ICCB forms committeeto review funding plan

The Illinois Community CollegeBoard has created a statewidecommittee to review and suggestrevisions in the funding plan bywhich college districts receive stategrants.

ICCB executive director Cary A.Israel explained that the committeewill provide the structure for a formalstudy of the Illinois communitycollege funding plan.

"The Illinois funding plan hasserved as a national model for statefunding of community collegesystems. However, now that thisparticular plan has been in operationwith minor changes for 10 years, it'stime to take a look at it from theinside out," Israel said.

In previous years, the ICCB hassolicited input on budget issues fromthe system and sponsored publicforums around the state. Whennzzessary, any suggestions orconcerns that were voiced were thenaddressed in the annual communitycollege budget request.

The committee's tentativetimetable calls for the review to becompleted by late September.Recommendations will then beIncorporated into the fiscal year 1993

Colleges rece:va 1.6% funding hikedespite tight state budget

The Illinois General Assembly's1991 spring legislative sessionconcluded shortly after midnight onJuly 19 -- 19 grueling days past itsscheduled adjournment on June 30.

Community colleges were amongthe very few state programs to survivethe session with increased funding.In all, the system received a1.6-percent increase above fiscal1991 levels, while most other stateagencies suffered significant budgetreductions.

In other legislative activity ofinterest to community colleges:

Income tax surcharge

Much of this year's budgetstalemate centered around the issueof extending the state's temporary20-percent income tax surcharge.

After a great deal of politicalposturing on both sides of the aisle, acompromise was reached -- but with a

twist. Under this agreement (signedinto law on July 25), half of thesurcharge becomes permanent tosupport education. The other half isrenewed for just two more years, withrevenue split between the state andlocal governments.

As a result, the state's new incometax rate is now 2.75 percent, with a0,25-percent temporary surcharge setto expire in 1993.

Property taxes

Proposals to limit or freezeproperty taxes also led toconsiderable wrangling during the lasttwo weeks of the spring session. Aswith the surcharge debate, thestalemate was finally resolved by acompromise between the Governorand legislative leaders.

Also signed on July 25, this newact imposes a one-year freeze onproperty tax assessments in CookCounty, beginning Jan. 1. In addition,

Now that we're 21, what's next?

For over two decades, theTrustees Association has workedeffectively to establish the importanceof local control of Illinois community colleges. When the colleges

needed financial support, we were there. When their programs

were under attack, we defended them. Whenever commii,...nnt to

equity and equal access were in jeopardy, ICCTA responded

effectively. After two decades, we can say that we haveestablished high standards for trusteeship and college

performance.

Now that we have passed our minority, what lies ahead? I

suggest that the next stage in our organizational evolution should

be to increase participation In Trustees Association activities. In

order for this to happen, we may need to look at new ways of

providing services to our members, Trustees today are very able

people, but they are very busy -- busier than their predecessors

and they demand high-quality services provided in convenient

formats.

Over the next few months, your Executive Committee and staff

will be working to find ways we can be even more effective in

promoting trusteeship in Illinois. Instead of burdening all trustees

with ..irvey instruments, we plan to conduct short telephone

surveys of a small group of typical trustees, Using their responses,

we will target ICCTA services to meet your most pressing needs.

Of course, if you have a special concern, we are always happy to

hear from you. Feel free to give Gary or other members of the

ICCTA staff a call at any time. Or call me.

We will examine ways to identify and support promising new

leaders within the Association. We will find ways to continue and

expand our influence in Springfield and Washington, D.C. Look for

more frequent, single-page alerts and reports with specific

suggestions for action by trustees and boards. We plan to take upcontinued on page 13

most local governments in the five counties surroundingChicago (Du Page, Kane, Lake, Will and McHenry) will limitproperty-tax increases to 5 percent or the rate of inflation,whichever is less, effective Oct. 1. However, the caps donot apply to some municipalities, such as "home rule"cities with populations of 25,000 or more, and voters candecide to raise their taxes above the 5-percent limit.

Capital projects

No community college capital projects were approvedfor FY 1992. On!y $3.6 million in repair and renovationgrants for community colleges were recommended by theGovernor and approved by the General Assembly.

Open Meetings Act

The only open-meetings legislation to survive the 1991session was the ICCTA-supported Senate Bill 89, whichallows meetings of all public bodies discussing theacquisition cr disposition of real estate to be held in closedsession. Dropped were provisions requiring thetape-recording of closed meetings and imposing civil fines

for violations.

Out-of-district tuition waivers

Also sent to the Governor was House Bill 1024, whichpermits a district to charge in-district tuition to certainout-of-district students employed in the district for at least35 hours per week. The bill also allows communitycolleges to access the State Comptroller's office to collectbad debts under the provisions of the Bad Debt Act.'

the appointment is made within four months of thatelection. In such a case, the appointee serves through theelection until the following election two years later, at whichtime the seat is up for the balance of the term. Gov. JimEdgar is expected to sign SB 433 into law.

SURS study

Senate Resolution 233 was adopted by unanimousvoice vote, requiring the State Universities RetirementSystem to study and make recommendations for earlyretirement options. SURS has commenced the study.

Nursing board

HB 1983 adds two baccalaureate nurses to the statenursing committee, thus reducing the associate-degreeshare of representation. Trustees and presidents shouldwrite Gov. Edgar and ask him to clarify the language of HB1983 to preserve ADN representation.

Other bills now before the Governor

Audit tax: HB 908 clarifies existing law that permitscommunity collepas to levy a tax to pay for annual audits.

SURS: HB 1620 allows colleges to place part-timeemployees under SURS.

Labor: HB 177 allows damages for frivolous suits andoffers a very restrictive definition of "short-term employee."

Illinois shines at ACCT's Centra' iegional Seminar

What do you do when you throw a birthday party and

EVERYONE shows up?

That's what happened on June 27-29 as 500-plusMidwestern trustees joined the Illinois Community CollegeTrustees Association at its 20th anniversary convention inChicago. Adding to the spectacular turnout was theAssociation of Community College Tn.stees' CentralRegion Seminar held the same weekend -- the first timethat an ACCT regional seminar had been combined with astatewide trustees conference.

The festivities opened with a special birthday presentfrom Chicago Mayor Richard Daley, who proclaimedThursday, June 27, as Illinois Community College TrusteesAssociation Day in the Windy City.

Illinois' strong presence continued throughout thethree-day event as Elgin Community College's John Duffywas named Trustee of the Year in ACCT's Central Region.

An expert on community college issues at the national

level, Duffy is a past chair of the ACCT/AmericanAssociation of Community and Junior Colleges' JointCommission on Federal Relations. He currently heads the

ICCTA's Federal Relations Committee.

Convention-goers also honored the Illinois system's

outstanding faculty and graduates at a standing-room-only

Chicago real estate entrepreneur Dempsey Travis told ofhis successful struggle agsInst discrimination andilliteracy during Saturday's luncheon.

awards banquet on Friday (see Alumni Award photos on

page 6).

Job-training counselor Eldon L Rohlfing received theICCTA Pacesetter Award, which is given to an Illinoiscommunity college alumnus who graduated within the pastfive years. For the second year in a row, the Distinguished

Alumnus Award was shared by two illustrious alums:Berwyn city treasurer Mary H. Karasek and educator Dr.William H. Matchett. City Colleges of Chicago graduateGwendolyn Brooks, the recipient of a special ICCTAMeritorious Service Award, dazzled the audience byreciting from memory several selections of her

Pulitzer-Prize winning poetry.

The banquet also featured Patricia J. Kinney, winner ofICCTA's statewide 20th anniversary essay contest, whoreceived a plaque and a full-tuition scholarship for fall 1991

(see page 7).

Illinois' "third-decade" trustees and presidents -- whohave served their colleges for 20 or more years -- weresaluted during the annual ICCTA Board of Representativesmeeting on Saturday. In addition, former trustee RobertDintelmann and retired president Dr. Leon "Bud" Perleyreceived Certificates of Merit for their contributions to

ICCTA and the statewide system. Former TrusteesAssociation president Judith Madonia, now a member ofthe Illinois Community College Board, became theICCTA's 50th Honorary Member (see photos below).

New to both ACCT and ICCTA this year was thepopular Taste of Illinois Community Colleges exhibit hall,which attracted two dozen displays and hundreds ofadmiring spectators. Among the most popular (or unusual)exhibits: Kankakee Community College's communitycollege trivia game, the College of DuPage's internationalfood samples, Lewis and Clark Community College'scomputerized photography, William Rainey HarperCollege's cholesterol screening, and Joliet Junior College's

free marigolds.

But the weekend wasn't all fun and games. Thecombined conference lived up to its advance billing as amajor professional development activity for communitycollege trustees.

Participants could choose from among two dozenworkshops and roundtable sessions for information andideas on ways that boards are coping with the challengesfacing community colleges in the 1990s. Some of theissues covered: presidential ethics, tax abaqment, facultydevelopment, and media relations.

Dr. Judith Eaton's keynote address provoked muchdiscussion on the role of trustees in improving communitycollege transfer rates (see page 8 for a transcript of her

presentation).

Last year's Distinguished Alumnus Award winnerDempsey Travis attended the 1991 ICCTA convention asSaturday luncheon's featured speaker. Drawing on hispersonal experiences as an African-American in awhite-dominated society, he exhorted trustees to take the

lead in promoting cultural diversity on campus.

Lastly, Illinois trustees also conducted some ICCTAbusiness with the election of association officers for the

1991-92 year.

William Rainey Harper College trustee Barbara Bartonof Palatine assumed the presidential gavel from PrairieState College trustee Dr. James H. Griffith of Homewood.Elected vice president was Jeanne Blackman ofSpringfield, a Lincoln Land Community College trusteewho will serve as 1CCTA president in 1992-93.

Belleville Area College's Kay Bennett of Belleville wasnamed to the post of ICCTA secretary, while OaktonCommunity College trustee Ralph Goren of Wilmette waselected association treasurer.

The Danville Area Economic Development Corporationwas established as a direct result of board action regarding

the problem of a declining economic base. The EDC is asuccessful permanent agency that actively pursues newbusinesses as it works on expansion of established firms.To address specific needs of local business and industry,the board initiated three new programs.

The Labor-Management Council was formed by the

DACC board with funds obtained from a federal grant.Danville has a large union representation which historicallyhas been perceived as adversarial to management. TheCouncil works with local firms to establish ongoingcommunication between labor and management, toencourage systematic problem-solving, and to improve

labor relations, which creates a good business

environment.

Secondly, DACC was selected to be both the federalgrant recipient and the administrative agency for JobTraining Partnership. Through this program, unemployedlocal residents and youth can receive basic, refresher or

vocational skills from DACC coupled with on-the-jobtraining for guaranteed entry into the labor force. Localfirms benefit by having qualified applicants available andby recewing certain monetary reimi.mrsements andfedera' tax credits.

The DACC Business and Economic Inscitute a

third program which responds to specifsr-tions of localfirms and citizens who desire program..esigned torefresh or train them for new work skills. For example,the GM Plant on-site classroom is an outgrowth of theInstitute's solution to ongoing training needs. Worl-shopsfor the general public lend expertise in areas of smallbusiness management techniques and specialized skills.

The board is in the formulation process of Workforce2000, which is an outgrowth of the growing concernsexpressed by local leaders in business, industry andeducation. They feel that a high school education alonewill not prepare youth for entry into the workforce due tothe computerized, high-tech advancements of businessand industry. The Workforce 2000 committee is workingwith all concerned to develop a plan which will begin inlower-level education to develop necessary criticalthinking and manual skills. DACC will also develop acontinuing course regimen that will prepare our youth for

entry into the workforce.

Illinois is a very diverse state with differing interestsin suburban, metropolitan and rural areas. For thisreason, a "community college" must be exactly that: a

college that responds to the needs of its individualcommunity through local citizens' input to the electedBoard of Trustees. Canville Area Community Collegehas definitely benefitted from many successes due tothe hard work and diligence of a local board, whichcontinues to work for the progress and betterment of theeconomic climate and the best opportunities for local

citizens.

Transfer and trustees:What do we need to know? What do we need to do?

Today I want: 1) to describe the national interest in thetransfer function and it is important now; and 2) toexamine the role of a ..Yrtn,:tunity college trustee in relationto transfer as not only IN 3 trerportant national issue, but astate and local issue as well.

There is a good deal of interest, in the early 1990s, inincreasing transfer activity among collegiate institutions.This has two dimensions:

A belief that larger numbers of students starting out incommunity colleges should go to four-year institutiort-;

* More of these students should complete abaccalaureate.

Around this simple proposition has grown up aconsiderable amount of activity.

First, there is a great deal of talk about transfer. In thecommunity college world, we hear everything from"community colleges do a poor job with transfer" to "thereare no problems with transfer." We are debating transfer

definition. We have conflicting views of community collegemission and whether we should be stressing transfer at all.We feel unfairly criticized bythe press and by four-yearschools. Some people are threatened by the transfer

discussion and emphasis.

Next, there is some action about transfer. Three areasare especially important: research, projects andgovernment.

ResearchThere are a growing number of studies of transfer

activity at the national level. These studies involveinvestigation of two federal databases, High School andBeyond (an ongoing longitudinal study of 1980 high schoolstudents) and National Longitudinal Study of the HighSchool Graduating Class of 1972.

The National Center for Academic Achievement andTransfer at the American Council on Education hasundertaken studies of academic tasks and transfer,curriculum and transfer, transfer and the baccalaureate. Itis also anticipating a study of "early" or pre-degreetransfer.

The Ford Foundation-funded Transfer Assembly, underthe leadership of Arthur Cohen and Florence Brewer, haslooked at transfer rates in 114 community colleges, andthe National Effective Transfer Consortium has studiedtransfer in 28 of these institutions.

At the state level, there is some data collection, butlimited analysis of these data to determine the results oftransfer efforts. At the insItutional level, there is someattention to longitudinal tracking of student cohorts todetermine the extent of transfer activity.

ProjectsNational projects are focused on institutional change

and modification of campus-based practices in relation totransfer. The National Center for Academic; Achievementand Transfer is the largest project. The Mellon Foundationand AT & T have also supported transfer projects.

At the state level, Transfer Centers have beenestablished, articulation agreements are being reviewed,and, generally, there is an interest in strengtheninginter-institutional relationships.

At the institutional level, thero is some revising oftransfer materials, looking at support services, andcomputerizing transfer-related information exchange.

At all levels, we are seeing expansion of traditionaltransfer support efforts and growing investment in thefaculty role in transfer framing the transfer challenge interms of curriculum content and expectations of studentperformance.

not the object of special attention in Higher EducationReauthorization Act efforts. Transfer is of some concern to

the National Governors' Association and its NationalEducation Goals Panel.

At the state level, there is increased demand for moreand better information about transfer. At the same time,additional funding for transfer is not forthcoming. Interest inarticulation agreements remains high.

In summary, the interest in increasing transfer activity isresulting in a great deal of discussion, some activity, andlimited governmental financial commitment. To date, we donot know the likely result of these efforts.

Role of the trustee

If I were a trustee . . in the 1990s . . . dealing with the

transfer issue, four efforts would be important to me:

Becoming better informed about transfer for my

institution/system;

Developing a policy role for the individual trustee in

determining the importance of transfer for my institution.This would involve attention to an institutional decisionabout whether or not to further emphasize transfer;

Determining how to support any institutional practicesdeveloped to assist with transfer and helping with an"institutional transfer agenda."

Outside the institution, fighting to meet my institution'stransfer financial and advocacy needs.

Trustees becoming informed: How?

Request an institutional transfer profile:

How many students transfer each year?

* Under what conditions?

What are my institution's transfer trends: Is transferactivity increasing, decreasing? Why?

How is transfer managed?

What is the relationship between the curriculum andtransfer?

What are institutional attitudes toward transfer?

Guard against:

* Administrative affirmation of transfer success with no

confirming evidence;

Assuming that all this national concern about transferdoes not relate to my institution;

Taking transfer ior granted.

These are some of the ways in which trustees can beinformed about transfer, make policy decisions aboutti ansfer, support institutional transfer practices, and buildfinancial support for transfer.

A final note ...

There are many important issues facing communitycolleges: ensuring adequate funding; dealing with pendlogfaculty shortages; the need for leadership development.But even among these, transfer is especially impodant. Iurge that you give very serious attention to transfer.

Transfer legitimizes access; it makes access evenmore meaningful. Transfer ensures tha community collegeis a genuine collegiate institution. Transfer makes us truly

A matter of honor codes

ISSUE: May a student who reports a breach of anHonor Code be sued for defamation?

FACTS: The college had an Honor Code requiringstudents to report dishonesty by other students. Failure toreport a violation is a breach of the Honor Code.Defendant believed that the plaintiff used a printed aidduring an examination and reported him to the HonorCommittee. After a hearing, the Honor Committee heldagainst plaintiff, and he was suspended. He sueddefendant for defamation.

The court dismissed the case, ruling that thedefendant's conduct in reporting the Honor Code violationwas conditionally privileged because:

1) the defendant had an interest in the matter by virtue

of her duty under the Code;

2) she reasonably believed the facts existed; and

3) she shared the facts with others (Honor Committee)who also had a common interest.

LESSON: An Honor Code places a duty on students. Ifthat duty is carried out, there need be little concern for adefamation charge. Vargo v. Hunt, 581 A.2d 625

(Pa.Super. 1990).

Can you restrict auditorium usage?

ISSUE: Can you impose controls on the use of yourauditorium or fine arts building?

FACTS: Hail Mary is Jean-Luc Godard's moviedepicting the birth of Jesus Christ in a contemporarysetting. It was scheduled to be shown in a theater ownedand operated by the University of Nebraska and housedwithin the Sheldon Memorial Art Gallery. The Galleryoperates independently of the university's academicprograms. The operating expenses of the theater are paidwith admission fees, university funds, and donations.

After the theater director scheduled a showing of HailMary, he received protest calls from a state senator, whosuggested that the university funds supporting the Gallery(which had been previously cut by the legislature) couldagain be affected. Other persons also protested. Withoutconsulting university personnel, the Gallery director toldthe theater director to cancel the film. A citizen then suedthe university, claiming deprivation of his constitutionalright to see the film.

The court held against the college, relying upon Boardof_Educ.islandTreesijninafrefuSchoolllistrict, 457 U.S.853 (1982) -- which dealt with the removal of books from aschool library -- that the Constitution was violated whenstudents ere denied access to ideas.

Finding that Hail Mary was cancelled because of apotential religious controversy in the uncertain context ofthe legislative dispute over continuing funding of thetheater, the court held that this was an insufficient reasonfor interfering with the right to receive information, and thatthere is less justification for a suppression of ideas in acollege setting than in a public school at the high school orelementary level. It also found tnat there was nointerference with any academic functions, because the filmwas not part of the college's academic program.

LESSON: Enact a policy dealing with your auditoriumor fine arts center. Define the terms upon which it can berented, and to whom. Don't wait until controversy developsabout the "wrong" films or art being shown or the "wrong"groups using the premises -- be ready! Brown u. RoariofRegents, 64.0 F. Supp. 674 ((DC. Neb. 1986).

The committee met Initially on July 16 to review thehistorical development of the funding plan and to discussthe current plan in detail. At that time, subcommittees wereappointed to examine funding mechanisms for the threemajor state grants to community colleges:

Credit hour funding (general operating funds providedto each college based on the number of credit hoursgenerated in a fiscal year);

Equalization funding (grants provided to addressdifferences in colleges' local property tax wealth); and

* Restricted funding (grants provided for specificpurposes, such as purchase of technologically advancedequipment, economic development activities, programsand services for special populations, and partial subsidy ofretirees' health insurance costs).

Minority enrollment up in 1990

The number of minority students ;n Illinoiscolleges and universities rose in 1990,reversing almost a decade of declining blackenrollment, concludes a recent Illinois Board ofHigher Education report. Yet minorityenrollmeW still remains low compared to the1980s, especially in graduate and professionaldegree programs.

An especially positive sign occurred in thecommunity college sector, where mostr.qIllinois' minority students are enrolled. In 1990,black enrollment in community collegeundergraduate programs grew by 12 percent,while Hispanic enrollment in such prof:flamerose by 20 percent.

Two new faces

The summer has brought two new trustees into theIllinois community college system:

* Dr. Robert Mejia, Jr., of Aledo has filled a vacancyon the Black Hawk College Board of Trustees. Achiropractor, Mejia is a Black Hawk graduate and formerpresident of its Quad-Cities Campus Alumni Association.

*Barbara Newberg of Joliet has become the ne'member of the Joliet Junior College Board of TrusteEmployed as a planner for the city of Joliet, she alsoserves as secretary of the local Historic PreservationCommission.

Both Mejia and Newberg's terms will expire followingthis fall's trustee elections.

A woman of achievement

It's been a busy month for Lincoln Land CommunityCollege trustee Jeanne Blackman. The Illinois Community College Board has re-electedRobert Sechler as its 1991-92 vice chair. Sechler hasserved on the ICCB since 1982 and was a foundingtrustee of Rock Valley College in 1964.

Lightfield's professional background includes 20 yearsof administrative and teaching experience at communitycolleges in Florida, Georgia and New Jersey. He has alsoserved as a consultant on marketing, student retention,staff development, and research and planning.

Originally from Chicago, Lightfield earned a master'sdegree in sociology from the University of NorthCarolina and his doctorate in higher educationmanagement frcrn Florida State University. He receivedthe Outstanding Leadership and Service Award fromthe Council on Instructional Affairs for FloridaCommunity Colleges.

ICCTA presents seminar on Dealing with Differences

How does one trustee, with a limited range ofexperiences, deal with the variety of cultures and lifestylesthat are present on today's college campuses?

Is it unusual to feel uncomfortable when we relate topeople unlike ourselves? What, if anything, can be done toincrease our ability to deal successfully with people whoseem different from us? What biases do we have? Howcan we best deal with them? What does it take to create acollege where people of all cultures can feel comfortablebut yet challenged to succeed academically? How manyconcessions can a good college make to cultures that donot value individual effort and passive learning?

Participants in the Trustees Association's Friday, Sept.13 seminar on Dealing with Differences: A MulticulturalPerspective will explore these issues and develop ways to:

* Define terminology related to cultural diversity;

Relating to legislative relations

You've probably noticed thatthe common thread weavingthroughout this issue of the IllinoisTrustee is legislative relations.

That's only appropriate sincethe Trustees Association'sthree-fold mission encompassesadvocacy as wall as public relations and trustee growth. But it'salso intentional, since we're entering an age of austerity andaccountability where we need to take credit for the incrediblesuccess and cost-effectiveness of our schools.

You and I know that community colleges are the most flexibleof all higher education institutions. We know that we aresuccessfully fulfilling our mission to meet the ever-changingneeds of our students and communities. But many of our stateand federal lawmakers don't know that -- and as more and moreis asked of our schools, we need to show that what we give ismuch greater than what we receive.

Our college presidents already do a good job of telling publicofficials how we're doing more with leJs. In addition, manytrustees interact with politicians as friends, neighbors or businessassociates. But we must do more, and more often -- not justduring our lobby days in Springfield and Washington, D.C.

Invite your legislators on campus; they want to see how we'reefficiently spending taxpayers' money. Ask them to be guestspeakers; they enjoy the recognition and press. Tell them "thankyou" for their support and confidence; they like hearing goodthings, and we have many good things to tell.

Show your legislators what we're doing, and get them involvedwith it. Help them to see our value, and they'll help us accomplisheven more.

More suggestions for legislative advocacy are listed on pages1 and 3. If your school has developed other innovative strategiesfor governmental relations, please share them with me or theTrustees Association staff. The more we tell our story, the more itwill be heard.

14. Don't worry if all your legislators don't support youin each of your goals and plans. You don't needunanimous support.

15. When the time comes to hand out kudos, hand thebiggest and the first to officials who were genuinely helpful.But don't forget to recognize everyone. Next time, theweaker officials might be of more help.

16. Don't ever give up on an unresponsive legislator. Inpolitics, even the dead can live again. Don't burn bridges.

17. Find some time to listen to government officialsabout their hopes for the college. Rather than trying topersuade the officials all the time, make an effort to learntheir beliefs and prejudices.

18. Pass board resolutions on subjects imrxmtant to thecollege. Deliver the signed resolution to the lawmakers'offices in person, if possible.

19. Be willing to challenge the constitutionality of newlaws or rules that adversely affect the college. Here is anarea where the board can spend public funds to affectstate or federal laws. Consider forming coalitions to pursuelegal cases affecting several colleges. ICCTA might be auseful framework for such joint efforts.

Community colleges: The great American invention

The community college environmf nt has developed anational consciousness that education is vitally importantfor everyone: that the value of education extends beyondthe preparation of young people for citizenship andemployment. Education is the heart of a nation that valuesopportunity, tolerance, responsible leadership,self-improvement and quality of lives. Community collegesare synonymous with the innovation, responsiveness andeffectiveness that makes this possible.

The community college movement originated in Illinois.Realizing that cost, mobility and personal responsibilityprevented many from pursuing education, Joliet JuniorCollege began as a commitment to remove barriers tocontinuing education. Recognizing that educationencompasses more than academics, and thatnon-traditional students benefit from enhanced educationalopportunities, the mission of community collegesexpanded.

Throughout this development, Illinois has remained theleader. Nowhere is the commitment to education through

the life-span better exemplified than by Illinois communitycolleges.

Rural and remote, with a high minority population, highinfant mortality rate and 75 percent unemployment,Pembroke Township is one of the poorest areas in thecountry. Kankakee Community College's Parent TrainingInstitute aids parents and their young children inovercoming the overwhelming odds they face. Thecomprehensive program involved four aspects: basicparent training, regular home visits, enrichment forchildren, and support groups for young single mothers.

Nutritious meals, child care, transportation and healthscreening are provkled as part of the project, as well asprograms in reading readiness, literacy, behaviormanagement and salf-esteem. In the last quarter alone,over 1,600 participated in informal groups, organizedactivities, and workshops. This program prepares at-riskchildren to begin school healthy, socially adjusted,intellectually enriched, and ready to learn.

school, providing guidance and positive role modeling. Theprograms include academic, cultural and socialenrichment. Activities expose students to the visual andperforming arts, intercultural activities, entertainment andother enriching experiences.

responsible, contributing citizens. The colleges award atuition scholarship to each student upon high schoolgraduation, so that a college education will be accessibleto them.

In a dying local economy, Black Hawk College enteredinto partnership with CASE-International Harvester. BlackHawk retrained workers and provided the expertise toupgrade technology and skills. The college's effortsrevitalized the area's economy and helper:: CASE. IH

regain its global competitiveness. Black Hawk, CASE-IH

and the United Auto Workers received a PresidentialExcellence in Partnership Award in recognition of theiroutstanding cooperation and results.

The Older Adult Institute at the Colley of DuPage is avibrant example of lifelong learning. Seniors bring enviableenergy and the wisdom of rich experiences to theclassroom, seminars and social activities. The Institute hasbecome a mecca for interaction and the exchange ofideas.

Whether they are counteracting the ravages of poverty,providing the support at-risk students need to continueeducation, retraining workers, offering older students achallenging environment for discovery and dialogue, orproviding quality education to traditional college students,our Illinois community colleges fulfill the promise ofeducation for all throughout the life-span. The dream hasbecome a reality.

Education secretary praises colleges' workforce preparation

U.S. Secretary of Education LamarAlexander recently gave a pat on the back tocommunity colleges, praising one school'sinnovative project as a way to "create a nationof students instead of a nation at risk."

Speaking at the National Conference ofState Legislatures' annual meeting, the formergovernor and university president described a"skills and knowledge gap" that hinders U.S.competitiveness in a global economy.

"We forgot another lesson of the 1980s:That it's not just children who have to learnmore to be able to do more," Alexander said. "Itis the moms, the dads, going back to school --

the American workforce.

"If the year 2000 is important to us, and acompetitive workforce is our problem, 85 percentof the people who are going to be at work in theyear 2000 are already at work today. So we caneducate our children until we're blue in the face,and we won't have solved our problem by the year2000 unless we go back to school, too."

As one example of workforce retraining,Alexander cited a skills center jointly run by avocational school and a community college inGrand Junction, Colo., that are "working togetherto help working people come back in, find out whatthey don't know and are able to do."

A reader responds:

Stop defining "pre-collegiate" as "undergraduate"

I would like to expressmy disappointment in theIllinois Board of HigherEducation's 1991 Reporton Minority StudentParticipation in IllinoisHigher Education, as wellas the summary of thisreport which appeared inthe July/August issue of the Illinois Trustee. Since theinception of this report, I have indicated concernsregarding the representation of data relating to theHispanic and other minority enrollments in highereducation.

Accurate monitoring of the progress of minoritystudents at the college level is the only way that we, ascitizens and elected officials, can determine the status andthe problems of this population in the state's current highereducation system. Furthermore, it is the proper treatmentof this data which can lead to the correction of thepredominantly unsuccessful transfer programs of minoritystudents into certificate and degree progfams.

It is for these reasons that, at the end of this year'slegislative session, I wrote a letter to Director RichardWagner of the Board of Higher Education. In it, I

expressed my concerns about the presentation of figuresrelating to Hispanic participation rates in communitycollege programs of adult basic education and English as asecond language. Specifically, this report and subsequentsummary in the Illinois Trustee inappropriately categorizestudents enrolled in these programs as "undergraduates."It is not until page 21 of this report that one learns thatcommunity college undergraduate enrollments include"pre-collegiate" program participation.

As a result of this omission, neither the media nor yourrecent summary have noted either of the following:

* Of the 32,763 Hispanics enrolled in community

colleges in 1990, more than 23,265 (70 percent) do not yethave the necessary skills to graduate from high school orsuccessfully complete a GED examination. This iscompared to only 13 percent of the total student populationwhich is enrolled in such adult basic educationcoursework.

Of those Hispanic students enrolled in "pre-collegie te"programs, as many as 65 percent do not yet have the s ;illsto graduate from junior high school.

Should we be defining students struggling to read thirdgrade-level rnater;als as "undergraduates"? For the sake ofpainting a truly accurate picture, I think not.

I am not disputing the fact that these "pre-collegiate"programs are a vital component of community collegeprograms available to the citizens of this state, particularlythose from minority and disadvantaged populations.However, to group individuals who might have difficultyreading this newsletter in with "undergraduate" students, inmy opinion, is extremely misleading.

I have recommended a format which removes"pre-collegiate" enrollments as part of the total"undergraduate" enrollment data and reports these figuresin a separate category, as are elementary and secondary

Hazardous wnste management:No more 'out of sight, out of mind'

Did you know that as little as 100 kilograms ofnon-acute hazardous waste (equivalent to about 220pounds or 25 gallons) generated by a community collegemay generate a legal problem for you? If you generate 1kg. (about two pounds) of hazardous waste, you may alsobe in trouble. since even that small an amount ofhazardous waste requires you to meet disposal standards!

What Li hazardous waste? It is any solki, liquid orcontained gaseous material that may cause injury ordeath, or damages or pollutes land, air or water. What cancommunity colleges do with their waste? It depends uponthe quality and frequency of your generation.

If a community college generates more than 100 andless than 1,000 kg. (between 220 and 2,200 lbs., or about25 to under 300 gallons) of hazardous waste and no morethan 1 kg. of waste categorized "acutely" hazardous wastein any month, it is a "small quantity generator."

In such a case, the community colleie is required tocomply with Environmental Protection Agency treatment,storage and disposal regulations. It must fill out aNotification of Hazardous Waste Activity form and file itwith the EPA. That form explains how the college iscomplying with the treatment, storage and disposal of thatwaste. When the college gets ready to transport wastesoff-site, it will need to complete a Hazardous WasteManifest form.

The first rule: Identify all hazardous waste. This mayrequire the college to hire a hazardous waste consultant todetermine what hazardous wastes the college isgenerating. Every potential generator must be identified,frc:m the laboratories to the custodial staff. After thesources are located and the amount of waste determined,you will know whether you generate enough waste to be a"small quantity generator or whether the amountgenerated means you are free of regulations.

Even if you are not subject to regulations, anotherpitfall looms: accumulation. If you accumulate more than1,000 kgs. of hazardous waste on your property, then youbecome subject to all the requirements applicable to 100 -1,000 kg./month generators.

It is imperative that colleges effectively manage theirhazardous wastes. Ignoring the problem will lead to legal

Is there ever a good time to ask people for money?When it comes to property tax increases, some times areworse than others.

As amended in 1981, Illinois election laws provideschool boards -- including community college boards --with a limited choice of times to seek voter approval of taxincreases. A school board may place up to threepropositions on the ballot at any of five regular electiondates in each two-year cycle.

In the decade since elections were first consolidated,none of those five dates has emerged as clearly the besttime to seek a tax increase. However, several dates haveprovided community college boards with somewhat moresuccess than the other three, and neither of those dates isthe most frequently used.

Even-numbered years include two dates when schoolboards may put finance propositions on the ballot -- thegeneral primary (first Tuesday in March) and the general

election (first Tuesday after the first Monday in November).

Odd-numbered years provide three such dates -- theconsolidated primary (last Tuesday in February), theconsolidated election (first Tuesday in April), and thenon-partisan election (first Tuesday after the first Mondayin November).

Community college trustee elections are held at thenon-partisan date in November of odd-numbered years,such as this year. The November of even-numbered yearsis reserved for state and federal elections (i.e., president,Congress, governor, state legislatures).

At the 25 election dates available since November1981, community college boards have put a combinedtotal of 60 proposals on the ballot to increase propertytaxes. Of those 60 proposals, 21 won voter approval and39 were defeated -- a success rate of 35 percent.

In contrast, the Illinois Association of School Boardshas found the opposite trend in its study of tax referendatiming. "Varied results among the five election dates suggestthere is no one 'best' date," the IASB concluded. "Rather,results seem to affirm the adage that the best time to seeka tax rate increase is when voters have been convinced of

the need."

2,673 grievances were processed through AAA fromJanuary through October 1990. Of those cases, 30.54percent of the grievances were upheld, while 51.29percent were denied. Employers were represented by legalcounsel in 82.46 percent of the cases, while unionsemployed legal counsel in 55.96 percent. Briefs were filedin 64.96 percent of the cases,

The recently released 1990 statistics of the FederalMediation and Conciliation Service report that there were5,288 awards handled by FMCS throughout the UnitedStates. Ohio was the state with the highest number ofawards (583); Illinois had 335 awards. Discharge anddiscipline cases constituted 52 percent of the cases.

Finally, a word about arbitrators. There are 3,000arbitrator members of the American ArbitrationAssociation. However, only 898 arbitrators, or 30 percent,heard the reported cases.

Of the 30 percent, 87 percent heard 10 or fewer cases,and 13 percent of the arbitrators heard the majority of allcases. FMCS' average per diem rate for arbitrators was$448.24. The average fee per case was $1,612.56.

By the way, are you ever tempted to withhold anarbitrator's fee because of a bad award? In RaffiL_Maggio,743 F.Supp. 147 (E.D. N.Y. 1990), the loser refused to paythe arbitrator, claiming the arbitrator was too cozy with theunion. The court awarded the arbitrator his fee plusattorneys' fees.

96 trustee seats up this fall

A total of 96 community college trusteeseats will be on the ballot during the Nov. 5non-partisan election.

Seven of those seats are in the BellevilleArea College district, where the entire board(except for the student trustee) is up for electionor re-election. Legislation passed in 1987mandates that BAC trustees be elected bygeographic subdistrict, beginning this year.

The case of Northland Community College

This case study is one of seversi used in theICCTA/Presklents Council's Board/CEORelations seminar to encourage discussion onways to enhance the board/presidentenvironment. The answers are up to you.

Founded in 1965, Northland Commenity College haddeveloped steadily under the leadership of Dr. Fred Furst,its original president. Furst had oriented and tutored all themembers of his board and had never been formallyevaluated. In January 1985, President Furst told the boardof trustees that he was planning to retire on June 30, 1985,and move to Arizona owing to the sudden and very seriousrespiratory illness of his wife.

The board immediately set about the task of finding asuccessor. Several local candidates emerged. Prominentamong them was Dr. Ben A. Dean, longtime vice presidentfor academic affairs. The board's selection committeeinterviewed Dean and two other internal candidates, as

well as three external ones. In May the board announcedits decision to hire Dr. Hy Mano, president of LakeUniversity in Athens, Ohio.

Mano brought his own secretary and assistant to thepresident to Northland, and within six months had askedvice president Dean and the other two vice presidents tostep down. He announced "a new direction" for the collegeand promised to reorganize its academic departmentwithin 12 months in order to bring the college budget intoline with diminished revenues resulting from decliningenrollments and falling property tax values.

As usual, the academic reorganization did not gosmoothly. Department chairs fought to retain their positionsof authority, and consolidation of departments wasuniversally condemned. After hearing the reorganizationplan debated by faculty and president, the hoard sidedwith the president and enacted his proposals. Privately andin closed session, they expressed their unhappiness overthQ 'act that the president had created an immediatebreach with what had been a very friendly, supportivefaculty. Mano responded by reminding the board that theyhad hired him to administer Northland, and that their jobwas to support him in his role.

Almost immediately, the hoard members started toreceive anonymous letters citing presidential misconduct.President Mano's budget and enrollment projections wereroutinely and sometimes publicly questioned by faculty andstaff. Conce.. ed, board members told the president theyexpected him to quiet the scene and soon. Unfortunately,the rancor and disharmony only increased. One boardmember was heard to lament that the college never hadthese problems with President Furst.

Finally, after two years of Mano's administration, theboard emerged from one of many closed sessions with thepresident to announce it had hired a retired collegepresident, Dr. Clay Fete, to visit the college to conduct a"presidential evaluation." In the closed session, PresidentMano had refused to cooperate with the board in settingup an evaluation during a period of "institutional distress."

Fete visited the college on July 31 and August 1, andthen flew home. He sent the board a two-paragraph report.In the first paragraph, he distributel blame evenly betweenthe board and President Mano. He chided the board for

not giving Mano direction or support. He criticized Mano forimplementing a college reorganization plan in anon-collegial manner, without accepting input from faculty,staff and students. In the second paragraph, Fete set out atimetable for remediation and suggested broadly that Dr.Mano should begin looking for another position.

When pressed for a copy uf the evaluation, the boardresisted. A college newspaper roporter filed a "freodom ofinformation request," and on the last possible date forcompliance the coHege handed over a copy of theconsultant's report. "MANO TOLD: SHAPE UP OR QUIT"was the front-page headline in the college newspaper laterthat week, Faculty meetings were held to exploit thepresident's obviously weak position with the board.

A year later, the situation had not improved. Mano wasremoved from office. He immediately sued the board for"irrevocably harming" his professional reputation.

I nowhope that the exact nature of these enrollment figures willbe more prominently reported and discussed further infuture reports.

I am confident that neither the Board nor the TrusteesAssociation is interested in misleading the public aboutthe true status of Hispanic and minority enrollments inIllinois colleges and universities, and I look forward to amore accurate presentation of the data in next year'sreport.

Ana Alfaro came to the College of Du Page this fallseeking aademic opportunity and friendly faces. Shefound both -- or more accurately, both found her duringCOD's 25th anniversary observance.

On just her third day at the school, Ana was theamazed recipient of a giant-sized certificate granting ayear's free tuition at COD. College officials presented herwith the gift in honor of her enrollment as COD's 500,000thstudent.

"After I told my husband about my eventful third day atCollege of Du Page," said Ana, "my husband told me tobuy lottery tickets on the way home. He thinks I'm prettylucky to be at COD, and so do I."

A convertible education

As a tie-in to KankakeeCommunity College's 25thanniversary, the school'sfoundation is raffling off arestored 1966 Ford Mustangconvertible. Only 500 raffletickets will be sold at $100 each,guaranteeing that the odds ofwinning are no more than 1 in500. Proceeds will support KCC's scholarship program.

Strengthening institutions

Two southern Illinois community colleges are the luckybeneficiaries of more than $4 million in federal grr ntsoffered by the U.S. Department of Education.

Shawnee Community College will use its five-year,$2.4 million Strengthening Institution Program Grant to setup a learning assistance center for students; computerizeits management information system; create a resourcedevelopment office; and pay for additional computer andsoftware equipment. Rend Lake College will use its $1.5million grant to implement a corn s'er-assisted basic skilis

program in math, reading and writing over the next fouryears.

Both schools had sought the highly competitive grantsince 1987. This year, only 57 of 459 StrengtheningInstitution Program Grant applications were funded.

News flash: A tuition decrease

Triton College tuition will return to its former level nextspring, thanks to increased tax revenues generated byhigher property assessments in several communitiesserved by the school.

The rollback rescinds an increase of $2.50 per credithour that was instituted this semester, bringing tuition backto the $36.50-per-hour rate charged in 1989.

A catalog of education

Thinking about completing a degree or startinganother? A consortium of public and private colleges hasprepared a joint catalog of course offerings in Chicago'snorth suburbs.

The 32-pag, catalog offers a directory of upper-divisionand graduate classes in such subjects as business,human resources, development, and education. Alsoprofiled are the region's three community colleges(College of Lake County, Oakton Community Collegeand William Rainey Harper College), nine privatecolleges and universities, and four public universities.

northwest suburbs, six universities and communitycolleges are joining forces to bring baccalaureate degreeprograms to Chicagoland students.

Under the plan, students with associate degrees couldtake upper-dN'sior courses at one of three areacommunity colleges (College of Lake County, WilliamRainey Harper College or Oakton Community College).Facultv from the three participating universities (BaratCollege, Northeastern Illinois University, and DePaulUniversity) would teach the courses, rotating to a differentcommunity college campus each year.

Students would pay the tuition rates of the four-yea rschool providing the class. But any class in the programwould count toward a bachelor's degree in social sciencesat any of the three universities.

The program, which is believed to be one of the first ofits kind in the nation, is expected to begin offering coursesas soon as spring 1992.

Accreditation accolades

A trio of Illinois community colleges -- ElginCommunity College, McHenry County College andWilliam Rainey Harper College -- are among the firstgroup of institlitions to be accredited by the newAssociation of Collegiate Business Schools and Programs.

ACBSP certification signifies that the designatedinstitution's teaching/learning process and degrees meetthe high standards of quality established by theassociation.

The economics of counseling

A sign of the times: Not only is Shownce CommunityCollege helping unemployed individuals willresume-writing, interviewing, and career.cronging tip, butit has joined with the local Job Training Partnership Act'sDislocated Workers Program to provide free "pre-layoffcounseling" to area employers faced with staff reductions.

From pink slip to pay check

The Dislocated Worker Program at Lake LandCollege is also drawing attention -- this time nationalacclaim from Time magazine.

Lake Land graduate Linda Drumm was featured in anarticle in Time's Sept. 9 business section entitled"Permanent Pink Slips." As a single parent who began anew career at age 50, Drumm cited the Lake Landprogram for motivating her to succeed. "When I was atLake Land, I never had a professor tell me I couldn't do it,They took time to help me, explain something if I didn'tunderstand it, and they encouraged me," she said.

Drumm's -- and Lake Land's -- success has also beenrecognized at the state level. In 1990, she was awardeJthe Job Training Partnership Act Participant State Award.

College officials hope that the success stories of LindaDrumm and others like her will pay off in another, morecrucial way on Nov. 5: For the second time this year, theschool is trying to win voter approval for a 12.5-centincrease in its Education Fund. The college had asked forthe same amount last April plus a 4.5-cent increase in theOperation and Maintenance Fund, but was turned down by

a 2-to-1 margin.

Voters elect 44 new trustees to the 'Class of 1991'

More than a third of Illinois' electedcommunity college board seats wereon the ballot in November. Who arethe 97 trustees who were elected orreturned to office on Nov. 6?

had served previously on her localcommunity college board, including aterm as student trustee. Two of the 53returning board members also firstserved as student trustees.

ICCTA is sponsoring a one-day orientation for new and

returning board members on the basics (and not-so-basics)

of good trusteeship. Page 5 has more information.

Based on data supplied by thecolleges, Illinois trustees are asdiverse as the community collegesthey govern.

On the average, though, thisyear's new/returning board member isa 50-year-old white male incumbentwho owns and/or operates a smallbusiness.

Other characteristics include:

Of the 97 trustees whose termsexpired in November, 70 soughtre-election. Of those, 17 incumbentswere defeated; 53 won re-election (fora 76-percent return rate).

" Forty-four of those winning board

seats were non-incumbents.

* One of those 44 new trustees

*Three trustees are formercommunity college administrators orinstructors.

* Ages of the newly elected orre-elected board members span from

33 to 75 years of age.

*Women were elected orre-elected to 25 of the 97 board

vacancies.

*One Hispanic and fourAfrican-American trustees wereelected or returned to office.

* Most of Illinois' new trustees areself-employed or small-businessowners. Other occupational fieldsrepresented by the Class of 1991include law (including a legalsecretary and a law student),government/municipal administration,

farming, banking/finance, and realestate sales.

* A dozen new or returningtrustees have retired from theworkforce.

* At least 19 board members arecommunity college alumni. In fact, allthree of the Sauk Valley CommunityCollege trustees elected on Nov. 6proudly claim the school as their alma

mater.

What makes an ethical trustee?

According to a recentfront-page headline in theChronicle of Higher Education ,

"State Leaders Join Drive toImprove Standards and Trainingfor Trustees" (Dec. 11, 1991).New trustees might be surprisedto learn that standards oftrusteeship are being discussed in the wake of a number ofscandals involving community college boards and boardmembers.

For example, a Ventura, Calif., trustee was convicted for"double dipping" on his expense claims. An El Rukin gang leaderrevealed plans to offer kickbacks to community college boardmembers. A trustee became romantically involved with a collegeemployee. Board members leaked confidential information to thepress.

These are not the wild imaginings of a soap opera writer. Theyare actual occuirences, and they underscore the need forcommunity college trustees -- both new and experienced boardmembers -- to rededicate themselves to the principles of ethicalconduct,

Ethical trustees, to paraphrase Peter Drucker, seekresponsibility rather than privilege. They think of themselves as"servants" of the people. They care for others. Ethical trusteesspend time ruminating about what Michael Josephson calls thevalues of a committed, responsible life.

Legality is one of these principles. Laws bind togethermembers of society, and trustees ought to have a deep andabiding respect for the law. Winking at wrongdoing should haveno place in the boardroom.

An ethical trustee is fair and seeks to do the right thingdespite the personal cost. Ethical trustees strive to be honestand open. When, for ethical or legal reasons they cannot revealinformeon, they say, "I'm sorry, I can't talk about that right now."People understand.

New trustees seminar offers tips on trusteeship

If you are a new trustee trying to learn more about yourresponsibilities as a board member -- or a veteran trusteewho wants to brush up on some basic skills -- then theIllinois Community College Trustees Association's NewTrustees Seminar is designed with you in mind.

This intensive one-day orientation is presented everyother year after the November election for communitycollege board seats. This year's program is set for Friday,Jan. 17, 1992, aL the Ramada Renaissance Hotel inSpringfield.

In a repeat performance from 1990, the seminar willfeature a two-part session on The Five-Tier Trustee byRay Hartstein, founding and current chair of the OaktonCommunity College Board of Trustees. Hartstein servedas president of the Illinois Community College TrusteesAssociation from 1978 to 1980 and received theAssociation of Community College Trustees' CentralRegion Trustee Leadership Award in 1986. ICCTA offers ways of Coping with Reduced Resources

One of the biggest challenges facing today's boardchair-and-college president team involves how theircommunity college can fulfill its mission despite fiscal hard

times.

Led by nationally acclaimed researcher Dr. Richard L.Alfred of the University of Michigan's Center for HigherEducation, both chairs and CEOs can explore survivalstrategies at the Illinois Community College TrusteesAssociation's Jan. 17, 1992 seminar on Coping with

Reduced Resoumes.

An author and consultant on community college issues,Alfred has written numerous articles on institutionalmanagement and effectiveness, including the appropriately

titled book Coping with Reduced Resources.

Alfred's keynote presentation on Resource Decline:Problems, Politics and Strategic Responses will review thecauses of the current recession and show the importanceof setting priorities by sharpening the college's mission.

Helping to put higher education

within the reach of middle-income families

As our world becomesmore complex and relianceon technology increases,there is an enhanceddemand for those enteringthe job force to have skillsacquired throughpostsecondary education.However, middle-incomefamilies are finding it increasingly difficult to pay the costsof higher education for their children.

Over the past 10 years, we have witnessed an erosionin federal aid to higher education. Education funding, as ashare of the total federal budget, fell from 2.3 percent to1.7 percent between 1989-90. This has had a devastatingimpact on the children of working families across thenation who are being squeezed out of the chance tofurther their education.

This fall, Congress will be considering thereauthorization of the Higher Education Act -- omnibuslegislation that authorizes both Pell Grants andGuaranteed Student Loans. Under proposals submitted bythe Bush administration, individual Pell Grants would beincreased, but only for families with incomes under$10,000.

In addition, to finance this increase, President Bushwould eliminate 404,000 students from eligibility for thesegrants. This short-sighted approach to the problem ignoresthe financial strain middle-income families face whenpaying for higher education.

The weafthiest in our nation can afford to send theirchildren to any college in the nation, and the very poor --those making under $10,000 a year -- qualify for federalstudent assistance. It is the middle-income men andwomen of this country who have been ignored by the

government. The time has come to give them the helpthey desperately deserve.

I am cosponsoring several bills in Congress that aim toput higher education back within the reach of middle-income families. These bills will help those students whowish to attend a four-year college or university as well asthose looking to a community college for continuingeducation.

First, the Middle Income F..4..ident Assistance Act of1991 would extend federal student aid programs tomiddle-income and working-class families. The bill wouldremove the current demonstration of need for familiesseeking Stafford Loans, thus making these loansaccessible to all high school graduates. Additionally, homeequity and the family farm would be removed from thecalculation of need for Pell Grants.

Also under this proposal, the Secretary of Educationwould no longer be able to reduce maximum Pell Grantamounts after Congress had established a ceiling throughthe appropriation process.

This bill is a positive step toward helping workingAmericans send their children to college. Working familiesare caught in the middle of the federal financial aidprocess since they often don't qualify for aid but have a

Under current law, families must go through acomplicated needs test to qualify for the Stafford Loanprogram. And once they qualify, they cannot use the loanto meet family contribution requirements for other studentaid programs. Further, family farm and home values arenow counted in determining eligibility for student aidprograms, which often causes families to take out asecond mortgage on that home or farm.

The second bill, the Income-Dependent EducationAssistance program, would make loans more accessible tomiddle-income students while addressing the issue ofstudent loan default. Under this bill, all students would beeligible for a loan of up to $70,000. It establishes a

There would be flexibility for those who changejobs, become ill, or take time off to raise children. And theloan payments would be deducted from a borrower'searnings by the Internal Revenue Service.

Finally, the Middle-Income Higher Education SavingsAct would allow parents to contribute up to $1,000 a yearto a child's education trust account. The contributionswould be deductible from taxable income, as would theaccrued interest on this account, provided that the funds

were used to finance undergraduate education. So, if afamily started an account at the birth of a child andcontributed $1,000 a year at 8 percent interest, theaccount would accrue to $3:(,450.

As the debate heats up in .Congress, I will be workingto include these measures in the Higher EducationReauthorization bill. It is vital to both the future of ourchildren and our nation's economic competitiveness thatwe help make higher education available to all students.

Our children must be able to compete in a high-tech,global economy. These measures are a step in the rightdirection toward putting higher education within the reach

of more students, thus increasing the number of highlyskilled workers in this country.

In addition to the children of middle-income families,the workers themselves often find it difficult to return toschool later in life. I am cosponsoring another bill thatwould make permanent a provision of our tax code thatallows employer-provided tuition assistance to be excludedfrom an employee's gross income. Providing this tax reliefwould encourage working Americans to go back to school

to update their skills and boost their careers.

These bills make good sense. Not only would they helpmiddle-income families and workers afford highereducation, they would encourage savings and help reducestudent loan defaults. After a decade of neglect, it's time todramatically improve many aspects of our educationalsystem. These proposals are Important pieces of the

solution.

An attorney, Richard J. Durbin began his politicalcareer in 1966 as an aide to then-U.S. Sen. PaulDouglas. He later served as a staff member andparliamentarian for the Illinois Senate. Elected toCongress in 1982, Durbin sits on the influential HouseAppropriations Committee as well as the HouseBudget Committee and Select Committee on Children,Youth and Families. In 1990, the National Journalnamed him one of Congress' 11 "Rising Stars."

Board members: Ask the right question

A rubric of governance is that a board acts only as anentity. Thus, a board member has no power as anindividual -- 1111, or her power is derived from being part ofthe board.

That conclusion certainly is correct, but things aren'tquite so simple. Consider the Congress, for example.

All of these special circumstances -- the list could go onand on -- impinge upon an individual's power in the ;louseof Representatives and, I submit, also in a school board.

There is, for a board member, a wellspring of powerthat usually is not recognized. It consists of two elements:the "power of the question" and the "power of persuasion."

A truly successful board member knows how to ask theright questions.

Every proposal placed on a board meeting table has animpact upon programs, students, personnel, and moneywithin the budget.

The person who makes proposals to the board has theburden of explaining the current nd projected dimensionsof those proposals.

These two facts -- the questions about proposals thatneed answers and the responsibility of the personadvocating proposals to answer such questions -- set thecontext. Board members who hone their skills to formulatequestions soon will develop an aura of power and makethemselves a formidable and influential presence on theboard.

Of course, like any power, the "power of the question"can be abused. The abuse usually takes the form of usingthe "power of the question" as a dilatory topic or to sowconfusion or to advance disharmony through a subtle kindof demagoguery.

When a member submits irrelevant questions orendless lists of queries that gobble up valuable time of theadministrator or his or her staff without the generation ofmeaningful information, the majority of the board canintervene.

When the proper use of the "power of the question" iscoupled with the "power of persuasion," an individual --whether a member of Congress, a state legislator, or aschool board member -- can build enormous power andrespect. Such an individual not only knows how to plumbfor all the facts of a proposal but also how to effectivelyadvance a thumbs up dr down to it.

April is Illinois Community College Month! In honor ofthis special event, the Illinois Community College TrusteesAssociation is again sponsoring its statewide essaycontest on How My Community College Is Changing (orHas Changed) My Life.

There are nasty thingsbeing said on collegecampuses. Racialepitaphs, sexual remarksand discriminatory conductseem to abound, This wasthe view of the Universityof Wisconsin, which passed a student conduct code tocontrol such speech.

The code provided:

The university may discipline a studentin non-academic matters in the followingsituations . . . . (2)(a) For racist ordiscriminatory comments, epithets orother expressive behavior directed atan individual or on separate occasionsat different indiv:duals, or for physicalconduct, if such comments, epithets orother expressive behavior or physicalconduct intentionally: (1) Demean therace, sex, religion, color, creed, disability,sexual orientation, national origin, ancestryor age of the individual or individuals;and (2) Create an intimidating, hostileor demeaning environment for education,university-related work, or other university-authorized activity.

The code was declared invalid in The UWM Post Inc.v. Board of Regents of the University of WisconsinSystem --F. Supp--(DC EWis 1991).

The court stated the accepted rule of law. Fightingwords are not entitled to First Amendment protection.'Tule fighting words' doctrine embraces speech which, byits very utterance when directed at a person, tends toprovoke violent resentment resulting in an immediate

breach of peace, Chaplinsky v. New Hampshire, 315U.S. 568 (1942) and Cohen v_Cal., 403 U.S. 15(1971).

The Wisconsin code was invalid because the codeprohibited speech which was racist or discriminatory, butdid not require that the utterance of such speech mustcause an immediate breach of peace. The code alsoprohibited language which created an intimidating ordemeaning environment, but the creation of this type ofenvironment is not within the fighting words' doctrine.

Strikes plague Carl Sandburg, Joliet

Carl Sandburg College trustees have approved atwo-year collective bargaining contract for full-time facultyfollowing a 12-day strike that forced cancellation of classeson the Galesburg campus.

Meanwhile, negotiations continue at Joliet JuniorCollege, where union faculty members held a five-daywalkout in early December. That strike ended when theIllinois Educational Labor Relations Board agreed with tP..1,10 board's charge that the strike was illegal and anextreme hardship upon students, especially thosepreparing for state nursing exams.

The two strikes were the first to affect the Illinoiscommunity college system in five years.

McHenry takes off as FAA training center

McHenry County College is flying high! The FederalAviation Administration has named the institution as theonly community college in the Great Lakes Region -- andone of just seven nationwide -- approved for FAAelectronics training.

The centers are part of the FAA's plan to train highlyskilled electronics technicians without requiring students totake entry-level courses at the agency's training facility inOklahoma.

ICCB lauds substance abuse programs

The Illinois Community College Board has cited threecommunity colleges -- the College of Lake County, ElginCommunity College, and South Suburban College -- fortheir outstanding substance abuse educat'ion andprevention programs.

In 1990, the ICCB set the goal of assisting the state'scommunity colleges in establishing drug-free environmentsfcr faculty, staff and students. The three award-winningprograms are being touted as efforts that can be replicated

at colleges statewide

Colleges create manufacturing network

Four community colleges and two universities arejoining together to upgrade manufacturing technology inthe western region of the state.

The newly established Western Illinois ManufacturingService Network will include Black Hawk College, CarlSandburg College, John Wood Community College,Sauk Volley Community College, and Si RiverCollege, as well as Bradley University and Western IllinoisUniversity.

The network will build unon already existing resources,such as the Manufacturing Technology Consortium andthe U.S. Army Rock Island Arsenal, to offer a variety ofservices to small- and medium-sized firms. Clientcompanies will soon be able to contact the network forassistance with research and development, trainingprograms, technology sharing and upgrading, state andfederal funding sources, and other business serviceagencies.

commission with four other Illinois appointees representingthe Governor, the Illinois General Assembly, and theIllinois Board of Higher Education, The Commissionadministers the Midwestern Higher Education Compact,which provides for increased access, cooperation andservices among higher education institutions;

* Dr. Thomas TenHoeve, president of OaktonCommunity College, who earned the Eisenhower PeaceMedal from Sister Cities International. A longtime SisterCities supporter, TenHoeve helped establish its DesPlaines chapter;

* and to Harper College president Dr. Paul Thompson,who has been inducted into the Gustavus AdolphusCollege Athletic Hall of Fame. A graduate of theMinnesota school, Thompson won glory on the footballfield ao well as in the classroom. *Oakton Commu ,ty College recently renamed itsSkokie campus after founding and current board chair RayHartstein, a longtime Skokie resident. Fellow trustee JodyWadhwa introduced the name-changing resolution, citingthe former ICCTA president's 22 years of leadership.

Hartstein will share some of his trustee insights andexpertise at the ICCTA's New Trustees Seminar onJan. 17 (see page 5);

* Lastly, retiring trustee Dean Lundeen received asurprise going-away gift during his final board meetingat Waubonsee Community College. Board colleaguesnamed the student government room in Lundeen',..honor, recognizing his special interest in studentgovernance and his service as a student trustee atnearby Kistmaukee College during the 1970s.

Higher education negotiations and strikes in Illinois

One of us has representedmanagement in educationalnegotiations since 1973. The other isa professor of linguistics and hasspent considerable time studyingcommunications. Thus, this article is

written from both a negotiations viewand a communications perspective.

The authors certainly do not credit

or discredit either the faculty union orthe rnanagement spokespersons withpoor negotiations. In each instance,the spokespersons were sincereprofessionals attempting to effectivelynegotiate a labor agreement. Theyimpressed us with their commitmentto what was not only best for theinstitution involved, but also theemployees.

This article is addressed primarilyto trustees of community colleges inIllinois. The authors respect thattrustees represent many groups:students, faculty, staff, administrators,and the community at large. However,particularly during negotiations,trustees are viewed as more closelyrelated to the administrative functionof the college.

FindingsThe field research we conducted

revealed some interesting similaritiesin the negotiations processes andresults for the two Illinois communitycollegJs. Combined with our previousknowledge and experience withnegotiations and communications, weoffer these findings for theconsideration of trustees when theircolleges are approaching

negotiations.

Are strikes a natural process ofnegotiations, or do strikes represent a

One could assume that laborunions might use strikes as just onemore tool in their negoticlionstoolchest. Yet, when thespokespersons were asked the abovequestion, each one quickly answereda definite "No." Each commented in asimilar manner that strikes meant thatthe negotiations processes failed.Neither of the union spokespersons

The importance of consensus

During 1CCTA's Academy onBoard-CEO Relations at the1991 Association of CommunityCollege Trustees conference,participants disagreed stronglyover the issue of consensusdecision-maki. While sometrustees seemed to valueconsensus, many argued that a consensus is another word for"group think" or "rubber stamping." The issue deserves trustees'further consideration,

What should be the aim of the board during boarddiscussions? Trustees could each lock into a position and defendit. Or board members could rise above positions and personalitiesand seek the meeting of minds that is called "consensus."

Because it encourages the board to explore issues carefully,and because it allows the board to unite in order to leadunambiguously, consensus-seeking seems best to me. However,because consensus requires compromise, it is not easy toachieve. Consensus-building begins with a recognition of areas ofdisagreement. Recognizing differences of opinion,consensus-oriented chairs attempt gradually to remove areas ofdisagreement by:

1. Clarifying facts and removing misunderstandings.

2. Recognizing differences in values and analytical style.

3. Proposing compromises that allow all disputants to supporta group decision while respecting the members' differentvalues and analytical styles.

Consensus requires an extra effort from the chair andtrustees. For some principled, highly structured persons,compromise comes hard. They actually enjoy a good fight anddon't understand why any board would seek consensus.

Although consensus is not always possible, it has three veryvaluable effects.

If neither spokesperson was seeking a strike, why thendid the strikes occur?

Each of the four spokespersons used the phrase"reality" when speaking about when an agreement isreached. When the teams really understand what isimportant for the other -- what the bottom line is -- thensettlements occur. Until each side knows what that realityis, neither will settle.

What is the role of the chief spokesperson to his/her

team?

Based on our interviews, past experiences, andresearch, the role of the chief spDkesperson differssignificantly between union and management. Part of thisdifference comes from the selection of the team memberssitting at the table.

For management teams, usu -"ly the president or thespokesperson selects the team members, or they conferand mutually decide on the team members.

On the other hand, the team members for the union areoften selected as though they represented departments(e.g. faculty from English, history and math). In fact, insome instances the union team members are electik bythe union membership, which may (or may not) result inpersons with knowledge and skills in negotiations.

Management teams typically include persons with

expertise in the budget, contract administration, andsomeone with a long-term view of the organization.Management spokespersons also frequently indicated thatit is important to get team members who work welltogether and come to decisions quickly and without lengthyarguing among the team members.

Thus, because of the ways the teams are put together,the union team is more likely to represent special interests,whereas the management team will be more unified.

This poses a double job for the union spokesperson.Not only must slhe convince the management

spokesperson of the value of the union's proposals, butmust also later convince the team members of thepersuasive reasonings from management, On occasion,management spokespersons must assume a similardouble role in regard to board members.

Management, on the other hand, does not typicallyinvest the time or resources in preparing. Often the chiefmanagement spokesperson is the only primary analyst andinitial writer of proposals, sometimes then reviewed by

legal counsel.

RecommendationsWe offer the following recommendations for improving

negotiations for community colleges. These particularrecommendations are intended to benefit trustees andadministrators, although what benefits management inmaking negotiations more successful (meaning, lessstrike-prone) may also benefit the union.

1. If trustees are directly involved in negotiations, let thechief spokesperson do the talking -- both at the table andaway from the table. Unions receive mixed messageswhen trustees comment on negotiations (and what theyindividually want or stand for), especially when suchstatements are different from what the chief spokesperson

has said at the table.

time in serious study to determine what the union reallymeans by its proposals. What was the cause for each itembrought to the table? What does the union absolutely wantfrom management in response to each proposal?

The trustees and administrators should also answer thesame questions for their own proposals and counters.When unrealistic positions are taken by either side, thenegotiations simply cannot proceed.

3. To facilitate the give-and-take of negotiations,management should bring some proposals to the table.Give-and-take is difficult when there is nothing to give up inresponse to the union's giving up of one of its proposals.Yet, the proposals offered should have a reasonablepurpose to justify their initial presentation -- so they areneither presented nor perceived as bad-faith bargaining.

A thorough analysis of the prior negotiated agreement,with broad-based input from college administrators, isoften helpful to identify possible areas needing change,We certainly recommend that more than one or twopersons be actively involved in preparing areas for initialproposals.

4. Actually achieving give-backs in fringe benefits,leaves, and especially hospitalization are quite difficult andapparently require an especially strong workingrelationship between the union and college administratorslong before contract negotiations are underway. It seemsto us that a significant amount of trust developed over along time is necessary to foster understanding on thistopic. Hospitalization is especially sacred for employeesand, even with trust established, any change will be initiallyresisted with great vigor.

5. During sessions, negotiations should keep accuratewritten notes of what was proposed, countered, anddiscussed. As negotiations come to an end -- and thedifficult items are finally b&ng settled -- be sure that eachside knows exactly what the counter-proposals are.Relying on verbal discussions concerning wage increasesor changes in hospitalization policies is begging formisunderstandings and delayed ratification.

6. The management's chief spokesperson shouldremain sensitive to the double-duty that the union

spokesperson has. That person's most difficult task, evenat the table, may be to sell his/her team on giving up ormodifying some of their initial proposals.

Although teams may disagree during the negotiationsprocesses, they should avoid becoming disagreeable witheach other -- both amorT themselves and with thepersons across the taP ie. The spokespersons weinterviewed exemplified honorable intentions -- strongprofessional ethics and desires to peacefully settlenegotiations. We have tried to honor these intentions informulating our recommendations.

Suggestions for negotiations

Let the chief spokesperson do the talking-- both at the table and away fro- thstable.

Determine what the union really means byits proposals.

Facilitate the give-and-take of negotiationsby bringing some proposals to the table,

Develop a strong working relationship withthe union long before contractnegotiations are underway.

Keep accurate written notes of what wasproposed, countered, and discussed.

Remain sensitive to the double-duty thatyour chief spokesperson has. Thatperson's most difficult task, even at thetable, may be to sell his or her team ongiving up or modifying some of their initialproposals.

Is there a perfect board agenda?

/CC TA executive director Dr. Gary W. Davis sent thisletter to a college secretary in response to her query aboutboard agendas and meeting procedures. Many of itssuggestions can be adapted by other community college

boards as well.

You have asked for our recommendations concerningthe board agenda. Here are some observations.

(ff Additions to the agendaControl of the board agenda is an important issue.

Each board member should have a feel for how to get an

item on the agenda. An annual or semi-annual boardplanning session gives people a chance to say, "I don't likethe fact that we never have time to discuss . . . ." Or, "Why

do we always spend 45 minutes going over old bills whenthere are more important things for the board to be doing?"When was the last time the board had a planning sessionto discuss these matters?

Does each member of the board know the procedurefor getting something on the agenda? What is theprocedure? Does each know that, from a practical point ofview, getting the president and the board chair interestedin your item is important, if not absolutely necessary, if the

item is to go anywhere?

Content of the agendaMany agendas are too short. They don't give enough

explanation of items, and so board members come to themeeting in the dark. In general, the longer the agenda, the

shorter the meeting.

The ICCTA's 39 Duties of the Board provides a checklist for issues that legally require board discussion inIllinois. If it's on the list, it should show up on a boardagenda at some time. (I personally think too many itemsare included, but the law is the law.)

LA" Comments by the publicI suggest that the agenda begin with an opportunity

for the public to be heard, subject to reasonableconstraints. For example, neither long speeches norpersonal attacks need be permitted. This is another legalrequirement in Illinois. Board members should becautioned to be very careful in responding. The chairshould thank the speaker and, when it seems appropriate,

ask the president to contact the speaker after the meeting.

[A- Meeting minutesMinutes of previous meetings should be approved

toward the beginning of the agenda. This helps trusteespick up the thread where they put it down. In addition,early in each meeting the president should have time togive a report to the board.

Closed sessionsIf possible, closed sessions should be scheduled last

so that the press and visitors can go home. When closedsessions are scheduled first, visitors and the press feelignored and trapped.

It is a good idea to type on the agenda the very wordsthe chair should use in going into closed session. Thewords can be copies from the appropriate section of theIllinois Open Meetings Act. That way, there are noquestions about the legality of the closed session.

Many boards vote to go into "executive session,"although Illinois does nsi allow "executive sessions," only"closed sessions." Use the words that appear in thestatute, and you won't be sorry.

Organizational reportsI think every board of trustees' agenda should contain

a report from trustee organizations, such as the League for

Innovation and the Illinois Community College TrusteesAssociation.

For my part, I send a green Executive Director's Letterto your college's ICCTA representative each month with"Helping You Keep Your Board Informed" typed at the top.The letter provides material for the representative to reportto the other members of the board. Presidents routinelyreceive copies of the report, so your chief executive officershould never be surprised by anything he or she hears

during the "Report from ICCTA."

In short, there is no such thing as the perfect agenda.But boards come pretty close to perfection when theyagree to discuss agenda setting.

State dollars per student to drop

Governor's budget: level funding, adult ed transfer

The Illinois General Assembly convened for the spring1992 session on March 31. On April 7, the Governordelivered his budget message to a joint session of theGeneral Assembly. The following is a brief description ofthe Governor's budget and how it affects Illinois'community college system.

Governor's budget

Gov. Jim Edgar's proposed FY 1993 budget:

Increases the state's general revenue funding by only

0.2 percent.

Eliminates $237 million in state revenue-sharing withlocal governments, making permanent the balanceof the temporary income tax.

Adds liquor and tobacco tax increases.

Reduces the state workforce by about 600 jobs.

Opens one new prison, four correctional work camps,and one community correctional center.

Increases funding for state-supported retirement

systems by $50 million.

Transfers governance of adult education from theState Board of Education to the Illinois CommunityCollege Board.

Reduces funding in agencies under the Governor byan average of 12 percent.

Increases funding for K-12 schools by $30 million (or

about 1 percent).

Maintains level funding for higher education at FY

1992's three-percent reduction levels.

Higher education budget

The Governor has asked the Illinois Board of HigherEducation to develop a fiscal year 1993 budget allocation

using the current FY 1992 funding levels. If this happens,tuition increases could drive up the Illinois Student

Assistance Commission's share of higher education statefunding (above FY 92 levels) and drive down communitycolleges' share. Details of the IBHE allocation will beavailable in late April,

The Governor has also recommended four-percenttuition increases at state universities. However, someuniversity governing boards are discussing tuitionincreases of 10 percent or more. There are norecommendations to reorganize governance in highereducation, although a committee chaired by 1BHE chairArt Quern and Lt. Governor Bob Kustra will examinehigher education's "missions, programs and priorities."

Community college budget

For community colleges, the Governor hasrecommended:

Transferring governance of adult education programsfrom the State Board of Education to the IllinoisCommunity College Board. About $17.9 million in statefunds and $13.5 million in federal funds should go with theprogram.

That ICC B coordinate adult basic skills and workforcetraining programs with the Illinois Department ofComm9rce and Community Affairs and the Illinois

Department of Public Aid's transitional assistanceprogram. This includes Project Chance.

Community colleges: The next millennium

If community collegeswere important in the1990s, they will be twicror three times asimportan, in the nextmillennium because ofchanging population,socio-economic andcultural trends.

Community colleges of the future may very well windup being the bastion of vocational educations so as toimprove our workforce. Likewise, for older Illinoisiansgetting back into the workforce or '7eeking new careers,the community college is perfect in its regional, convenientsetting to get necessary educational credits and skills forthese changes.

Because of their regional nature, community collegescould very well become the repositories of culture --

settings for opera, theater, the ballet, concerts, art. Atadmission costs well within anyone's means, communitycollege theaters and auditoriums can not only competewith professional companies, they can undercut the priceand provide hours of enjoyment to the public whilecultivating talents within their regions which mightotherwise be overlooked.

Because of the continued rising cost of educations atfour-year colleges and universities -- state and private --costs at community colleges will be ever more appealing.:

As the world changes, communitycolleges will be in the perfect position toquickly change with the world so as tooffer up-to-date courses which arerelevant for today's Illinois and its needs.

Furthermore, taking the first two years at a community

college can help cut the costs of a four-year undergraduateeducation right out of the box while helping students makethe adjustment to college life while having the benefits,conveniences and lesser costs that come from living athome.

Because of the flexibility in curricula which communitycolleges have shown in the past, we can expect furtherfine-tuning in the future. As the world changes, communitycolleges will be in the perfect position to quickly changewith the world so as to offer up-to-date courses which arerelevant for today's Illinois and its needs.

In a new age of immigration and changing culturalhabits, literacy, English-language fluency, tutoring, andremedial help will all need special attention. Again,

1) Community colleges will be paying a leadershiprole in the next century, and will have to rise to thatcalling;

2) Community colleges should become the best theycan be on their own turf, not venturing into acompetition with four-year schools;

3) Community colleges must become governmentally/politically more active with a far larger agenda moreservice-oriented than in the past; and

4) Community colleges must be willing to assume thisburden while treating it as the exciting enterprise

that it is -- facing the future in an ever andquickly-changing world.

Some issues that may be headed

In the beginning, California created Proposition 13. Adecade later, tax caps came to Illinois. This is not the firsttime that ideas spawned on the West Coast have madetheir way to America's heartland.

3. The League is seeking a new, more "realistic"approach to capital funding for community colleges.

4. Trustees are interested in seeing the transferprocess strengthened.

at-large trustee elections.

8. California is threatening to tighten regulations onfundraisers, including those who work for

community colleges.

9. California trustees are fighting proposed Proposition26 of the National Collegiate Athletics Association,which would require community college student-athletes to "sit out" one year following transfer toNCAA Division I institutions.

The ICCTA will continue to keep its eye on Californiaand other bellwether states for possible trends affecting

My decision to not run for my seat again came out of abelief that some vocational choices would take me out of

I began torealize that the perceptions I held as a board member andthe perceptions of those who worked for that board wereradically different.

The decisions I had made as a board member werevery clear to me. I knew my fellow board membersrelatively well. I understood their interests and priorities,and I could often anticipate not only the direction of thediscussion, but also their vote on many issues.

I believed that the actions and motiva..,ns of the board

were as transparent to everyone else as they were to me.I was mistaken. Grossly mistaken.

What I thought were clear decisions were questionableto some. What to me were understandable motives wereconsidered willful by others. Positive steps were lookedupon as attacks, and prudent hesitation was seen asstubbornness.

Sparked by these revelations, a question arose in mymind, "How could a board insure that those who work atits direction understood that direction better?" I began toquestion my new co-workers, and severalrecommendations emerged.

First, board decisions should be communicatedquickly, widely and deeply. Shortly after a board meeting,the board's actions should be transmitted quickly to thosethey affect. They should not learn the results of a boardmeeting through the local paper or, even worse, theinstitutional "grapevine."

Administrators, teachers, unclassified staff, andstudents should all be informed, and this material shouldbe spread as widely as possible. Everyone touched by aboard decision should be made aware. Also, as muchbackground as possible should .):) supplied. Suchinformation should be as "deep" as possible. This will helpprevent decisions from being perceived as arbitrary orhasty.

Of course, legal and moral issues impose a limit onsuch disclosures, but the more information given, the

Next, trustees should support the school thoroughly.Sometimes trustees appear to employees as if they were

absentee landlords. They seem to return periodically, onlyto leave chaos in their wake.

Trustees need to be seen as being an integral part ofthe institution, even though they are not reimiJursed fortheir services. For this to occur, they must partidpate inthe college's life, regardless of the visibiRy given them.

Sometimes trustees appear to employeesas if they were absentee landlords. Theyseem to return periodically, only to leavechaos in their wake.

Trustees should be part of the boosters, give money tothe foundation, attend academic activities and sportsevents. Their children should, if possible, attend thecollege, and the board members should take coursesthemselves. It should be their institution, not just by

election, but also by participation.The effectiveness of any leader will not long exceed his

Scott Harner served on the Shawnee CommunityCollege Board of Trustees from 1985 to 1991. He isnow employed as director of the college's Annaextension center.

First, the search for consensus clarifies fact andremoves misunderstandings.

Second, it builds a spirit of teamwork and mutualsupport within the board and institution.

Finally, boards that seek consensus often take unifiedstands on issues, thereby signalling to thecommunity that they know where their college isheaded. This builds confidence in the college andmakes easier the board's task of finding adequatesupport for the institution.

Board chairs can develop consensus by being carefulnot to ruah the vote. They should take time to draw outboard members on a specific proposal and watch to see ifobjections are answered to the satisfaction of eachmember. If you sense that another trustee still has doubts,ask what revisions in the proposal would be in order togather the skeptic's support. The chair should encouragethe board to seek a course of action that everyone canaccept, not one that each trustee personally prefers. Thelatter target is too elusive to be practical.

Can an employee resist board policy?

ISSUE: Can a public employee speak against a boardpolicy/can he refuse to follow that policy?

FACTS: On April 7, 1988, a village board passed anordinance that directed the fire department's ambulancesto take patients to the nearest hospital in an emergency.In a non-emergency, the patient could direct theambulance driver to the patient's hospital choice.

The village's fire chief discussed the ordinance withthe village president. He said he wouldn't comply with theordinance because it could result in staffing shortages inthe event of another emergency occuring while theambulance was traveling to the patient's hospital,exposing the village to liability. The chief expressed hisconcern to the newspaper and told officers under hiscommand that the ordinance was ridicuous and theyshould ignore it.

The village president relieved the chief of his dutiesbecause of his insubordination for failing to follow the

ordinance. No hearing was provided before he wasremoved from his positior.

The fire chief sued, claiming he was fired in retal:: n

for exercising his right of free speech and that his dueprocess rights were violated.

The court held that the fire chief could publiclydisagree with the ordinance, but his refusal to follow theordinance was insubordination and grounds for dismissal.The court also held that the village president violated thefire chief's due process rights to a pre-terminationhearing. Since the fire chief had a fixed term of office (aproperty right) by ordinance, he could not be dischargedwithout a pre-termination hearing.

Can a non-teaching employee benon-renewed?

ISSUE: May a non-teaching employee, employedunder a one-year term contract, be non-renewed at theend of her contract in a routine manner?

FACTS: Jones was employed by routhern IllinoisUniversity at Edwardsville (SIU-E) as a child care workerin the university's child development program under aone-year employment contract. After she was informedthat she was being investigated for child abuse, hercontract was not renewed. No reason was given here.

Plaintiff filed a grievance in accord with universitypolicies. The grievance panel recommended to the

procedural safeguards to which she was entitled if shewas an employee terminated for cause. The case wasdismissed by that trial court on procedural grounds.

The Appellate Court held that the plaintiff may have apossible claim. The grievance panel, while upholding the

dismissal, stated that the dismissal suggested a "cause"dismissal. The SIU-E personnel policies provided that aterm appointment cannot be non-renewed solely topermit a new employee to be appointed. This policysuggested there must be a reason for non-renewal. Also,the court found there had been a practice at SIU-E torenew term contracts unless tt 9re was cause fordismissal.

LESSON: Colleges -- your personnel policies andyour practices can hoist you on your own petard! Thedefendant could not simply not renew an employeeserving under a one-year contract. Why? Because thecollege's personnel policies and practices were found tohave been modifie and what the college believed to bea one-year contrac. as not. Purge your policies of suchprovisions -- nowl (Jones_v_lazerson,_SIU._-_E, 561N.E.2d 151 (5th Dist. 1990).

Where Learning Never Ends PR campaign debuts

If Ellen Roberts has her way, this year's hitphrase will have nothing to do with soft drinks-- and everything to do with Illinois communitycolleges.

The slogan -- Where Learning Never Ends-- is part of P. five-year, statewide marketingcampaign to promote Illinois' 50 communitycolleges. The campaign was devised by acoalition of trustees and college marketingdirectors whose original (and much simpler)goal was to plan activities for CommunityCollege Month in April.

In addition to the slogan and eye-catchinglogo (at right), the marketing coalition hasproduced a videotape that explains, in a spoofof the Mission: Impossible TV series, theWhere Learning Never Ends campaign and itspurpose.

"This campaign is a new and exciting wayfor community colleges to become a more

identifiable entity withthe public," saidRoberts, whospearheaded the effortas chair of the IllinoisCommunity CollegeTrustees Association'sPublic RelationsCommittee.

"In addition, therelationship establishedbetween the PRCommittee and PRdirectors is a win-winsituation that bodes wellfor the entire system," she noted.

Community colleges cannotneglect the state as a revenue source,but they will need to cut operatingcosts, to take more risks, and/or tocultivate new revenue sources if they

expect to maintain or increase theircurrent operations. These actions canbe classified into "reactive" and"proactive" strategies. Each strategy --to be successful -- depends on theextent to which community colleges arewilling to restructure management.

Reactive strategiesConventional strategies for reducingthe cost of operations or generatingmore revenue to support operations:

1) Cost-cutting/downsizingFreeze part-time faculty positions.

Freeze full-time instructionalpositions; do not replacefull-time faculty who leaveunless essential; use morepart-time faculty.

Freeze enrollments.

Increase class size, wherepossible, to accommodatemore students at constant cost.

Limit student access to programsrequiring costly additional staff,space or equipment:

On cooperation and conflict

Two stories from friendshave caused me to rethink myideas about cooperation andconflict. What can we do toencourage others to take acooperative and supportiveattitude? What prevents us fromdealing effectively with flawedpolicies and inappropriate behaviors when we encounter them?

Cooperation happens when people are asked to help. Thefirst story involves a neighborhood "meanie." Every street hasone -- the (usually) older man or woman who seems to delight inyelling at children at play. According to my friend, someneighborhood children accidentally invited the neighborhoodmenace to participate in lite of their projects -- a carnival. Beforelong, he had pitched in and was helping to make the day anunparalleled success. The kids were amazed, and their parentseven more so.

However, upon reflection, their good fortune doesn't seem sostrange. Many times we make unwarranted assumptions aboutpeople, casting them in the role of nemesis when they are just aslikely to be helpful if they are asked. Yet we often are slow to askothers for help. What holds us back? Is it the fear of rejection? Ifso, our insecurity is keeping us from recruiting good people tohelp accomplish important tasks at hand.

The story about conflict involves an incident in a small towndiscount store just before Christmas. (OK, it was a K-Mart.)Another friend was hunting for an odd-shaped candle when heoverheard members of a congregation severely criticizing theirminister. From their conversation, it was clear they knew theirpastor's every fault. They criticized his lifestyle and his leadershipof the church. Most of the criticisms were quite specific. Finally,the oldest member of the group wondered aloud, "Should we tellhim how we feel?" The question went unnoticed and the criticismcontinued.

Why are we so slow to let others know that their actionsdistress us? Is it safer to criticize from a distance than to let

2) Downsizing steps to consider, but hopefully not toimplement

Freeze salary and rate increases for the year.

Cut the number of instructors and staff in eachdepartment by a specific number.

Review the benefits package and determine whetherchanges in benefits, combined with passing on ahigher share of insurance costs to staff, will alleviate

the financial crunch.

Conduct rigorous performance evaluations ofadministrative personnel and consider:

a) Position consolidation, and

b) Re-establishment of the criteria for positiondescriptions.

3) Revenue generation/growthIncrease tuition; public universities in Illinois arecharging nearly $2,000 per student, compared to$1,081 per credit full-time equivalent student incommunity colleges.

A recent Trustees Assocation study of 1991 tuitionrate increases in Illinois revealed the following:

a) Most colleges with above average increases infall 1991 enrollment had mised tuition;

b) Most colleges with below average increases inenrollment had raised tuition;

c) Colleges that raised tuition from $4 to $5 saw

enrollment gains of various dimensions. Some hadthe highest gains, while others had the lowest.

d) Colleges raising tuition more than $2 per credithour all experienced enrollment increases.

Increase volume of financial aid (Pell Grants) and

Acquire new or additional revenue fromgovernment agencies through organizedpartnerships, matching grant programs, andcooperative programs for dealing with publicpolicy issues.

16) Use health, life and safety funds for collegedevelopment.

17) Aggressively seek federal grants (Title III, NationalScience Foundation funds, etc.).

18) Develop linkages with small businesses andagencies of regional government.

19) Develop and implement more aggressivestrategies for public relations.

20) Encourage more aggressive involvement of

trustees in lobbying.

21) Review tax assessment/enterprise zones.

22) Push for tax reform/funding formula changes.

23) Develop focutied roles for foundation staff infunciraising (e.g., capital equipment).

24) Conduct needs assessment and feasibility studiesfor foundation involvement in fundraising.

25) Encourage staff development in resourceacquisition roles.

26) Explore telecommunications possibilities forinstructional delivery.

15 suggestions for improving productivity

These ideas are adapted from W. EdwardsDeming, an Americai, Trdited by the Japanesefor their discoveqi o 4uality manufacturing. His

story is told in The Deming Management Methodby Mary Wilson (New York, 1986).

1. Each year, the college should demonstrate how ithas improved teaching and learning.

2. The college should identify, remediate and, ifnecessary, remove ineffective teachers.

3. The college should ask employees forsuggestions on how to improve learning and

teaching.

4. Repeal the Purchasing Act,

5. Report enhanced efficiency.

6. Fund teacher training and development.

7. Identify and remove barriers to better teaching.

8. Strengthen shared governance.

9. Increase cooperation between college departmentsand between colleges.

10. Eliminate quotas.

11. Avoid slogans like "priorities, quality andproductivity." Let college employees and students

adopt their own slogans.

12. Remove barriers to quality, especially studentsallowing work obligations to interfere with theirstudying. (This may require more financial aid.)

13, Extend contracts for administrators. This improvescollege stability.

14. Measure happiness of students. There arestandardized instruments available for this.

15. Set up reasonably priced healthcare. Too manycollege dollars are going to pay galloping healthinsurance premiums.

Community colleges enroll nearly half of all students in Illinois higher education, two-thirds of allstudents in public higher education.

Enrollments have increased more than 18 percent over the past four years.

Cost-effective community colleges have educated students for the same cost per credit hour for thepast five years, when adjusted for inflation.

Students transferring to four-year colleges or universities perform comparably to students who beginat the four-year college or university.

Programs are being developed to guarantee competencies of students,

Outcome measures are being identified so effectiveness can be evaluated.

What the COMMUNITY COLLEGES are doing:

Community colleges provide training for the top 20 fastest-growing occupations (270,000 studentsareenrolled annually in these programs),

Community colleges provide customized training for 1,000 businesses and 35,000 employeesannually.

Business Assistance Centers on each community college campus provide services to 10,000businesses and assist in cteating/retaining 35,000 jobs annually.

What the COMMUNITY COLLEGES are doing:

All 40 community college districts offer adult education and literacy training to over 150,000 studentsat nearly 1,000 sites.

Investing in board development

When times aretough, some may question the wisdom of spending collegefunds to support board activities. Cutting back on "boardtravel" may make good press, but wise trustees know thatcrisis demands effective leadership. In order to be effectiveleaders, trustees need to master techniques for resolvingtough, emerging issues.

Of course, some see a conflict of interest any time apublic body decides to spend money on itself. Yet becausegood leadership is essential and only the board can investin college leadership, the conflict need not prevent thetrustees from pursuing their own development.

use of trustees' time; this also increases attendance.ICCTA programs deal effectively with concerns oftrustees so persons attending meetings canenthusiastically report their value to other board membersand constituents.

Finally, the term "trustee travel" is avoided because"travel" is a red-flag word that suggests junkets andself-gratification at public expense.

The Illinois Times recently reportedthat during the 1990 election cycle, Illinois' four legislativeleaders raised a total of $7.12 million from groups likef acuity unions, the Illinois State Medical Society, theIllinois Manufacturers' Association, and the Illinois TrialLawyers' Association. Each of these groups has aninterest in issues affecting community colleges: collectivebargaining, healthcare costs, w lrkforce training, and tort

liability.

Set at Springfield's Ramada Renaissance Hotel, thisyear's conference revolves around the theme of TurningPoints, or new directions for community colleges.

The conference shifts into gear on Thursday, June 11,with a short orientation session for new student trustees.Later that evening, the convention officially begins with anaddress by state Comptroller Dawn Clark Netsch andpresentation of ICCTA legislativehonors to State Sens. HowardCarroll of Chicago, Carl E.Hawkinson of Peoria, and Reps.Gerald C. Weller of Morris andLarry Woo!ard of Marion.

Friday's morning sessionsnarrow the focus on finance toinclude what ought to beconsidered when tuition hikes ar,1on the table; how some college:;make money offering workforce training; and what financialinformation trustees need to judge their college's fiscalperformance.

Certificate of Merit: Earl Pillsbury (former trustee,Lincoln Land Community College); Neil E. Pistorius(former trustee, Richland Community College); Dr.J. Neil Admire (retiring president, Lewis and ClarkCommunity College);

Meritorious Service Award: Dr. Allen Y. Baker(board member, Illinois Student AssistanceComr fission); Illinois Student AssistanceCommittee; Hannelore Huisman (former trustee,Black Hawk College); Ruth Holmes (former trustee,Illinois Central College); and

Honorary Membership: John M. Lewis (formertrustee, Carl Sandburg College).

The awards session will also introduce the firstrecipients of two new ICCTA honors: the TrusteeAchievement Award (for continuing excellence in boardservice), and the Trustee Education Award (for consistentparticipation in ICCTA seminars).

The final event of the 1992 convention will be theannual ICCTA Board of Representatives meeting,following recognition of individuals who have served asICCTA officers and regional or committee chairs for1991-92. Concluding the session will be the election ofICCTA officers for the coming year.

Is the road to transfer paved with student intentions?

Approximately 40 percent of the community collegestudents in Illinois who intend to transfer to another collegeor university actually do so according to a new report fromthe Illinois Community College Board.

The ICCB report summarized a study of students whoenrolled for the first time at 39 Illinois community collegesin fall 1986. The study, which was part of a larger surveyconducted by the Center for the Study of CommunityColleges at the University of California-Los Angeles,examined transfer rates for 21,513 students who earned atleast 12 hours of credit at a community college.

The study found that 24.1 percent of those studentstransferred to senior institutions, and 40.4 percent of thosewho initially indicated their intent to transfer did so.

The report also noted varying transfer rates by programand by racial/ethnic groups:

Asian students transferred at a higher rate (29percent) than whites (26 percent), Hispanics (21 percent),African-Americans (15 percent), and native Americans (13percent).

When student intentions are factored in, however, thetransfer rates jump considerably:

Among pre-baccalaureate students who said theyplanned to transfer, 42 percent later enrolled at seniorcolleges or universities. Twenty-nine percent of theoccupational students who planned to transfer did so.

Only 18 percent of the African-American student:-indicated plans to transfer, compared to 26 percent of theHispanic and 35 percent of the white students. But 31percent of these black students did transfer to a seniorinstitution, compared to 40 percent of the Hispanic, 41percent of the white, and 45 percent of the Asian students.

All in the family

It's often said that education is a familyaffair, but one house seems to take this sayingto heart. Altogether, 12 of the 14 MacDonaldchildren have gone to Kankakee CommunityCollege since 1970. Their combined educationspans 22 years -- almost as long as KCC's 25years of existence.

The first MacDonald graduated in 1973;two others are members of the Class of 1992;and several more are still enrolled. In all, theMacDonald family has earned eight associatedegrees and nearly 650 credit hours at KCC.

And for you trivia buffs, all 12 of theMacDonald dozen are women whose namesbegin with the letter "D." (No word yet o,1when Dad plans to sign up for classes.)

Several issues were included in "America 2000" thatcould appear as legislative proposals. One of the goals of"America 2000" is that by the year 2000, every adultAmerican will be literate and will possess the knowleth:and skills necessary to compete in a global economy aridexercise the rights and responsibilities of citizenship.

Another goal includes a provision that by the year2000, American students will be prepared for responsiblecitizenship, further learning, and productive employment inour modern economy. Community colleges certainly willbe called upon to help achieve these goals.

In 1987, the State Board of Education established anAdult Education Task Group that concluded "that theproposed transfer of responsibility for the governance ofadult education (to ICCB) offers the opportunity toenhance the delivery of adult education services." Theaction called for by the Task Group report was not taken,but Gov. Jim Edgar called for the transfer to take place inhis 1992 budget message.

However, the proposal definitely does not receiveuniversal support. Objections to the transfer are basedlargely upon the reasonable fear that the transfer would

negatively impact program delivery systems and fundingresources currently in place within the secondary publicschool sector of the program.

We have some excellent adult education programs inmy district. There is general agreement that the StateBoard of Education has effectively administered theprogram for many years. Some are reluctant to accept thepotential risks such a transfer of governalce may pose,while other feel that change represents opportunity toreview, revitalize, and enhance adult education at a timewhen demographic and employmer it training trends areplacing a greater focus on the adult learner.

Very likely, permission will be granted, the complaintoffered, and the air cleared. The alternative is to let aconflict fester.

Our community college board work would go moresmoothly, I thirk, if we overcame our fear of rejection andasked others for help more often. Similarly, teamwork onthe board would increase if we could tell each other whensomething is bothering us. Of course, confronting otherstakes as much courage as asking another for assistance.Still, I think trusteas are capable. Peace to you, andcourage!

Finally, the issue of exclusions from the requirement ofproof of immunizations is almost certain to come up again.While community colleges have not been directly affectedby recent proposals, they could find themselves involved inthe future in that the basic reason for community collegesbeing excluded is that their student body is primarilycommuter students.

One thing we can be sure of -- the 1992 session will bebusy, demanding and challenging.

Does absenteeism disqualifyunemployment compensation?

ISSUE: A non-faculty staff member is fired forabsenteeism. What are the ex-employee'sunemployment compensation rights?

FACTS: The unemployment compensation lawdisqualifies employees from receiving unemploymentcompunsation if:

1. They are fired for misconduct. This meansdeliberate and willful violation of a reasonable ruleor policy, provided the misconduct has harmed theemployer; or

2. The conduct has been repeated despite a warningor instructions from the employer. Firing forperformance failure does not disqualify theemployee. 111....flev- Stat_1_987,ch_484ar___432A.

The employer complained that an employee was firedfor five days of unauthorized absences from work. Didthis constitute misconduct? The employee did nottelephone the employer during those five days, contrary

to company rules requiring employees to notify theemployer of an intended absence before 9 AM on theday of absence, The employee's argument that he wastoo sick to call in was rejected upon proof that he hadcalled his doctor during this time.

LESSON: Have rules for absenteeism, and if they rviolated, an employee's unemployment compensationclaim may be contested. WilsonYJILDept_ofEmployment, 554 N. E.2d 1006 (1990).

The college opposed the play. After students read forthe play, the instructor held the "add" cards, which wouldindicate students were internsted in enrolling afterhearing of the college's ovposition.

The college then cancelled the class, citing thefollowing reasons:

2. The subject was sensitive to the communitybecause, at the time the play would be produced,there was a trial of a black man charged with theshooting of two police officers scheduled; and

3. The language of the play was inappropriate.

The court found that the college's reasons formcelling the play reflected undifferentiated fear ofsturbance contrary to the holding of Tinker_v_Desoines. The court also held that though the regulation ofthool curriculum or school-sponsored activities may beJthorized in elementary and high school cases underazelwood SchoolListrict v_Kuhimeier, that precedentas not applicable to community colleges.

The court also held that there may be legitimatepedagogical concerns at the college level for limitingdrama curriculum to works of acceptable literary quality,particularly if those determinations are made in advanceof a class rather than after the class had begun.However, the facts in this case did not sustain thoseconcerns in this situation.

The dissent interpreted Kuhlmeier as "severelyundercutting" Tinker and granted authority to theadministration to cancel the play as part of the classcurriculum. The dissent added that the majority opinionwill permit, in respect to curriculum issues, "the facultytail to wag the administration dog."

LESSON: Cancellation of any curriculum offeringmust be handled carefully. (DiBonas_Matthews, 269Cal.Rptr. 882 (1990).

Colleges warrant praise with educational guarantees

It's coma ,on practice for a business to standbehind its product with a warranty. The IllinoisCommunity College Board is going a step furtherby urging the state's 50 community colleges tostand behind their occupational graduates -- orretrain them for free.

Under the ICCB's new "educational guarantee"initiative, participating colleges are identifyingessential workplace skills that students shouldhave upon completing their occupationalprograms. If an employer finds that a graduatelacks these skills, the college will re-enroll thestudent in the appropriate course(s) free ofcharge.

Elgin Community College, Prairie StateCollege and Waubonsee Community College areamong the first schools to adopt such a policy fortheir occupational graduates. The ICCB is askingother colleges to try the guarantees on a trial basisover the next two years, with statewideimplementation planned for the third year.

ICCB officialsadd that theprogram willmake communitycolleges evenmore flexible toworkforcedemands ascurricula andprogramdescriptions are revised to incorporate theguaranteed skills. "The quality and responsivenessof community colleges will be greatly enhancedthrough this initiative," said ICCB chair Harry L.Crisp II.

Individual colleges may set conditions for theguarantees, such as limiting the number ofcourses that can be retaken or requiring thecourses to be taken within two years ofgraduation. In the future, educational guaranteesare likely to be included as a criterion when ICCBreviews proposed programs for approval.

Awards and honors

She's been a supporter, a teacher, and a legislator forWilliam Rainey Harper College. Now Eugenia Chapmanis a proud alumnus, thanks to the honorary Harper degreeshe received on May 24. As a state representative fromArlington Heights, Chapman sponsored the Illinois PublicJunior Act and spearheaded its passage in 1965. She latertaught government and political science classes at Harperand currently co-chairs the college's Silver AnniversaryCommittee.

Like many trustees, Oakton Community College'sJoan Hall has built a successful career outside ofeducation as Maine Township Supervisor. Her professionalaccomplishments recently merited an OutstandingGovernment Official Award from the Private IndustryCouncil of Northern Cook County, which cited Hall's effortsto improve township services to senior citizens andpersons with disabilities.

The National Council on Community Services andContinuing Education hasselected former Illinois CentralCollege trustee Ruth Holmes asits Region V "Person of the Year."A longtime advocate ofcommunity colleges, Holmesserved two decades on the ICCboard and funded a scholarshipfor fine arts students. Her boardcolleagues established a visitinglecturer series in her name upon her retirement fromtrusteeship last fall.

Awards and honors, part 2

One of Deborah Croy's goals in life is to earn acollege degree before she turns 40. She's almost there,but first she's enjoying the limelight as the NationalAssociation of State Councils on Vocational Education'sOutstanding Postsecondary Student for 1992. Enrolled inLake Land College's civil engineering and computer-aideddrafting programs, she says, "Vocational-technicaleducation has changed me in a positive way. I not only

have a much higher self-esteem, I think I have also helpedin breaking the barrier of women performing the traditionalmale role of being a civil engineer technician."

Ruth Johnson can claim two collegiate honors thisspring: a successful term as the College of Du Page'sstudent trustee, and receipt of Phi Theta Kappa's 1992Guistwhite Scholarship. Johnson is one of just 10 studentsnationwide to earn the award; she plans to use the $5,000scholarship to complete her baccalaureate studies atAurora University.

Donna Thomas is another scholastic star on thecommunity college horizon. The Illinois Central Collegebusiness graduate is only the second community collegestudent from Illinois to make the All-USA AcademicSecond Team for two-year schools. The All-USA Teamprogram is sponsored annually by the AmericanAssociation of Community and Junior Colleges, Pni ThetaKappa and USA Today newspaper.

New (and not so new) faces for ICCB

Gwendolyn Laroche, director of the Chicago UrbanLeague's education department, is one of two newmembers of the Illinois Community College Board.Appointed by Gov. Jim Edgar, she replaces Don Zeglis.

Also joining the state board is Mildred Tart, electedas the ICCB's student member for 1992-93. A businessadministration major at Daley College, Tart tests/tutornentering students and assists others on academicprobation. She served as the City Colleges of Chicago'sstudent trustee during the past year.
