SA napakaraming taon ko ng pagig-ing broadcaster at manunulat, at pagtanggap ng mga sumbong laban

sa mga pulis, inakala kong narinig ko na ang lahat ng klase ng sumbong. Ngunit inaamin ko ngayon na ako’y nagkamali dahil may isang sumbong akong natang-gap kamakailan na kakaiba at bukod tangi sa lahat.

Ang tinutukoy ko ay ang sumbong laban kay PO2 Hyrold Pineda Young ng follow-up section ng Navotas PNP.

Si Young ay isinumbong sa WANTED SA RADYO (WSR) ng kanyang live-in partner noong nakaraang Biyernes, Sep-tember 17.

Ayon sa live-in partner ni Young na si Gina (hindi tunay na pangalan), madalas siyang binubugbog ni Young. Dagdag pa ni Gina, kapag nakita na raw ni Young na lupaypay na siya sa sobrang pagkakabug-bog at tadtad na sa pasa, agad raw siyang kinaka-sex nito.

Habang pumapalag si Gina dahil sa sobrang pahirap na inabot niya, lalong nagiging agresibo si Young. Sarap na sarap siyang nakikita na nagdurusa ang kinaka-sex niya lalo pa kapag ito ay pumapalag at nagmamakaawa.

Ngunit noong Huwebes, September 16, ng muling mangyari ang nasabing karahasan kay Gina, hindi na niya pinal-ampas ito at nagsumbong na siya sa WSR

kinabukasan.Nang makaharap ko si Gina, tadtad

Sinabi raw ni Young kay Gina na huwag itong matakot na aminin na siya ay gumagamit ng droga. Dahil ayon kay Young, siya rin daw ay gumagamit ng shabu. At wala naman daw masama kung gumagamit si Gina ng shabu basta’t huwag lang daw ka-pot session nito ang kanyang tito na si Peping.

Dahil wala namang dapat aminin, itinanggi ni Gina na siya ay gumagamit ng shabu at ka-relasyon niya si Peping.

Nang tiyempong iyon, animo’y nawala na sa sarili si Young at pinagbubugbog

na nito si Gina. Nang makita niyang mistulang gulay na si Gina, agad niyang ikina-sex ito. Pilit mang pumalag ni Gina dahil ayaw niyang makipag-sex kay Young, wala siyang magawa dahil ubos na ang kanyang lakas.

Pagkatapos kong mapakinggan ang sumbong ni Gina, agad ko namang tinawagan ang Chief of Police ng Navotas na si Col. Bernard Tambaoan. Hindi na nag-aksaya ng panahon si Col. Tambaoan at agad siyang bumuo ng isang team para tugisin ang noo’y nagtatago na si Young. Kinabukasan, nang pumunta ang reporter ng WSR na si Benjie dela Cruz sa tanggapan ni Col. Tambaoan para samahan si Gina, napag-alaman niyang naaresto na si Young at nakita pa niya ito habang dinadala sa korte para i-inquest.

Si Young ay masasampahan ng kasng rape at kasong Republic Act 9262—violence against women. Ang kasong ito ni Young ay isang non-bailable offense kung kaya’t hindi siya makakapag-piyansa.

Kung walang assignments kapag weekend, ‘bonding’ nga ba?

“BONDING” nga ba ang pami-lya kapag wa-

Hindi malinaw ang paliwanag kaya naging isyu. Umaalma ang ilang guro, napipigil daw ang kalayaan ng mga paaralan na magdisenyo ng mga stratehiya para maabot nila ang kanilang layunin sa kanilang curriculum.

Sabi naman ng ibang mga magulang, magulo talaga si Sec. Luistro dahil gusto nga niyang dagdagan ng 2 taon ang pag-aaral ng mga bata bago magkolehiyo tapos ngayon na-man ay gusto niyang siguraduhin na may bonding ang mga magulang at kanilang mga anak na estudyante na sa palagay niya ay matutugunan kapag wala nang mga uwing aralin kapag Sabado at Linggo.

Hindi ibig sabihin na kapag may assignment ang anak ay wala nang bonding.

Ilang oras ba kasi tuwing weekend ang mauubos para makagawa ng assignment? At paano naman ang mga mahihirap na mga magulang na kahit Sabado at Linggo ay naghahanapbuhay magkaroon lang ng panggastos sa araw-araw at panustos sa pag-aaral ng kanilang mga anak?

Wala na halos sa bokabularyo nila ang salitang bonding, ang mahalaga ay may magastos at makain. Maraming mga tanong na dapat sinagot muna ng DepEd bago naglabas ng ganoong kautusan.

Gaya ng dagdag na dalawang taon sa eskuwela na ayon sa DepEd ay para raw maiangat ang kalidad ng edukasyon sa Pilipinas.

Pero paano ang kalidad ng pagtuturo, ang kakulangan ng silid- aralan, ang kakulangan ng aklat at, ngayon nga, ang kakulangan ng budget para makamtan ang mataas na kalidad ng edukasyon?

Paano ang mga tanong na ito? May sagot na ba rito si Sec. Luistro bago niya naisip ang dagdag na dalawang taon at ngayon nga, ang pagbabawal ng assignments pag weekend?

Meron pa, paano ang problema ng mataas na bilang ng drop-outs o tumigil sa pag-aaral, ang problema ng mis-match sa edukasyon na ang ibig sabihin ay marami tayong gradu-ate na walang trabaho dahil hindi rin magkaagapay sa mga bakanteng posisyon.

Kasama kaya ang pagtanggal ng assignments pag week-end sa mga hakbang ng DepEd patungo sa katuparan ng mga minimithi nating kaunlaran sa Edukasyon? Siyempre, binawi na ng DepEd ang kanilang pahayag na pagbabawal sa assignments kapag weekend, friendly advise lang daw yun. Pero mabuti pa ring masagot ng DepEd ang mga tanong natin ngayong araw na ito.

IDINEKLARA kamakalawa ni Speaker Feliciano “Sonny” Belmonte Jr. na todo-suporta ang Mababang Kapulungan ng Kongreso ng Republika ng Pilipinas sa Millennium Development Goals (MDGs) ng United Nations (UN) para mabawasan ang mala-ganap na kahirapan sa buong daigdig, kabilang na ang Pilipinas, kundi man ito magwakas sa 2015.

Sa kongkreto, ang todo-suportang binabanggit ni Belmonte, kung hindi ako nagkakamali, ay ang papel ng Mababang Kapulungan sa paggawa ng batas ukol sa pambansang badyet, pag-aaral ng mga batas ukol sa buwis, at paggamit ng mga pon-dong nakalaan sa pagpapaunlad ng iba’t lugar sa bansa. Supor-tado naman ito ng ilang mambabatas tulad nina Rep. Manny Pacquiao, Rep. Bernadette R. Herrera-Dy, Rep. Fatima Aliah Q. Dimaporo, Rep. Randolph S. Ting, Rep. Wilfrido Mark M. En-verga, tagapangulo ng House Committee on Rural Development, at si Rep. Imelda R. Marcos, ang kasalukuyang tagapangulo ng Committee on MDGs.

Para sa akin, positibo ang desisyon ni Belmonte dahil pag-papakita ito na ang pamunuan ng Mababang Kapulungan ay handang makapagpasa ng mga batas upang makatulong ang Pilipinas sa pagsugpo ng kahirapan.

Ang pagdeklara ng suporta ay malaking bagay na dahil nag-bibigay ito ng pag-asa sa mga organisasyon at sa bawat inibidwal na matagal nang ku-mikilos upang makamit ang tudla ng MDG na matanggal ang kahirapan sa 2015. Pag-

papatunay din ang pangako ni Belmonte na hindi nagpapabaya at natutulog ang lehislatura sa kanyang espisipikong papel at obligasyon laban sa kahirapan.

Dapat ang sumunod sa pangako ay kongkretong hakbang upang mapatunayang totoo ngang magpapasa ng mga batas pabor sa MDG ang Mababang Kapulungan.

Ang pambansang badyet na nabanggit ni Belmonte ay magandang halimbawa upang maipakita ang kanyang pangako pabor sa MDG.

Ang badyet para sa 2011 ay masasabing pabor sa MDG kung malaki ang pondong ilalaan sa (1) pagpapaunlad ng kanayunan, (2) pagpapatayo ng mga inprastraktura tulad ng mga fly-over na ‘magdurugtong’ ng kanayunan at kalunsuran, mga tulay, maluluwag na mga kalsada, mga naglalakihang paliparan, (3) pagpapatayo ng mga silid-aralan, (4) pagpapaunlad ng agrikultura upang lumaki ang produksiyon nito, (5) pagsisigurong ang pork barrel ng mga mambabatas ay mailalagay lahat sa pagpapaunlad ng kani-kanilang distrito at hindi sa kani-kanilang bank accounts, (6) malakihang pagkaltas sa bayad sa utang ng Pilipinas sa mga pampinansiyang institusyon sa labas at loob ng bansa, (7) malakihang pagkaltas din sa internal revenue allotment (IRA) na ibinibigay ng pambansa pamahalaan sa lokal na mga pamahalaan, at marami pang iba.

Masasabi ring makatutulong ang lehislatura kung magpapasa ito ng batas na magtatanggal sa mga indirektang buwis upang lumaki ang halaga ng pera ng mga mamamayan at palitan ito ng mga batas na magpapalaki ng koleksiyon sa mga direktang buwis. Kung malaki kasi ang halaga ng kanilang piso ay mas marami ang kanilang mabibili. At kung malaki naman ang ibinabayad ng mga mamamayan sa direktang buwis ay siguradong mas malaki ang mapupunta sa kaban ng pamansang pamahalaan kaysa sa hindi direktang buwis sapagkat hindi naman ipinapasa ng karamihan sa mga negosyante ang kita sa mga indirektang buwis sa pamahalaan

kundi binabawasan nila upang lumaki ang kanilang tubo.Kung ang mga nabanggit kong ito ay maisasalin bilang mga

batas ay siguradong mababawasan ang bilang ng mga mahihirap sa ating bansa hanggang dumating ang taon ng pagtatapos ng MDG: taong 2015.

Pero kung hindi, sayang ang ipinangako ni Speaker Belmonte.Ano ang dapat gawin para maisakatuparan ang pangako ng

pinuno ng Mababang Kapulungan ng Kongreso?Dapat magkaisa ang mga NGOs at POs at mga indibidwal na

naniniwala sa kawastuhan ng MDG na hikayatin at bantayan ang Mababang Kapulungan upang mga kasapi nito ay makapagbal-angkas at makapasa ng mga panukalang batas pabor s MDG.

SENATE President Juan Ponce Enrile yesterday sought a Senate inquiry on the alleged anomalies at the Metropolitan Waterworks and Sewerage Sys-tem (MWSS).

Enrile said the MWSS se-cured two loans from the Asian Development Bank supposedly for the study of the Wawa River Reactivation Project, to estab-lish the Wawa River System as an alternative source of water supply.

However, until now, Enrile claimed that there have been no developments on the Wawa River System.

Enrile specifically cited the Manila North East Water Supply Project in 1992 and the Marikina River Water Supply Augmenta-

tion Project in 2004.“The cost of these loans was

paid for by the government using taxpayer’s money,” he said during a privilege speech at the Senate. However, he did not state how much the loans cost.

Enrile said he also wants to investigate the alleged fast ap-proval of MWSS' application for water rights to the Wawa Water System compared to the slow pro-cessing of the application of San Lorenzo Builders, which would have undertaken the project at no cost to the government.

Enrile also wants to probe the “abuse of discretion” alleg-edly committed by the MWSS by allowing its concessionaires, the Manila Water Company Inc. (MWCI), to make an advance

collection of P732 million from its consumers, supposedly for the Wawa Dam Project.

“The advance collections for the project were already made even before the MWSS was grant-ed the necessary water rights and even though the implementation of the Wawa Dam project has not even commenced,” he said.

When the project was aborted due to legal problems, he said the MWCI used the P732-million col-lection to finance other projects. Enrile alleged that P17 million are still unaccounted for.

Aside from this, Enrile said he also wants an investigation on the alleged excessive bonuses and emoluments reportedly be-ing awarded by the MWSS to its executives and employees.

QC court sentences 2 robbers to life imprisonment

THE Quezon City Regional Trial Court (QCRTC) yesterday sen-tenced to life imprisonment two robbers who held up and killed a businessman seven years ago.

In a nine-page decision, QCRTC Branch 81 Presiding Judge Ma. Theresa Yadao found the accused, former barangay tanod Francisco Pabello and laborer Bobby Sena, guilty beyond reasonable doubt of the crime of robbery with homicide.

The court also ordered the accused to pay the heirs of victim Mario Solomon the amounts of P50,000 as indemnity for his death, P52,251.28 as actual damages and P50,000 as moral damages.

Court records showed that the two accused were among the six men responsible for the slaying of Solomon, owner of Quickfix shop, when they held him up on the night of October 30, 2003 while he and his nephew Jaypee were walking home along Aurora Boulevard in Barangay Doña Imelda, QC. Kim Pascual

The DENR, Earth Day Network Philippines, Inc. together with the National Solid Waste Management Commission (NSWMC), the Philip-pine Amalgamated Markets Asso-ciation, Philippine Retailers Asso-ciation (PRA) and major malls and markets in the country will launch tomorrow the campaign called PagbaBAG ko, PagbaBAGo!

Former DENR Secretary and EDWPI head Elisea Gozun said the campaign will be launched in order to prevent the occurrence of flooding since the clogging of Metro Manila’s drainage system are mostly caused by discarded plastic bags.

THE Belgian Embassy has con-firmed that the P18.7-billion Laguna Lake Rehabilitation Project enjoys a guarantee from Brussels through its export credit facility.

In a reply to the letter of then Environment Secretary Horacio Ramos dated June 10, 2010, Ambas-sador Christian Meerschman said that “BNPP-Fortis is making available on ONDD-covered export credit facil-ity the funding for the Laguna Lake Rehabilitation Project.”

He added that “the ONDD or Office National du Ducroire is the Belgian Public Export Agency. The ONDD was founded in 1921 by the Belgian State

and is acting as an autonomous gov-ernment institution enjoying Belgian State Guarantee.”

This letter superseded a previous letter used by detractors of the project to assert that it has no official support from the Belgian government and would not qualify for coverage under the Official Development Assistance Act.

“We understand this Export Credit Facility complies with Republic Act 8182/Official Development Assistance Act of 1996 containing a minimum grant element of 25 percent as defined in the Philippine Act,” the Belgian embassy said in response to the al-legations.

We are to “be diligent to present [ourselves] approved to God, . . . rightly dividing the Word of truth” (2:15). If we do this, we won’t become prey to those who teach “a different gospel,” and those who “want to pervert the gospel of Christ” (Gal. 1:6-7)—false teachers who come as wolves in sheep’s clothing (Matt. 7:15).

MANILA Mayor Alfredo Lim yesterday became emotional as he branded as a “shotgun blast” the report submitted by the Incident In-vestigation and Review Committee (IIRC).

Lim and Vice Mayor Isko Moreno were among the 13 individuals recommended for administrative proceedings and/or prelimi-nary investigation for possible criminal liability arising from the acts or omissions.

Aside from the 13 individuals, the IIRC also included the top three networks ABS-CBN, GMA-7 and TV-5 in the comprehensive report.

as to why his name was included in the said list while Senior Police Officer 2 Gregorio Mendoza, who clearly instigated his brother, hostage-taker Capt. Rolando Mendoza, not to yield to authorities, was spared.

THE military yesterday justified its ongoing reconstruction of the runway at the Pagasa Is-land, part of the disputed Spratly Islands, saying this is vital in performing administrative runs for its troops occupying the territory.

Navy spokesman Lt. Col. Edgard Arevalo said the “repair and maintenance” of the runway is being undertaken by members of the Phil-ippine Air Force. Most of the Filipino troops stationed at the island are from the Navy.

“We would like to make it clear that we are not putting up new structure there. What is happening there is repair and maintenance of

the runway. The one undertaking that is the Air Force,” Arevalo said in a phone interview.

Earlier reports had it that Chinese ambas-sador to the Philippines Liu Jianchao had informed the Department of Foreign Affairs that the military’s statement last week to inspect and rehabilitate facilities at Pag-asa is not a welcome pronouncement.

Jianchao noted that both China and the Philippines are ironing out the controversial August 23 hostage-taking incident at the Quirino Grandstand that left eight Hongkong tourists and the hostage taker, dismissed police

officer Rolando Mendoza, dead.“We are doing that because we feel that’s

Flu shots can prevent heart attack – study

BRITISH researchers have found in their new study that preventing the flu can lower the chances of heart attacks in some people, suggesting there may be a link between respiratory infections and heart attacks.

According to Monday's online issue of the Canadian Medical Association Journal, the researchers, led by Dr. Niroshan Siriwardena of the University of Lincoln, with co-authors Stella Gwini and Carol Coupland, looked at 78,706 patients aged 40 years or older from 379 family practices in England and Wales.

Of the total respondents, 16,012 already had a heart attack and 8,472 of the patients had been vaccinated.

The researchers found that early vaccination for flu -- between September and mid-November -- was associated with a 21 percent reduction in the rate of heart attacks compared with late vaccination after mid-November, which was as-sociated with a 12 percent reduction.

“Our findings reinforce current recommenda-tions for annual influenza vaccination of target groups, with a potential added benefit for pre-vention of acute myocardial infarction in those without established cardiovascular disease,” the study said.

AS chief trainer Freddie Roach arrives in the country, pound-for-pound king and Sarangani congressman Manny Pacquiao started his four-week build up program at the Elorde gym in Quezon City.

Roach said he was surprised upon learning Pac-quiao started training even the coach did not ask him to do so.

Pacquiao began with an hour-and-a-half training session highlighted by a seven-round work on the mitts that pleased Roach.

Roach said Pacquiao’s sparmates would be Glen Tapia and Michael Medina, who saw Pac-man’s punching power when he steps into the ring the first time since March when he faced Joshua Clot-tey at the huge Dallas Cow-boys Stadium in Arlington, Texas.

“He’s still far from being in shape, but that’s okay with me in a first day of training. It‘s a very typical opening day of training for Manny,” Roach who just arrived in Manila Sunday with Tapia and Medina in tow told media men after the session.

THE Philippine Basketball Association (PBA) plans to sit down with the Samahang Basketbol ng Pilipinas (SBP) to once again redefine the role of the pro league in the overall program of the country’s governing body for basketball.

Newly installed PBA Commissioner Chito Salud and Chairman Rene Pardo made the disclosure on Monday at the closing forum of the PBA Board’s annual planning session in Bangkok following efforts made by the SBP to tap talents from the pro league in reinforcing the RP-Smart Gilas national developmental team to the coming Asian Games in Guang-zhou, China.

“We will try to seek an audience with the SBP since the (PBA) Board aired its concern during the meeting over what specific role the league plays in helping out the association in its program,” Salud said in a report by gmanews.tv. “We certainly want to iron things out.”

The request by the SBP to have the services of Asi Taulava, Kelly Williams and James Yap topped the agenda for the two-day board session.

While Taulava and Williams were both given the go-signal to suit up for the Nov. 12-27 Asiad, Yap begged off from playing for the team.
