile & vulnerable ecosystemas such focus should be onadaptive activities and building

climate resilience in the State”,Chief Secretary said andinstructed concernedAdministrative Secretaries toimmediately identify and devel-op suitable projects proposals inthis regard for accessing fundsunder NAFCC, AFB and GCF.

Union Government in2008 launched the NationalAction Plan on ClimateChange (NAPCC) with 8

National Missions. 32 Statesincluding J&K and UTs havedeveloped SAPCC to main-stream the climate change con-cerns as part of their develop-mental planning.

Union Government alsoestablished the NationalAdaptation Fund on ClimateChange (NAFCC) with a budg-et provision of Rs 350 crore forthe year 2015-16 and 2016-17.The objective of the fund is toassist the States and UnionTerritories that are particularlyvulnerable to the adverse effectsof climate change in meetingthe cost of adaptation.

Giving a panoramic view of

He urged the participants tocome out with some action-points at the end of their deliber-ations so that at least contours ofdigital plan for J&K emergesbesides suggesting what role canRBI play in terms of connectivi-ty and co-ordination.

"Communication and commit-ment are very important elementsin this regard and for that the banksneed to equip and train their staffwell to take this mission forward.And I hope that the bankers'forum like this one will play a cat-alytic role in the development ofbanking system within the State ofJ&K", he added.

Speaking in his inauguraladdress earlier, Chief PatronBankers' Club Mushtaq Ahmadpitched for the substance of inclu-sive paradigm rather than its meresymbolism.

He said, "the sections at thegrass-root of society must feelassured of care and inclusion andfor that to happen Make-in-Indiaslogan has to be wedded with theMade-for-India mantra."

He also took the audiencethrough the evolution of financial-inclusion since late 60's before theterm achieved its current meaningand significance.

On the occasion, CGM SGanesh Kumar gave a power-point presentation on 'Innovationin IT for better governance'.

Differing from the generalview about the use of technologyby people as a challenge he said,"Based on my experience in thefield, I find that people do usetechnology in times of need andour role as bankers is to makethem conscious of their needonly."

A P Hota, who heads NPCI,which is an umbrella organizationfor all retail payments system inIndia, gave a detailed overview ofpayment system dimension of thefinancial inclusion.

Nasir Aslam Wani said NCwill continue to demand theinclusion of all shades of opinionfrom Kashmir in a sustained,structured dialogue that couldresult in the resolution of theKashmir Issue. "Any engage-ment between the two neighborson Kashmir that sidelines stake-holders within Kashmir will notbe fruitful or consequential. Sowe hope both New Delhi andIslamabad involve internalstakeholders in dialogue so thatthe political aspirations and sen-timents of the people could beacknowledged and accountedfor", he added.

JAMMU, Apr 26: On thebasis of the merit of the com-plaint and the secret verificationgot conducted in the matter, theState Vigilance Commission hasasked the VigilanceOrganization to initiate regularpreliminary enquiry into theallegations levelled against twoEngineers of Jammu University.

The Commission hadreceived a complaint about themisusing of official position andUniversity funds by SureshSharma and Akash Bhola, bothAssistant Engineers, working inWorks Department of JammuUniversity, for their personalgains. The complainant has alsoalleged that the concernedEngineers hand in glow with thecontractors Karam Chand, SonuMahajan and Suresh Kumar,have drawn the payments ofworks despite knowing that sub-standard material that too in less

quantity was used in construc-tion works by the contractors. Itfurther alleged that advancepayment was made by theEngineers to the contractors forconstruction of MBA buildingprior to starting of work in vio-lation of prescribed norms.

The secret verification gotconducted by the Commissionin the matter prima facierevealed nexus between the con-cerned Engineers and contrac-tors, who in league with eachother have drawn payments dis-honestly for their personal gains.The report further reveals thatsubstandard material that too inless quantity has been used inconstruction works.

In view of the gravity of alle-gations levelled againstUniversity Engineers, the SVCdirected the VigilanceOrganization to conduct a regularpreliminary enquiry in the matterso that persons involved in thisscam are punished under law.
