    2011-2012 Working ReportResidential and Counseling Services

    1. A work group with the centre in-charge and social work supervisor of the Residential Services keep on leading the service teams providing quality services under the YO vision and mission. The group also shares how to balance the manpower on administration work and front line work to secure the service quality.

    2. To let the community, the in-need youths and their families know our crisis intervention services, we post out promotion letters and cards together with gifts to the public like the Family Services Centers, schools social workers and police as well.

    3. Concorde Psychological Services saved up its service income for future development plan. Besides this, it sought donors to support their proposals that provided schools counseling services for the students who come from low-income families.

    4. HK Youth Institute of Youth Studies (IYS) gained supports from various foundations to provide Youth Work Training Program for the social workers and youth workers as well as social work students from Mainland China.

    5. IYS has successfully set up a new course with Lingnan Institute of Further Education named Higher Diploma in Youth Counselingand will take up some teaching subjects of the new course.

    6. In 2012, IYS has provided regular supervision for youth work social workers of all the four centers of Sunshine Social Service Centre in Guangzhou.

    7. By the invitation of the Government of Macao Special Administrative Region Social Welfare Bureau, Youth Outreach (YO) has been participating in providing the

    Consultancy Project to the hostel, Arco-Iris (), in Macau. The project period was from May 2012 to Apr 2014.

    Outreaching Services1. Started from 2012 March, the Hang Out unit increased 8 services hours and the

    new opening hour is from 1pm 6am each day 17 hours. The no. of participants has increased to 9,672 per month upon the new opening time, that was much over its target no. 5,000. It proved that more youth could be helped when the unit maintained a longer service hours.

    2. The Hang Out sought a fund to support changing all the old computers and purchasing new up-dated game server. The new games have attracted more youth and benefited the workers to build up relationship with the target users.

    3. We soon will complete the youth culture digital platform project which let us upload our event contents to the related web-site for the youth to view the details.

    4. All-night outreaching team visited police stations in different districts to promote Youth Outreach services. Since the team has helped the police search back some missing youth, the police propaganda printed YO hotline on so that missing youth family can seek help from YO.

    5. Apart from approaching the youth on the web-site at their on line world, the Hang Out has also developed the SMS and mobile phone software platform like Whatsapp, Line to convey positive message to the youth. Our social workers together with the youth who were with similar background of the young service users will talk to the approached youth to provide counseling services.

    6. We have recruited more volunteers to help the All-night outreaching services.7. The team provided 12 on-job training to the staff and the program assistants, including

    YO vision and mission, sexual education, triad society culture, drugs issues, security and building management, and administrational work as well.

    8. AS Production provided band training to the Band 3 School and assisted the schools to set up student bands. Through the inter-school band tour, positive message was convened. Over 2,000 audiences were attracted at the performance at HK Culture Center open plaza showed by the different students bands in Sept, 2012.

    Youth Development1. School of Hip Hop (DS) provided a Certificate Course of Hip Hop Dance Training

    Assistants for the Employees Retraining Board. The result was good and the unit will use this experience to run other ERB courses.

    2. DS has arranged some international and local dancing competitions such as Waacking Aint Wack, The Top Wanted and Red Hot series. The competitions attracted dancers from Korea, Japan, Thailand, Singapore, Russia, Mainland China and Taiwan. The inter-cultural events broaden the horizon and enhanced the skills of our young participants.

    3. City Challenge - Adventure Professionals (ABC) made their efforts to develop the YO building as the City Campsite which gained great supports from the schools. This development can well utilize the buildings facilities and save our cost of hiring the country side campsites as well.

    4. DS and ABC units well extended the services from Secondary to Primary Schools. Apart from proving training courses, the units also recruited the primary pupils as volunteers to serve other primary schools.

    Administration1. The headquarters unit has reset all the post ranking and its recruitment criteria, except

    the salary range which is still on drafting. To encourage the staff to take training courses for self-development, we use the Social Welfare Department Developmental Fund and allow flexibility for apply study leave.

    2. We invited our current MPF provider and other 3 more well-developed MPF companies proving some seminars for the staff regarding the Employee Choice Arrangement scheme to let them grasp the details of the scheme.

    3. Account department set up a system for a better management on purchasing, in-out record, fixed assets record and petty cash, etc.

    4. We have set up a new computer system to enhance the membership management and fee collections.

    5. The whole buildings already changed with energy save LED fluorescent lamp.6. Youth Outreach (Macau) completed its registration and has ad on The Macau Gazette.

    2012-2013 Working ReportResidential and Counseling Services

    1. Crisis services are provided through the cooperation and the exchange conference of the management and frontline staff in order to strengthen the cooperation between different departments in Youth Outreach. Through the collaboration of different department by using their expertise and skills, the young people can enjoy the one-stop-shop services and receive the most appropriate help and support.

    2. The Concorde Psychological Services (CPS) organized a seminar of Tackling the Students Behavioral Problems to the school and public. We have also submitted the proposal to the potential sponsors asking for the support of the school referral services. The referral services provide psychological assessment and counseling services to the students and parents who cannot afford for the services. This can also extend our service coverage and strengthen our partnership with the schools.

    3. Hong Kong Institute of Youth Studies (IYS) successfully linked up with the social services organizations and the department of social work of the colleges in Mainland China, and provided training programme to their social workers, youth workers and social work students.

    4. IYS continues to work with the department of social work of Guangdong University of Technology and Shenzhen University to provide lecturing and training programme on youth work to their students.

    Outreaching Services1. Youth Inspire Youth is an effective way to handle issues of youth in high risk.

    We strengthened the first month training programme in order to increase the understanding about the ethics and practices of Youth Outreach.

    2. The Hang Out strengthened the partnership with other social services agencies. It also joined the E/W District Local Committee on Services for Young People and E/W District Local Task Force on Youth Drug Abuse to discuss with the representatives for the strategy of helping the young people in the district. Besides, the Hang Out partnered with the Preventing Juvenile Delinquency, Missing Persons Unit and Eastern District Anti Triad Squad of the police force and organized different kind of seminars and activities in order to provide timely and appropriate services and support to the young people and parents. We also strengthened the referral system with the policy force by publishing our 24 hours hotline in promotion materials of the Missing Persons Unit.

    3. To response the tendency of increasing number of female participating in triad activities, the Hang Out organized After School project. The project successfully attracted the young females to join different kind of interest classes, for example desert making, rubber stamp and make-up class etc. Most of the participants are the youth in high risk. After joining the project and the intervention of the peer counselors, they became more and more willing to leave the high risk environment and the triad.

    4. The Hang Out was sponsored for the improvement works of the indoor sport centre. The project scope included the replacement of the air-conditioning and ventilation system, glass door & windows and renovation of walls & floors.

    5. The Band School Tour project organized by AS Production successfully promoted the positive message of the Band culture to 12 secondary schools. Moreover, young people believed that the Hang Out was the Hong Kong Coliseum for the Youth. Every year, there are different varieties of youth bands performed at the Hang Out.

    6. AS production also held the project called Skate School Tourto promote the skating culture at 5 secondary schools and provide structured training to the secondary school students.

    Youth Development1. City Challenge (ABC) proactively developed training courses at wild with ecology and

    environmental conservation elements. It aimed at providing diversified trainings to enhance the anti-adversity capability of the youth. With the support from Long Coast Seasports, which is an agency based at Cheung Sha in Lantau Island, our trainings could extend to this new site. Moreover, we initiated the event Youth Trailwalker Orienteering Competition to provide training and develop their potentials for the young participants.

    2. ABC led in the Mountain Craft Certificate level 1 -3 training courses and assessment to enhance the professional qualifications for the youth. One can be the assistant for the course once he/she obtained the Level 3 certificate.

    3. To provide a comprehensive service to meet the need of the youth, ABC planned to seek fund to set up a Moral Education Centre.

    4. We have built up the Youth Outreach as the 2nd home of our young people so that they would come back whenever they have time. Our voluntary Group, the Red Soldiers, has increased up with 50 members. They come here at the weekends or during their holidays for various kinds of voluntary services including cleaning, assisting training events, visiting the elderly in the community, joining the craft training, organizing community big exhibition and holding garage sales as well.

    5. ABC provided training for the teachers from kindergarten and secondary schools. The unit also held workshops for the social work supervisors from Mainland China.

    6. Though ABC did not gain the approval from ERB(Employees Retraining Board) to run courses, DS still continued its certificate course for ERB.

    7. The local High Schoolers held by School of Hip Hop (DS) successfully moved forward to become an Asians event that dancers from Korea, Philippines, Taiwan, Macau and mainland China joined the competition.

    8. We got 2 fundings from different Foundations to sponsor the supporting services for the students from Ethnic Minorities and Special Educational Needs group.

    9. Having the support from Salesians of Don Bosco, 2 Fathers from India were sent to Youth Outreach for the Ethnic Minorities services. They would held research and give suggestions for the services. Besides, they would set up network as well. At the meantime we started providing trainings to the Ethnic Minorities and New Immigrants in different districts.

    10. We sent a social worker to provide counseling service to a school in Tin Shui Wai for their integration education and the outcome was encouraging. The School invited us to send 2 workers in the next academic year.

    Administration1. Administration unit has regularly assessed the staff salary and benefits.2. Administration updated the information of MPF and the services provided by various

    MPF trustees to all staff.3. Account department has improved the management on Account Receivable.4. The Youth Outreach Jockey Club Building was deteriorating with aging facilities which

    need full refurbishment and maintenance. We found difficulties to raise fund for this huge amount of repairment, and we are still seeking fund for this.

    5. IT department has centralized the management of all the computers and related items of each unit for a better resources re-allocation and usage.

    6. After Youth Outreach (Macau) has been registered, it is now exploring its chance for development.

    2011-2013 Activities HighlightStage Production, Audio & Lighting Set-Up, Band Shows

    1. In 2011-2012, Band Tours were held in different secondary schools to introduce Band culture for the students.

    2. Provided Door-to-door Audio and Lighting setup service to Step 2011 Showcase and Step 2012 Showcase and Waccking aint Wack competition as well.

    3. Audio, lighting and stage production for Kolor Now Loading Concert 2011

    4. Provided audio, lighting and stage production for popular band Dear Janes Gamma Live CD Release Show in 2011.

    5. Hosted the HOMF 2011 (Hang Out Music Festival 2011) at the plaza outside the Hong Kong Cultural Center.

    6. Hosted the DIAMOND Live show in August 2011 and over 600 audiences participated the show.

    7. Provided audio, lighting and stage production for popular singer Mr. Tats Lau Birthday Concert in Feb 2012.

    8. Organized the 10th anniversary Band Show Walk N Road at our Hang Out on July 6, 2012.

    9. Hosted the Music Alive Band Show outside the Tsim Sha Tsui Culture Centre on September 22, 2012.

    10. In 2012, Quality Education Fund from the Education Bureau sponsored the Rock the Live project to set up Band Tour for the students band performing band shows in the participated schools.

    11. Held The Hang Outs Back Band Show on March 3, 2013.

    Activities Highlight1. Teaching:1.1 The first class of the Associate Degree of Social Work was graduated in the

    academic year of 2011-2012. The programme was jointly organized by School of Continuing and Professional Education (SCPE) and IYS. Three graduates joined in the different units of Youth Outreach as the registered social workers.

    1.2 The first class of the 2 year Higher Diploma in Youth Counseling which was jointly organized by Lingnan Institute of Further Education (LIFE) and Youth Outreach received positive responses. The number of enrolment was increased from 26 in the academic year of 2011-2012 to 92 in 2012-2013. Students have to complete 120-hours practicum in different units of Youth Outreach in order to strengthen their attitude and skills in youth work and social work.

    1.3 IYS has provided supervision to the Social Worker of the Youth Services Unit of the Guangzhou Association of Social Work twice per month.

    1.4 IYS taught the Youth Social Work Course in the Social Work Department of the Guangdong University of Technology and Shenzhen University in a regular basis. Besides, we also provided an one-month practicum to the outstanding social work students in Shenzhen University.

    1.5 Youth Outreach was invited by the Social Welfare Bureau of the MSAR Government to provide consultancy service for Arco-Iris () in Macau.

    2 Youth Worker Training Programme: 2.1 Youth Outreach provided training programme to 14 organizations with 437

    social workers and social work students in the year of 2011-12 and 13 organizations with 390 social workers and social work students in the year of 2012-13. They were come from the high schools in Mainland China. Salesians sponsored HK$ 300,000 to subsidize the training cost for more than 150 participants.

    2.2 Youth Outreach successfully applied for the funding of Hong Kong Pei Hun Education Foundation to provide full sponsorship to 24 social workers and youth services practitioners from the remote area in Yunnan province to join the 7-day training programme.

    3. Research Study3.1 IYS has studied and analyzed the 2009-2011 services data of the Crisis Center

    for Boys & Girls of the Youth Outreach.
