The 2000/2001 annual employment and satisfaction survey of College graduates indicates that 85% of respondents were satisfied or very satisfied with the education and training they received, while 80% strongly agreed or agreed that the training they received was up-to-date. Academic offerings, ranging from Aboriginal and Teacher Education to Mechanical Engineering technology, are detailed in the report. The College Expansion Initiative (CEI) supports the growth of Manitoba's public college system. Under CEI, all four public colleges have developed multi-year expansion plans. As part of the planning process, Red River College is now offering 317 courses using WebCT, up from 44, and the number of students with WebCT accounts has grown from 118 in 2000-01 to 3,643 in 2001-02. Additionally, Red River College integrates related on-the-job experience with classroom theory by alternating terms of paid employinent with academic study. College Expansion InitiativeThe College Expansion Initiative (CEI)supports the growth of Manitoba's pub-lic college system to meet the chal-lenges of the Knowledge Economy.Aggressive expansion of new programs,accessibility initiatives, new infrastruc-ture and e-Learning are fueling thelargest growth in applied learning sincethe college system was created almost40 years ago. More Manitobans aregoing to college than ever before!

* * * * * * * * * * ******e-LearningEducational technologies and the Internet are bringing the College to rural communitiesand into the home. Learners who can't go to college can have college come to them.

RRC is now able to broadcast live "television style" interactive lectures over the Inter-net. Using our Regional Campuses as receiving sites, classes can now be "webcast" from

RRC studios at the Notre Dame Campus.

Theory classes are being videostreamed to RRC Medical Laboratory Sciences students in

Brandon.

On-line course and program development for both on and off-campus students experi-enced explosive growth, with the number of courses using WebCT increasing from 44 to

317, and the number of student WebCT accounts growing from 118 in 2000-01 to 3,643

in 2001-02.

for the seventh year in a row, climbing5.4 percent to more than 6500. Appren-ticeship enrolments rose almost eightpercent and Distance Education enrol-ments continued their double-digitgrowth, increasing 18 percent to almost2500.

Applied ResearchApplied research aims to solve the prac-tical problems of the real world. Itincludes technology transfer, rapid pro-totyping, and the timely developmentand commercialization of new productsand process. It is a key element inimproving innovation and productivity,and an expanding role for Canada's col-leges and technical institutes. Red RiverCollege is expanding its capacity inapplied research to support Manitoba'sInnovation Strategy.

The Canadian Foundation forInnovation (CFI) awarded RRC$550,788 in support of a new Centrefor Applied Research in SustainableInfrastructure to investigate newmaterials and technologies forbuildings, construction and municipalinfrastructure.

Western Economic Diversificationprovided support to RRC to establishan Applied Research Office topromote and coordinate the College'sapplied research support to industry.The National Research Council'sIndustrial Research AssistanceProgram (TRAP) contracted with RedRiver College to provide an IndustrialTechnology Advisor (ITA) andservices for the construction industry.

RRC Drives InnovationTo succeed in the global, knowledge-based economy a country must becapable of producing, attracting andretaining a well-educated and highlytrained population. It must also createnew knowledge, bring it to market andshare the benefits of innovation with allits people. Full-time Program GrowthThe College has experienced significantgrowth in its regular full-time programs(certificate, diploma and other awardprograms) over the last seven years.This was particularly true for growth in2001/2002, which was supported by theProvince of Manitoba's College Expan-sion Initiative. This initiative propelledgrowth at over five percent.

OrganizationThe College's largest campus is onNotre Dame Avenue near the WinnipegInternational Airport. RRC offers a diversity of credentials,including joint baccalaureate, advanceddiploma, diploma, certificate andpreparatory programs in the fields ofapplied arts, applied sciences, business,community services, developmentaleducation, health, trades and technolo-gy. In addition, the College providestraining for apprentices in 24 designatedtrades.

The College also offers a comprehen-sive array of courses for part-time learn-ers in Winnipeg and across Manitobathrough its Continuing Education andDistance Education offices, and itsRegional Campuses.

During 2001/2002, RRC developedand implemented a new contract train-ing model. A central Contract TrainingSales and Services unit provides central-ized sales, service and administrativesupport to training initiatives of alldepartments and divisions. Working

with business, industry, labour, specialinterest groups, all levels of government,and professional organizations, it deliverseducational opportunities through cus-tom-designed training and modified Col-lege programs.

DemographicsIn 2001/2002, the majority of studentsenrolled in full-time programming werebetween 20 and 24 years of age. Over47 percent of incoming students wereemployed in the year prior to coming toRRC, while 23 percent were at highschool and nearly eight percent were atuniversity.

Students came to the College fromacross the province. Seventy-six percentof students are from the urban south.Excluding apprenticeship training,women comprised 49 percent of the full-time student population in 2001/2002.

Graduate satisfaction and employment

Ninety-three percent of 2000/2001 Red River Collegegraduates were employed or continuing studies.

Red River College is committed toproviding an innovative learningexperience to facilitate student

success. This means supporting eachstudent to realize his or her intellectualand personal potential.

The College focuses on applied edu-cation and training directly linked toquality employment outcomes. The Col-lege must ensure that students graduatewith the knowledge, skills and abilityrequired for ongoing success. This ismonitored on an annual basis by theCollege through an employment andsatisfaction survey of graduates.

According to the survey of 2000/2001full-time day program graduates 93.4percent were either employed/self-employed or furthering their educationduring the survey period. Only 6 per-cent were still searching for an employ-ment situation. Of the employed andself-employed graduates, 91 percentwere employed on a full-time basis.

Approximately 85 percent of respon-dents reported that they were satisfiedor very satisfied with the education andtraining they received at the Collegeand 85 percent said they would recom-mend their program to others. Eightypercent strongly agreed or agreed thatthe program they completed at the Col-lege was up-to-date.

The annual Graduate Satisfaction andEmployment Survey is a key part of theCollege's accountability to the public. Itis essential for the College to monitoremployment and satisfaction outcomesand implement improvements as indi-cated by the results of the survey.

Janet Jamieson and Jamie Koshykfrom the Early Childhood Education fac-ulty received a contract from HumanResources Development Canada to pro-duce a video series and a TV documen-tary on Family Resource Centres acrossCanada.

RRC was one of seven collegesselected to participate in the "SecondCross-Canada PLAR Study LearnersPerspectives."

Red River College was one of onlytwo Canadian post-secondary institu-tions to be invited to present a paper atthe 2002 World WebCT Users Confer-ence in Boston. RRC's presentationexamined how WebCT is being used todeliver e-commerce and web program-ming courses in a student centred man-ner. WebCT is one of the world's mostpopular web-based course managementsystems.

Red River College conducted DACUM(Developing a Curriculum) workshops

for a number of innovative programsincluding Prior Learning and Assess-ment and Recognition (PLAR) Practi-tioner and Knowledge Management.The PLAR Practitioner DACUM was thefirst ever in Canada and will form thebasis for an on-line certificate program.

The Business and Applied Arts divi-sion piloted the use of the InternationalComputer Drivers License (ICDL), aninternational benchmark for personalcomputer end-user competence. RRCbecame the first ICDL test centre inManitoba.

RRC's Language Training Centre wascontracted by the Centre for CanadianLanguage Benchmarks to benchmarkthe English Language Demands of theNursing Profession across Canada. TheCentre also completed projects to deter-mine the language levels and skillsrequired according to the CanadianLanguage Benchmarks for the Occupa-tional Therapist and Automotive Techni-cian occupations.

CISCO Systems selected RRC tobecome one of the first CISCO Acade-my Training Centres for Sponsored Cur-riculum (CATC-SC) in Canada. Thisallows the College to deliver training

Yves Landry - Innovative Manufacturing Technology AwardRed River College was awarded one of seven prestigious awards offered by theYves Landry Technological Innovation Fund. The fund was created in honourof Yves Landry, President of Chrysler Canada, whose vision was to "forge anenlightened partnership between industry and education to train world classmanufacturing technicians, technologists and engineers".

The Innovative Manufacturing Technology Program award was given to RRCin recognition of how well the Manufacturing Technician program matchedskills development with the needs of industry, and for the innovative use ofPrior Learning Assessment and Recognition. RRC was the only college outsideof Ontario to receive the award.

Canadian RecognizingLearning AwardDeb Blower, Red River College'sPrior Learning Assessment andRecognition (PLAR) Facilitator wasselected as the winner of the 2001Canadian Recognizing Learningaward. A new Curriculum Validation modelwas piloted in 2001-02 to provide aquality assurance process for curriculumrenewal. The new model included thedevelopment of program learning out-comes in revised curricula, and assuresthe inclusion of the Conference Boardof Canada's employability skills profileas College-wide Learning Outcomes inall programs.

Based on the results of the pilotstudy a three-tiered quality assurancemodel has been recommended, FaceValidation (statistical based annual"report card"), Curriculum Validation(full curriculum validation) and Accredi-tation.

AccreditationRed River College is committed tonational and international recognitionfor its programs and graduates. Accredi-tation of programs by certifying bodiesand professional associations is pursuedwherever it is available. College facultyare also committed to excellence andmany of them participate on nationalcurriculum and accreditation commit-tees.

The Electronic Engineering Technolo-gy family of programs, including Electri-cal, Electronic, Instrumentation,Communication Systems, and ComputerEngineering Technologies received themaximum three-year accreditation fromthe Canadian Technology AccreditationBoard.

The Early Childhood Education pro-gram received full accreditation fromthe Child Care Education ProgramApproval Committee (CCEPAC). Thecommittee also cited the program andthe faculty for the innovative WorkplaceEducation model that allows for work-ers in licensed day care facilities tocomplete the program through two daysa week on-campus studies and threedays a week paid employment andworkplace-based studies.

The Information Systems Technology(IST) program received full accreditationfrom the Canadian Information Process-ing Society (CIPS).

The Aircraft Maintenance Engineer(AME) apprenticeship program offeredby the Stevenson Aviation and AerospaceTraining Centre passed its re-accredita-tion review by Transport Canada. Steven-son offers the only apprenticeship basedAME program in Canada.

Based on a review of the Commerce/Industry Sales & Marketing program theCanadian Professional Sales Association(CPSA) agreed to provide C&I Salesgraduates with a Sales Certificate fromthe CPSA.

ArticulationThe quality of our academic programs isrecognized across the country as RRCgraduates continue to be accepted foradvanced entry at many universities.RRC has over 60 articulation agreementsproviding diploma program graduateswith two years credit towards a bache-lor's degree in 80 percent of our diplomaprograms.

Advisory CommitteesAdvisory committees are a vital linkbetween the College and the employersof our graduates. Each certificate anddiploma program is supported by anactive program advisory committee thatprovides ongoing feedback fromemployers, students and specialists inthe field.

Program advisory committees, whichmeet at least twice a year, report to thePlanning Committee of the Board of

Governors. Any major program changesmust have a recommendation from theprogram advisory committee before it canbe implemented. Annual meetingsbetween the Chairs of all program advi-sory committees and the Board of Gover-nors provide for a direct link betweenthe committees and the governors.

Red River College is a learning and a learner-centred college. This

means that the prime focus is on student success. RRC encourages

every learner to achieve his or her optimal intellectual and personal

The College works to achieve thisin numerous ways, for example,through high quality applied

education, co-operative programs, priorlearning assessment and recognition andstudent support services. Essential ele-ments in an innovative learning environ-ment are caring, professional faculty, arespectful, safe and healthy environmentand strong student services. Program Informationand Advising CentreDuring 2001/2002, an important newelement in increasing student successwas established in the Program Infor-mation and Academic Advising Centre.Located in an area easily accessible toVisitor Parking and the bus stop, thecentre is the focus for prospective stu-dents to receive information and guid-ance on college programming. Thecentre is staffed with two customer ser-vice representatives, two academic

The cus-tomer service representatives providebasic program information to the publicover the phone and in person and referindividuals for appointments with advi-sors or career counselors for moredetailed discussion regarding career andprogram planning. All programbrochures and application forms arealso available at the centre.

The introduction of this advising cen-tre is intended to assist prospective stu-dents in making an informed decisionabout program selection and in plan-ning for their studies. In the first eightmonths of the Centre's operation, thetwo academic advisors provided pre-enrolment advising to 1787 individuals.

Advisors also work with current stu-dents who need advice and guidanceon academic policies and other acade-mic issues related to their program ofstudies. The provision of individualadvising services to prospective andcurrent students at critical times in theiracademic career supports student suc-cess.

Assessing and RecognizingPrior LearningPrior Learning Assessment and Recogni-tion (PLAR) is a process of identifying,assessing and recognizing what a personknows and can do in relation to collegeprograms.

For over twenty years, the College hasimplemented PLAR processes for stu-dents in order to grant credit for formaland informal learning gained outside ofthe College. In the past few years, theCollege has awarded 1550 course creditsthrough PLAR.

The College PLAR Strategic Plan (1999-2004) provides the outcomes, actions andstrategies for the integration, implementa-tion and expansion of PLAR at RRC.

In 2001/2002 the College:Implemented an enhanced PLAR

Advising Service for current and potentialRRC students as part of the College's Pro-gram Information and Academic AdvisingCentre.

Facilitated the development of the firstPLAR Practitioner DACUM (Develop aCurriculum) in Canada, with a group of

experienced Manitoba PLAR practition-ers. The DACUM forms the basis for theon-site and on-line curriculum develop-ment for the PLAR Foundation Trainingcourse (basic level) and the PLAR Prac-titioner Training course (advancedlevel).

Provided PLAR Foundation Trainingcourses and a PLAR Foundation Train-ing Summer Institute for post-secondaryfaculty and staff and participants fromApprenticeship, sector councils, licens-ing bodies and other organizations.

Continued the development of newPLAR resources/processes for learnersin College programs (i.e. BusinessAdministration, Para-Educator, VolunteerManagement Certificate, Applied Coun-seling Certificate, Medical TranscriptionCertificate).

Implemented a "Train the Trainer inProfessional Portfolio Development"course for College faculty who guidestudents in the development of profes-sional portfolios prior to graduation.

The College's Strategic Plan identifies the vision, mission, values, goals and objectives. Central is the notion of alearning college. The key principles are:

Participated in a national PLARresearch study "A Second Cross CanadaPLAR Study Learners Perspectives"with six partner colleges from acrossCanada.

Participated on the Provincial PLARProgram Team Committee to assist withthe implementation of Manitoba's PolicyFramework on PLAR. As well, the PLARoffice provided resources and supportfor the Manitoba Prior Learning Assess-ment Network (MPLAN) - a provincialnetwork that promotes the expansion ofPLAR practices in Manitoba and Canada.

Language Training CentreThe RRC Language Training Centre(LTC) offers basic and advanced levelprogramming to develop the practical,speaking, listening, reading and writingskills of students. A variety of Englishfor Specific Purposes programs are pro-vided to permanent residents of Canadaand to international students. Highlightsfor 2001/2002 were:

Awarded a contract by the Centre forCanadian Language Benchmarks, anational organization serving the adultESL community in Canada, to Bench-mark the English Language Demands ofthe Nursing Profession across Canada.Lucy Epp, LTC instructor, and MaryStawychny, Access instructor, were theresearchers; Audrey Bonham, Chair ofLTC, was the Project Manager; and Alis-ter Cumming, Professor and Head ofthe Modern Language Centre at theOntario Institute of Studies was a con-sultant for the project.

Developed and delivered the Canadi-an Communications for PhysiciansTrained Abroad (CCPTA) program formedical doctors who plan to pursue apath to re-licensure in Manitoba. ACanadian Taskforce to identify a com-mon approach to the licensure of immi-grant medical doctors has been struckand has identified an interest in theteaching approach and content of theCCPTA program.

Developed and delivered an Englishfor Registered Nurse Refresher Purposesprogram for Korean Registered Nurseswho required English language trainingprior to entry into the Registered NurseRefresher program.

Completed, with funding from Manito-ba Labour and Immigration, projects todetermine the language levels and skillsrequired according to the Canadian Lan-guage Benchmarks for the occupationaltherapist and motor vehicle mechanicoccupations.

Academic Development ServicesThe Academic Development Services(ADS) department delivers academicpreparation *grams, administers thepeer and staff tutorial services for theentire College and provides program-ming options for those students whodesire a sampling of College coursesfrom a variety of programs through theGeneral Studies program.

In addition to its regular range of pro-gramming, in 2001/2002, ADS:

Relocated to the 4th floor of the MainStreet Campus. Surveys conducted withstudents identified their satisfaction withthe new location in the downtown areaof Winnipeg.

Received a $250,000 grant from Mani-toba Education, Training and Youth forthe delivery of Adult 10, 11, 12 pro-grams as well as College Preparation forAboriginal Students program. This grantallowed the College to waive tuition forstudents enrolled in these programs inthe 2001-02 academic year.

Partnered with the McLeod AdultLearning Centre in 2001-02. The partner-ship included the delivery of two Eng-lish 40S courses for ADS students by aninstructor supplied by the McLeod AdultLearning Centre.

Adult Education CertificateCollege faculty members are recruitedfor their expertise in an occupational

field. To help them develop strongteaching skills, all permanent facultyare required to obtain a Certificate inAdult Education (CAE).

The CAE program is a post-sec-ondary certificate program in adult edu-cation that is delivered throughManitoba's colleges. The program iscontinually reviewed and revised withnew courses being developed to reflectnew initiatives in the colleges and inadult education. Manitoba is one ofonly a few provinces to require collegefaculty to have post-secondary trainingin the development and delivery oftraining for adult students.

Academic and EducationalSupport ServicesThe College provides a comprehensivearray of student support servicesthrough the Educational Support Ser-vices department:

Career and Employment Services. In2001/2002 the College adoptedWorklink, a comprehensive internet joband resume service. This service pro-vides employers with the ability to postjob openings directly to the Internetand students with the ability to posttheir resumes. The staff of Career andEmployment Services will input the jobposting for an employer at no cost tothe employer or to the college.

Academic Assessment. A total of 2704assessment tests were administered toindividuals of which 2327 were admin-istered as part of the admissionsprocess.

Academic, persona/ financial, and careercounselling. A total of 4598 appointmentswere made with counsellors for coun-selling services in 2001-02. Over 2500students or prospective students metwith a counsellor.

Support services to students with physicaland learning disabilities. ASL/English inter-pretation and/or computerized note-taking services to deaf and

hard-of-hearing students increased dra-matically in 2001-02. The number ofhours of service provided rose from9386 in 2000-01 to 17,307 in 2001-02,an increase of 84%. The number ofstudents served increased from 23 to32. Seventeen of the 32 students werein funded programs and 15 were stu-dents in Continuing Education pro-grams.

Exam accommodations for students withdisabilities and students for whom English is asecond language. Four hundred and fortystudents received exam accommoda-tions for 3649 exams during the 2001-02 academic year.

Tutoring Services. Individual tutoring isavailable to all students and may bedelivered by staff or peer tutors. Work-shops on both content and study skillsare also offered for groups of students.Tutoring was provided to a total of 472students including 157 students withdisabilities. Eight hundred and forty-sixstudents attended workshops offeredby Tutoring Services.

The Student and Community AdvisorDivers4 and Inclusive Initiatives offerssupport services to immigrant, refugee,visible minority and second-languagestudents and provides a leadership rolein implementing College-wide diversityiniatives. In 2001/2002 the followingservices were provided: delivered 16diversity workshops to 1207 students in14 academic program areas, and twoinclusive learning environment work-shops to 51 staff; provided advising to224 prospective and current students;coordinated 23 College-wide diversityevents; conducted 12 campus tours;wrote the Inclusive Learning EnvironmentFaculty Guides and distributed 600 copiesto faculty; and wrote the Guides forImmigrant and English-as-a-Second-LanguageStudents and distributed over 1000copies to prospective and current stu-dents.

Red River College is a central partnerwith government, business, labour andthe community in ensuring that Manito-ba maintains and improves our highstandards of living and quality of lifewhile competing in the global econo-my.

The College is experiencing itslargest expansion since the Notre DameCampus was constructed nearly fortyyears ago. New programs are intro-duced every year and enrolments areincreasing dramatically. The first phaseof the Princess Street Campus hasopened with the second phase comingin 2003. Stevenson Aviation and Aero-space Training Centre has been inte-grated with the College. RegionalCampuses are growing in response tothe needs of the local communities.There are more international and dis-

tance learners. The College has also ini-tiated applied research as a focusedactivity. The future will bring moreinnovative growth in expanded oppor-tunities for applied learning andresearch for Manitobans.

CARSI and Applied ResearchApplied research is a key element inimproving innovation and productivity,which in turn drives economic develop-ment. For many years Red River Col-lege has carried out applied researchprojects for Manitoba businesses as wellas projects arising from internalresearch and development needs. As acritical contributor to economic devel-opment, Red River College is increasingits support to applied research, technol-ogy transfer, prototyping, productdevelopment, testing and commercial-ization.

In January 2002, Red River Collegereceived a $550,788 grant from theCanadian Foundation for Innovation tohelp develop the Centre for AppliedResearch in Sustainable Infrastructure(CARSI). Additional funding is currentlybeing pursued.

The CARSI mission statement is "todevelop advanced sustainable infra-structure technologies and products in

Manitoba through innovation and excel-lence in applied research, which bene-fits the environment, and economy ofCanada."

With guidance provided from theCARSI Advisory Committee, four strate-gic goals and a list of guiding valuesand principles for conducting appliedresearch were developed for the Cen-tre. CARSI goals are: (a) conduct inno-vative and improved applied research;(b) undertake strategic applied researchprojects; (c) develop unique technicalservice capabilities; and (d) developresource and infrastructure capabilities.

The guiding values and principles forCARSI are: show linkages to the eco-nomic development of Manitoba andCanada; be consistent with RRC's strate-gic plan and mandate to conductapplied research "on a cost-recoverybasis"; be industry-driven; provideenrichment to student learners' academ-ic training, applied research techniquesand workforce preparation; provideprofessional development opportunitiesfor faculty; and provide an opportunityto create partnerships and collaborativenetworks among other research institu-tions, industry and the community.

Joint collaborative research partner-ships have been established with exter-

nal researchers from other post-sec-ondary institutions and research organi-zations such as the University ofManitoba (Civil Engineering, Bio-sys-tems Engineering), ISIS Canada, and theNational Air Barrier Association. Theprimary objective of these partnershipsis to link applied and basic researchexpertise and training activities.

Specific research plans have beendeveloped based on the growing needsof industry and the capability of theresearchers. These include plans forthe following areas of research in Con-struction Materials and Building Sys-tems:

Asphalt Concrete MaterialsAdvanced Composite MaterialsLight-Frame Wood StructuresBuilding Envelope Systems

The project will involve the construc-tion of a new research facility on theNotre Dame Campus to house the newresearch laboratories. A CARSI steeringcommittee is guiding the developmentof the project and the technical siterequirements planning for the researchfacility.

In the future, infrastructure andresources will be established to expandapplied research into EnvironmentalTechnologies and Geomatics Technolo-gies.

Applied Researchand Innovation OfficeRed River College is actively involved insupporting the Canada and the Manito-ba governments' initiatives in knowl-edge-based economic development.The emphasis is on applied research,which is the application of new andexisting knowledge or information topractically resolve problems with afocus on innovation nearer the end ofthe product process development cycle.

Applied research is designed to solvepractical problems of the modernworld, rather than to acquire knowl-edge for knowledge's sake. RRC willincreasingly acknowledge and imple-ment initiatives to augment scholarlyactivity among faculty and increase theopportunities for faculty and students to

participate in and to conduct appliedresearch.

A key activity is the development ofan Applied Research and InnovationOffice (ARIO). The concept is to estab-lish an office to coordinate appliedresearch activities and act as a one-stop-shop/window to the college. Itwill serve as a gateway for externalpartners seeking to work with the col-lege on applied research and to sup-port internal initiative and activities withfaculty, staff and students. Appliedresearch will support learning in theclassroom and contribute to economicdevelopment. The long-term intent is tosupport technology transfer and com-mercialization.

To support innovation, research anddevelopment RRC will:

Develop applied research partner-ships with leading local and interna-tional private sector innovators.

Develop research partnerships withWestern Economic Diversification,Industrial Research Assistance Council,Manitoba Research Innovation andTechnology Division of ITM, and withthe Universities of Manitoba and Win-nipeg.

Integrate applied research projects inspecific college programs so graduatesenter the workforce understanding theimportance of research and develop-ment.

Continuously update the College'sInstitutional Research Plan. Respondingto industry and community demand,RRC will aim its research activities at: 1.Sustainable infrastructure technology; 2.Bio-sciences Laboratory; 3. Manufactur-ing Design Technology; 4. Human careservices; and 5. Education technology.RRC has the necessary expertise inthese areas, RRC faculty and staff ben-efit from the applied research, there arestrong partnerships with external agen-cies and businesses, and the areas ofapplied research can be interrelatedproducing internal linkages.

Developing new applied degree pro-gramming related to identified require-ments in Manitoba. The province needsto expand its enrolments in college-levelapplied education to provide a skilledworkforce for economic development.There are several areas of anticipatedneed in the province, including informa-tion and communication technology,bio-sciences, health, early childhoodeducation, advanced manufacturing andaerospace. Applied degrees reflect theimpact of a changing economy onlabour market requirements for appliedskills and knowledge, and studentdemand for training offering specificemployment-related advanced skills.Businesses are requiring higher levels oflearning in technology, production,logistics and processes, as they becomemore knowledge intensive.

Canada's and Manitoba's economiesare evolving at an extremely rapid pace,fueled by technological advances andinnovation. Employers are seeking grad-uates with advanced and sophisticatedskills; skills often not attainable througha two-year diploma program, or througha university Baccalaureate Degree pro-gram. Employers in a wide range ofindustries are demanding advanced,hands-on training and skills develop-ment most typical of the learning whichtakes place in community colleges. RRCwill explore the development of suchprogramming for the benefit of Manito-bans;

Developing and delivering a compre-hensive array of for-credit ContinuingEducation offerings to address the con-tinuous learning and upgrading of thosealready in the workforce; and

Providing diverse International Edu-cation programming to support therecruitment, retention and workforcepreparation of immigrants and interna-tional students.

New DowntownPrincess Street CampusThe Province of Manitoba has providedfunding for a new downtown campusfor RRC in the Exchange District area ofWinnipeg. The first phase saw the ren-ovation of a building located at 315William for classes beginning in Sep-tember 2002.

The next phase involves the re-useand restoration of much of the histori-cally significant facades and interior fin-ishes of the Princess block along withthe construction of a new integratedbuilding behind them. This will beavailable for students in September2003, while the third phase will be theconstruction of the Adelaide building.

Overall, the Princess Street Campuswill include about 225,000 sq. ft. thatwill house 2,000 students in informationcommunication, network and computertechnology, creative arts, new mediaand business programs. Red River Col-lege's Notre Dame Campus is currentlyoperating at capacity with nearly 7,000full-time students.

The downtown campus will link theCollege to industry and business andprovide more opportunities for accessto students from across the city. It willalso help to revitalize the city's down-town.

Physical InfrastructureProgram and enrolment expansion willcontinue to require RRC to grow itsfacility and equipment infrastructure.Princess Street is only one element ofthat growth as RRC transforms into asingle college with multiple campuses.

Plans will be developed for theNotre Dame Campus, including:

A short-term plan to guide the back-fill renovations as some programs aretransferred to Princess Street, openingspace at Notre Dame for expanded andnew programming.

A long-term campus plan at NotreDame to provide a vision for futuredevelopments.

Regional Campuses will enhance theirphysical capacity as local requirementsgrow.

The Millennium Park will arise aroundthe main campus providing a vibrant andinviting environmental space for students,staff and the surrounding community.

Technological InfrastructureThe world is experiencing an informationand knowledge revolution that is affect-ing society as profoundly as the industrialrevolution. To be at the forefront of thistransformation, the College must integratetechnology into every facet of operations.This includes the development of instruc-tional technology programs, smart class-rooms, and distributed learning. Learnersneed the technological resources andskills to become well educated and pro-ductive. An Educational Technology Planwill guide the development and improve-ment of Educational Technology, StudentServices and Management Systems, Dis-tributed Delivery, Infrastructure, Techni-cal Support, and Curriculum and FacultySupport.

A Healthy and SafeWork environmentRRC will build on its commitment toensure a safe and healthy environmentfor all members of the College communi-ty. This will include accommodation forthe recent legislative changes in theprovince.

All of the facilities of the College willbe managed in accordance with the newrequirements. In addition, the Collegewill implement improvements based onthe findings of the Well-being in theWorkplace Through Healthy Organiza-tions project. The primary goal of thisproject is to improve organizationalhealth and effectiveness. Some of the ini-tiatives include: a management trainingprogram, a faculty and staff recognitionprogram, programs to increase the diver-sity of the College, succession planning,and preparing and modeling a Collegestatement of values.

The division offers a number of strategic programs and services designed to assiststudents from various backgrounds to be successful in all areas of the College. Animportant focus has been co-operative work with the Aboriginal community. Thedivision continues to improve programming and supports for Aboriginal (Metis,First Nation and Inuit) students and to improve services to Aboriginal communitiesby partnering with organizations and agencies in providing community-based edu-cation programs.

This division includes two academic departments: Aboriginal Education andProgram Development, and Teacher Education, as well as the ACCESS programsand the Aboriginal Resource/Student Centre.

ACCESS Model ProgramsThe ACCESS Model Program is designed to provide admission to specific Red River College programsfor low-income individuals who have not had the opportunity because of social, economic or culturalfactors; formal education; or geographical location (inaccessibility to post-secondary institutions).

This program trains fluent Algonquian speakers (Cree, Ojib-we, Oji-Cree and Michif) in translating and interpreting in avariety of settings. The initial focus will be in the legal andmedical areas which require both Algonquian and Englishinterpretive skills. Graduates find employment as inter-preters in the court and medical system as well as withAboriginal organizations and agencies and governmentagencies.

Aboriginal Self-Government AdministrationTwo-year diploma program

This program provides training for Aboriginal students in theAboriginal self-government process. Training will be provid-ed in all the fundamental aspects of the self-governmentprocess, including knowledge of political systems, traditionaland existing models of self-government, and the skills asso-ciated with administration, finance, management and policyanalysis.

Business Teacher EducationFive-year Bachelor of Education degreedelivered jointly by RRC and the University of Winnipeg

The Business Teacher Education program develops knowl-edge and skills in general business, accounting, marketingand secretarial; including technical skills in computer appli-cations, word processing and computer accounting; andteaching methodology in business. Successful completion ofthe five-year program results in a Bachelor of Arts degreeand a Bachelor of Education degree from the University ofWinnipeg, as well as a diploma in Business Teacher Educa-tion from RRC. Microcomputer ApplicationsOne-year certificate program

This program provides Aboriginal students with training in anumber of computer software applications, accounting andcommunication skills for use in businesses and organiza-tions. Depending upon individual interest and ability, stu-dents who complete the program will be able to work in awide range of positions with businesses and organizationsfrom clerical to administrative functions.

Vocational Industrial Teacher EducationOneyear accelerated diploma program

This program provides the knowledge and skills required forcertification by Manitoba Education and Training. Graduatesare eligible for a Permanent Special Vocational IndustrialTeaching Certificate from Manitoba Education and Trainingwhich would allow them to teach in their vocational area inthe secondary schools in Manitoba. Graduates are also grant-ed credit for the first two years of the four-year Bachelor ofEducation program at the University of Winnipeg. Graduatesfind employment in teaching positions in high schools offer-ing vocational industrial programs and in community col-leges.

This division consists of four departments: Community Services;Electrical/Electronic Engineering Technology; Health and Applied Sciences;and Nursing. These departments provide training in joint baccalaureate,advanced diploma, apprenticeship, diploma and certificate programs. As well,the division is involved in a number of human and health service partnershipswith other agencies. The Manitoba Water and Wastewater School is alsodelivered through this division.

This program trains students to develop the knowledge andskills required to be a member of the animal health careteam. Graduates find employment in private veterinary prac-tices, farm production units, research laboratories and withzoological collections and the federal or provincial govern-ments.

Applied BiologyJoint four -year degree program offered in partnership

with the University of Winnipeg

This program has been developed to address the needs ofthe health-based industries of Manitoba. Biotechnology is thearea of emphasis. Students may begin the program at eitherRRC or the University of Winnipeg, but must apply at theUniversity first and meet the entrance requirements.

of Winnipeg

This program was developed to meet the requirements ofboth the four-year Chemistry major at the University of Win-nipeg and the two-year Chemical and Biosciences Technolo-gy program at the College. Students successfully completingthe entire program will qualify for both a Bachelor of Sci-ence degree from the University of Winnipeg and a Chemi-cal and Biosciences Technology diploma from RRC.

Applied Environmental StudiesJoint four-year degree program offered in partnership with the Universityof Winnipeg

Applied Environmental Studies is a joint degree programwith the University of Winnipeg. It is designed to addressthe human resource needs of the environment-based indus-tries of Manitoba. Ecology and sustainability are the twoareas of emphasis.

Advanced Network TechnologyOne-year advanced diploma program

This multidisciplinary program encompasses courses cover-ing a range of topics from windows client and server oper-ating systems, computer hardware, advanced networking,network cabling, Unix, and web development courses.Graduates will have a deeper understanding of computersystems through focus on current hardware, operating sys-tem and network technologies.

Child and Youth CareTwo-year diploma program

This program trains practitioners to help children, youth andtheir families develop their strengths and skills to identifyand resolve concerns that occur in their lives. Child andYouth Care practitioners work in a wide range of settingswith children and youth experiencing behavioural and/oremotional difficulties. The need for child, youth and familysupport expands in response to the multiplicity of social andeconomic issues affecting communities.

College Preparation for NursingOne-year certificate program

This program is designed to provide students with theacademic and professional skills necessary to enter and besuccessful in the Joint Baccalaureate Nursing Program.

This program develops a broad general background inelectronics with specialty training in computer hardwareand software, including troubleshooting, maintenance andservicing. The Diploma Nursing (Accelerated) [DNA] Program is a 25-month continuous program. On successful completion ofthe program, graduates are awarded a Diploma in Nursingfrom Red River College and are eligible to write examina-tions to become members of the College of Registered Nurs-es of Manitoba and use the designation "Registered Nurse".Registered Nurses graduating from a diploma program focuson promoting health and caring for those already ill. Theyprovide services to individuals and families in many settings,but primarily in health care institutional settings.

Joint Baccalaureate NursingJoint Four-year degree program

The Joint Baccalaureate Nursing (MN] Program is a four-yearprogram offered in partnership with the University of Mani-toba (U of M). The students take the first three years of theprogram at RRC and the fourth year at the U of M. On suc-cessful completion of the program, graduates are awarded aBachelor of Nursing Degree from the U of M, and are eligi-ble to write examinations to become members of the Col-lege of Registered Nurses of Manitoba and use thedesignation "Registered Nurse". Registered Nurses graduat-ing from a degree program focus on promoting health andpreventing illness, and caring for those already ill. The Administrative Assistant program develops editing andorganizational skills, includes work experience during co-opterms and prepares graduates to assist management at anylevel through comprehensive courses in a broad range ofcomputer software programs. Graduates have beenemployed at all levels of small, medium and large business-es or government departments.

Aviation ManagementTwo-year diploma program

This program combines business management and flighttraining in a unique program designed to prepare graduatesfor their first aviation job. Private license, commercial license,multi-engine, instrument and night rating will be achievedthrough flight simulation and flight training on a variety ofaircraft. Graduates of the program are expected to findemployment in various aspects of the aviation industryincluding flying and airport management.

Students gain the knowledge and skills required to functioneffectively as writers in the fields of journalism, advertising,public relations, radio and television. Graduates of this pro-gram have found employment as journalists in print, radioand television; copywriters for advertising agencies, radiostations and television stations; and public relations profes-sionals for various companies and government agencies.

Culinary Arts focuses on developing sound culinary skills toprepare students to meet the challenges of an increasinglysophisticated and demanding hospitality industry. The pro-gram includes two terms of paid employment in thekitchens of established hotels, restaurants or private clubs inManitoba. Culinary Arts also incorporates the use of laptopcomputers as an integral part of learning and working.

Graphic DesignTwo-year diploma program

This program provides up-to-date artistic training in thetechnology, techniques and philosophy of graphic design.Graduates of this program have found employment as pro-duction specialists, graphic designers, illustrators and artdirectors in retail stores, advertising agencies, design andproduction studios and newspapers. This program is a two-year diploma program that will pro-vide students with a solid foundation in business data pro-cessing, database concepts, computing networks andclient/server technology. This program develops basic baking skills and relatedrequirements through classroom instruction, practical labtraining and off-campus work experience. A student beginsemployment as a baker's helper and may advance to a posi-tion as a competent tradesperson within approximately oneyear. Opportunities for employment exist in both large andsmaller bakery operations.

TourismTwo-year co-op education diploma program

This program provides graduates with the knowledge andskills required to work within various sectors of the tourismindustry. Graduates may find employment in travel and visi-tor information positions, as tour guides and for festival,community and tourism organizations.

Advanced WeldingProgram length dependent on individual

This program is designed to upgrade practical welding skills andtechniques to meet the certification requirements of ManitobaLabour and/or the Canadian Welding Bureau. The program providesa facility and instruction for qualifying welders to practice in prepa-ration for certification examinations.

Automotive Service Education64 weeks

This program prepares potential automotive technicians fora career in the automotive field. Students spend 32 weeks inthe College and 32 weeks with a sponsoring General Motorsof Canada dealership. Upon successful completion of boththe in-college and dealership training, and a two-year periodof employment in a GM dealership, the graduate is entitledto write the Interprovincial Standards Examination to qualifyas a journeyperson.

Automotive Technician (Certificate)One-year certificate program

Students learn to disassemble, inspect, machine calibrate andreassemble motor vehicle units or components. Graduatesfind employment in service stations, dealerships, large cor-porations, farming communities and allied industries wherethey may work in service, repair, sales, or parts distribution.

Automotive Technician (Diploma)One-year diploma program

Students obtain the knowledge and skills needed to work inthe motor vehicle electronic technician field. Graduates findemployment in almost any vehicle repair shop. Entering stu-dents must have completed a 10-month Automotive Techni-cian (certificate) program or have graduated with a PowerMechanics diploma from high school.

Automotive Technician (Work Experience)Onelear certificate program

This program and the employment opportunities are similarto the Automotive Technician Certificate program. Howev-er, the teaching methodology is different in that the studentspends half of the training time at an automotive dealership.

Building Design CAD TechnologyTwenty -month co-op education diploma program

The program builds on the principles of relevance and excel-lence to equip graduates with expertise in the latest technolo-gies related to engineering construction systems. BuildingDesign CAD Technology graduates are trained in the princi-ples and applications of Architectural and Structural construc-tion systems for careers in: CAD (computer aided drafting),design and construction of building systems, site inspectionand supervision, contract administration and project co-ordi-nation, technical sales and support, and building sciences.

Carpentry and WoodworkingOne-year certificate program

Students acquire the basic skills of carpentry and wood-working required to enter an apprenticeship program in car-pentry. Graduates have found employment in commercialconstruction, house-building, factories or cabinet-makingshops. Almost all graduates choose to the enter the appren-ticeship program.

Civil/CAD Technology

Civil/CAD Technology offers a number of programsdesigned to provide students with career training in con-struction engineering, environmental protection, manufactur-ing design, geomatics, and CAD technologes, as well asProfessional Development courses. All Civil/CAD Techologystudents are registered in a common first year of academicstudies, with a September entry date, where the emphasis isplaced on developing generic core competencies.

Civil TechnicianOne-year certificate program

This certificate-level program provides an early exit optionfor students who have completed the first year of the CivilTechnology diploma program. It is designed to provide stu-dents with hands-on, entry-level job skills. Most students,however, continue in the Civil Technology programs andgraduate with a diploma. Graduates find employment asmaterials testing, surveying and CAD drafting technicians.

Collision RefinishingFour-month certificate program

This new program addresses Industry concerns about thelarge shortage of skilled technicians needed to work ineither Collision repair facilities or Commercial industries.This program is designed to develop the necessary tradeskills and knowledge required to refinish damaged vehicles,refinish fleet vehicles and to participate in other commercialapplications.

Collision Repair and RefinishingOne-year certificate program

Graduates of this program possess the skills and knowledgerequired to repair damaged vehicles, including all phases ofautobody repair and painting. They have found employmentas autobody mechanics, metal finishers, painters, body-framespecialists, service or parts managers, machine operators, orservice-station operators. Others are employed as claimsadjusters, collision estimators or shop supervisors.

The program trains students to work with the engineeringteam in the design, detailing and preparation of contractdocuments for the construction of architectural and relatedbuilding systems. Graduates have found employment withconsulting and mechanical engineers, contractors, fabrica-tors, architects and service industries, as well as with depart-ments of municipal, provincial and federal governmentservices.

ElectricalOne-year certificate program

Students develop skills in house wiring, commercial andindustrial wiring and controls, and motor repair. Graduateshave found jobs in the electrical industry working withhouse wiring, commercial and industrial wiring and controlsand electric motors.

Environmental Protection TechnologyThirty - two-month co-op education diploma program

Students develop knowledge and skills in the principles andapplications of Environmental Protection Technology forcareers in waste disposal and water supply, reuse and recy-cling, workplace health and safety, integrated project man-agement site reclamation, remediation and containmenttesting and quality control surveying and global positioningsystems and modeling. Graduates find employment withconsulting engineering firms, resource-based industries, con-struction and development companies, inspection and test-ing agencies, manufacturers, material suppliers,governments and crown corporations.

Students obtain knowledge and skills in the legal and engi-neering surveying fields. Graduates have found employmentin a range of construction and resource industries, and ingovernment services. They have been hired for jobs in landsurveys, construction and topographic surveys, mining sur-veys, hydrographic and geodetic surveys.

Greenspace ManagementTwenty - eight -month co-op education diploma program

Students develop the knowledge and skills required to con-struct and maintain greenspaces such as parks, golf coursesand cemeteries. The program focuses on turfgrass construc-tion and management, ground construction and mainte-nance, equipment operation, pesticide application, irrigationsystems, horticulture, aboriculture, computers, office man-agement and strategic planning. Graduates find employmentin golf courses, departments of parks and recreation, andcemeteries.

Heavy Duty Equipment MechanicOne-year certificate program

In this entry-level program students develop basic knowl-edge and skills required to perform routine maintenance andrepairs to vehicle systems and components. This program develops the knowledge and skills needed toassist in the design and construction of municipal servicesand roadways. Graduates have found work with consultingand engineering companies, government departments andagencies in the design and construction of sewer and waterprojects, highway projects, earth-retaining and hydraulicstructures. Others are employed in equipment and materialsales and in the research and manufacture of construction-related products.

Outdoor Power Equipment TechnicianOne-year certificate program

Students develop the skills and knowledge required forentry-level employment in the power equipment repair field.Graduates find employment with firms engaged in the salesor service of power equipment. Such firms may include agri-cultural equipment dealers, private power equipment salesand repair shops, rural agribusiness and various federal,provincial and municipal government departments.

Piping TradesOne-year certificate program

Piping Trades teaches the skills needed to install and repairplumbing, steam heating, fire-protection and other pipingsystems. Graduates have found work with plumbing, heat-ing or fire-protection contractors, or in industrial plants asmaintenance people. Some are employed by plumbing andheating wholesale or retail outlets. Others have moved intopositions as supervisors, estimators, plumbing contractorsand building inspectors, and some are self-employed.

Refrigeration and Air Conditioning TechnicianOne-year certificate program

This program develops the skills required to install, serviceand repair commercial and industrial refrigeration and airconditioning equipment. Graduates find employment withrefrigeration and air conditioning companies as apprenticesor as customer consultants in refrigeration retail stores.Journeypersons work mainly in the construction of coolingplants and cooling cabinets and in the maintenance field forrefrigerated vans, hockey rinks, food retailers, air condition-ers and industries demanding cold temperatures for theirprocesses.

This program provides the knowledge and skills needed towork with the engineering team in the formulation and cal-culations for structural building systems. Students learn to perform the oxy-acetylene, arc, tungsten-inert-gas and metal-inert-gas welding processes and relatedoperations safely and effectively. This division is responsible for the delivery of a wide range of services designedto attract, admit, and enrol students in college programs and to support studentsthroughout their college experience so that they are successful. In addition to theservice units of Enrolment Services, Financial Aid and Student Awards, AssessmentServices, Counselling Services, Disability Services, Career and Employment Ser-vices, and Health and Recreation Services, the division is also responsible for threeacademic programs: American Sign Language English Interpretation, Deaf Literacyand Deaf Studies.

American Sign Language English InterpretationJoint three-year degree program offered in partnership with the Universityof Manitoba. Graduates will receive a diploma in ASL-English Inter-pretation from RRC and a Bachelor of Arts degree from the U of M.

Students are taught the skills required to function as anAmerican Sign Language (ASL)/English interpreter in facilitat-ing communication between hearing and Deaf individuals.Graduates are working in public schools, in interpreter refer-ral centres and in post- secondary institutions. Some work ona freelance basis in specialized settings such as medical, reli-gious, mental health, recreational, legal, employment, gov-ernment and the performing arts areas.

Deaf Literacy

This part-time program encourages Deaf adults who arecompetent and proficient in American Sign Language (ASL)to learn better reading/writing skills through second lan-guage (English) approaches.

Deaf StudiesOne-year certificate program

This program is designed to increase fluency in AmericanSign Language (ASL) and provide knowledge of Deaf cultureand history. This program is suitable for anyone whorequires language and culture fluency for effective interac-tion with Deaf individuals, as well as those who intend toapply for entry into an ASL/Interpretation program.

Academic Development ProgramsCertificate programs

Academic Development Programs upgrade students' academ-ic skills in mathematics, English and physical science, andprovides an introduction to computers. Students normallytake only those courses necessary to qualify for admission tocollege programs.

English as a Second Language (ESL)Certificate programs

ESL programs develop practical speaking, listening, readingand writing skills. The basic program is designed to providestudents with the language skills and information required tosettle in Canada and to seek employment. The upper-levelprograms are intended to develop the skills required to pur-sue further skill or academic training or to seek employmentin a specific field.

Introduction to Computer Accounting TechnicianCertificate program

The program prepares students for entry into the ComputerAccounting Technician program by introducing them tofinancial accounting, business mathematics and businesscommunications.

Introduction to BusinessFive-month certificate program

The purpose for the program is to prepare students for entryinto selected progams in the business and applied arts andsciences areas by developing their skills in communications,business mathematics, the fundamentals of Canadian busi-ness, and computer fundamentals. Students will have theopportunity to acquire the study and information technologyskills that will enhance their success in an academic setting.Students will obtain advanced credits in the first term of theselected programs.

Stevenson Aviation and Aerospace Training Centredesigns and delivers nationally accredited aviationtechnical training to address the human resource and

skill requirements of the local and national aviation industry.Each of the training programs offered by the Centre isnationally accredited by either Transport Canada or theCanadian Aviation Maintenance Council, ensuring recogni-tion and portability of our graduates' credentials across thecountry and throughout the industry.

In May 2001, a $7.4 million Aviation/Aerospace Expan-sion Initiative was announced to address the growing shortand long-term human resource requirements of local indus-try employers. The primary elements of the expansion strate-gy were:

new training programs to meet demand for qualifiedAircraft Maintenance Engineers (AME);

a new training facility in Winnipeg to complementStevenson Aviation's existing training facility at SouthportAerospace Centre; and

integration of the respective sector training operations ofStevenson Aviation and Red River College.

The new aviation/aerospace training centre, located onthe southwest corner of the Winnipeg International Airport,was opened on January 7, 2002. The first intake of 16 stu-dents to the new AME "M" Diploma Program commenced inFebruary 2002. Another group of 16 students started theirstudies in March 2002.

A new model of increased industry/education collabora-tion in setting the direction and strategic priorities of thenew integrated training operations is currently in develop-ment. The Stevenson Aviation and Aerospace StrategicCouncil, consisting of industry, college and community rep-resentation, is expected to undertake its mandate by the fallof 2002.

Aerospace Manufacturing TechnicianFive-month certificate program

The Aerospace Manufacturing program was developedthrough a collaborative effort between Boeing Canada Tech-nology Inc. and Red River College. In a state-of-the-art train-ing facility, the program prepares students for positions asskilled production workers in aerospace composite manufac-turing.

Aircraft Maintenance EngineerFourteen-month diploma program

The purpose of this program is to develop knowledge andskills in maintenance of both large and small aircraft, includ-ing fixed wing and helicopters, and to provide TransportCanada approved training toward an Aircraft MaintenanceEngineer License. Potential employment opportunities acrossCanada include passenger and cargo air carriers, air chartercompanies, flight schools, and nationally approved AircraftMaintenance Organizations (AMOs).

Aircraft Structural Repair TechnicianOneyear certificate program

This program was designed to train students in the theoreti-cal and practical aspects of aircraft structural repair in sheetmetal and composite repair. This program offers TransportCanada and Canadian Aviation Maintenance Councilapproved training.

Gas Turbine Engine Repair & OverhaulOne-year certificate program

This program is based on a nationally-recognized curricu-lum designed to prepare students with the technical knowl-edge, skills, and techniques required to be a skilled workerin repairing and overhauling gas turbine engines.

Continuing EducationThe Knowledge Economy requires people to practicelife-long learning. Continuing Education (CE) helpspeople achieve their education goals either for

employment enhancement or entry into the workplace. CE isfocused on providing accessible, flexible and career relevanttraining on a cost recovery basis.

Through CE, learners can prepare for a new career, acareer change, advancement in their present job, or keepcurrent in their field. CE strives to exceed the expectations ofall learners. In recognition of this commitment to quality, dur-ing 2001/2002 CE received the Manitoba Quality Network Sil-ver Level Quality Award.

In 2001/2002, CE:Administered five full-time programs to accommodatemarket demands. The Applied Counselling and RecreationFacilitator for Older Adults programs were continued fromlast year. Photography, Office Technician, and SterileProcessing Technician programs were developed for 2002.Introduced four new programs: Inside Sales/WarehouseTechnician, Professional Sales program, CISCO CertifiedProfessional program and Interdisciplinary HealthSciences program.Developed and delivered the Youth Recreation ActivityWorker program full-time in partnership with the WinnipegBoys and Girls Club.

Administered the Executive Challenge in partnership withthe Manitoba Chambers of Commerce for 19 teams ofstudents in 14 provincial high schools. The Grand Challengewas held in April at the Rural Forum in Brandon. SwanValley Regional, St. Mary's Academy and Garden ValleyCollegiate were the top three teams.Developed a new tool to assist in evaluating students onthe Conference Board of Canada Employability Skills.Versions of this tool were piloted in the Sterile ProcessingTechnician and Health Services Management programs.Further research on this tool will continue.

In addition to the development and delivery of quality pro-gramming, CE is committed to a continuous improvementprocess. In 2001/2002 CE:

Distance EducationDistance Education (DE) enhances Red River Col-lege's ability to contribute to the success of stu-dents in Manitoba and beyond by increasing

points of access and providing flexible courses and pro-grams adapted to the needs of learners for anywhere, any-place, anytime learning.

RRC delivers learning to students who find it difficult toattend regularly scheduled classes, live far from Collegecampus sites or prefer to study on their own. Courses aredelivered using a variety of media: correspondence, video-correspondence, CD-ROM, teleconferencing and via theInternet. All courses include e-mail or telephone support.The course technology varies to meet the needs of studentsand to make the best use of current teaching technologies.

During 2001/2002 DE solidified its long-term strategicplan, including a multi-stage expansion strategy. Fundingwas secured from the College Expansion Initiative forPhase 2 of the expansion of RRC's distance education infra-structure, capability and program delivery activity. Thisfunding will allow DE to work towards the establishmentof a virtual campus at the College.

In recent years, DE has experienced significant enrol-ment growth. Distance Education's gross part-time enrol-

ment increased by 18%, from 2106 in 2000/2001 to 2487 in2001/2002. The strongest growth was among the followingprograms: Business Administration, Early Childhood Educa-tion, Human Resources Management, Recreation Facilitatorfor Older Adults, and Registered Nurse Refresher.

During 2001/2002, DE revised all first-year Early Child-hood Education (ECE) courses, in accordance with the com-pletely revised full-time program. All of the program'ssecond-year courses were developed for distance deliveryand DE began offering the second-year courses. In addition,16 "transition" courses were developed to fill competencygaps between the old and new programs. Integral to thisprogram-wide development was the construction of an ECElearning centre collection comprised of videotapes, text-books and copies of journal articles, to be loaned to dis-tance students as part of course delivery.

Distance Education developed 77 new courses for dis-tance delivery, twelve of them on-line. Of the 77 courses, 49were for Early Childhood Education, 12 were for the newcomplete Para-educator certificate, 11 for Information Tech-nology programs, three for Emergency Nursing and twowere for Business Administration. Thirty-two courses wererevised, including 20 for Early Childhood Education.

Regional CampusesAn essential component of the academic plan of RedRiver College is to provide rural Manitobans withaccess to post-secondary education. RRC delivers

training related to local needs through four regional campus-es. These regional campuses allow people to take advantageof quality RRC programming near their homes or workplaces:Gimli Campus, Portage Campus, Steinbach Campus and Win-kler Campus.

Each regional campus, responding to the unique perspec-tives and directions of its community, delivers full-time pro-gramming, part-time programming as well as customizedtraining for businesses and organizations. Each campus has acommunity liaison committee and partners with local volun-teer organizations, school divisions, Aboriginal communitiesand businesses.

For all Campuses, gross full-time enrolments increased byover 22% to 342 in 2001/2002 from 281 during the precedingyear. The strongest growth in full-time enrolments occurred atthe Steinbach and Winkler Campuses. The Winkler Campusexpanded its facility by nearly 50 percent to accommodate theongoing demand for full-time programming. Gross part-timeenrolments increased by 5% from 3326 in 2000/2001 to 3508in 2001/2002. The strongest increases were in Business andAdministrative Studies and Disability and Community Support.

The regional campuses once again delivered CollegeExpansion Initiative-funded Health Care programs in Altona,Portage la Prairie, Selkirk and Steinbach. Portage Campuspartnered with Southport Summer Camps to deliver Comput-ers for Kids courses to children and teenagers. Winkler Cam-pus partnered with Human Resource Development Canada,Manitoba Education, Training and Youth, and the ManitobaYouth Project to develop and deliver in Winkler the new, full-time, 20 -week Assertiveness and Building Competencies pro-gram for single parents.

tion, Training and Youth for its proposals to assume responsibil-ity for the operation of the Adult Learning Centres in Morris andSt. Pierre.

Steinbach Campus, in partnership with the Steinbach andNiverville Chambers of Commerce, conducted a Regional Train-ing Needs Assessment. More than 500 businesses and organiza-tions in southeast Manitoba were surveyed and in-depthinterviews were conducted with a representative sample of localbusinesses. More than 600 Senior 3 and 4 students in five highschools were also surveyed. The Campus facilitated a communi-ty campus visioning session, led by College Board of GovernorsChair, William Regehr. The session built on the findings of theSteinbach Campus Regional Needs Assessment. More than 50key leaders from the region participated.

In 2001/2002, Steinbach Regional Campus applied to Manito-ba Education, Training and Youth under funding for adult learn-ing centres to operate Adult Community Centres in St. Pierreand in Morris, Manitoba. Funding was approved in late spring,and the centres were prepared, staff hired and courses identi-fied for delivery in the fall of 2002. The Centres collaboratewith the Academic Development Services department to devel-op appropriate curriculum and implement course delivery.

Contract Training - Sales &Contract Training is part of the core business at RedRiver College. Training and/or retraining the existingworkforce is an essential component of meeting the

education and training needs of the community and is partof the mission of the College.

A new model for contract training at RRC was implement-ed in 2001/2002. The integrated, collaborative model helpsindustry and business to directly access expertise in areas ofinterest within a College-wide framework. As well, itencourages individual departments to promote their educa-tional products directly to employers, community groupsand employer organizations.

The central unit, Contract Training--Sales & Services(CTS&S), provides a centralized sales, service, and adminis-trative office supporting the contract training initiatives of alldepartments and divisions within the College. CTS &S actsas a clearinghouse for all external contract training conduct-ed by the College. It seeks to achieve RRC's contract train-ing objectives by proactively encouraging, supporting andcoordinating the initiatives, expertise, and enthusiasm of allCollege staff.

All College departments are sources of potential contracttraining. Contract training opportunities may be initiatedand executed by any department or division of the College.Chairs/Managers working with Deans/Directors are respon-sible for the sale and delivery of training in their respectiveareas of responsibility.

A key element of an effective integrated contract trainingstrategy is a balanced and always improving set of best

Servicespractices. These have been developed and encompass defin-itions, roles, profit sharing, business processes and proce-dures, and template forms.

During 2001/2002, contract training was delivered toapproximately 900 employees, including:

Electrical Bond and Ground training delivered to 105Bristol employees.Sealant training delivered to 32 Bristol employees.Metallurgical Processes modules delivered to 58 ManitobaAerospace Human Resources Coordinating Committee(MAHRCC) members.Human Factors training delivered to 120 MAHRCCmembers.Managing and Supervising Young Workers workshopsattended by 196 participants.Lean Thinking and Value Stream Mapping workshopsattended by 110 participants.

International EducationThe International Education Office (1E0) is mandatedto provide a global presence and context for RedRiver College students, faculty and administration.

Operating as a strategic business unit, the office is active ininternational student recruitment, academic exchanges,custom-designed contract training, joint-venture operationsin China and fee-for-service international developmentprogramming. As the economy and education continue toglobalize, International Education plays a key role in pro-moting the worldwide image of the College and in openingnew markets for programming.

During 2001/2002, the International Education Office:

Registered 244 international students. This includesstudents in programs ranging from ESL to NursingRefresher from over 23 different countries. Total visastudent registrations increased by 145 from the previousyear.

Organized and hosted five international studentorientation sessions including specialized workshops onTaxation Preparation and the Manitoba ProvincialNominee (new immigrant recruiting) Program.

Participated in four international student recruiting fairs,conducted five international marketing missions (includingone mission to Mexico involving the President and

Vice-President) and hosted twenty-four visitinginternational delegations including six agent tours andtwo international instructor exchanges.

Facilitated eight RRC staff on international workexperiences in 2001/2002.

Signed a cooperation agreement with InstitutoTechnologico de la Costa Grande (ITCG) in Ixtapa,Mexico.

Continued an aggressive marketing campaign, promotingthe College, including a variety of media and contacts.The office experienced a significant increase in interest,for example, a 20% increase in international inquiries and35% increase in website hits.

Administered and mentored departmental involvement inour four overseas development assistance projectsincluding the start up of the new Canadian CollegePartnership Program (CC/PP) project with the hotelindustry in Ixtapa, Mexico.

Responded to six requests for proposals/letters ofinterest for specialized contract training in hospitality,industrial technology, health services and disabilitiesstudies.

RRC hosts delegation from St. Paul College in the Philippines. The two institutes have worked together over the past eight yearson developing Centres for Career Development (CCD) in three of the Philippines' largest cities. The project, funded by CIDA andadministered by the Association of Canadian Community Colleges, develops vocational education programs that provide poorand underemployed women with the business and entrepreneurship skills necessary for greater access to employment.

ApprenticeshipThe Apprenticeship program is administered by the

Apprenticeship Branch of Manitoba Education and Trainingand Youth. Manitoba's colleges work in co-operation withthe Apprenticeship Branch and offer the classroom andshop-based technical training that is part of the requirementfor a Certificate of Qualification in designated apprenticeshiptrades.

Apprenticeship is a quality post-secondary education inwhich a student, or apprentice, learns a trade through on-the-job skills development and in-school study. The practi-cal experience is gained under the supervision of a skilledmaster or journeyperson. This training usually takes four tofive years, and includes a session of academic training offour to eight weeks once each year. Red River College is thedesignated provider of academic instruction in 24 of thesetrades. RRC is also the largest provider of classroom trainingfor apprentices in Manitoba, delivering about 64 percent ofall classroom training offered each year.

In 2001/2002 the Red River College provide technicaltraining for 1,868 apprentices, up eight percent from the1,731 apprentices that were trained through the College theprevious year. The most significant increases in trainingoccurred in Boilermakers, Construction Electrician, Machinist,Power Electrician and Refrigeration.

New trades trained through Red River College this yearincluded Ford of Canada ASSET training (Motor VehicleMechanic) and, with the Stevenson Aviation and AerospaceTraining Centre joining Red River College, AircraftMaintenance Engineering (AME). In addition, RRCsupported the community-based delivery of Appren-ticeship training in Fisher River, Peguis and Blood-vein First Nation communities. The College alsohelped revise the curriculum in a number of trades.

The AME program at Stevenson is the onlyapprenticeship delivered AME program in Canada.It is Transport Canada accredited and in 2001-02 itsuccessfully passed a rigorous re-accreditationreview. Stevenson and Red River College alsoopened up a new training facility at the WinnipegInternational Airport, paving the way for moreapprenticeship training in the aviation industry in thefuture.

Manitoba Education Training and Youth haveundertaken an aggressive campaign to revitalize theapprenticeship training system and address theskilled trades shortages that have developed. As aprimary partner in the delivery of apprenticeshiptraining, RRC will work with the ApprenticeshipBranch to facilitate the establishment of new tradesand the expansion of existing ones.

Co-operative EducationRed River College is strongly committed to the philos-ophy and nature of co-operative education. The Col-lege has made the expansion of co-op programming

a priority.Co-operative education integrates related on-the-job expe-

rience with classroom theory by alternating terms of paidemployment and academic study. Over the years, the Col-lege has introduced this proven system into an increasingnumber of programs.

Co-operative education has been offered in three pro-grams in the College's Hospitality department since the late1970's. Starting in 1991, rapid growth has occurred in thenumber of programs offering a co-op mode of delivery. Thenumber of students enrolled in co-op programs was 1,073in 2001/2002. The total number of co-op programs standsat 25:

Curriculum and Learning ResourcesThis Division provides a complete teaching and learningsupport for College academic programs. These supports con-sist of comprehensive knowledge and research capacitythrough the Library and Learning Resources; curriculumdesign issues through the Program and Curriculum Develop-ment area and program delivery issues through the LearningTechnologies areas. During 2001/2002, the Division wasactive in a variety of major initiatives including: revising theterms of reference of the Teaching and Learning TechnologyRoundtable and initiating a review of the College's Educa-tional Technology Plan, defining the Learning Commons forthe Princess Street Campus, and providing leadership for theCanadian Virtual College Consortium.

Library and Learning ResourcesThe Library and Learning Resources Centre provides a broadrange of information services and learning resources to sup-port educational activities at the College. Highlights of2001/2002 were:

Upgraded the library system to Voyager 2000 and updat-ed the library guides and handbooks to reflect the change.

Instituted a subject-based team approach to collectiondevelopment with an expanded number of staff now takingresponsibility for acquisitions in all formats for several sub-ject areas.

Assumed collection development for Stevenson Aviation &Aerospace Training Centre.

Developed an Evergreen Policy for Data Projectors.

Undertook a survey of instructors to assist in identifyingtheir use of media equipment in the classroom and, for pro-grams moving to the Princess Street Campus, the need forspecific library materials, i.e. books, journals, and videos.

Prepared for the opening of the first Phase of PrincessStreet Campus for the site in the William Avenue building.

Program and Curriculum Development DepartmentIn 2001/2002 Program and Curriculum Development (PCD)undertook a number of projects, some of which representednew initiatives for the department and others which repre-sented ongoing services provided to the college community.

Completed four curriculum validations focused on pro-gram renewal during 2001/2002. The programs were Busi-ness Administration Diploma Program, Chemical andBiosciences Technology Diploma Program, College Prepara-

tion for Aboriginal Students Certificate Program, and Colli-sion Repair & Refinishing Certificate Program.

Research on a new approach to curriculum validation wasalso completed in 2001/2002.

Completed the pilot testing of the Academic DevelopmentServices Adult 12 Pre-Technology Mathematics onlinecourse.

Facilitated the PLAR Practitioner DACUM and helped inthe validation of the DACUM chart. This was the first time aDACUM in PLAR had been done in Canada.

Assisted the College's Contract Training Sales and Servicesdepartment with the instructional design and developmentof two online courses; one for Cargill Grain and a secondfor the Canadian Wheat Board.

Delivered professional development opportunities for Col-lege staff including: two workshops on Instruction Design, aworkshop on risk management for project managers anddesign of a workshop on developing on-line courses deliv-ered to college staff through the RRC Staff DevelopmentOffice.

Initiated a study to establish a quality assurance model foracademic programming.

Learning Technologies DepartmentOver the past year eTV contributed to the learning experi-ence of students both on and off-campus. Highlightsinclude:

Developed the technology for students to receive live"television style" lectures broadcast over the Internet. Subse-quent refinements allow distance students to interact withtheir instructor during the live lectures.

Produced course supporting videos for a number ofdepartments including Aboriginal Education, Distance Edu-cation, Continuing Education, Business Administration, Culi-nary Arts, and Aviation Management.

Produced a promotional video/CD on the new PrincessStreet Campus for the Development Office.

Designed and built the Interpreter Training ProgramVisual Language Lab. The lab functions similar to an audiolanguage lab except that it uses video cameras, VCRs andpicture-in-picture technology to teach American Sign Lan-guage.
