• OEMS plans to implement new MR & EMT exams during 2nd Quarter of 2014.

• OEMS plans to implement new Paramedic exams during the 3rd Quarter of 2014.

• AEMT exams will be ready for release, upon implementation of the new rules.

• All new exams will meet the objectives of the National Standard Curriculums.

• The Office of EMS is in the Planning phases for creating “new” EMS patches to reflect the new levels.

• A stakeholder group is being created to develop a process for receiving input into the design.

• More Information to come on ways that you can provide your ideas.

The Changing World of EMS Communications

• VIPER Radio Project• The Office of EMS has secured funds and purchased 255 Dual-

Head Mobile VIPER Radios to work towards our goal of having a VIPER Radio on every permitted EMS vehicle throughout the state.

• We are currently compiling data to determine which permitted vehicles currently have VIPER or funds to purchase VIPER, in order to establish agencies that would benefit from this equipment.

• There are 2,585 permitted ambulances in the state.

Keep in Mind

• 2,585 Permitted Ambulances in the State• 255 Radios secured through funding by OEMS

You do the Math……..• Everyone will not get radios. We will be looking for

additional funds to secure additional radios for this project. However, we cannot assure additional funds will be provided for this purpose.

FirstNet's mission is to develop, build and operate the country's first nationwide broadband network dedicated to public safety.

• FirstNet will be a public safety-grade network built to meet the needs of our nation’s first responders.

• FirstNet will provide public safety users with priority access to the network.

• FirstNet will harden the network to assist with resiliency during natural disasters, incidents and man-made threats.

• FirstNet will enhance public safety communications by delivering mission-critical data and applications that augment the voice capabilities of today’s land mobile radio (LMR) networks.

• The Compliance Section processed 1,362 fingerprint cardsthrough the Criminal Records Unit of the DOJ.

• The Office addressed 124 formal complaints.

• The Agency’s Case Review Panel addressed 90 cases.

• The EMS Disciplinary Committee made recommendationson 55 cases.

Effective 5/1/2014

• Office of EMS will implement electronic fingerprinting for submission of Background Checks.

• Electronic fingerprinting will benefit both the individual and the EMS Agency employing these individuals by making this process timelier and less burdensome. 

• This is consistent with 10A NCAC 13P .0511

• Funding for the Hospital Preparedness Program was reduced at the federal level by $103.5 million for the budget period beginning July 1 ‘14.

• The impact to North Carolina was a 36.4% decrease from the current budget period and the state budget for FY 14 is $6,183,490.

• Public Hearings held by Teleconference at 7 sites across the state.

• Additional Public Hearing held on 1/21/14 @ East Carolina Heart Institute, due to difficulties with teleconference equipment.

• 48 people in attendance at all sites, with 14 wishing to address task force.

• Task Force met on 3/10/14 to consider comments.

• The planned effective date of these rules will be July 1, 2015.

Chemical Addiction or Abuse Chemical Addiction or Abuse Treatment ProgramTreatment Program

Mission StatementProvide eligible credentialed EMS Professionals suffering from chemical addiction or abuse a non-punitive means for treatment and rehabilitation and ultimately, full restoration of their ability to practice in their chosen field of emergency medical care.

• Entire Program is currently being handled within OEMS, allowing for a cost-effective method to providing sustainable treatment program for credentialed technicians.

Ambulance Vehicle Standards

• NFPA has developed a consensus based ambulance vehicle standard and published NFPA-1917.

• To date, no State has adopted the new NFPA standard.

• This lack of adoption is likely due to the inability of NFPA to address concerns in regards to safety, efficiency, and technology.

Ambulance Vehicle Standards

• CAAS has been identified as the appropriate organization to develop and maintain a consensus based ground ambulance vehicle standard.

• This committee would develop and maintain the new Ground Ambulance Vehicle Standard, named “CAAS-GVS-2015”.

• This process is projected to be completed by January 2015.

• The standard would be updated every 3 years.
