INTliODUCT I ON

The information for the Program Resource Handbookwas obtained from questionnaires sent to agencies andorganizations in Vigo County. The questionnaires weremailed, primarily. to government and community agencies,businesses and industries, and to civic organizations.Voluntary clubs and organizations, such as hobby groups,were not contacted as most of these groups are listed inthe Directory of Voluntary Clubs and Organizations of VigoCounty, published by the library in August, 1969. Manygrou,is are also represented in the file of local speakersand program resources kept in the Group Services Divisionof the Vigo County Public Library.

A -number of the organizations to whom the question-naires were sent did not respond and, therefore, are omittedfrom the directory. We feel sure that there are those groupsin the community who should have received a questionnairebut did not because of our oversight. We offer our apologyto any organization that was omitted and ask to be contactedand given the information for the library files and for afuture edition of the Program Resource Handbook.

We extend our appreciation to the organizations who arelisted herein. Their cooperation has made possible the pub-lication of the handbook.

The Vigo County Public Library is a service and educa-tional institution which fulfills two major functions forthe community. The library acquires, olgarizes and makesavailable to the public books, p6-rodicals, newspapers,pamphlets, phono-reords, films end ,...)Lher materials. Theseccrd major function of the. SEVEN STEP a IM EF'F'ECTIVE PROGRAM PLUMING

1. Find an_intest, or_mieU expressed by the greatest numberof members, This might be don by a questionnaire, interview,interest check list, or by representative committee, Ifprograms are planned on :;tate oatioral level they need tobe adapted to the interest or need of the local group,

2. Break interest or need into a Elsia of related tics,Topics are issues,problems,00ncerns,or areas of content aboutwhich the group seeks to earn, or questions which the programwill seek to answer. This directs tr.e content of the meeting.

3. Set_goals. Goals are statements concerning what shouldhappen during the program and. what should result from it. Theyare,the guides for choosing resources and techniques, and areessential. to evaluation and improvement. Goals are usuallystated in the infinitive, in terms of what the group hopes toaccomplish.

4. Survey available resources, Resources are information andexperience that can be used to explore topics and help meetgoals. They may be people,films,books.pamphlets,or other kindsof material, The more fully the resources are explored, thebetter the chance of a successful program. Don't forget thatoften the best resources ore found within the group itself.

5. Select aImpriate techniaues, Techniques are ways ofpresenting and exploring ideas, information and opinions. Thepanel, the symposium, the lecture (or speech), and group dis-cussion are a few examples. Techniques should be as variedas possible, keeping in mind that the techniques should beappropriate to the task. They are tools to help a groupreach its goals and deal with its topics.

6. Outline the meetingislsnd assign responsibilities, Itis important to go through a step-by-step blocking out of theprogram. Whatever will take place should be put in a timesequence. All duties and responsibilities need to be spelledout and assigned. Participants should be thoroughly instructed.

7. Plan for evaluation. Evaluation is judging the effective-ness of a program in terms of its goals, This may be done bycheck list, written comment, an evaluator or evaluatingcommittee. The purpose of evaluation is to help plan moreeffectively for future programs and to determine what waseffective in the program or how it might have been improved.
